1. Introduction Name of the event : Omloop van Vlaanderen Date of the event : 3-4 September 2021

1.1. Foreword This rally will be driven according to the FIA International Sport Code and its annexes, the National Sport Regulations (SR BRC 2021) which are in accordance with the RACB Sporting Regulations and these Supplementary Regulations. Modifications, additions and/or changes to these Supplementary Regulations will only be announced by numbered and dated bulletins, issued by the organiser or the stewards.. The RACB Sporting Regulations of the KROON OIL Belgian Rally Championship 2021 can be found at https://www.racb.com. The various documents are drawn up in Dutch and French. In the event of any dispute between the various translated terms of the official regulations of the RACB, the French text will prevail.

4.2. Tender procedure Entries must be submitted in accordance with Art. 22 SR BRC. 4.6. Refunds The registration fee will be refunded in full if the registration is not cancelled. Reimbursement in case of "forfait" : A written declaration of "forfait" of the team has to be sent by email to the organiser ([email protected]). This statement shall:  Include the reason for the lump sum  And all the necessary data for reimbursement. A receipt will be sent to one of the team members as confirmation. If the lump sum is submitted before 03/08/2021, 20h: A full refund of the total entry fee will be made within a maximum of 90 days after the end of the competition.

If the team's declaration of forfeit is submitted after 03/08/2021: Is there a tranfer of 50 % of the entry fee by the organiser and this within a period of maximum 90 days after the end of the competition.

Refund of the entry fee in the event of cancellation of the competition due to force majeure: The organiser will refund 90% of the entry fee and retain 10% as administrative costs.

5. Insurance Contract No. 730.261.439 AXA Belgium. Applicable for the rally. The organisers have taken out a Civil Liability Motor Vehicle policy - according to Art 21 of SR BRC 2021 chapter 2/2 of the National Sporting Code and the law of 21 November 1989 - Art 8, covering damage to third parties by the nominated competitors and teams and this only during Free Practice, and participation within the time schedule on the rally route, from the start of the first element of the race until the end of the rally or at the moment of permanent abandonment or exclusion.

5.1. Civil liability " Car Guarantees :  physical damage : unlimited per claim  material damage : € 100,000,000 per claim (indexed) All vehicles taking part in the rally must be provided with insurance valid for public roads. A valid green card (International Motor Insurance Card / Carte Internationale d'Assurance Automobile) or any other certificate proving that the insurance policy to which this certificate refers, meets the requirements of the relevant legislation in force in Belgium and France and serves as proof that the car is validly insured. This document must be presented during the administrative check. "Service", "Auxiliary" and reconnaissance vehicles, even if they carry the special rally plates issued by the organiser, are not covered by the organiser's civil liability insurance.

5.2. Civil liability " Founder The organisers have taken out a Civil Liability Insurance "Founder" for damage to third parties caused by an accident during the preparation, course and material completion of the event and which is attributable to an organisational error. Coverage limits:  physical, material and immaterial consequential damages mixed : 5.000.000 € per claim.  exemption : 125 € per physical claim

Legal aid:€ 15,000 per claim

Insured persons: Organiser, RACB, Officials, National Sports Commission, Members of the Red Cross or similar organisation, Members of the Civil Protection, Participants, Marshals, the drivers of the Intervention cars, and in general, any person taking part in the organisation of the rally.

5.3. Civil liability " Volunteers " The civil liability of the organisers for damage caused to third parties by volunteers on whom he relies, during their activities as volunteers.

Coverage limits :  physical damage : € 12,394,676.24 per claim (indexed)  material damage : € 619,733.81 per claim (indexed)

5.4. Conduct in an accident (National Highway Code) In case of an accident with only physical damage, pilots are obliged to make a verbal declaration at the next time control and a written declaration with a detailed report before the end of the "Stage" to the race director (task officer). The lack of declaration will be punished with a fine of 500 €. In case of an accident with bodily harm, pilots must immediately inform the competent police authorities as well as Rally Control at Rally HQ at the telephone number mentioned on the back of the time cards. (Art. 53.3.8) In the event of an accident in which a spectator, or someone else, suffers bodily harm, the (co)-pilots must remain at the spot and stop the next car in order to report this to the next radio post, as mentioned in the Roadbook and indicated along the route. (Art. 53.4) The law of the country where the competition takes place must be applied in relation to the procedures to be followed in the event of an accident. Under Belgian law, hit-and-run is a criminal offence. All competitors who are stopped during such a procedure will be given an appropriate time in accordance with Art 52 SR BRC 2021.  The safety regulations in the event of an accident by a participant are included in the road-book.

5.5. Recovery of the car For safety reasons, the Organisation may decide to transport a vehicle that has not completed the in order not to disturb the progress of the stage.

5.6. Derogation clause The organiser declines all responsibility in relation to the consequences of infringements by pilots or participants on the laws, regulations and decrees applicable to the territories crossed. The consequences of such infringements shall be borne by the infringers themselves. The organiser also declines any responsibility in the event of natural disasters, demonstrations, riots, attacks, sabotage and terrorism etc. of which the participants, the pilots, the members of the team or the occupants of a vehicle could be the victims and of which the consequences (material, criminal and sporting) will have to be borne by themselves.

The organizer shall provide each crew with the competition numbers (67x17cm), which must be placed on their car in the specified places prior to the technical inspection. Each panel must be placed horizontally at the front of each front door, with the number at the front. The top of the panel must be between 7 cm and 10 cm below the lower edge of the window. The panel should not be cut.

6.2. Optional publicity from the organiser Additional publicity from the organiser :  sticker in the middle of the rear window (30x10 cm) : see addendum  sticker on the roof just above the windscreen (10x10cm) : see addendum  stickers on rear mudguards (10x25 cm) : see addendum

6.3. Identification Competition numbers and rally plates according to RACB Sport Regulations Art. 27 and 29 will be issued by the Organiser. Numbers and plates must be affixed to the rally car before it is brought to the technical inspection and must remain visible throughout the rally. Deviations from the regulations concerning rally plates and identification numbers will be penalised as follows:  one missing rally plate or competition number : fine of 100 €.  rally plates or competition numbers missing at the same time : disqualification  rally plate invisible or number plate partly covered : fine of 100 €  Absence of optional publicity by the Furnisher: payment of the amount of the registration fee without publicity

6.3.1 Team service cars Service / Auxiliary Passage Certificates (stickers) and other passages (identification stickers) must be placed in the upper right hand corner of the windshield (on the passenger side - inside).

7.3 Quantity of Tyres For this race, the "Omloop van Vlaanderen 2021", the maximum allowed number of tyres is in accordance with article 13.1.5 of SR BRC:  for cars of classes RC1, RC2, RGT, RC3 : 16 tyres  for vehicles homologated RC4 or RC5 : 10 tyres Article 19.4 of the RS BRC 2021 Regulations - tyre card will apply to all cars involved. Tyre cards will be handed out at the technical inspection.

The list of eligible asphalt tyres is available on the FIA website.

8. Fuel

8.1. Types of fuel All competitors must use fuel in accordance with Art 62.1 du RS BRC as approved by the suppliers of the Belgian Rally Championship 2021.

8.1.1 The specifications of the fuels, and of the suppliers appointed by the RACB Sport, are available in Appendix 6 RS BRC.

8.2. Order procedure

8.2.1 Participants must place their orders with the suppliers at the latest by the close of registration at the address given below: GUTTS (official fuel supplier for all competitors except BRC) Website: https://gutts.be/shop/refueling-services/ Email:

8.3. Distribution procedure

Refuelling Zone: All participants may only refuel in the refuelling zone. There will be two supply zones (see road book). The fuels authorised by the RACB Sport will be available in the various supply zones. Any fuel that is commercially available will be injected directly into the fuel tank of the racing car at the filling station shown in the road book.  Train station - Total Vander Stichele Address : Meiboomlaan 140, Roeselare Payment: Only by bank or credit card  Reflueling Zone " GUTTS " Address : Kleine Weg, Roeselare (50°55'38.4 ''N - 3°06'29.0''E) Access to the refuelling zone is allowed only to one member of the service team, holder of the "Refuelling zone" badge.

9. Reconnaissances of the special stages The reconnaissance is in compliance with Art. 35 in RS BRC. The time schedule for the reconnaissance is published in Appendix 2 of these Special Racing Regulations.

9.1. Procedure for registration Registration for reconnaissance is mandatory and takes place during the distribution of the Roadbook. Location : Office Address : Herderstraat 4 - 26, Roeselare Date : 31/08/2021 - 19h00 à 22h30

9.1.1 Registration form for the reconnaissances The registration form for the reconnaissances will be available together with the registration form (www.omloopvanvlaanderen.be " Participants " " Explorations "). This form, duly completed, must be submitted by email by 31/08/2021 at the latest, or during Roadbook distribution. When a competitor's reconnaissance car needs to be replaced for any reason, the competitor must inform the Clerk of the Course and provide the details of the replacement car. The scouting sticker must be placed on the replacement car.

9.2. Special rules All national traffic regulations must be followed during the exploration, including but not limited to speed limits. Please note that the special stages during reconnaissance are not closed to public traffic. The organiser can reduce the permitted speed individually by marking the areas in the Roadbook and along the route. Excessive speed during reconnaissance will result in a penalty imposed by the Clerk of the Course according to Art. 34.2 BRC Sporting Rules.

9.2.1 Passages All crews may make a maximum of 2 reconnaissance runs on each special stage, in accordance with the reconnaissance programme given in Appendix 2. All reconnaissance rides must be driven in the same direction as the rally, at a moderate speed and in strict observance of the Highway Code. Races driven twice will be considered as one test during reconnaissance. Teams may only enter and exit the special stages via the start and finish controls. Random checks may also be carried out on the special stages themselves.

10. Administrative checks A simplified administrative control will be organised.

10.1. 11. Scrutineering, lead and marking (at invitation) The cars may be presented to the scrutineering by a representative of the team (see programme RS art.3). The timing of the additional control of the " pop off's " will be published on the Digital Notice Board of the organizer. (www.omloopvanvlaanderen.be).

11.1. 11.1.1 Scrutineering, mandatory documents  complete certified homologation sheets of the car  SOS / OK card (DIN A3 format)

11.2. Pilot and co-pilot safety equipment All items of clothing including helmets and FHR (Front Head Restraint) intended for use, e.g. HANS devices, shall be presented for roadworthiness testing. They must be checked for compliance with Annex L, Chapter III.

11.3. Noise level For all wagons, the maximum noise level is 95 dB at the connecting sections. Cars that do not comply with this rule will not be allowed to start. The noise will be measured with a sonometer regulated "A" and "SLOW", at an angle of 45 degrees and 50 cm from the exhaust, at a speed of 3 500 rpm.

11.4. Special national requirements  The Belgian registered cars need a certificate of the A.K. (Automobile Inspection/Contrôle Technique);  Each vehicle must be equipped with a red reflective triangle, safety vests and a first aid kit in accordance with EU traffic regulations;  Two seat belt cutters must be on board at all times, readily accessible to the pilot and co-pilot with the seat belts fastened.

11.5. Installation of the safety tracking system(STS)

11.5.1 Retrieval All cars must be equipped with a Safety Tracking System (Geo Dynamics) supplied by the organiser. The STS devices will be handed out during the Technical Inspection. The procedure and technical requirements will be explained in an additive. Entrants whose installation has not been done correctly will have to put it in order before the start of the rally. Any damage, loss or theft remains the full responsibility of the team, even in the event of abandonment, disqualification or any other racing event.

11.5.2 Return The organiser will dismantle the complete STS device at the "End of Rally" stage. In case of an earlier entry, the competitor can return the STS unit to Rally HQ (Zwaaikomstraat 1, Roeselare) during office hours.

12. Other procedures and regulations

12.1. Start procedure and order There is no ceremonial start. The start of the rally will take place on Friday 03/09/2021 at 16h05, from TC0 Start Podium, located at the exit of the service park. Start order and intervals throughout the event will be in accordance with Art 41.5 BRC Sporting Rules. The time interval is 1 minute for all competitors.

The start times will be published on 03/09/2021 at 15h15 on Official Notice Board and Digital Notice Board.

12.1.1 Start zone The Start Zone is considered to be the Media Zone. Service is not allowed in the Start Zone.

12.2. Arrival procedure

After the last assistance (Zwaaikomstraat), all crews will be under the Parc Fermé regime and will have to follow the instructions of the officials on site to get to the Finish Podium. This area will only be accessible to officials with the correct pass. After the finish podium ceremony, the cars move - according to the road book - to the waiting area of the Parc Fermé under the supervision of the Organiser. Selected rally cars will be escorted to the final control and/or proceed to the final Parc Fermé. The Parc Fermé regime is controlled by the Organisers.

12.4. Special procedures and activities

12.4.1 Contact details of the crew Participants who park their vehicles in the Parc fermé after crossing the finish line must remain available by telephone (mobile) until the final rankings have been published.

12.4.2 Classification The final classification will not be distributed after the rally. The final classification will be published on the DSO of the official rally website (www.omloopvanvlaanderen.be).

12.4.3 Safety of participants All participants are invited to pay special attention to Art. 53 SR BRC.

12.4.4 Contact details of the crew At the administrative check all crews will have to give their GSM number. This telephone number will be on board the rally car at all times and will be connected within 30 seconds after the car stops on a special stage. This rule is part of the crew safety procedures in the Safety Plan of the event. A TEAM (service) mobile number must also be provided.

12.4.5 Other points

Warming up tyres and brakes In order to guarantee the safety of the public, it is forbidden to warm up tyres or brakes when entering a special stage. It is also forbidden to go to the start with an irresponsible driving style (zigzagging, etc.) on public access roads. Any violation will be reported to the Commissioners immediately.

Speed "Fact checkers" (ISC Art 11.16) will be appointed to check compliance with all regulations relating to the Service Rules and Service Parks. Special attention will be given to compliance with the speed limit (30 km/h) in the Service Park and 5 km/h in the Fuel Supply Zone. (Art. 49.4). Every violation will be reported to the sports commissioners.

Service park Location of service park: Zwaaikomstraat and surrounding streets Reservation of the service place is only possible via the website www.omloopvanvlaanderen.be " Participants " Service Place ", before 31/08/2021 at 19h00. All teams must have a 6 kg fire extinguisher visibly available at their service place for the entire scheduled service time of the car. The use of a ground sheet is mandatory. No fuel of any kind may be stored in the service park, in service cars and/or assistance vehicles. The confiscation of fuel will be accompanied by a fine of 500 € imposed by the Clerk of the Course. It is absolutely forbidden for a car carrying fuel to have access to the service park and/or drive in it. Only a maximum quantity of 20 litres of fuel necessary to fill the tanks of the equipment (generator, heating, etc.) will be allowed.

On-board cameras  If requested by the Founder, a competitor must accept an on-board camera or other recording device. This will be installed by the Founder and inspected by the technical delegates.  The entrant of each car installing an on-board camera must obtain prior permission from the Organiser. Permitted cameras will be identified by a sticker and must be installed in the car before the technical inspection.

Image recordings and/or data cards from on-board cameras can be exchanged in the service cars, with the agreement of the race director.

Media areas A closed media zone will be set up in front of the Service Park. Access to these media zones will be restricted to those with appropriate transit clearance.

Collection of cars from closed fleet at end of rally. After the permission of the Sports Commissioners to open the "Closed Fleet End Rally", the cars can be collected, provided that the release proceeds according to schedule and that all cars must be removed by 04/09/2021 at 24h00. To collect their car, the drivers or their legal representative must present the "Collection permit" issued by the Organisers to the person in charge of the closed fleet. This document will be given to the competitors when they enter the closed fleet after the end of the rally.

15. Final scrutineering / Complaints / Appeals

15.1. Final scrutineering

Date and time : 04/09/2021 from 18h45 Location : Muylle Bodywork, Ardooisesteenweg 295, Roeselare All teams, designated for final scrutineering, must immediately follow the instructions of the marshals in charge, even if this prevents them from proceeding to one or more time controls (TC). The complete original FIA homologation sheets and other necessary documents must be available for these final checks. For national cars, the corresponding original ASN documents must also be available. In addition, two technical members of the designated team must be present, with the necessary tools, for the duration of this control.

15.2. Complaints Amount for complaint : 500 € If the complaint requires a disassembly or reassembly of a particular part, an additional deposit must be paid, to be determined by the Sports Commission after proposal by the Technical Responsible.

15.3. Borg on appeal Amount for a National Appeal : 2.000 € Amount of an International Appeal : 6.000 €

All protests and/or appeals must be made in accordance with Articles 13 and 15 of the Code and, where applicable, the FIA Legal and Disciplinary Rules.

Annex 4 - Self-adhesive labels and additional publicity

Mandatory publicity RACB Sport reserves the right to require certain publicity for all races of the KROON OIL Belgian Rally Championship 2021. Certain publicity will be compulsory according to these Supplementary Regulations. Each participant is obliged to put two stickers on the car. These stickers will be delivered at the distribution of material and are part of the obligatory publicity of this race (Art. 27 RS BRC).

Appendix 5 - Service park

General rules Article 57 of the Sporting Regulations Rally of the Belgian Championship will be strictly applied.

Times: Construction of service park: Thursday 2/09/2021, from 18h00 onwards. Opening service park: Saturday 4/09/2021, from 24h00 onwards. All movement of assistance vehicles is prohibited during the participants' passages. In any case, in the event of abandonment or disqualification, the assistance vehicles of the team reported may leave the park after authorisation from the person in charge of the service park. In any case, they may not hinder any of the competitors in the race.

Reservation of places in the service park. These requests can only be made via the organisation's website. www.omloopvanvlaanderen. be " Concurrents ", before 31/08/2021 - 12h00.

Dimensions: Each participant is entitled to 8 metres of facade. If a team provides assistance to several cars, they each get 5 metres extra per vehicle. (ie: 13 for 2 cars, 18 metres for 3 cars, ...).

Any installation or set-up that does not correspond to the dimensions and location will be moved and/or removed at the participant's expense by order of the organisation.

Access to the service park: According to the regulations of the Ministry of Sport of the Flemish Government, the service park is accessible to  the competition cars  The service vehicles with the rally plate " SERVICE " : 1 vehicle per team;  all persons with a valid badge Reminder : cars with the shield "AUXILIARY" are not allowed in the service park and must be parked on the spaces reserved for them

All vehicles, trailers and installations in the entire service park, as well as all waste, must be removed by 05/09/2021 at 10:00.

COVID-19 The rules regarding COVID-19 will be applied in the service park without exception. Any person, connected to the bubble of a car and who does not comply with all the measures imposed on COVID-19 will be inexorably removed from the park by order of the organisation, the person in charge of the park, an official of the race, or the police. Under no circumstances should it be allowed to re-enter the park. In case of refusal or repetition, the car of the person concerned will be immediately disqualified and the necessary penalties will be requested from the Sports Court RACB Sport. The rules of COVID-19 are included in Annex 6 of these Regulations.

Cleanliness/Waste Waste bins and containers will be available in the service park, the use of which is compulsory. It is forbidden to throw tyres and glass into these containers.

Fire prevention In connection with the regulations in the municipal regulations and fire regulations :  It is forbidden to use heating and/or cooking appliances with an "open flame". This means " campingas, barbecues, ...ed. ».  All teams must have a 6 kg fire extinguisher visibly available at their service place for the entire scheduled service time of the car.  No fuel of any kind may be stored in the service park, in service cars and/or assistance vehicles. The confiscation of fuel will be accompanied by a fine of 500 € imposed by the Clerk of the Course.  It is absolutely forbidden for a vehicle carrying fuel to have access to the service park and/or to drive there. Only a maximum quantity of 20 litres of fuel necessary to fill the tanks for the equipment (generator, heating, etc.) will be allowed.

Music systems The organisation is at no time responsible for the private use of music systems in the service park. Each participant must comply with the applicable Belgian regulations (SABAM, equitable remuneration, etc.) for the distribution of music in public places.

Electricity The organisation does not provide an electrical system in the service area.
