Submission ID: 2796 This is about air quality and potential related health hazards from increased traffic flow and standing vehicles at proposed Yoxford roundabout (A12/A1120/B1122 junction). People in Yoxford Survey 2017 expressed most concern about traffic in the village. The proposed roundabout will result in standing idling vehicles from the North, South and West with increased flow from N at Darsham P&R ( buses, workers' cars adding to daily load), returning traffic from site along B1122 and the arriving N bound load from Saxmundham and Wickham Market P&R being joined by stacking traffic along A1120 in Yoxford village waiting to turn N andS onto A12. 12-15 years of 700 HGV and 400 LGV movements will cause increased particulate matter from idling vehicles waiting at these junctions. The 2011 Suffolk CC report and the 2017 Suffolk Council reports both mention high rates of PM at queuing for the petrol station at Stratford St Andrew. This measured phenomenon will be apparent in increased severity and concentration at Yoxford if the roundabout is constructed. introducing this health hazard to the residents - some elderly, some children en route to school, will result over the years of the proposed construction in diminished lung health ( asthma, COPD) and brain and heart function. You will no doubt have read of the first recorded death from pollution being that of 9 year old Ella Kissidebra in London last year.. This is a canary in a coal mine moment fore us here. Introducing a 15 year long deliberate increase in PM without an EIA from the proposer of this build would seem to be a cruel and damaging step not only to us in Yoxford but also to people in the East Suffolk area. -

Cllr Alan Revell (Chairman) welcomed members of the public and representatives and formally opened the meeting. Public Forum 1. To receive Apologies for Absence. Apologies were accepted from – Cllr Burslem (away), Cllr Martin Lumb, Jenni Aird, Auriol and Michael Marson 2. Approval of the draft minutes of the Annual Parish Meeting held on 18th April 2018. The Chairman made a note that last year’s minutes had been available recently on the website and village noticeboards to read before approval. The minutes were taken as read and proposed by Cllr Galloway for approval by seconded by Cllr Buttle. A vote was taken where they were agreed, and they were duly signed by the Chairman as a true record of the meeting. 3. Matters Arising from the Annual Parish Meeting held on 18th April 2018. There were none. The Chairman thanked Cllr Roberts for organising tonight’s presentation. Cllr Roberts announced that a film called Town Settlement would be shown. Cllr Roberts who had source the film gave a brief introduction and explanation of the film before it was shown. Cllr Roberts also announced that there is a competition – if anyone can recognise 10 things in the film to let them know after the meeting. INTERVAL (15 Minutes) – Very enjoyable light refreshments were served – thank you to all those who assisted in organising these. -

1373 SHADINGFIELD, SOTTERLEY, WILLINGHAM AND ELLOUGH JOINT PARISH COUNCIL Minutes of the Extraordinary Planning Meeting of the Parish Council held at Shadingfield Village Hall on Tuesday 4th February 2020 at 7.00 pm Present: Cllr Ellis (Chair), Cllr Chipperfield, Cllr Gartley, Cllr London, Cllr Parsons, Cllr Potter, Cllr Sheldrake. Richard Ellis (acting Clerk), 50 Members of the Public, including the applicant and his representatives. EPM01/20 Apologies and absence Cllrs. Scuffil, Wilson and Barne. District Cllr Cloke and County Cllr Ritchie. Mrs Andrea Carr (Parish Clerk) Cllr Ellis announced that the meeting is recorded by the Council only for the purposes of accuracy of the minutes of the meeting. Once the minutes are agreed the recording is destroyed. She asked that no covert recording take place among the members of the public, either audio or video. It is permissible but must be declared before the meeting commences. The members of the public were advised that anyone wishing to speak will have their name recorded in the minutes and these will be available on public display on the Parish Council website. The public were advised that on entering the meeting they recorded their name, any declaration of interest and whether they wish to speak. This has been done to validate the voting figures. If anyone wishes to speak that hasn’t declared this, they may have an opportunity at the end if there is time. Cllr Ellis informed those present of the structure of the meeting.
