As a representative of the TMSC (Toyota Motorsports Club), the organiser of , I would like to express our excitement to see Rally Japan rejoining the FIA . TMSC is one of the oldest motorsport clubs in Japan and has a lot of history as it was founded in 1964. It was the very first club to be officially recognised by Japan Automobile Federation. It is a great honour to add the World Championship as a new page to the long history of TMSC. In the year 2020, COVID-19 has forced many people’s dreams and hopes in a battle of anxiety and fear around the world. What we can do is to create new expectations and vitality through motorsport. By holding this event, we hope the people who love motorsport come together and focus our energies on delivering the excitement to the people. And I hope that such joy will be passed on to the next generation.

Japan has a strong history with the WRC. Through years it has seen six editions of Rally Japan, as well as eight WRC Manufacturer titles, twelve WRC Driver crowns and 151 rally wins powered by Japanese brands. Today, this link continues through success of TOYOTA GAZOO Racing, and some young generation drivers as represented by Takamoto Katsuta. We look forward to this year’s event boosting all levels of motorsport in Japan, as well as opening the doors to the WRC for the next generation of Japanese drivers, teams and manufactures. This year, not only the WRC, but many other sporting events have been forced to make the decision to postpone or cancel their events due to the spread of the new coronavirus infection. We, as one of the fortunate organisers who can avoid the consequences, must make sure, for the shares of countries that have lost the events as well, to hold this event successfully to entertain the fans and satisfy the competitors and teams. As the organiser of this event, we will do our best to ensure that this event will provide a strong boost to the recovery from the disaster.

4.1 Titles for which the Rally Counts FIA World Rally Championship for Drivers and Co-drivers FIA World Rally Championship for Manufacturers FIA WRC 2 Championship for Drivers and Co-drivers FIA WRC 2 Championship for Teams FIA WRC 3 Championship for Drivers and Co-drivers

4.2 Criteria for Acceptance of Entries and Closing Date Those wishing to take part in Rally Japan must submit official electronic entry form published on the FIA Website https://registrations.fia.com/wrcjpn duly completed before the closing date for entries.

By sending an electronic form, the competitor undertakes to abide by the rules and regulations of the competition. Competitors will sign the entry form during Administrative Checks. All entry forms must be received by the close of entries on Tuesday 20 October at 17:00 (UTC +9 hours).

Competitors entering to the national classes will use a separate entry form available on the rally website once entries open.

4.3 Number of Competitors to Entry The maximum number of entries is 60. If more than 60 entries are received the organisers reserve the right to extend this number and to decide which entries among the Non-priority drivers will be accepted. Cars will be divided into classes (and groups) as indicated in the 2020 FIA WRC Sporting Regulations, Art. 12.4.

These cars must, however, fully comply with the safety requirements as stipulated in the 2020 FIA International Sporting Code, Appendix J, Art. 253, and with all other applicable provisions and procedures stipulated in the 2020 WRC Sporting Regulations (e.g. tyres, barcodes, fuel, restart regulations, etc.).

4.5 List of Entry Fees – WRC Championship Under agreement between WRC Promoter and SAN’S INC. entry fees for Manufacturer and WRC Team, including all WRC competitors in all WRC Championships (WRC,WRC2,WRC3 as defined in the FIA WRC Sporting Regulations) are waived for Rally Japan 2020.

5.1 Service Park Information The Service Park will be located at Ai Chilkyu-haku Memorial Park (Expo Park) with the following GPS. Coordinates : N35°10’35.8” E137°05’15.2” Detailed final layout of the Service Park and extensive information will be available on the website in due time.

FIA Priority competitors can access the Service Park from 10:00 on Friday 13 November. Non-priority competitors can access the Service Park from 7:00 on Monday 16 November. Flexi Service, in accordance with the 2020 FIA WRC Sporting Regulations Art. 59, will apply for the end of day service.

5.2 Facilities at the Service Park The following facilities and services will be provided at various points around the Service Park: • Toilets • Waste collection * For national competitors; please take your waste home with you. • Lightings (partially)

The following can be provided by the organiser for a fee upon prior request: • Private toilets • Hazardous waste collection • Private security • Telephone and private internet access • Power supply (Electricty; 100V at 60 cycles) • Water supply • Tents and any necessary office supplies

To order these facilities please use the “Service Park Facilities Order Form” from the event website.

Each competitor will be provided with the following area within the Service Park: • WRC Registered as published by FIA (WRC Sporting Regulations Appendix VI) • Non-priority service bays 5mx7.5m or as agreed.

5.3 Bringing Your Own Fuel into the Service Park The amount of fuel brought into the Service Park must be 40 litres or less (including for generators) per team under the Fire Service Act in Japan.

The use of two-way radio is strictly regulated in Japan. Those wishing to use a two-way radio communication equipment must contact Rally Japan Administrative Office by Tuesday 18 August. Specifications such as the frequency, model number and transmission output of the radio should be provided.

7 Fuel/ Tyres

7.1 FIA Fuel All FIA priority competitors must use FIA Fuel as provided by the official supplier Total Additifis et Carburants Speciaux. Non-priority competitors may also use this fuel if they wish to do so.

All fuel orders must be made with Total no later than Monday 31 August. The system for ordering FIA fuel is completely online and requires previous registration. The registration form issued by Total with payment instructions is available in the “Competitors” section of the event website: https://rally-japan.jp Please download the PDF for registration and follow the instructions. Fill in the form and email it to [email protected]. Please contact Mr Basar directly for any additional information needed.

The cost of fuel, including refuelling service, is €5.60 per litre (excluding taxes).

7.2 Refuelling FIA Fuel will be available only at the designated Refuel Zones (RZ) indicated in the Road Book (Morikoro Service Park and two Remote Refuel Zones, see Art. 7.3).

Non-priority drivers may use commercially available pump fuel. This fuel must be dispensed directly into the competing car from pumps at service stations marked in the Road Book.

7.3 Remote Refuel Zones Two Remote Refuel Zones (FIA fuel only) will be established as follows: • Friday 20 November following SS2 & SS5 in Shitara • Saturday 21 November following SS8 & SS13 in Tsukude

rally-japan.jp 12 7.4 Safety Fuel Tanks All cars must be fitted with an FIA approved safety fuel tank as defined in the FIA International Sporting Code, Appendix J, Art. 253.14. See also FIA Technical List No. 1 (https://www.fia.com/ regulation/category/761).

Fuel tanks must be fitted with FIA-specified refuel couplings (FIA WRC, Art. 62.3.2). Non-priority drivers’ cars which have the fuel tank in a separated place (trunk) with a firewall between this space and the cockpit, may have a normal cap for refueling directly from a pump pistol.

All non-priority competitors using pump fuel are reminded to pay attention to FIA WRC, Art. 62.3.7: cars equipped solely with FIA-specified refuel couplings and using commercially available pump fuel at service stations must transport the adaptor in the car and show it at pre-event scrutineering.

7.5 FIA Fuel Sample Couplings Cars of the FIA priority drivers must be fitted with FIA fuel sample couplings. See FIA WRC, Art. 62.3.5 and FIA Technical List No. 5.

7.6 Tyres (Road Surface: Tarmac) All competitors are reminded of the need to comply with the 2020 WRC Sporting Regulations, Art.13 regarding tyres that may be used. The requirements vary depending on class of car and the Priority of the driver. For all competitors each tyre must have either two identical moulded barcode numbers (one on each side of the tyre / each barcode having a different colour as defined by the FIA) supplied by the 2020 FIA-approved barcode supplier, or: a single moulded barcode number supplied by the 2020 FIA-approved barcode supplier.

rally-japan.jp 13 8 Import of Vehicles and Spare Parts

8.1 National Laws / Customs Clearance The general principles of customs clearance are as follows:

(1) FIA CARNET is required and mandatory for all overseas registered cars that are to be driven on the public roads in Japan (i.e. rally cars, recce cars, service vans and other cars). The FIA Carnet is to be issued by the ASN of the country the vehicle is registered in. In order to clear the customs with FIA Carnet, a certification document which is to be issued by JAF (through the organiser) is required. The FIA Carnet and the certification document serve as temporary compliance document and this should be carried within the vehicle at all times, ready to be presented when asked by the police and/or other authorities. NOTE: Cars from countries that did not ratify Geneva Convention (The 1949 Geneva Convention on Road Traffic) will be required to clear car inspection upon arrival in Japan and will also be required to be registered domestically, even if such car has FIA Carnet. The inspection and registration require time and payments. *If the user of the car is different from the person registered with Carnet, an appropriate application form for declaration must be submitted prior to the customs clearance.

(2) ATA CARNET can be used for the following - tools/parts/tyres (those are to be re-exported after the event), and promotional items. All of the items imported under ATA Carnet are to be re-exported after the rally. Even if it is temporary, the import of contraband goods is prohibited.

(3) PRO FORMA INVOICE - please check with the official freight agency of Rally Japan (below) on use of pro forma invoices.

Important notice Those wishing to import high pressure gas cylinders and other hazardous materials, foods, tablewares and medical supplies must go through a cumbersome procedure coming with a cost and time-consuming paperwork to obtain special permission. On top of that, the procedure must be made by yourself. Therefore we recommend procuring these items locally rather than importing them.

8.2 Vehicle Regulations All vehicles competing in Rally Japan must comply with and observe all the relevant domestic laws and regulations such as the Road Vehicles Act and the Road Traffic Law, as well as JAF National Sporting Regulations for Vehicles (lighting devices, noise level, etc) except when Appendix J of the FIA International Sporting Code defines otherwise. For vehicles that are not permanently registered in Japan, two documents (a) and (b) below

rally-japan.jp 14 are required and must be carried in the vehicles at all times. All rally cars and recce cars are required to have (c) Rally Car Insurance.

(a) A translation of the Carnet, issued by JAF and distributed by the organisers. This document serves as a temporary vehicle compliance document. For rally cars this is included in the entry fee, however for other vehicles minimal processing charge will be applied.

(b) ‘Jibaiseki ’, compulsory insurance. All vehicles (including rally cars, all foreign registered vehicles, and domestically registered cars), that drive on public roads in Japan are required to be covered by it. The policy can be purchased at 7,000JPY for foreign vehicles not registered in Japan.

(c) Rally Car Insurance (third party insurance). This is required for rally cars and recce cars. The insurance premium is 36,000JPY.

Those wishing to apply for the above (b) and/or (c) are required to complete an order form available later.

8.3 Conditions on Driving in Japan International visitors shall have a valid Japanese licence or International Driving Permit to drive on public roads in Japan. International Driving Permits must be issued under the 1949 Geneva Traffic Convention and this will be stated on the front of the document. Please contact the organisers if you are unable to obtain such a licence. Swiss, German, French, Belgian, Monacan, Estonian or Taiwanese driving licence holders may request a translation of their licence from JAF. The combination of this translation and your driving licence is valid as an alternative to the ‘Geneva Convention’ International Driving Permit. If your driving licence is not any of the above, you will be required to take a practical test and obtain a local licence with ‘Gaimen Kirikae’ procedure. Detail on Gaimen Kirikae is available on the JAF website www.jaf.or.jp/e/switch.htm

9 Helicopters

9.1 Registration Process All helicopters flying in support of the rally must be registered with the organiser. There will be a standard protocol to control rally airspace and only registered aircraft will be permitted to fly in this space. A helicopter registration fee will be charged. A schedule of landing sites and GPS coordinates will be available, which will nclude the Special Stages and the Service Park. Attendance at the pilot’s briefing is obligatory for all pilots. Applications for helicopter registrations close on Tuesday 18 August at 18:00.

rally-japan.jp 16 12.2 Accreditation Procedure As a round of the FIA World Rally Championship, Rally Japan must adhere to the media guidelines as set out by the FIA, the international governing body of motorsport. Please read the following guidelines carefully and ensure that all the information requested is supplied with your accreditation application and it is sent to the appropriate address.

Accreditation provides access to the onsite Media Centre, and other designated areas as specified for individual pass holders at the Service Park, on Special Stages, the finish podium and other locations. More detail on the accreditation guidelines for the FIA WRC is available here.

12.3 Types of Accreditation There are two types of accreditation: Event Accreditation and Permanent Accreditation. Event Accreditation is issued to media organisations and individuals on a temporary, event by event basis. Permanent Accreditation is issued by the FIA to media organisations and individuals who attend the majority of events throughout the season.

12.4 Event Accreditation Process Applications from Japanese organisations and individuals representing press, radio and websites must be received by the Rally Japan National Press Officer between Monday 21 September and Thursday 22 October. Guidelines and an application form will be available on the event website closer to the event. The application form with supporting documentation may be submitted online to: [email protected]

Accreditation requests from non-Japanese media and news agencies should be submitted to the FIA Media Delegate by Thursday 29 October online at: https://wrc.ams.fia.com

Accreditation requests from TV, PR and Promotional Photographers and international radio should be submitted to the WRC Promoter at [email protected] by Thursday 22 October. Requests should be submitted in the form of a letter including all information about the applicant organisation and intended activities on the event.

Note: Websites will be given only one Journalist credential and website photographers will not be accredited.

Media accreditation and media attendance for Rally Japan and all other 2020 WRC events are subject to FIA and WRC Promoter confirmation given the particular context caused by the COVID-19 pandemic.

14.1 Airport - Chubu Centrair International Airport (NGO) Aichi has Chubu International Airport which is one of the Asian hub airports, with flying to 30 international destinations and to 19 domestic destinations. It is located 40 min drive from the centre of Nagoya, and less than 30 min by Meitetsu rapid train.

14.2 Train Nagoya is a city with good access by Shinkansen bullet train approximately 100 minutes from Tokyo and 50 min from Osaka. From Nagoya, take the subway Higashiyama Line to Fujigaoka terminal (approx. 30 min), change to Linimo and arrive at Expo Park in 13 min.

14.3 Time Zone Time zone in Japan is JST, UTC +9 hours (November).

14.5 Average Temperature / Rainy Days High 16ºC / Low 7ºC; Number of rainy days in November: 5 days on average (Nagakute City)

14.6 Currency The currency is Japanese Yen (JPY/¥). Banknotes and coins are identified easily. There are ¥1,000, ¥2,000, ¥5,000 and ¥10,000 banknotes; and ¥1, ¥5, ¥10, ¥50, ¥100 and ¥500 coins.

€1 = approx. ¥122 1US$ = approx. ¥107 1AUS$ = approx. ¥75 £1 = approx. ¥135 (as of 15 July) Japan is more of a cash-based society though major credit cards are now widely accepted especially in most large-scale retailers and hotels. You can buy Yen at Authorized Foreign Exchange banks, major post offices, international airports and other authorized money exchanger hotels and department stores.

14.7 Tax The Consumption Tax in Japan currently is 10%. Price tags may not include VAT.

14.8 Tipping Tipping is not a common practice in Japan.

14.9 Electricity The voltage commonly used in Japan is 100 volts. Plug type is as same as those used in USA and Canada.

14.10 Mobile Phone While most latest models of mobile phone can be used in Japan, many older phones may not work due to different technologies. Most importantly, GSM-only phones do not work as there is no GSM network in Japan.

14.12 Visas Currently, nationals of 68 countries do not require visas for short stay (usually up to 3 months).
