HERB KOHL, A U.S. SENATOR FROM THE STATE OF WISCONSIN Chairman KOHL. Good afternoon. Our hearing today will exam- ine the $3.7 billion merger between Delta and Northwest Airlines, a merger that will create the world’s largest airline. Many predict this merger will just be the beginning in a wave of mergers in our Nation’s airline industry. We recognize the tremendous pressures that the airline has en- dured in recent years. After recovering from the horrible tragedy of 9/11, the industry now faces skyrocketing fuel costs at many of our major airlines, including both Northwest and Delta, and have undergone the painful process of bankruptcy filings. Yet, while it has been the worst of times for the airline industry, it has been no better for the flying public. We all complain about airline service; uncomfortable flights, frequent delays, and mys- terious prices are a staple of air travel. Now the airlines suggest that they will be able to merge their way out of their troubles in a way that will benefit customers. As we analyze their claim, we will confront the crucial question of how this merger will affect air competition and whether it will lead to higher prices and reduced services for customers. We need to very carefully examine the impact of this deal, and others that well may follow, on air service offered to small- and me- dium-sized cities that depend on frequent and inexpensive air serv- ice for their economic health. We expect to hear from the airline executives here today about their plans to maintain service to these communities. While there may always be ample competition between New York and Los An- geles, what does this deal tell us about the future of competition for the rest of us? Midwest Airlines is a unique company in the airline industry, an airline that offers the highest quality of service and is actually be- loved by its customers. In the last year, Midwest Airlines was ac- quired by an investment firm that partnered with Northwest Air- lines. If the merger before us today is completed, Delta will acquire Northwest’s stake in that airline. I will expect today to hear from Delta that this will not harm the independence, the quality, and the frequency of service or competitive viability of Midwest Air- lines. Both Delta and Northwest defend this merger by arguing that they operate largely complementary route structures that overlap only occasionally. Whatever the merits of that claim—and we ex- pect the Justice Department to scrutinize it carefully -our inquiry cannot end merely with an examination of overlapping routes. These two airlines are competing national networks. Each airline takes passengers from small- and medium-sized cities through their gigantic hubs and then on to the travelers’ final destinations.

Scovel III Inspector General U.S. Department of Transportation Mr. Chairman and Members of the Subcommittee: We are pleased to be here today to discuss airline customer service issues and the actions needed from the Department of Transportation (DOT), Federal Aviation Administration (FAA), airlines, and airports to minimize long, on-board delays. This hearing is both timely and important given the record-breaking flight delays, cancellations, diversions, and on-board tarmac delays that air travelers have already experienced this year. Based on the first 7 months of the year: • Nearly 28 percent of flights were delayed, cancelled, or diverted—with airlines’ on-time performance at the lowest percentage (72 percent) recorded in the last 10 years. • Not only are there more delays, but also longer delay periods. Of those flights arriving late, passengers experienced a record-breaking average flight arrival delay of 57 minutes, up nearly 3 minutes from 2006. • More than 54,000 flights affecting nearly 3.7 million passengers experienced taxi-in and taxi-out times of 1 to 5 hours or more. This is an increase of nearly 42 percent as compared to the same period in 2006. As you know, Secretary Peters has expressed serious concerns about the airlines’ treatment of passengers during extended ground delays.

The Duluth Complex, considered by many to be the world’s largest undeveloped deposit of copper-nickel and precious metals, is the site of mining proposals for several controversial mines. Proponents suggest that mining can be accomplished in an environmentally benign manner, and in the process create nearly 1000 jobs and $500 million in economic benefits annually. Opponents counter that the tourism and recreation industries already provide nearly 18,000 jobs and bring over $900 million in economic benefits annually, and that mining will permanently impair the regions environment. Thus, the copper-nickel and precious metal mining debate has become highly polarized, and serves as an ideal example of how people address national and global sustainability issues at local and regional scales. This study examines this polarization through a Q-sort analysis of subjectivities of residents of the state of Minnesota. Results suggest that partisanship is a strong predictor of attitudes towards mining, and that the strongest differences between respondents were not based on perceptions comparing jobs and the environment, the typical partisan divide, but rather on respondents’ perceived identity with relation to the mining industry or water resources.
