No. 114 /2019 the Secretariat of the ASEAN-China Centre (ACC 60:1I,1105O11;51151j;c1 5o No. 114 /2019 The Secretariat of the ASEAN-China Centre (ACC) presents its compliments to all ASEAN Embassies in Beijing and has the honor to inform the latter that ACC will host the 2019 ASEAN-China Youth Winter Camp in China from 13 to 22 December 2019. The ACC Secretariat has further the honor to inform that the 2019 ASEAN-China Youth Winter Camp will be a ten-day programme in three provinces of Hainan, Jilin and Heilongjiang, China. In this regard, ACC seeks the kind assistance of ASEAN Embassies in Beijing to forward the invitation, concept paper and registration form to relevant institutions to recommend 2 university students (undergraduate or graduate students) from each ASEAN Member State to take part in the Winter Camp. As part of the collaboration among the Three ASEAN Centres (ASEAN-China Centre, ASEAN-Korea Centre and ASEAN-Japan Centre), ACC also invites students from Japan and the Republic of Korea to participate in the Winter Camp. Local expenses of campers including accommodation, transportation, meals, classes, entry tickets and insurance during their stay in China shall be borne by ACC. The international airfares shall be borne by the sending institutions or the students themselves. It is requested that all campers should purchase travel insurance in their own countries before leaving for China, and provide copies of the insurance policy to the organizers after their arrival. It is also suggested that the students arrive in Haikou, Hainan Province, China by 3pm on 13 December 2019 and depart from Harbin, Heilongjiang Province, China on 22 December. Others The medical treatment costs and expenses incurred as a result of accidental injury in China will be covered by the medical insurance and accidental injury insurance purchased by ACC (as provided in the insurance policy). Since China has a vast territory, different regions formed a variety of regional cultures with different natural environments and era evolutions. Historical and cultural towns and villages not only exist as individual entities, but also as integrated urban and rural settlements and regional cultures. This paper presents the methodologies for the protection of historical towns and villages in the phase of systematic planning in Hainan Province. The research begin with looking at Hainan’s regional culture, adopting the research method of anthropology and regional heritage to retrace the culture of Hainan’s towns and villages, analysing the status quo, and on this basis, building a framework of Hainan historical towns and villages in promotion of its rational protection and development. Bennett Department of Geography & School of Modern Languages & Cultures (China Studies Programme), University of Hong Kong, Hong Kong [email protected] (corresponding author) Abstract: This study considers the phenomenology of ‘islandness’ by analysing the experiences of tourists, islanders, and migrant tourism workers on two Chinese islands in the South China Sea. Although we begin by presuming place to be a phenomenological concept centring on ‘being-in-the-world’, we find that people’s experiences both on and off the islands of Dong’ao and Wailingding engender a desire to ‘be-in-many-worlds’ at once. Findings drawn from three months of ethnographic fieldwork suggest that while tourists privilege ‘being-at-the-seaside’, long-term residents prioritize being both ‘on’ and ‘off’ the island. Meanwhile, migrant tourism workers’ sense of islandness emerges from ‘being-at-the- seaside’ and ‘being-on-the-island’. In all cases, we find that islands challenge people’s desires to dwell in just one specific place to which they have an attachment. We argue that this liminal place attachment arises partly because the physical geography of islands, being surrounded by the sea, facilitates movement and may prompt a longing for elsewhere. Our findings have consequences for the phenomenology of place, which assumes that people have an innate desire to be somewhere. Yet thinking through and from islands shows that people equally wish to be somewhere else, too.

However, the globally significant ecosystems of Hainan Island are fragile and under increasing threat from a number of factors, notably deforestation due to encroachment for agriculture, plantations and urban development. The main wetland areas in Hainan are coastal where pressure is most severe.

The one belt and one road initiative, an international tourism island construction and the sustainable development of the Hainan province in China, requires the global Earth observation information obtained via satellite remote sensing. However, the unique geographical location of the Hainan province and its cloudy and rainy climate causes several challenges for the acquisition of high-quality satellite remote sensing images. To address this issue, the proposed Hainan satellite constellation is aimed at building a remote sensing satellite system equipped with optical, hyperspectral, and radar payloads as well as a payload for ship automatic identification system, considering specific business requirements. The application will focus on ship detection and islands and marine environment observations.
