A systems approach to problem finding, framing, and solving is applied to explore how we might increase fashion reuse behaviours amongst consumers and industry alike. This research includes an analysis of the key barriers that prevent higher rates of participation in fashion reuse despite the potential economic, environmental, and social benefits of doing so (Part 2), and identifies areas of opportunity to focus innovation (Part 3). Research methodology included more than 30 one-on-one consumer interviews, 20 interviews with industry professionals along the fashion value chain, and an extensive environmental scan with a particular focus on the Canadian market.

In 2016, the OECD’s Committee on Consumer Policy (CCP) produced a report on Protecting consumers in peer platform markets: Exploring the issues (OECD, 2016a). The 2016 report examined a number of the mechanisms that peer platforms have themselves developed to help engender trust in and use of their services (e.g. initiatives such as ratings and reviews) and raised a set of questions for further research and reflection. In order to understand better the role and drivers of consumer trust in PPMs the CCP conduct an online survey of 10 000 consumers across ten OECD member countries. This report discusses the findings of that survey. It has been prepared by Alan Terry of Vanilla Research, with the assistance of Richard Bates, both acting as consultants to the OECD. The questionnaire used in the survey is attached as Annex E, and was also prepared by the consultants. This paper was approved and declassified by written procedure by the Committee on Consumer Policy on 27 October 2017 and prepared for publication by the OECD Secretariat.
