Background information/context Save the Children International (SCI) is an international non-governmental organisation working in for children's wellbeing since 1980. SC has two field offices in Nepal working across all 77 districts aiming to ensure that children and their families are healthy, educated, safe from disasters, adopt climate smart practices and technologies and are better able to exercise their rights. SCI has gained experience of implementing community based approaches and practices since 2003 (Kailali, Kanchanpur, Bardiya, Pyuthan, Kapilvastu, Banke, Surkhet, Dang, Accham, Siraha, Ilam and Taplejung) with intention of integrating disaster and climate resilience in annual plans, policy and programmes particularly in Province-2, Province-5 and .

Currently, SCI is implementing various projects including Youth Employment Bvlgary, ABASAR, Community Livelihoods and Social Protection (CLSP) project and Sponsorship projects in 12 districts (Udaypur, Saptari, Sarlahi, Mahottari, Jajarkot, , Kalikot, Bajura, Jumla, Surkhet, Achham and Banke. It is evident that children are directly affected by hazards and climate change. Government of Nepal (GoN) have developed several policies and

ToR for PR5481 Page 1 of 7 guidelines to address the impact of climate change through adaptation and mitigation approaches and measures. For example, National Adaptation Programme of Action (2010); Priority Framework for Action on Climate Change Adaptation and Disaster Risk Reduction in Agriculture (2011); National Framework of Local Adaptation Plans for Action (2011); Climate Resilient Planning Tool (2011); Climate Change Budget Code (2012); Environment Friendly Local Governance Framework (2013); Nationally Determined Contribution (2016); National Climate Change Policy (2019); Local Governance Operation (LGO) Act, Local Disaster and Climate Resilient Planning (LDCRP) guidelines. However, climate risk issues of children in relation to disasters and climate resilience plans are still a major gap to address through these policy directives and appropriate implementation.

In this connection, this assignment intends to support two municipalities in ( and municipalities) in Karnali Province for “Conducting Poverty, Vulnerability and Climate Risk Assessment for making risk informed decisions, risk- informed sectoral policies and planning (annual and periodic) by municipalities including developing local disaster and climate resilience planning.

Objective Overall objective:

The overall objective of the assignment is to support two municipalities in Dailekh district to identify poverty pockets (settlements and HHs) and climate risk and vulnerability mapping resulted due to poverty, inequalities, and sociocultural behaviour that informs municipalities in developing risk-informed policies, planning and local disaster and climate resilience planning.

Specific objectives: The specific objectives of assignment are:

• To carry out poverty, vulnerability, disaster and climate risk assessment including detail household survey using the developed PVCRA guidelines in two municipalities; • To consolidate PVCRA findings towards development of poverty, vulnerability and climate risk profiles that will be integrated (as of the chapters) in municipal profiles • To deliver capacity building events to municipal team and partner staff on climate resilience with focus on resilient livelihoods, safe school (from climate crisis), child protection in emergency and local governance • To submit all deliverables and quality report capturing objectives as mentioned above. After successfully completion of the assignment, the consultant may be provided with further opportunity to work with municipalities in capacity building, risk-informed planning and policies development/update.

Location and official travel involved This assignment is targeted to two municipalities of Dailekh district. The consultant is required to spend at least 90% of her/his time in Aathabis and Chamunda Bindrasaini municipalities in Dailekh/Karnali Province working in close coordination with SCI project team, partner and municipalities. Regular office hours are 9:00am to 5:00pm, Monday to Friday. Office space will be provided at partner’s office, but the consultant is responsible for bringing his/her own IT equipment. The Supplier will not be required to travel to other locations. Any required travel will need pre-approval by line manager in accordance with SCI’s Travel Policy and applicable CO Expense Policy.

• Develop gender responsive and inclusive PVCRA guidelines including tools for conducting poverty, vulnerability and risk assessment in two municipalities (adapting existing tools and guidelines) • Desk review on municipal profiles and other stakeholders’ database to identify available information and gaps before conducting PVCRA in two municipalities • Carry out poverty, vulnerability, disaster and climate risk assessment including HH survey1 using the PVCRA guidelines and Household vulnerability Index (HVI) in two municipalities covering all wards • Consolidate PVCRA findings to develop the PVCRA profile of two municipalities in a succinct and infographic presentation to integrate these into municipal profile • Conduct two capacity building events (one day orientation to municipal authorities/policy makers and one day refresher; and a four-days training (full of practices) to municipal thematic /technical officials and partner staff on PVCRA and climate resilient planning and two days refreshers in both municipalities • Prepare training report of all training events with recommendations to follow up • Submit all deliverables and quality report capturing objectives as mentioned above.

Key methodology includes: The consultant is supposed to do a desk review and use participatory tools such as mapping (vulnerability mapping, red, yellow and green zoning..), ranking (ranking of wards and settlements; wellbeing ranking..) as well as use of qualitative tools such as FGD, SII, consultations and checklist/questionnaires to identify and analyse climate risk, poverty and vulnerability conditions arises due to socio-economic and attitudinal issues. The consultant is required to share the methodologies, key steps including both qualitative and quantitative tools and get sign off from SCI.

• Gender friendly and inclusive PVCRA guidelines; • Revisiting/reframing HH vulnerability index (HVI); • Orientation to enumerators to conduct PVCRA and HH survey • Mobilizing trained enumerators/volunteers to carry out HH survey based on agreed HH vulnerability index/HH survey covering all wards, deployed by SCI/partner • Carry out PVCRA and HH vulnerability Index (using both quantitative (HH survey information shall be used for climate sensitive social protection and implementation of other approaches) and qualitative tools (FGD, SII, Mapping, Ranking, consultation) in relation to education, protection, livelihoods, disaster and climate risk • Prepare PVCRA profile of both municipality using the findings of PVCRA and HVI with comprehensive analysis covering above mentioned sectors including climate vulnerability, exposure and sensitivity – succinct profile with infographics is essential. • Make sure that municipal team takes lead and involvement of municipal IT officer, municipal DRR and environment focal points and municipal planning committee are leading the assessment process including development of climate vulnerability and risk profile • Make sure that climate risk profile is integrated as one of the chapters of municipal profile • Train participants based on training package (to be developed by consultant) reviewing sectoral training manuals such as FSL, education, protection, disaster and climate resilience and environment – targeting technical officials from municipalities and partner staff (4 days package full of practice sessions) and refreshers LDCRP is comprised of 1) risk profile integrated in municipal profile, 2) adaptation and risk reduction plans (ARRP), and 3) municipal preparedness and response plans (MPRP). The

Experience and skill set required The consultant should be based in field office with local partner so that s/he can work closely in coordination with partner DRR staff and municipal local disaster management committee and DRR and climate change unit. Bidder should stipulate the proposed number of resources, along with the competencies, qualifications and experience. Bidder need to attach the CV and other relevant documentation supporting their relevant experience of proposed individual/team when responding. Minimum competencies: • Demonstrated experience of providing similar services in country and in INGO context • Advanced University Degree (Master) in international development, social sciences or a related discipline • An excellent command of the English and French languages – both written and oral • Ability to produce quality work within deadline and under pressure • Experience in a conflict setting considered a strong attribute

Delivery of outputs will be completed within 86 days scattered over 7 months. Upon successful accomplishment and delivery of this assignment, the contract can be further extended for additional assignment. This will come into effect from signing date of contract. The training, workshop and meeting cost will be covered by Save the Children /Everest Club. In order to complete deliverables in time, the consultant should work closely with SCI and partner staff, the consultant should submit monthly plan and get approval from line manager.

Status updates/reporting The Supplier shall provide monthly progress update with project team for the duration of the services.

Acceptance The success/satisfactory completion of the deliverables will be measured/verified and accepted by SCI technical Team within 15 days of delivery date

General assumptions and dependencies Partner DRR staff will fully support to deliver the expected results. The consultant should work closely with partner / SCI staff and municipalities during the project period. SCI will identify the key stakeholders to be engaged as part of the project as well as local implementing partner will cover the cost of meetings and workshop.

Payment information The payment arrangement for the services is made on a milestone basis, on specific dates or all on satisfactory completion of the work.
