Tuan Speaker: Selamat Pagi dan Salam Sejahtera Ahli-ahli Yang Berhormat, I would like to inform that the Honourable Minister for Utility had missed a page of his winding up speech yesterday with regard to certain issues raised up by a few Ahli-ahli Yang Berhormat. The missing page is therefore, taken and considered as read and it is inserted on page 50, paragraph 3 to 7 in the Hansard dated 12th November 2018.

Tuan Speaker: Dengan hormatnya saya menjemput YB Dato Sri Michael Manyin Anak Jawong, Menteri Pendidikan, Sains dan Penyelidikan Teknologi untuk menyampaikan ucapan penggulungan.

Menteri Pendidikan, Sains dan Penyelidikan Teknologi (YB Dato Sri Michael Manyin Anak Jawong): Terima kasih, Tuan Speaker. Terlebih dahulu saya ingin mengucapkan tahniah kepada Yang Amat Berhormat Ketua Menteri Sarawak di atas pembentangan Bajet 2019 yang menjadi sejarah dari segi jumlah iaitu RM11.914 billion. This is totally an unprecedented Budget for the State of Sarawak.

Saya juga ingin mengucapkan tahniah dan syabas kepada Yang Amat Berhormat Ketua Menteri Sarawak di atas penganugerahan Ijazah Kehormat Doktor Pembangunan Ekonomi daripada Universiti Malaysia Sarawak (UNIMAS) pada 29hb Oktober 2018 yang lepas.

Importance of Education

Tuan Speaker, Khazanah Research Institute in its State of Households 2018 Report states that education is the biggest factor associated with household income levels. The report states that a head of household with tertiary education earns 3.6 times more than one without a certificate. Therefore, if we want to increase the household income, the obvious way is to increase the education level of our citizens. This clearly indicates that education is key for success whether it is for individual, community or for the nation. That is why I always say, in order to destroy a country, you don’t need an atomic bomb or hydrogen bomb. All you need to do is to destroy its education system. Like wise if we want to build a country, we build the education system.

For this reason, through the State Socio-Economic Transformation Plan (SETP) which is aimed to accelerate income growth and reduce income disparity between various ethnic groups and rural-urban communities in Sarawak, one of the strategic thrusts of SETP is to develop human capital through quality education, as a catalyst of socio-economic growth for the State.

Tuan Speaker, realizing the value of education and despite the fact that under Article 6 of the Federal Constitution, education is the responsibility of the Federal Government, the State Government has invested a substantial sum of funds into education. To borrow Yang Amat Berhormat Ketua Menteri’s statement during his recent Budget speech, “the destiny of

Sarawak is in the hands of Sarawakians”. Hence, the following projects will be implemented using State’s fund our own funding.

To Connect Treated Water and Electricity to Schools That Are Not Connected to the Grid

Tuan Speaker, as of today, a total of 371 schools in Sarawak are still dependent on generator set for electricity and 428 schools are still without treated water supply. My Ministry together with the State Education Department (Jabatan Pendidikan Negeri Sarawak) have actually identified 113 schools that can be connected to the State electricity grid and 33 schools can be immediately connected to treated water supply.

For these, as estimated by State Education Department (JPNS) with the help of the relevant authorities concerned, a total of RM50 million is required to connect the 113 schools to the electricity grid, while an amount of RM9 million is required to connect 33 schools with treated water supply. I have obtained formal approval from the Cabinet for these two projects.

However, because education is under the purview of the Federal Government and the schools are the property of the Federal Land Commissioner (FLC), thus, a formal consent of Ministry of Education (MOE) to carry out the works is required. For this, I have officially written to the Minister of Education to request for the consent. But up to today, we have not received any consent to carry out the work.

Dilapidated Schools

Menteri Pendidikan, Sains dan Penyelidikan Teknologi (YB Dato Sri Michael Manyin Anak Jawong): Dilapidated schools are still a major concern in Sarawak. Although the previous Government had spent RM419 million under the 2018 Budget to rebuild or repair dilapidated schools, this amount was only enough to address 116 of the 1,020 dilapidated schools. The contracts of 66 schools under Ministry of Education (MOE) and 50 schools under Jabatan Kerja Raya, Sarawak (JKR) were awarded on 29th January 2018 and 21st February 2018 respectively. To date, only 67 schools have been completed and another 49 schools are to be completed by the end of 2018. However, to date none of the completed schools have been handed over to the State Education Department (Jabatan Pendidikan Negeri Sarawak) together with the Certificate of Practical Completion. That is why, in response to the issue raised by Ahli Yang Berhormat for Kota Sentosa, our statistic for dilapidated schools remains at 1,020 schools.

Moreover, I would also like to clarify, that most of these projects only involve upgrading and partial replacement. As such, in many cases the projects only changed the level of dilapidation of the schools from DS3 to DS2 or DS3 to DS1. But the overall status of the schools is still categorised as dilapidated. For the information of Ahli Yang Berhormat for Kota Sentosa and Ahli Yang Berhormat for Padungan, as of now, as far as my Ministry is concerned, the total number of dilapidated schools remains at 1,020 on which the Department of Education also concurs. Hence, the distortion of facts and figures with regard to statistics on dilapidated schools by Ahli Yang Berhormat for Kota Sentosa is designed to mislead the rakyat.

The previous Government, in addition to the normal allocation, had approved a total of RM1 billion to address the issue of dilapidated schools in 2018 and 2019. This is an allocation that is over and above, I would like to repeat, over and above the 11th MP allocation. For the benefit of schools in Sarawak, we still hope and pray that the current Pakatan Harapan (PH) will try to persuade the Pakatan Harapan Government in Federal,

Putrajaya to honor the RM1 billion additional allocation. To speed up the rebuilding and upgrading of our schools, YAB Ketua Menteri, yes? Yes... (interruption)…

(a) 415 is critically dilapidated;

(b) 2010; and

(c) 395.

So, the 415 if we were to repair and just to upgrade, it is not enough. That is why we always said at the beginning in our Lab, all these need to be rebuilt. That is the reason. Thank you Tuan Speaker

To speed up the rebuilding and upgrading of our schools, YAB Chief Minister has also written to Yang Berhormat Lim Guan Eng, the Minister of Finance Malaysia on 1st August 2018 regarding Sarawak Government’s offer to lend to the Federal Government an amount of RM1 billion so that the problem of dilapidated schools in Sarawak can be addressed speedily. However, to date we have not received any reply from the Minister of Finance.

Schools Affected by Flood

Tuan Speaker, previously, I have reported that flooding continues to be a major problem faced by 216 schools that are sited along river banks especially in the rural areas. In February or March this year, 53 schools suffered damaged to furniture and equipment due to flood. The State Government has distributed assistance amounting to RM4 million to replace damaged furniture, ICT and non-ICT equipment.

However, such assistance does not provide a permanent solution to the problem of schools affected by flood. The long term solution is to relocate these schools to higher ground or rebuild the schools on stilts. For this reason, the State Government is taking the initiative to relocate and rebuild two (2) of these schools that are badly affected by flood as I have informed this August house during the last sitting.

Today, I would like to update on the rebuilding of SK Ulu Segan, and SK , Betong which are undertaken by the State Government. The ceiling cost approved for both projects under 11th Malaysia Plan (MP), that is 11th MP is RM73.84 million. The tender for SK Ulu Segan was advertised on the 10th November 2018 while tender for SK Maludam will be advertised on 17th November 2018. Construction works are expected to commence in January 2019 and scheduled for completion by December 2020.

Yang Amat Berhormat Ketua Menteri hopes that these two schools will be used as model for the building or redevelopment of other schools in the State as the classrooms of these schools are proposed to be furnished to cater for the needs of 21st Century Learning.

Schools Repairs under the Rural Transformation Initiatives (RTI)

Tuan Speaker, the State is also funding the repair and upgrading of 47 schools with the budget of RM17 million under the Rural Transformation Initiatives (RTI). Some of these schools are currently in progress while others are in various stages of design and yet to be tendered. All of these projects are scheduled to be completed by end of 2019.

The State Government has also approved another 13 dilapidated schools to be upgraded or repaired with a cost of RM4 million in 2019.

Assistance to Government Aided Schools

Tuan Speaker, in addition, Sarawak Government has disbursed grants totalling RM4.98 million to 15 SJK(C) and Mission schools in 2018. This amount was handed over by YAB Chief Minister to the recipients on 27th August 2018 in . The main purpose of this assistance was to help these schools to repair or upgrade their schools’ infrastructure and amenities.

Low Enrolment Schools

Due to the many issues and implications associated with low enrolment schools as highlighted in my speech during the last DUN Sitting, I would like to reiterate and recommend to Federal Government, Ministry of Education to merge some of these low enrolment schools. Through our lab, we have identified that 263 schools can be merged to 47 centralised schools, which have been agreed by the respective YBs. We hope that the Pakatan Harapan (PH) Government will be supportive of this proposal and provide the necessary funding to implement it in our overall effort to improve the performances of our schools, especially in the rural areas.

Continuous Professional Development for Teacher

Tuan Speaker, apart from providing conducive teaching and learning environment and essential facilities, it is also necessary to develop and enhance the capacity and capability of school leaders and teachers in our effort to improve our students’ performance. In this regard MESTR together or my ministry together with JPNS have initiated the following programmes:

(a) Bengkel Memperkasa Pengurusan dan Kepimpinan Sekolah Rendah Negeri Sarawak, for the Southern Zone on 26th to 30th August 2018 in collaboration with Institute Aminuddin Baki (IAB) involving 60 headmasters, costing RM53,400.00. Another 35 headmasters from the Central Zone will attend a similar workshop on 26th to 30th of this month at an estimated cost of RM65,000.00. Just now was RM53,400.00;

(b) Train the Trainers (ToT) Programme for 37 Science Teachers from all over Sarawak which was held from 6th to 8th November 2018 in Kuching. These 37 master trainers will further train 80 non-option science teachers concurrently from 13th to 15th November 2018 in Kuching, and Miri with an estimated cost of RM60, 000.00; and

(c) Sarawak English Language Symposium 2.0 (SELES) was held in Miri on the 27th to 29th August this year. This involved 900 participants at a cost of RM843,000.00.

Stem Education

Tuan Speaker, in our effort to promote interest in STEM that is Science, Technology, Engineering and Mathematic education, the following activities were organised:

(a) Training and Industrial Awareness (TRIA 2.0) in Bintulu (100 students from 10 schools in Bintulu);

(b) Sarawak Invention, Innovation and Design Expo (SIIDEX) (260 schoool students participated and presented 49 products);

(c) IBM Workshop (60 students from 3 zones i.e. Kuching, Sibu and Miri);

(d) ENCON STEM Conference organised through UNIMAS (80 STEM teachers);

(e) STEM playground in Sibu (5,117 visitors) and Miri (4,241 visitors);

(f) Young Innovate (49 secondary schools, 185 teams, 555 students participated);

(g) Junior Innovate (83 teams from 46 primary schools with over 160 students); and

(h) Sarawak Innovate and Design Challenge (3 universities, 61 teams, 71 undergraduates participated).

Programmes for 2019

For the 2019 Budget, the State Government has provided RM2.350 million for the implementation of programmes and initiatives to enhance the quality of education in Sarawak. These will include:

(a) Community Engagement programmes in schools with Parents Teachers Association (PTA) to create awareness among parents on the importance of education and be more involved in their children’s school works. This will help to reduce disciplinary issues and improve students’ performance;

(b) Continuous Professional Development for STEM and English teachers;

(c) Leadership and management programmes for school leaders;

(d) STEM and English language enhancement programmes; and

(e) Creativity and innovation programmes.

Issues Relating to Education

Tuan Speaker, I would now like to respond to issues related to my Ministry raised by Ahli-ahli Yang Berhormat during the debate on the budget speech. For the information of Ahli Yang Berhormat for Daro, Balingian, Ngemah and Saribas, according to the record of the State Education Department there are a total of 216 schools located by the riverbank. This is obvious as the only means of access at that time was by rivers. While the State Government and MOE have so far assisted these schools affected by flood and erosion. But this is only a short term temporary measure. The permanent solution is to relocate all these schools to higher and better ground away from the river. For this reason, the Education Department requires huge sums of money to repair and rebuild the dilapidated schools including schools affected by flood and erosion. Assuming the cost to build one school, without taking into consideration earthwork and land compensation, is RM18 million, total cost to build 216 schools will be about RM3.88 billion.

For the information of Ahli Yang Berhormat for Tamin, SMK is still listed in the 11th Malaysia Plan project and is currently at the stage of appointment of consultants by the Federal Ministry of Education. A ceiling cost of RM85 million has been allocated for this project. For the information of Ahli Yang Berhormat for Balingian, SMK Balingian is still listed under the 11th Malaysia Plan and is currently at the design stage. According to the State Education Department the project is expected to be implemented in the second half of 2019. The ceiling cost of RM55 million has been approved.

For the information of Ahli Yang Berhormat for Kabong, the contractor concerned for the Lebuhraya Borneo Utara has confirmed that the development of additional buildings for SK Haji Junid, Gerigat and SK Engkabang will continue as promised as part of their Corporate Social Responsibility (CSR). For SK Haji Junid, Gerigat, the State Education Department has prepared the specification for construction of a new building and is awaiting the agreement by the contractor concerned.

Meanwhile, for SK Engkabang, it is now at the design stage and the State Education Department will pursue with the contractor concerned so that the building plan can be submitted for approval.

For SK Abang Leman, the project was re-tendered and closed on 17th April 2018. I would like to stress here, 17th April 2018 and is currently awaiting decision by the Tender Board. State Education Department has assured that the project will continue. The reason why until today, there is no decision because after Pakatan Harapan won the 14th General Election, all projects that were not tendered was subject to review. So that is the reason for the delay.

For the information of Ahli Yang Berhormat for Bukit Semuja, an amount of RM50,000.00 was allocated for electrical works at SK Pangkalan Sorah under Projek Penyelenggaraan Khas in 2018. Meanwhile, through the on going Rural Transformation Initiatives (RTI), RM430,000.00 is allocated for repair of the main block and pre-school.

With regards to SK St. Theresa Serian, the school will only cease to accept Year 1 intake in 2020. Therefore, parents who have already registered their children for Year 1 in 2019, may continue to send their children there.

With regards to SK Sri Sadong, Serian again, which was supposed to replace SK. St. Theresa, Serian, the project for the construction of the school is expected to be tendered in December this year. The ceiling cost allocated is RM18 million.

For the information of the Ahli Yang Berhormat for Bukit Semuja, with regard to SMK Serian No. 2, the State Education Department together with Ministry of Education is at the stage of identifying the site before proceeding with land acquisition. A survey consultant has been appointed to do the topographical survey of the site for SMK Serian No. 2.

For the information of Ahli Yang Berhormat for Serembu, the current enrolment of SK Serumbu is 235 students. Your request to increase the number of classroom from 6 to 12 is therefore justified. We will take note and highlight your request to the Ministry of Education. For your information also, a new school namely SMK Singai has just been completed on the 24th May 2018 and it is now operational. This school has 30 classrooms, hostel for 400 students and 24 units of teachers’ quarters. Therefore, there is no pressing need for another secondary school in this area for the time being.

For the information of Ahli Yang Berhormat for Bukit Begunan, project for SK Bakong is at the planning stage and has been included under the Rolling Plan 2 in 11th Malaysia Plan. For your information also Ahli Yang Berhormat for Bukit Begunan, with regard to the supply of electricity to schools, SK Selanjan Sebemban and SK Munggu Bringin have been included under the State program to be connected to electricity grid while SK St. Martin will be connected under phase 3 of JPNS program.

For the information of Ahli Yang Berhormat for Opar, SK Kendaie will be connected to electricity grid under the State programme once the consent from MOE is obtained.

For the information of Ahli Yang Berhormat for Pelagus, the issue of shortage of Iban teachers should be raised by members of parliament since this is concerning education policy which is directly under the purview of Federal Government.

For the information of Ahli Yang Berhormat for Machan, we have received request from certain individuals to rename SMK after the late Trooper Matthew Medan. As we have no authority regarding the matter, we have forwarded the request to the relevant authority. Since Ahli Yang Berhormat has informed this august House that the sentiment of

BELUM DISUNTING 13 NOVEMBER 2018 the people is not in favour of changing the name, my Ministry will take note and forward this information to the relevant authority.

For the information of Ahli-ahli Yang Berhormat for Lingga, Beting Maro, Bukit Goram, Engkilili, Machan, Murum and Simunjan, I thank you all for your concerns with regards to the general conditions of schools in your respective constituencies. As I have repeated many times in many occasions that there are 1,020 dilapidated schools in Sarawak. We will endeavour to work closely with MOE and the State Education Department to secure more allocations to address the issue of dilapidated schools.

Workforce Planning

Tuan Speaker, as part of our efforts to provide reliable and quality data on workforce requirement to our stakeholders for their manpower planning and decision making, the Ministy of Education, Science and Technological Research (MESTR) Sarawak has embarked on a website online system, namely Sarawak Workforce Information System (SWIS), to capture the current and projected workforce supply and demand in the State. It will also act as a one-stop centre for labour market information for the State, industry players and educational institutions.

The system developed by SAINS has also goes live since 1st November 2018. Users can also access the system from Android mobile devices, anytime and anywhere. It is hope that with this system, the collection of data can be done in a more systematic manner to enable us to provide reliable statistics and reports for the industries, educational institutions, and planners. MESTR will continue to collaborate with relevant partners to ensure availability of data on workforce supply and demand to meet the need of the various stakeholders.

Another initiative taken by my Ministry to obtain reliable data on the workforce requirement of specific industries is through conducting workforce demand studies. For the next year, my Ministry will conduct a study on “Human Resource & Skills Requirement in the Logistics Industry”. The study is needed with the emergence of e-Commerce market to ensure that the State has good logistic services to support the e-Commerce.

Employability

To ensure employability and to meet the workforce needs of the State, it is important for our students to be aware and choose appropriate courses after their secondary school education. Therefore, to ensure that the students are well informed of the opportunities and careers available, one of the initiatives of my Ministry is to organize the Counsellors as Development Agents Seminar (CADET). CADET is a programme targeted at the Guru Bimbingan & Kaunseling (GBK) of the schools as well as the Parents-Teachers Associations (PIBG). The intention of CADET is to equip the GBK with current information on the State government’s development agenda, as well as the careers and job opportunities, so that they can provide proper career guidance to the students.

For 2019, the State budget continues to support such initiatives, as CADET will be organised in conjunction with SCATFair, to provide the participants the opportunities to engage with education and training providers, and prospective employers.

Technical Vocational Education Training (TVET) & Institutions of Higher Learning (IHL)

Tuan Speaker, the State Government will continue with its effort to train a pool of competent workers and professionals who are equipped with the appropriate knowledge, skills and other qualities that meet the demand of the job market. To expand the existing

BELUM DISUNTING 13 NOVEMBER 2018 capacity of State-owned TVET institutions, a sum of RM112 million has been provided in the budget to implement various projects such as establishing Centre of Technical Excellence (CANTEX) branches in Dalat and , as well as a Pusat Pembangunan Kemahiran Sarawak (PPKS) branch in .

One of the Ministry’s strategic thrust is to enhance Technical and Vocational Education Training (TVET) in the State. Among the initiatives that will be undertaken by the Ministry in 2019 are:

(a) TVET Symposium in February;

(b) 7th Sarawak Career & Training Fair in March;

(c) The 2nd World Skills Malaysia (Sarawak) Competition Final in October; and

(d) IBM-Watson Makers Space Workshop from January to April.

In an effort to attract foreign students to study in institutions of higher learning in Sarawak, the Ministry will organize conferences for foreign marketing agents entitled “Making Sarawak as an Attractive Destination for Education for Foreign Students” tentatively in February 2019.

Issues Relating To TVET

Tuan Speaker, as in the past sitting, several Ahli-ahli Yang Berhormat requested for the setting up of TVET institutions, including community colleges, vocational colleges, youth training centres and industrial learning institutes in their respective constituencies. While it may be convenient to have these institutions in your own constituencies, TVET is a competency-based training, and as such, an important consideration is to have the institutions located within or close to industrial centres.

I therefore urge Ahli-Ahli Yang Berhormat to encourage the youth in their constituencies to enroll in existing institutions so that they will be able to experience hands- on training. Based on our experience it is also difficult to attract qualified trainers and instructors to serve in institutions in areas with limited supporting facilities.

For the information of Ahli Yang Berhormat for Demak Laut, currently there are already three TVET institutions in your constituency, namely Automative & Welding Institute of Sarawak, Sekolah Menengah Teknik Sejingkat and Kolej Komuniti Santubong. In addition to these, there is also a CENTEXS in Santubong which is close to Demak Laut. The capacity of these institutions can still accommodate more trainees.

Tuan Speaker, for the information of Ahli Yang Berhormat for Ba’Kelalan, I would like to clarify that the actual numbers of skilled workers during the period from 2011 to 2017 had increased steadily from 701,800 to 798,300.

However, there has also been a greater increase in the number of low-skilled workers particularly to meet the needs of the plantation and service sectors. This has contributed to the decrease in the percentage of semi-skilled workers in relation to the overall labour force.

The State in cognition of the importance of skills and semi-skilled workers. Therefore, the State will continue to provide more opportunities for our school leavers and youths to be trained as skilled and semi-skilled workers especially in fields that are relevant to the S

BELUM DISUNTING 13 NOVEMBER 2018 tate socio-economic development needs. For this reason, the State Government has included in the 2019 Budget provision to set up new branches of CENTEX in Dalat and Lawas and Pusat Pembangunan Kemahiran Sarawak (PPKS) branch in Mukah.

Science and Technological Research

Tuan Speaker, one of the strategies to achieve a high-income State by 2030 is to create an economy based on technological research and innovations. Therefore, through the Sarawak Research and Development Council, we hope to coordinate and enhance the capabilities of our research institutions so that the State can undertake high-impact researches towards commercialisation.

For the year 2019, a total of RM40.629 million has been allocated for the operating and development expenditures of R&D agencies under the Ministry’s purview, which are, the Sarawak Research and Development Council, CRAUN Research, Sarawak Biodiversity Centre and Tropical Peat Research Institute.

Meanwhile, another RM7.8 million has been allocated for collaborations and projects for the next three years, namely an upcoming collaboration with the University of Cambridge, the Bio-Sandstone research project with Curtin University, Malaysia and development of rabies screening with the Institute of Health and Community Medicine, UNIMAS. The collaboration and special projects will come under the purview of the Sarawak Research and Development Council.

While we look at the staffing of the Sarawak Research and Development Council, we also to-date, established five research clusters which are:

(a) Bio industry;

(b) Food and Agriculture;

(c) Biodiversity and Forestry;

(d) Environment and Sustainable Energy; and

(e) Engineering and Technology.

Through these clusters, the Council has also received research proposals which are being evaluated for their socio-economic and commercial value, for funding consideration. Other than the need to meet the criteria of having high socio-economic and commercial value, these research proposals must also reflect cohesive efforts between research institutions. Through these researches, we hope to coordinate and consolidate the strengths among the research agencies in Sarawak to enhance the quality of research in the State.

Before I conclude, Tuan Speaker, I would like to make some observations. I totally agree with the comments made by Ahli Yang Berhormat for Kota Sentosa during his debate on the budget speech where he said “archaic and disrespectful mentality ought to change...” I am refer to page 17, Hansard, 7th November 2018. I can’t agree more. Yes, it is indeed very, very important that all of us respect the sanctity of this august House and debate with decorum and proper conduct. However, Ahli Yang Berhormat for Kota Sentosa himself is guilty of being disrespectful. He does not practise what he preaches. Every time he stands up to speak, he often shouts and hurls accusations and insensitive remarks without respecting the personal dignity of Members of this House. His behaviour is at times, rowdy, resembling the scene at the market place. It is possible he behaves in this manner because it is innate in him or is already his nature. But it is more possible that this may not be his

BELUM DISUNTING 13 NOVEMBER 2018 nature or innate. From my observation, he behaved like a gentleman in Parliament or was he timid? I hope Ahli Yang Berhormat will walk the talk in future Sittings and be more respectful to fellow Members of this august House.

As reported in the Borneo Post dated 5th November 2018, Ahli Yang Berhormat for Kota Sentosa has mentioned that I am a veteran and an ignorant politician for stating that the amount allocated for Sarawak in the Federal Budget is only 1.4%. I based my calculation on RM271 billion instead of RM54.7 billion as the total allocation for development in arriving at the figure of 1.4%. For that, if there is a mistake I beg you to correct it. Now, using the figure of RM54.7 billion as the basis, the budget allocated for Sarawak is only 7.3% which is still far far below the 30% promised by Pakatan Harapan Sarawak led by Ahli Yang Berhormat for Kota Sentosa.

This is clearly a case of “over-promise and under deliver” which is tantamount to betrayal of the rakyat. This is more serious than what I have stated. Wait! Wait! Wait! I’m finishing. Let me finish. Let me finish…(interruption)…Let me finish.

Timbalan Speaker: The Honourable Member for Kota Sentosa, let the Minister finish. I’ll give you time. I’ll give you time. Ok, let the Minister finish.

Menteri Pendidikan, Sains dan Penyelidikan Teknologi (YB Dato Sri Michael Manyin Anak Jawong): So Ahli Yang Berhormat, so this, this is more serious than what I have stated. Ahli Yang Berhormat for Kota Sentosa, if he is not ignorant then he must have the intention to deceive the rakyat. So, let me finish first. Let him talk afterward.

In regards to Pakatan Harapan Sarawak’s manifesto in which they promised that Sarawak shall attain full autonomy in all education matters in Sarawak and undertake the financial obligations involved, this offer was repeated by Ahli Yang Berhormat Kota Sentosa after the PRU14 as reported in the Malay Mail on 16th May 2018. Pakatan Harapan Sarawak has no locus standi to make such an offer. As far as the State is concerned, we have not received any formal offer in respect to this, be it from the Federal government or from Pakatan Harapan Sarawak.

Yang Berhormat for Kota Sentosa has also proposed the concept of profit sharing with regards to our oil and gas revenue. He must be ignorant to think that profit sharing concept is a better deal for Sarawak than the increase in royalty that the State is seeking. Any qualified accountant will tell you that there is no certainty of income through profit sharing concept.

The opposition has been blaming us that we have not worked hard enough to obtain enough allocation for the State. Now that you are in the Parliament and part of the Federal Government, it is your turn to convince the Federal Government to give more allocation for Sarawak, as the Chinese says “Fight! Die! Die!” instead of being merely a “rubber stamp”.

In a football game, the spectators are the ones who shout the most, making critical comments about the referees and the players. However, when they actually play the game, only then they finally realise how difficult it is to play the game. The ball is now in the Pakatan Harapan’s feet. They are now the players at the Federal level. Stop blaming others. It’s time for you to score the goals.

So, Tuan Speaker, there is a saying to err is human, to forgive is also human but to forget is divine. So, if you are really a gentlemen and human please apologize and we will accept your apology, because we are not divine, so we will not forget your promises. Thank you.

Terlebih dahulu saya ingin mengucapkan tahniah kepada YAB Datuk Patinggi Ketua Menteri merangkap Menteri Kewangan kerana telah membentangkan Belanjawan Negeri Tahun 2019 yang meneruskan tumpuan kepada agenda pembangunan negeri khususnya di luar bandar.

I’m glad to note that Ahli-ahli Yang Berhormat who had participated in the debate have given their support and endorsement for the Supply Bill (2019), 2018.

Tuan Speaker, our present stable and harmonious social and political environment is the result of many years of planning and nurturing. The prevailing political and social harmony is amongst the most valuable asset of our beloved State, Sarawak. The ability to appreciate and uphold the value of this asset in my view is the greatest collective wisdom of our people and our future is held in the collective hands of all of us, particularly all of us sitting in this Dewan.

It would do no one any good to adopt the tactic of being consistently critical, negative and destructive for their own political self-interest. We should not limit our horizons; we should widen them assessing issues and problems, if there are any, more objectively in an all-encompassing manner. We should together set a broader agenda and evolve a large sense of purpose.

Let us not undermine the delicate fabric of our society for selfish aims just to gain political mileage. Instead, we must harness such value to enhance the sustainable well- being of our people. This is the best legacy that in the long run, we can bequeath to our future generations.

Tuan Speaker, after our previous DUN sitting in mid-July this year, my Ministry has increased its efforts to achieve greater results in promoting the understanding, adoption and development of e-Commerce which can strengthen Sarawak’s competitiveness in both regional and global markets.

We acknowledge that there are challenges in promoting our local people especially the business communities to embrace digitalisation of doing their businesses. Thus, my Ministry, through our business community organization and initiatives, has strategized, conducted and implemented various programmes to boost the adoption of e-Commerce and its development in Sarawak.

Through these initiatives, we anticipate that our local companies can explore, venture and develop their competitiveness in the international markets via online business which is now a common trend worldwide.

My Ministry is also working closely with related and relevant agencies both from the Government and private sectors in organising programmes and activities concerning international trade and e-Commerce. Their support and contribution are vital to ensure that our local business communities are not left behind in regional and global business with digital solutions.

E-Commerce Initiative

Tuan Speaker, as mentioned in my previous July DUN sitting, one of our special emphasis is on preparing our youths including university students to take up e-Commerce. This provides an opportunity for us to nurture them with some entrepreneurship skills so that they can become versatile individuals with more options of job opportunities after their graduation.

Apart from specific programmes for the youths, my Ministry and other Government agencies are also actively organising awareness and skills development programmes on e- Commerce for the general public and entrepreneurs.

I would like to highlight that my Ministry, as of October 2018 has conducted 12 programmes which have benefited 3,415 members of the public comprising the local entrepreneurs, community leaders, youth, students from institutions of higher learning as well as from secondary schools across the State. These programmes are:

i. Bengkel PerniagaanSecara Online;

A hands-on training on online business through “Produk Sarawak” portal that has benefited 912 local entrepreneurs;

ii. Program e-Usahawan Digital Kenyalang Achievers;

This programme has exposed and trained 248 entrepreneurs on e-Commerce through social media namely Facebook and Instagram;

iii. Train the Trainers Programme;

Under this programme, we have equipped 159 managers and assistant managers of Pusat Internet across the State to train local entrepreneurs to do more online business through “Produk Sarawak portal. To date, these trainers have assisted hundreds of local entrepreneurs to conduct online business;

iv. Seminar Ekonomi Digital dan e-Dagang;

Designed to create awareness and train community leaders and entrepreneurs in rural areas on e-Commerce. This programme has benefited 315 participants in 2018;

v. Kampung Reachout;

A greater awareness programme on e-Commerce to the rural communities. In 2018, my Ministry has organized Kampung Reachout Programme in two locations namely Betong and Skuau, Sibu that benefited 155 participants;

vi. E-Photo Presentation and Marketing Online;

This workshop trained entrepreneurs on the product photography skills which is essential for online presentation and marketing. It has helped 230 online entrepreneurs;

vii. Samarahan Apps Challenge;

This programme provided the opportunity for 60 students from to generate innovative problem-solving ideas and turn those ideas into mobile applications. This ongoing programme is working to develop 10 mobile apps;

viii. Start-Up Quest;

This programme enabled 50 young local entrepreneurs to be involved in tech- start-up initiatives. They came up with two initiatives on domestic waste management and assistive device for the visually impaired;

ix. Digital Free Trade Zone (DFTZ) SME on Boarding Programme;

In collaboration with MDEC, this programme has prepared 70 of our local SMEs to get onboard DFTZ to expand their businesses and export globally, especially in the ASEAN region;

x. Introduction to Digital Business Model;

This programme is jointly organized with National ICT Association of Malaysia to introduce My Cyber Sales, an online sales promotion to local SMEs. This year’s edition has attracted 221 participants from Sarawak;

xi. Transforming Digital Business for Sarawak’s Youth and SMEs;

This program is to transform and improve the Sarawak SMEs’ understanding on Commerce and digital marketing. This year, we have conducted 12 sessions across the State that have benefited 604 participants; and

xii. e-Commerce Conference 2018.

This programme was conducted by Sarawak ICT Association Sibu in collaboration with my Ministry in Sibu on the 8th November 2018. The programme attracted 301 participants in which they were exposed to e- Commerce ecosystem.

Tuan Speaker, for the information of this august House, all the activities and programmes are designed to suit local conditions. The trainers are sourced from national and local talents who can understand the local cultures and conditions. The trainers can also interact in local dialects with the participants. The programmes are mainly conducted in Bahasa Malaysia, English and Mandarin including local dialects where and when necessary. I am glad to mention that our trainers are able to work closely with our local people.

Tuan Speaker, this inclusive approach has enabled my Ministry to disseminate the information on e-Commerce and train the entrepreneurs of the trend of online business in an effective manner. This is also one of the ways by my Ministry to help our people from all

BELUM DISUNTING 13 NOVEMBER 2018 walks of life with different educational background to embrace e-Commerce to increase their income level.

In the question to develop an e-Commerce community in the State, my Ministry is also working with other relevant State and Federal Government agencies such as SMA, TEGAS, MATRADE, MARA, MDEC, SSM, SME Corporation and FAMA, to mention just some. Various e-Commerce programmes have also been implemented by these agencies such as Agro Bazaar Online, eUsahawan Desa, eTrade, eRezeki, Celik IT Penuh Kocek, and My Shop 9.

All these programmes have received positive feedback from the participants. Many of them have praised and conveyed their gratitude to my Ministry. They have also informed my Ministry that the programmes that they attended not only increased their knowledge and skills on e-Commerce but more importantly have enabled them to increase their sales and income. Some have seen an upward trend of business up to 30% after a few weeks of onboarding online.

In view of the overwhelming demand for e-Commerce training and development, my Ministry has prepared a comprehensive plan to intensify our efforts to train more local entrepreneurs on online business in 2019. We will continue to work closely with the relevant Government agencies and industry players to increase the understanding and application of e-Commerce in both urban and rural areas. We are also planning to move e-Commerce activities in the State up the value chain to explore bigger markets.

International Trade

Tuan Speaker, the World Economic Outlook projected that the global trade will continue to grow despite the impact of the trade war between China and the United States. The global trade is expected to grow at 4.2% in 2018 and moderated to 4% in 2019.

The global merchandise trade growth is expected to remain strong in the remaining 2018 and for 2019. This will be supported by the continued expansion of global economic growth where governments are expected to pursue appropriate and more favourable monetary, fiscal and especially trade policies.

Updates on Malaysia Trade Performance

Tuan Speaker, as of September 2018, Malaysia’s trade performance has registered a total trade volume of RM1.38 trillion, an increase of 5.5% from RM1.31 trillion for the same period last year. Exports increased by 6.3% to RM733.6 billion while imports grew at a slower pace of 4.7% to RM647.9 billion. Trade surplus for this period rose by 20.4% to RM85.7 billion compared to the same period last year.

Updates on Sarawak Trade Performance

Tuan Speaker, for the first nine months of 2018, Sarawak’s total trade expanded by 1.1% to RM102.6 billion compared to the same period in 2017 which was RM101.5 billion. Exports decreased by 2.9% from RM71.7 billion to RM69.6 billion while imports grew at 10.9% from RM29.9 billion to RM33.0 billion. Despite a decline in exports, Sarawak still maintains a large trade surplus of RM36.6 billion.

Export receipts from LNG remains the biggest contributor at 39.6%, followed by crude petroleum at 12.3% and palm oil at 9.5%.

Our major export partners also remain the same, namely Japan (28.8%), Peninsular Malaysia (15.7%) and China (11.3%). These three markets contributed more than half, 52.8% to the total export value.

Our main import items are still machinery and transport equipment (32%), followed by chemical products (15.3%) and manufactured goods (13.7%). The higher importation of machinery and transport equipment is for the construction of many major infrastructure developments in the State.

Updates on Trade Promotion Programmes

Tuan Speaker, in order to facilitate more external trade activities in the State, my Ministry has organised and participated in a series of trade fairs with the aim to promote our local businesses to enhance their positions in the global market which will ultimately increase Sarawak’s trade volume. Through this approach, our local businesses are given an opportunity to participate in selected major trade fairs and expositions both nationally and internationally.

My Ministry will continue to work with other State agencies to establish our presence in the international trade fairs and expositions, especially to link our local products to the global markets, such as:

i. Ministry of Industrial and Entrepreneur Development, Sarawak;

ii. Department of Agriculture, Sarawak;

iii. Sarawak Timber Industry Development Corporation; and

iv. Sarawak Economic Development Corporation.

My Ministry will also continue to cooperate closely with the Federal Government agencies, namely:

i. Ministry of International Trade and Industry, Malaysia;

ii. Malaysia External Trade Development Corporation;

iii. Federal Agriculture Marketing Authority;

iv. Fisheries Department Authority of Malaysia;

v. Malaysian Handicraft Development Corporation;

vi. Malaysian Cocoa Board;

vii. Malaysian Pepper Board; and

viii. Malaysian Pineapple Industry Board.

As of October 2018, apart from the four trade fairs mentioned in the last DUN sitting, my Ministry has successfully arranged the participation of our entrepreneurs in another five major events, namely:

i. IMT-GT and BIMP-EAGA Trade Fair 2018 from 19th to 22nd July at the International Convention Centre, Hatyai, Thailand;

ii. Halal Trade Expo Korea 2018 from 16th to 18th August at the Convention and Exhibition Centre, Seoul, South Korea;

iii. The 15 China ASEAN Expo (CAEXPO) from 12th to 15th September at the Nanning International Convention and Exhibition Centre, Guangxi Province, China;

iv. Halfest Giant from 26th to 30th September at the Mines Exhibition Convention Centre, Selangor; and

v. SIAL Paris 2018, the world’s largest food exhibition from 21st to 25th October at the Paris Nord Villepinte Exhibition Centre, Paris.

Tuan Speaker, recently, my Ministry has just successfully coordinated the participation of our local entrepreneurs in China International Import Expo 2018 held from 5th to 10th September in Shanghai.

I wish to inform this august House that my Ministry has successfully organised and coordinated 54 Sarawakian entrepreneurs to participate in the above-mentioned events and we managed to establish new market opportunities through 81 business matchings.

Our effort has encouraged more local entrepreneurs to seek our assistance to promote their products and services to the world. In this respect, my Ministry will continue our efforts to organise Sarawak’s participation in the major trade fairs and expositions locally and globally in 2019.

Updates on Sarawak-China Business Forum, 2018

Tuan Speaker, I wish to update this august House on the successful inaugural Sarawak-China Business Forum 2018 officiated by Yang Amat Berhormat Chief Minister. th The event held on 6th and 7 August at The Waterfront Hotel in Kuching received an overwhelming response.

The forum is one of the initiatives taken by my Ministry and the Consul General of People's Republic of China, Kuching Office, to promote trade between Sarawak and China. The forum became a good business platform where the participants gained a better understanding in doing trade between the two countries.

The event attracts more than 500 entrepreneurs from both Sarawak and China especially those who are interested in doing cross-border trading between two nations. The forum called for greater collaboration between Sarawak and China on various areas especially Agriculture, Tourism, Health, Education, Infrastructure, Trade and e-Commerce.

I wish to inform this august House that our strategy to create trade ties with China is a positive move as China is the second largest economy in the world after the United States. As at September 2018, our total trade with China stood at RM12.6 billion, an increase of 10.4 % compared to the same period in 2017.

We are optimistic that such upward trend can be sustained in the long run with the ongoing business collaboration between Sarawak and China through the establishment of good trade relation.

Support and Assistance

Tuan Speaker, in order to encourage more local products to go global, my Ministry has provided various support and assistance for our entrepreneurs to participate in trade fairs, both locally and globally. We are working closely with the relevant Government agencies, trade and industry associations as well as chambers of commerce and industry to identify qualified entrepreneurs to be given the incentives. I wish to inform this august House that as of October 2018, a total of 1,356 entrepreneurs have received support and assistance from my Ministry to participate in various trade fairs to promote their products and services.

We are also working closely with the Federal agencies such as MATRADE that provides various initiatives to promote International Trade, namely through Market Development Grants (MDG), eTRADE and GoEx programmes. These programmes have benefited 17 local entrepreneurs in 2018.

Menteri Perdagangan Antarabangsa dan e-Dagang (YB Dato Sri Wong Soon Koh): In addition, under the MATRADE Mid-Tier Programme, MATRADE facilitates Mid-Tier Companies (MTC) by providing customised programmes to expand MTCs' reach into high potential markets. Mid-Tier Companies in Malaysia are defined as companies with annual revenues between RM50 million to RM500 million in manufacturing sector and between RM20 million to RM500 million in services sector. The programme has supported eight Sarawakian companies through go-to market access and global expansion opportunities.

In the area of e-Commerce, my Ministry also provides support and assistance to individuals, entrepreneurs, companies, business chambers and associations for e- Commerce development in the State. The support and assistance are given to those interested to start online business platform and applications or to provide technical training on e-Commerce. As at October 2018, there are 410 recipients that have benefited from this initiative.

Moving Forward

Tuan Speaker, the rapid development of global e-Commerce is still showing an upward trend and is expected to continue in the future. Similarly, in Malaysia, e-Commerce is increasingly becoming a popular choice for investment for existing and new businesses due to the potential growth and rewards. This is in view of the existing 15.3 million online shoppers and the number is expected to grow at a rapid rate.

Based on the Department of Statistics, e-Commerce contributed 6.3% to the National GDP amounting to RM85.8 billion in 2017. For 2018, National e-Commerce Council (NeCC) estimated that e-Commerce contribution to National GDP will increase to RM93.0 billion.

It is an evident that marketing is a major driver for e-Commerce growth and e- Commerce players are embracing emerging technologies such as Augmented Reality and Virtual Reality (AR and VR) technologies. These technologies give consumers an interactive and immersive experience which is helping to drive a significant amount of investment in the industry. My Ministry will encourage and assist such industry to grow in the State in line with the State Digital Economy Initiative.

My Ministry also acknowledge that those involved in e-Commerce are facing various challenges especially with ICT infrastructure, the level of socio-economic conditions, the rate of internet usage as well as the government and regulatory initiatives. These challenges must be addressed in a systematic manner to ensure the success of the e-Commerce industry in the State. Besides that, the effects of the trade war between the United States

BELUM DISUNTING 13 NOVEMBER 2018 and China, who are also our trading partners are imminent. Nevertheless, the current situation has also presented Malaysian and Sarawakian exporters with opportunities to offer our products to both the American and Chinese markets as alternatives and options. This is because tariffs imposed by the United States on China-made imports and vice versa would make Malaysian-made products as an alternative where the prices are relatively more competitive.

As such, my Ministry together with our relevant counterparts from both State and Federal agencies will collaborate and strategise to seize the opportunity as well as identify the next best markets for our exports to ensure sustainability of our international trade.

Tuan Speaker, it is without a doubt that digital technologies in online trading raise concerns relating to loss of privacy, consumer protection and security threats such as financial scam and even love scam. We have heard that there are many cases of people who have fallen prey to online scams where substantial amount of money and valuables were lost. More often than not, it involves innocent people who are ignorant of the many tricks and the succumb to such trick. There are cases where people are not aware of the tricks and they are hoodwink by greed or threaten by fear and they get trapped also. Therefore, I would like to caution the people to take precautionary measure and practice due diligence when dealing in online business and even in connection with people to people relationship.

In view of the fact that there are many scams including people’s money, strangling people’s money and valuables, all I can say to the people involved in doing this is that “Wealth is what every man desires. But if wealth is being obtained in violation of moral principles, that wealth must not be kept” and it is even sinful.

In this case I would now like to, Tuan Speaker, to relay a story about Confucius. One day when Confucius travelled with his student to a state name Wei, his student Ranyou draw for him. The Master said “what the flourishing population?” Then his student said “When the population is flourishing, what further benefit can we give to them?” The Master said “make them rich” says Confucius. The student further added, “When the people become rich, what further benefit can we give?” Confucius say “give them education, give them moral education”. And so, I would like to quote Confucius once again, “the wealth is what every man desires, but if wealth has been obtained in violation of moral principles, that wealth must not be kept”. And so Tuan Speaker, you can have many laws and regulations, people can always evade them and circumspect them. And so, the shortest way for us to ensure cyber security or I.T. security is perhaps through education, through moral education.

Conclusion

Tuan Speaker, it has been my Ministry furtherance hope that fellow Sarawakian businessmen can be successful in their business ventures both in the international trade and e-Commerce. It is also our wish to support businesses of all Sarawakians so that they can help to strengthen the economic growth and development of the State.

Tuan Speaker, lastly, I would like to congratulate you for your judicious handling of the proceedings of this august House and extend my appreciation to the House officials led by House Secretary for the job well done in providing us with efficient services. Menteri Kewangan Kedua (YB Dato Sri Wong Soon Koh): Thank you, Tuan Speaker. First of all, I would like to congratulate our Yang Amat Berhormat Ketua Menteri, Datuk Patinggi (Dr) Abang Haji Abdul Rahman Zohari Bin Tun Datuk Abang Haji Openg for tabling and presenting a bold and well-thought-out 2019 State Budget Proposal in meeting the aspiration of the people of Sarawak. I would also like to express my utmost appreciation to all Ahli Yang Berhormat for their active participation in the debate of the Supply (2019) Bill, 2018, constructive comments and invaluable suggestions as well as support on the 2019 State Budget Proposal.

The 2019 State Budget proposal as tabled by the Honourable Chief Minister is indeed “An Extraordinary Budget” with large development budget and record revenue projection for 2019. The State revenue for 2019 is expected to be at RM10.513 billion, an increase of RM3.547 billion or 51% as compared to the revenue estimates of RM6.966 billion for 2018.

For 2019, total Ordinary Expenditure estimates is RM10.391 billion. Out of this allocation, RM2.841 billion is for recurring expenditure while a sum of RM7.550 billion is for the appropriation to the Statutory Fund.

Based on the projected revenue and total Ordinary Expenditure, the 2019 Budget is anticipated to register a Budget Surplus of RM122 million.

Tuan Speaker, the Development Expenditure estimates for 2019 is comparatively large which amounts to RM9.073 billion. This is the largest ever budget in the history of Sarawak and we are confident that such level of development budget will further propel the State economic progress particularly in the rural areas with provision of necessary infrastructures and amenities.

Economic Scenario and Prospects

Tuan Speaker, please allow me to give a snapshot of the current economic environment and its prospects. The International Monetary Fund (IMF) has projected that the world economy is expected to slowdown at the rate of 3.7% for both 2018 and 2019 mainly as a result of the on-going trade disputes, tighter financial conditions and geopolitical tensions that has jolted the financial markets and impacting the global economy.

The trade conflict between the United State and China, the two world biggest economies, if worsening into a full blown trade war could dent business and financial market sentiment, trigger financial market volatility and slow investment and trade. The escalating trade war will also have significant impacts to both the National and the State economy as our economy is strongly linked to the global trade.

Tuan Speaker, every cloud has a silver lining. The trade crisis could present a potential opportunity for Sarawak to advance its international trade leveraging on our strengths in:-

i. The provision of generous incentives in terms of competitive land price, attractive utility price, favourable payment scheme for purchase of industrial lands in addition to the incentives by the Federal Government;

ii. The provision of facilities such as industrial parks, ports and supporting infrastructure to facilitate export; and

iii. A conducive business environment with good supporting industries.

Tuan Speaker, the State, therefore, should take advantage of the situation and capitalize on the opportunity to attract investors to relocate their operations to Sarawak and use Sarawak as an export hub. In this respect, I would like to encourage our business community to explore collaboration opportunities with international investors to enter into the global market.

Tuan Speaker, our National economy is forecasted to register at growth of 4.8% for 2018 largely supported by the growth in private consumption and private investment. Growth is also underpinned by higher contribution from services and manufacturing sectors. Amidst the challenging global economic conditions, National economic growth for next year is projected to expand at 4.9%.

State Economy

Tuan Speaker, our State economy is expected to grow at 4.6% this year supported by the stronger growth in services sector. For 2019, the State economy is projected to grow at 5.0% mainly supported by higher injection in public investment attributed to the implementation of major infrastructure projects like rural transformation initiatives, walkabout projects, roads network, water and electricity supplies.

In addition, there will be several other infrastructure projects by RECODA to be implemented under the three development agencies namely Highland Development Agency (HDA), Upper Rajang Development Agency (URDA) and Northern Region Development Agency (NRDA) as well as the on-going Pan Borneo Highway project would also support growth.

Tuan Speaker, I will focus on the salient points in connection to the State Budget 2019.

State Budget 2019

I would now like to briefly highlight on the salient points of the 2019 State Budget proposal. In summary, State Budget 2019 emphasizes on the following strategies:

(a) A development-biased and rural focused. A sum of RM9.073 billion or 76% will be allocated for development purpose while RM2.841 billion or 24% for operating expenditure. Out of the total development expenditure of RM9.073 billion, 67% or RM6.049 billion is allocated for projects and programmes for the rural areas. This strategy is pivotal in meeting the State’s aspiration in:-

i. accelerating its development to be at par with that of Peninsular Malaysia;

ii. narrowing the development gaps between the urban and the rural areas;

iii. improving the well-being of the people especially the rural community; and

iv. achieving the vision of a High Income State by 2030.

Tuan Speaker, the State sets to achieve this aspiration through intensifying development plan by stepping up the implementation of high

impact and people centric projects. This is to open up more rural areas for productive economic activities and providing greater job opportunities for our youth as well as to enhance the livelihood of our rural community and to eradicate poverty. It is our ultimate goal to ensure the fruits of our development effort be enjoyed by all Sarawakian, and to ensure long term economic resilient of the State.

(b) Continue with its socio economic and rural transformation initiatives. This strategy covers the implementation of all basic infrastructure, water and electricity supplies, dilapidated schools and others. Our effort in rural transformation will be an on-going programme until the rural community can enjoy basic necessities for a more comfortable living.

(c) Continue to drive digital initiatives as one of the key thrusts for the State future economy. We will continue to implement the Sarawak Digital Economy initiatives in order to leverage on digitalization for higher productivity and promoting e-Commerce business to leapfrog the State economy.

(d) Continue to accelerate the State economic development through further broadening investment that will create sustainable long-term economic growth. The State would continue to offer attractive incentives as well as providing conducive business environment to entice more investors as well as to benefit the business community as a whole particularly the start-up.

(e) Continue to facilitate the private sector as the main engine of growth particularly the Small Medium Entrepreneurs (SMEs) who are contributors to the State economy. The State will continue with measures, among others, the provision of basic infrastructure to enhance connectivity, provision of basic amenities and establishment of technical training institutions as well as industrial estates.

(f) Continue effort in enhancing government service delivery with the implementation of more e-government initiatives as well as increasing the level of competency of its workforce. This is crucial as both the private sector and the community at large are expecting speedy and quality service delivery.

State Sales Tax

Tuan Speaker, State Sales Tax. The State Government’s decision to impose 5% sales tax on petroleum products is conferred by the Federal Constitution as in Tenth Schedule, Part V, Section 7. Hence, it is constitutionally legitimate for the State to impose State Sales Tax. Under the State Sales Tax Ordinance 1998, the State imposes sales tax on crude palm oil, crude palm kernel oil, lottery tickets and tyres, and this has been a good source of State revenue. Since the imposition of State sales tax in 1998, this source of revenue has generated an average of RM550 million annually for the past five years. However, this revenue is far from enough to finance our development agenda.

It is indeed the right step taken by the State Government to increase its financial resources in order to keep up with the rising expectation of the people for better development and brighter future for our next generations. The imposition of sales tax on petroleum products would enable the State to collect an additional revenue of RM3.897 billion that is about 37% of the total estimated revenue of RM10.513 billion for 2019.

Timbalan Speaker: Ahli Yang Berhormat for Pelawan.

YB Encik David Wong Kee Woan: Thank you, Tuan Speaker. Thank you, Minister. Actually we support all the new avenues, to collect more taxes for Sarawak development. The question to the Minister is have the State Government spoken to all the stakeholders? Any conference? Any dialogues with them? How was the recession? Or there was not any at all? Because I am worried that if you cannot go through, for whatever reason, then we will have deficit budget next year instead of surplus budget. Can you clarify on that?

Menteri Perdagangan Antarabangsa dan e-Dagangan, Menteri Kewangan Kedua (YB Dato Sri Wong Soon Koh): Thank you, Ahli Yang Berhormat for Pelawan. In the winding up speech by Yang Amat Berhormat Ketua Menteri, Menteri Kewangan I, he will explain in detail of all the issues and problems raised by you just now, ok?

The new revenue source is vital in providing the necessary funding to hasten the implementation of more infrastructure projects and basic amenities for the well-being of the rakyat. We fully support our Chief Minister’s call to be self-determining in undertaking the massive development works ahead of us.

Sarawak needs more revenue to enhance its financial capacity to fund all the much long awaited and needed basic infrastructures and amenities that our people have been deprived of. Despite our intensifying efforts it does not at all mean that the Federal Government is relieved of its responsibilities to continue funding development projects in Sarawak which amongst others include roads and bridges, water supplies, schools and higher learning institutions, hospitals and clinics, low cost housing as well as providing funding to support the necessary services for the people of Sarawak.

Federal Allocation

Tuan Speaker, Federal allocation. Looking at the Federal allocation to the State over the years, and the recent 2019 National Budget, the State of Sarawak has not been given due consideration for a fair share of Federal Budget despite our tremendous contribution to the national economy and Federal coffer. In the 2019 National Budget, Sarawak is getting only RM4.346 billion out of the total Federal development expenditure of RM54.7 billion which is only 7.94%, a mere increase of RM10 million as compared to 2018 allocation.

Under 2018 National Budget, Sarawak is allocated a sum of RM4.336 billion out of RM46 billion of the total Federal development budget, which is 9.46%. In fact, the share of allocation for Sarawak in the Federal development budget 2019 is actually a drop as compared to allocation in 2018. This is despite the promise made by the State Pakatan Harapan to make sure that the States of Sarawak and Sabah will get 30% of the Federal allocation.

Tuan Speaker, the annual Federal allocation for Sarawak is obviously not enough for the State to bring its level of development to be at par with that of the Peninsular Malaysia. The increase is so negligible taking into consideration the State’s huge and challenging task ahead to develop Sarawak into a high income economy.

Tuan Speaker, I would like to reiterate that the Federal Government ought to recognize that Sarawak economic growth has been contributing positively to the national GDP as a whole. Very importantly, Sarawak has been amongst the largest contributors to the federal coffer in terms of revenue collection particularly from oil and gas revenue and collection of taxes.

On this account, Sarawak definitely deserve a bigger share of the federal allocation. We, therefore, strongly urge the Federal Government to honour and fulfill all obligations and responsibilities as stipulated under the Federal Constitution and Malaysia Agreement 1963.

Tuan Speaker, the Federal Government has thus far, fallen short in its delivery for the people of Sarawak in terms of development and vital services, such as healthcare and education which are pivotal for a better quality of life. We can no longer allowed the people of Sarawak particularly the rural community, to continue suffering as a result of slow pace of development and even deprivation arising from years of inadequate federal funding. A case in point is the dire straits of our schools particularly in the rural areas, which call for urgent attention and immediate action to make good of the dilapidated schools so that our children can study in a better and safer environment.

We are now embarking on our self-determining efforts to transform and propel Sarawak economic development aim at uplifting the State economic status through a more aggressive development allocation as tabled in 2019 State Budget.

Contributing To the Well-Being and Quality of Life of the Rakyat

Tuan Speaker, the 2019 State Budget proposal places strong emphasis on both developments biased and rural focused aim to provide quality of life and contribute to the well-being of the rakyat. Towards this, the State has therefore, provided large sum totalling RM6.049 billion for the implementation of various programmes and projects in the rural areas throughout Sarawak, amongst which are rural transformation initiatives, rural water and electricity, roads network, dilapidated schools and affordable housing. Most of these projects are targeted for completion within the next two years.

In this regards, I would like to urge all the implementing agencies to devote great attentions and efforts to ensure we achieve our development goal to benefit all Sarawakian.

Fiscal Flexibility

Tuan Speaker, managing fiscal and financial affairs of Sarawak which is large and diverse in its geo-economic and socio-political landscapes where we have to balance the multiple demands against our economic agenda, I must say, it is indeed a challenging and uphill task.

We know that the State is at a critical stage of development where it needs to leapfrog its strategic infrastructure development throughout the State and we are aware that, to do so requires significant resources and capital funding programme. Hence, we acknowledge the fact that balancing the fiscal and financial needs becomes critical at this juncture. We need to have the fiscal and financial flexibility to manage our resources.

In order to achieve this, we are compelled to take up a more robust and strategic effort in managing our financial affairs without compromising the practice of good governance, strict financial discipline and prudent financial management at all levels and at all times.

Leveraging on alternative funding to facilitate and expedite growth in the State is a sustainable platform to adopt. It will allow the State the fiscal flexibility required in strategizing and implementing its development programmes and projects. Other countries such as Singapore and Japan are also sourcing funding from the capital market to facilitate growth.

Tuan Speaker, any development projects require a considerable amount of expenditure at the outset of the project. The use of alternative funding would allow the State to manage and balance its cash-flow requirement strategically and efficiently. With the introduction of the new additional source of revenue from the imposition of our State sales tax on the petroleum products, our financial capacity will be further strengthened.

Besides that, the State’s current sound financial position and stable socio-political environment have given the State the advantage and ability to attract capital market investors. The State’s commendable investment credit ratings of A3 and A- by Moody’s and Standard & Poor’s, respectively, have put the State in the radar screen of both domestic and international investment community.

Capitalizing on these strengths, the State would be able to source for competitive alternative funding to achieve its desired fiscal flexibility. With that, the State would be able to: -

i. Balance and manage its cash-flow requirement between the needs of meeting current expenditures and saving of ample reserve for sustainable future;

ii. Ensure funds are readily available as to keep the development momentum throughout the State continues without funding uncertainty; and

iii. Maintain healthy reserves for sustainable future and to cushion itself against any unfavourable global economic conditions and ultimately to ensure financial autonomy of the State.

Sound Financial Management and Good Governance

Tuan Speaker, I am pleased to inform this august House that the State has once again being accorded with a Clean Certificate for its Public Accounts for 2017. This is the 16th consecutive year of clean record, reflecting the State’s sound financial management and good governance practices where conducts of its financial affairs are conducted in a transparent and accountable manner and in compliance with all applicable rules and regulations.

This is a testimony to the State’s sound financial management. However, we must not be complacent. Promoting good governance in financial management is an important part of our continuous agenda to sustain a healthy financial position. Good governance demands from us accountability, transparency, compliance, effectiveness, efficiency, participatory and foremost, integrity. These are what we have inculcated and instilled over the years as an integral principle of our work culture in managing State’s finances.

It is much more imperative now for us to strive and sustain our clean bill of health amidst our effort in taking up the ambitious development agenda of the State and the current geo-political tensions and global economic uncertainties.

Tuan Speaker, on top of this, I wish to reiterate that being a rated State by international and domestic credit rating agencies, our finances are also being monitored by them on a periodical and disciplined manner in accordance with prescribed international

Being known in the capital markets, the State is under the close scrutiny of financial investors who use our affirmed credit ratings to gauge their investment risks in the State. Thus, sustaining our commendable investment-grade credit ratings is crucial for us as these are indicators of the State sound economic and financial fundamentals.

Tuan Speaker, in recognizing the importance of managing public expenditure efficiently and effectively, the State Government will continue to ensure that the implementation of projects is in compliance with the prevailing laws and regulations that are in place and based on procurement principles namely public accountability, transparency, value for money, open and fair competition, and fair dealing.

I would urge the implementing agencies to continue uphold the value of transparency and accountability in all project implementation so as to ensure value for money, speedy and timely project completion …

Timbalan Speaker: Are you taking the question, Minister?

Menteri Kewangan Kedua (YB Datuk Sri Wong Soon Koh): Ya, ya. Okay.

YB Encik Chong Chieng Jen: I congratulate Minister for Finance II on the high credit rating of the State. As we all know that the credit rating is directly related to cost of financing of the State i.e. if you have higher credit rating, the government when raising funds from the capital market, will be charged a lower interest rate. With the 3A- rating the interests charged on government bonds issued by State government should be around 3% per annum or 2% or even less than that. My question is that, why is it that the bonds that we have raised through Equisar Sdn Bhd which is a wholly owned government company is charged at 6% per annum?

Menteri Kewangan Kedua (YB Datuk Sri Wong Soon Koh): Tuan Speaker, in raising bonds there are a number of factors which must be taken into consideration. The rating agencies is only part of it. So I can explain in detail but I can’t do it off hand here and when we have the opportunity I’ll explain to you in detail. Okay. Thank you.

I would urge the implementing agencies to continue uphold the value of transparency and accountability in all project implementation so as to ensure value for money, speedy and timely project completion and that the projects meet the required standards and quality, and most importantly, exercising financial probity and good governance practices.

Conclusion

Tuan Speaker, I would like to conclude by saying that the 2019 State Budget definitely will accelerate the State economic progress to the next level and further propel the State economy to eventually becoming an advanced State by 2030. And most of all, the Budget will definitely benefit all Sarawakian particularly our rural community.

In conclusion, I would like to record my utmost appreciation to your goodself, Tuan Speaker, for endeavouring to conduct the Session competently and professionally and I wish also to express my sincere thanks to the staff of the Dewan and all government officers for their hard work and dedication.

Terlebih dahulu saya ingin mengucapkan setinggi-tinggi tahniah kepada Yang Amat Berhormat Ketua Menteri selaku Menteri Kewangan dan Perancangan Ekonomi kerana telah membentangkan Belanjawan 2019 yang seimbang dan berpaksikan rakyat untuk memacu pembangunan negeri dan meningkatkan kemakmuran rakyat Sarawak.

Kita percaya dan yakin bahawa bajet 2019 tersebut akan dapat membantu melonjakkan Sarawak ke arah mencapai ekonomi berpendapatan tinggi dan merapatkan jurang pembangunan di antara kawasan bandar dan luar bandar.

Saya juga mengucapkan terima kasih kepada semua Ahli Yang Berhormat yang turut serta dalam perbahasan dan memberi pandangan yang bernas berhubung dengan perkara- perkara di bawah bidang kuasa Kementerian Pembangunan Bandar dan Sumber Asli.

Program Pengukuran Tanah NCR Inisiatif Baharu

Tuan Speaker Untuk makluman Dewan yang mulia ini, Kerajaan sentiasa mengiktiraf hak rakyat ke atas tanah mereka. Malah, pengukuran tanah hak adat Bumiputera (NCR) telah pun dilaksanakan sejak tahun 1960-an lagi melalui program Operasi Penyelesaian, sementara Program Pengukuran Kampung Tradisional telah dilaksanakan sejak awal tahun 2000 dengan menggunakan dana Kerajaan Negeri. Kerajaan sentiasa berusaha untuk mempercepatkan pengukuran tanah NCR yang sahih dengan melaksanakan pengukuran perimeter di bawah Program Pengukuran Tanah NCR Inisiatif Baharu dengan peruntukkan yang dibiayai oleh Kerajaan Persekutuan. Sejak pelaksanaannya pada Oktober 2010, sejumlah RM161 juta telah diperuntukkan dan bagi Rancangan Malaysia Ke-11 sahaja sejumlah RM90 juta telah diluluskan oleh Kerajaan Persekutuan terdahulu.

Sebelum ini seperti yang saya katakan, Kerajaan Persekutuan terdahulu amat prihatin terhadap perlunya pengukuran tanah NCR ini walaupun mereka tahu perkara tersebut di bawah bidangkuasa negeri. Malangnya di dalam Bajet Persekutuan 2019 yang dibentangkan baru-baru ini, tidak dinyatakan secara spesifik peruntukkan untuk meneruskan program ini. Kita tidak tahu sama ada Kerajaan Persekutuan akan terus memberi pembiayaan atau pun sebaliknya.

Namun demikian, saya berharap agar Kerajaan Persekutuan di bawah Pakatan Harapan akan terus memperuntukkan dana bagi kelangsungan program ini. Seandainya peruntukkan tidak diperolehi daripada Kerajaan Persekutuan, saya penuh yakin Yang Amat Berhormat Ketua Menteri akan menyediakan dana tersebut kerana ini adalah sesuatu yang amat diperlukan oleh rakyat terutama sekali di kalangan masyarakat bumiputera.

Tuan Speaker, dalam peringkat pertama, pengukuran secara perimeter dilaksanakan untuk pewartaan kawasan tersebut sebagai Rizab Komunal Bumiputera (Pertanian) di bawah Seksyen 6 Kanun Tanah Negeri. Setakat Oktober 2018, seluas 870,265 hektar atau 2,150,425 ekar telah berjaya diukur perimeternya. Daripada jumlah tersebut, seluas 687,258 hektar atau 1,698,215 ekar di seluruh negeri Sarawak telah pun diwartakan.

Dalam peringkat kedua program ini pula, kawasan di bawah Seksyen 6 tersebut akan diukur secara lot individu. Setakat ini, sebanyak 22,983 lot individu telah berjaya diukur yang melibatkan kawasan seluas 28,807 hektar atau 71,182 ekar dan akan dikeluarkan dengan surat hak milik tanah di bawah Seksyen 18 Kanun Tanah Negeri.

Saya ingin menyeru semua Ahli Yang Berhormat dan semua pihak yang menuntut tanah NCR agar memberi kerjasama sepenuhnya kepada Jabatan Tanah dan Survei supaya kerja-kerja pengukuran ini dapat berjalan dengan lancar khususnya yang melibatkan lot-lot individu.

Skim Penempatan Semula (SPS) dan Skim Pembesaran Kampung (SPK)

Tuan Speaker, atas keprihatinan Kerajaan Negeri Sarawak terhadap rakyat yang berpendapatan rendah dan sederhana serta demi meringankan beban kewangan mereka untuk mendapatkan lot-lot kediaman, Kerajaan telah melaksanakan program yang dikenali sebagai Skim Penempatan Semula (SPS) dan Skim Pembesaran Kampung (SPK).

Setakat Oktober 2018, sejumlah 46,798 lot kediaman berjaya disediakan. Daripada jumlah itu, 36,343 lot telah diagihkan kepada mereka yang layak.

Dibawah Rancangan Malaysia Ke-11 dan Kajian Separuh Penggal Rancangan Malaysia Ke-11, jumlah keseluruhan peruntukkan yang telah diluluskan untuk melaksanakan 37 SPK dan tiga SPS ialah sebanyak RM333.4 juta. Manakala, bagi skim-skim yang tidak diluluskan akan dicadangkan semula di dalam Rancangan Malaysia Ke-12.

Penurunan Kadar Premium Tanah dan Pembayaran Balik Premium Tanah Bagi Lot Kediaman di SPS dan SPK

Tuan Speaker, seperti yang telah saya maklumkan dalam Persidangan Dewan Undangan Negeri yang lepas, Kerajaan telah menetapkan premium bagi lot kediaman di semua Skim Penempatan Semula (SPS) dan Skim Pembesaran Kampung (SPK) adalah tidak melebihi RM2,500.00 se-lot tidak kira berapa besar saiz kawasan kecuali bagi Skim Penempatan Semula Demak Fasa 3, 4 dan 6. Malah sebagai Kerajaan yang prihatin terhadap kebajikan rakyat, bayaran premium tanah yang telah dibuat melebihi RM2,500.00 bagi lot di SPS dan SPK juga akan dibayar balik.

Permohonan daripada pemilik tanah yang terlibat perlu dikemukakan kepada Jabatan Tanah dan Survei untuk mendapatkan bayaran balik lebihan premium tersebut selewat-lewatnya pada 31 Oktober 2019 dan bukannya 31 Oktober 2018 seperti yang didakwa oleh sesetengah pihak melalui media massa.

Keputusan pembayaran balik ini akan memberi impak kewangan kepada Kerajaan yang dianggarkan sebanyak RM43 juta yang akan dinikmati oleh 7,174 orang pemilik tanah.

Sejak permohonan dibuka pada pertengahan September sehingga 31 Oktober 2018 sebanyak 3,273 permohonan pembayaran balik premium telah diterima di seluruh Sarawak.

Daripada jumlah tersebut, sebanyak 883 permohonan telah melalui proses semakan, pengesahan dan layak untuk pembayaran balik yang melibatkan peruntukkan sejumlah RM6.13 juta. Proses pembayaran balik sedang dilaksanakan.

Walau bagaimanapun, pembayaran balik lebihan premium ini tidak akan melibatkan lot-lot yang dipindah milik melalui jual beli tanah.

LASIS Mobile Apps

Tuan Speaker, dalam usaha Kerajaan untuk menambahbaik penyampaian perkhidmatan yang boleh diakses dari mana-mana lokasi di dunia 24 jam sehari tanpa perlu berurusan di kaunter, Jabatan Tanah dan Survei Sarawak telah melancarkan LASIS Mobile Apps pada Julai 2018. Perkhidmatan dan produk yang ditawarkan adalah:

i. Carian rasmi daftar tanah;

ii. Penjualan Pelan Kadastra;

iii. Penjualan Print out of Title;

iv. Semakan dan bayaran cukai tanah dan premium;

v. Permohonan Pembaharuan Surat Hak Milik Tanah; dan

vi. Anggaran pengiraan premium bagi tukar syarat daripada pertanian kepada kediaman.

Beberapa perkhidmatan lain turut dirancang untuk dimasukkan ke dalam aplikasi Mobile LASIS ini termasuklah penyemakan Seksyen 47 dan Seksyen 48 Kanun Tanah Negeri. Aplikasi Mobile LASIS ini boleh dimuat turun secara percuma melalui Google Play Store atau pun Apple Store. Banyak buah apple dalam itu.

Isu-Isu Spesifik

Tuan Speaker, sekarang izinkan saya untuk memberi respon kepada isu-isu yang telah dibangkitkan oleh Ahli-ahli Yang Berhormat semasa perbahasan dalam persidangan ini.

Untuk makluman Ahli Yang Berhormat bagi Daro, SPK Kampung Badong Daro Fasa 1, menyediakan sebanyak 118 lot kediaman di mana sebanyak 49 lot sedang dalam pertimbangan untuk kelulusan sebelum diperuntukkan. Bagi SPK Lemang Pek/Kampung Tengah, ini kampung saya lah, Kampung Pangtray Fasa 1 pula, ia menyediakan 120 lot kediaman dan akan mula dibuka untuk permohonan pada Januari 2019. Manakala bagi SPK Kampung Masjid/Kampung Pancor/Kampung Baru Daro Fasa 1, permohonan boleh dikemukakan kepada Jabatan Tanah dan Survei Bahagian Mukah atau secara atas talian. Bagi Fasa 2 untuk kesemua SPK berkenaan belum lagi disediakan infrastruktur asas.

Manakala berhubung dengan cadangan untuk membuka permohonan lot kediaman kepada seluruh rakyat di Daro, permohonan bolehlah dibuat sekiranya memenuhi kriteria pemilihan lot di Skim Pembesaran Kampung seperti berikut:

i. Pemohon adalah terdiri daripada keluarga tambahan dari kampung yang terlibat;

ii. Pemohon tidak mempunyai lot perumahan;

iii. Pemohon sudah berkeluarga;

iv. Pemohon yang terlibat dalam bencana alam;

v. Pemohon daripada golongan keluarga termiskin; atau

vi. Kes-kes tertentu yang diperakukan oleh Jawatankuasa Pemilihan.

Untuk makluman Ahli Yang Berhormat bagi Kabong, Engkilili, Beting Maro, Kalaka dan Saribas, cadangan pelaksanaan Skim Pembesaran Kampung (SPK) Gerigat, SPK Nyabor, SPK Empelam dan SPK Sessang di Kabong, SPK Skrang di Engkilili, SPK Tambak dan SPK di Beting Maro, SPK Kupang di Pagan, Kalaka serta SPK dan SPK Tuie di Saribas telah pun dikemukakan dalam Rancangan Malaysia Ke-11 (RMK11) dan juga Kajian Separuh Penggal Rancangan Malaysia Ke-11 (RMK11), namun ianya tidak diluluskan. Cadangan-cadangan ini akan dikemukakan semula dalam Rancangan Malaysia Ke-12 (RMK12) kelak.

Untuk makluman Ahli Yang Berhormat bagi Kabong, Serembu dan Saribas berhubung dengan permohonan untuk mewujudkan skim pembesaran kampung di kawasan masing-masing, pihak Jawatankuasa Keselamatan dan Kemajuan Kampung (JKKK) yang berkaitan adalah dinasihatkan untuk membuat permohonan bertulis kepada Jabatan Tanah dan Survei.

Untuk makluman Ahli Yang Berhormat bagi Balingian, Jawatankuasa Pemilihan bagi lot kediaman di SPK dan SPS pada masa ini dipengerusikan oleh Penguasa Tanah dan Survei Bahagian dan ahli-ahlinya terdiri daripada Pegawai Daerah, wakil dari Kementerian Pembangunan Bandar dan Sumber Asli, wakil dari Ibu Pejabat Tanah dan Survei Sarawak, Ketua Masyarakat dan Ketua Kaum yang berkenaan. Mesyuarat Jawatankuasa Pemilihan akan menyenarai pendek permohonan berdasarkan kriteria-kriteria pemilihan yang telah ditetapkan. Proses yang dipraktikkan pada masa ini adalah masih relevan dan praktikal.

Untuk makluman Ahli Yang Berhormat bagi Beting Maro juga, setakat ini Kerajaan belum ada perancangan untuk melaksanakan SPK Pusa memandangkan Kerajaan memberi tumpuan untuk meneruskan pembangunan semula Projek Perumahan Rakyat Pusa yang dilaksanakan oleh Perbadanan Pembangunan Perumahan Sarawak (HDC). Manakala bagi SPK Spinang/Semarang yang menyediakan 188 lot kediaman di mana sebanyak 128 lot telah diperuntukkan. Baki 60 lot lagi akan diagihkan dalam masa yang terdekat.

Untuk makluman Ahli Yang Berhormat bagi Kalaka, Skim Pembesaran Kampung Hulu dilaksanakan dalam dua fasa. Fasa 1 yang dilaksanakan dalam RMK8 telah menyediakan 72 lot kediaman yang mana 39 lot telah diagihkan. Pengagihan bagi 30 lot lagi telah diluluskan. Pelaksanaan Fasa 2 projek ini yang melibatkan 84 lot kediaman akan dicadangkan dalam RMK12.

Untuk makluman Ahli Yang Berhormat bagi Meradong dan Piasau, cadangan bagi menukar pegangan pajakan kepada pegangan kekal bagi lot-lot kediaman adalah tidak selaras dengan peruntukkan-peruntukkan Kanun Tanah Negeri. Dasar Kerajaan pada masa ini adalah mana-mana pemberimilikan tanah Kerajaan di bawah Seksyen 13 adalah untuk tempoh pegangan pajakan selama 60 atau 99 tahun. Manakala Seksyen 18 pula adalah pengeluaran hak milik tanah dengan tempoh pegangan kekal untuk tanah hak adat bumiputera yang sahih tanpa bayaran premium dan cukai tanah.

Melalui Dasar Pembaharuan Surat Hak Milik yang dilaksanakan oleh Kerajaan sejak tahun 2010, ianya telah memenuhi keperluan pemilik-pemilik tanah untuk memperbaharui tempoh pegangan tanah masing-masing di mana permohonan boleh dibuat pada bila-bila masa. Premium yang dikenakan juga adalah minimum berdasarkan kadar rata dan melibatkan nilai tanah sahaja tanpa mengambil kira nilai pembangunan di atas tanah tersebut. Kerajaan Negeri juga telah memansuhkan cukai tanah bagi lot-lot kediaman dan lot pertanian yang berkeluasan kurang daripada 100 ekar.

Untuk makluman Ahli Yang Berhormat bagi Samalaju, Beting Maro, Bukit Goram, Pelagus, Engkilili, Serembu, Bukit Semuja, Murum dan Bukit Begunan, peruntukkan bagi Program Pengukuran Tanah Hak Adat Bumiputera Inisiatif Baharu bagi tahun 2019 akan dipertimbangkan untuk diagihkan mengikut keperluan pengukuran sesuatu kawasan. Memandangkan tiada peruntukkan spesifik yang telah diluluskan oleh Kerajaan Pakatan Harapan di peringkat Persekutuan pada tahun hadapan untuk program ini, maka Kerajaan (GPS) akan menyediakan peruntukkan kewangan bagi Program Pengukuran Tanah NCR Inisiatif Baharu ini.

Untuk makluman Ahli Yang Berhormat bagi Serembu, Bukit Semuja dan Opar, Kerajaan sentiasa prihatin terhadap keperluan untuk tanah NCR mereka diukur perimeter bagi semua komuniti dan kawasan. Bagi kawasan komuniti Bidayuh yang permohonannya dibuat melalui Dayak Bidayuh National Association (DBNA), setakat 31 Oktober 2018, permohonan pengukuran perimeter tanah NCR telah diterima melibatkan 63 kawasan. Daripada jumlah itu, 46 kawasan seluas 40,994 hektar telah siap diukur perimeter.

Berhubung dengan permohonan bagi 100 buah kampung yang telah dibuat dokumentasi oleh pihak DBNA pula, Jabatan Tanah dan Survei telah pun meminta maklumat lanjut daripada pihak DBNA secara bertulis melalui surat bertarikh 16 Oktober 2018 bagi mendapatkan senarai kampung dan pelan kawasan yang dimaksudkan. Sehingga kini, Jabatan Tanah dan Survei belum menerima maklum balas daripada DBNA. Oleh itu, saya menyeru kedua-dua Ahli-Ahli Yang Berhormat untuk menasihatkan pihak berkenaan untuk mengemukakan maklumat yang diperlukan bagi membolehkan tindakan selanjutnya diambil. Kita menyambut baik inisiatif yang dilaksanakan oleh DBNA dan berharap NGO-NGO yang lain akan mencontohi usaha DBNA ini.

Untuk makluman Ahli Yang Berhormat bagi Samalaju, bagi kawasan yang tertakluk kepada hak adat Bumiputera yang sahih di dalam kawasan Sebiew-Similajau, surat hak milik tanah di bawah Seksyen 18 Kanun Tanah Negeri telah pun dikeluarkan melalui operasi penyelesaian kawasan Jalan Bintulu-Miri. Manakala bagi kawasan yang tidak tertakluk kepada hak adat Bumiputera yang sahih pula, permohonan tanah bagi kawasan tersebut bolehlah dikemukakan kepada Penguasa Tanah dan Survei Bahagian Bintulu bersama dengan pelan dan dokumen-dokumen sokongan yang lengkap menunjukkan kawasan yang dipohon untuk pertimbangan selanjutnya.

Untuk makluman, Ahli Yang Berhormat bagi Bukit Semuja, setakat 31 Oktober tahun ini, di dalam kawasan DUN Bukit Semuja, sebanyak lapan kawasan telah diluluskan untuk diukur perimeter. Daripada jumlah tersebut, sebanyak tujuh kawasan telah siap diukur

BELUM DISUNTING 13 NOVEMBER 2018 perimeter di mana kesemuanya telah pun diwartakan sebagai Rizab Komunal Bumiputera (Pertanian) di bawah Seksyen 6 Kanun Tanah Negeri.

Di bawah Peringkat Kedua Program Pengukuran Tanah NCR Inisiatif Baharu pula, sebanyak empat kawasan telah diluluskan untuk diukur lot individu di mana setakat ini sebanyak 1,061 lot individu telah pun siap diukur dan akan dikeluarkan dengan surat hak milik tanah di bawah Seksyen 18 Kanun Tanah Negeri.

Saya ingin menegaskan bahawa kejayaan pelaksanaan program pengukuran individu tanah NCR amatlah bergantung kepada kesediaan dan kerjasama penduduk itu sendiri seperti dalam mengenal pasti sempadan yang dituntut di lapangan, ini amat penting, mereka harus berada di lapangan kerana merekalah yang lebih tahu sempadan diantara satu dengan yang lain. Oleh itu, mereka harus hadir semasa pengukuran dijalankan dan bertoleransi agar bebas daripada sebarang pertikaian. Peranan dan bantuan jawatankuasa kampung atau pun rumah panjang juga diperlukan bagi memastikan pengukuran di lapangan berjalan dengan lancar.

Untuk makluman Ahli Yang Berhormat bagi Opar, setakat 31 Oktober 2018, sebanyak 11 kawasan di dalam DUN Opar telah siap diukur perimeter tanah NCR di mana lapan daripadanya telah pun diwartakan sebagai Rizab Komunal Bumiputera (Pertanian) di bawah Seksyen 6 Kanun Tanah Negeri. Di dalam DUN Opar juga, sebanyak dua kawasan iaitu kawasan Temaga Dayak dan kawasan Temaga Dayak Extension telah diluluskan untuk diukur lot individu dan akan diukur bergantung kepada kesediaan penuntut tanah di lapangan.

Berhubung dengan status pengukuran bagi lot kediaman di bawah Program Kampung Tradisional untuk Kampung Pueh, kerja pengukuran di lapangan telah pun siap dilaksanakan dan akan dikeluarkan dengan surat hak milik tanah. Kerja-kerja pengukuran lot-lot pertanian di bawah program pengukuran tanah NCR Inisiatif Baharu Peringkat Kedua di kampung tersebut juga telah pun disiapkan. Surat hak milik tanah akan dikeluarkan dalam masa terdekat.

Untuk makluman Ahli Yang Berhormat bagi Kota Sentosa, kajian terperinci sedang dilaksanakan bagi memuktamadkan jajaran LRT tersebut dan mengenalpasti tanah yang benar-benar terlibat. Memandangkan projek ini telah ditangguhkan, Kerajaan memutuskan untuk memberi pertimbangan yang sewajarnya kepada permohonan pembaharuan tempoh surat hak milik tanah yang terlibat dengan Seksyen 47 Kanun Tanah Negeri bagi projek LRT tersebut. Jadi mereka boleh membuat permohonan untuk pembaharuan bagi tempoh surat hak milik. Di mana didapati out of so many registered land titles, I think only two lots which are already expired and if they are interested to renew, we are prepared to consider it.

Manakala untuk makluman Ahli Yang Berhormat bagi Murum… (Interruption)...

YB Encik Chong Chieng Jen: Thank you, the Honourable Minister. The Honourable Minister, since that the LRT project has been ditangguhkan tidak ada mana-mana masa hadapan yang telah ditetapkan untuk projek itu untuk dilaksanakan. Oleh itu, adalah lebih baiknya dan lebih munasabahnya untuk Kerajaan membatalkan Sekyen 47 notice yang dikenakan atas tanah-tanah tersebut. So, my question is, is the Government prepared to cancel this Section 47 that was imposed on all these lands? Because not only are the renewal issue affected, the development issue and transactional issue will also be affected. In short, the interest of the landowners is affected by the imposition of this Section 47. So my question is, whether the Government is prepared to uplift that Section 47 notification until such time when there is a concrete plan to implement the LRT project?

Timbalan Ketua Menteri, Menteri Pembangunan Bandar dan Sumber Asli Kedua (YB Datuk Amar Haji Awang Tengah bin Ali Hasan): Terima kasih, Ahli Yang Berhormat bagi Kota Sentosa. Saya dah sebut. Projek ini cuma ditangguh, jadi adalah perlu untuk kita mengenal pasti kawasan-kawasan yang terlibat that is very important. That is why we have to impose Section 47. Anyway since this project has been postponed, those who are affected are given the room to submit application for renewal.

Untuk makluman Ahli Yang Berhormat bagi Murum, sebanyak 1,178 surat hak milik untuk kegunaan kediaman dan 1,178 surat hak milik untuk kegunaan pertanian telah dikeluarkan bagi Skim Penempatan Semula (SPS) Bakun.

Manakala bagi SPS Metalun, surat hak milik tanah belum dikeluarkan memandangkan kerja pengukuran dan pengesahan sempadan baru sahaja diselesaikan.

Bagi SPS Tegulang pula, pengeluaran surat hak milik tergendala memandangkan kerja pengukuran di lapangan telah mendapat bantahan daripada penduduk setempat. Oleh yang demikian, saya menyeru Ahli Yang Berhormat bagi Murum untuk membantu menyelesaikan isu bantahan ini.

Berhubung dengan permohonan pengecualian dan bayaran balik premium bagi lot- lot kediaman dan pertanian di skim-skim tersebut, ianya telah tidak diluluskan oleh Majlis Mesyuarat Kerajaan Negeri (MMKN). Walau bagaimanapun, Kerajaan sedang mempertimbangkan pendekatan yang sesuai bagi membantu menyelesaikan perkara tersebut.

Sementara bagi tapak tanah tambahan yang berkeluasan 6,400 ekar pula telah pun diluluskan oleh Kerajaan Negeri dan sebahagian besarnya melibatkan tanah berhak milik. Di atas keprihatinan Kerajaan Persekutuan terdahulu, sejumlah RM76.7 juta telah pun diluluskan untuk tujuan pengambilan balik tanah namun belum lagi disalurkan. Peruntukkan ini amat diperlukan agar pengambilan balik tanah dapat diselesaikan dan seterusnya lot-lot berkenaan dapat diagih kepada penduduk-penduduk yang terlibat. Berdasarkan maklumat terkini, peruntukkan tersebut masih di peringkat semakan semula dan pertimbangan Kerajaan Persekutuan. Adalah diharapkan Kerajaan Persekutuan akan memberi pertimbangan dan seterusnya meluluskan peruntukkan ini.

Untuk makluman Ahli Yang Berhormat bagi Tanjong Batu, berdasarkan rekod Jabatan Tanah dan Survei, Lot 16 Block 4 Selezu Land District adalah merupakan tanah kerajaan yang telah diberi milik. Sementara, Lot 19 Block 4 Selezu Land District adalah tanah Kerajaan berdaftar susulan daripada pengambilan balik tanah untuk projek bekalan air Ulu Sebungan, Bintulu.

Oleh kerana kedua-dua lot tersebut masih lagi di peringkat perbicaraan di Mahkamah Persekutuan, saya tidak berhasrat untuk memberi butiran lanjut mengenai perkara tersebut di dalam Dewan yang mulia ini, dalam perbicaraan mahkamah.

Untuk makluman Ahli Yang Berhormat bagi Lambir, berdasarkan rekod Jabatan Tanah dan Survei, permohonan pengambilan balik tanah untuk pembinaan jambatan SK Temenggong Datuk Muip telah pun diterima yang melibatkan sebahagian Lot 173 dan Lot 231 Lambir Land District. Permohonan tersebut sedang dalam proses semakan dan akan dikemukakan untuk pertimbangan Majlis Perancangan Negeri (MPN) dalam masa terdekat.

Projek Pembangunan Semula Kampung dan Bandar

Tuan Speaker, Kerajaan Negeri melalui Lembaga Pembangunan dan Lindungan Tanah (PELITA) sedang melaksanakan projek-projek pembangunan semula di beberapa

BELUM DISUNTING 13 NOVEMBER 2018 kampung dan bandar di Sarawak. Projek ini bertujuan untuk mengatasi masalah kepadatan penduduk di beberapa kampung dan penempatan yang sedia ada.

Selain daripada penyediaan prasarana asas seperti jaringan jalan yang baik, sistem perparitan, rumah mampu milik dan pelbagai kemudahan awam, projek ini turut dilengkapi dengan premis-premis perniagaan khususnya untuk golongan Bumiputera. Projek–projek ini juga akan dilengkapi dengan kemudahan jaringan internet dan sistem CCTV bagi mewujudkan kawasan kejiranan yang pintar dan selamat.

Bagi projek pembangunan semula bandar pula, selain daripada kemudahan- kemudahan seperti yang terdapat dalam projek-projek pembangunan semula kampung, pembangunan bercampur seperti kemudahan pelancongan dan komersil juga turut diberi penekanan. Ini adalah untuk mewujudkan peluang-peluang pekerjaan dan perniagaan kepada penduduk setempat.

Projek-projek yang sedang dijalankan oleh pihak PELITA untuk program pembangunan semula kampung dan bandar adalah seperti berikut:

i. Darul Hana, Kuching;

ii. Kampung Sungai Bedaun, Kuching;

iii. Kampung Sejingkat, Kuching;

iv. Kampung Tabuan Melayu, Kuching;

v. Kampung Datu, Sibu;

vi. Kemuyang, Sibu; dan

vii. Kampung Baru, .

Untuk makluman Ahli Yang Berhormat bagi Daro, PELITA telah merancang untuk pembangunan Pekan Daro melalui projek Pekan Baru Daro Fasa II. Selaras dengan hasrat Kerajaan Negeri untuk mengembangkan sektor cottage industry di kawasan luar bandar, komponen-komponen Pekan Baru Daro Fasa II ini kelak akan turut mengandungi bangunan khusus untuk usahawan kecil (cottage industry) dan rumah kedai yang mampu dimiliki oleh usahawan Bumiputera tempatan. Projek ini dijangka bermula pada tahun 2019 dan dijangka siap dalam tahun 2020.

Untuk makluman Ahli Yang Berhormat bagi Repok, projek Agro Park yang dikendalikan oleh PELITA akan dimulakan dengan kerja-kerja pembangunan infrastuktur dan fasiliti yang merangkumi pembinaan jalan masuk dan penimbusan tapak bagi kawasan untuk Collection, Processing and Packaging Centre (CPPC). Kerja-kerja tersebut dijangka bermula pada Januari 2019 dan siap pada penghujung tahun 2020.

Antara komponen–komponen projek yang dicadangkan adalah:

Kawasan pengeluaran pertanian yang akan menyediakan plot-plot tanaman seperti sayur-sayuran dan buah–buahan bernilai tinggi dengan menggunakan kaedah smart farming dan fertigasi. Plot untuk haiwan ternakan dan produk akuakultur juga akan disediakan. Plot–plot ini akan disewa kepada para petani tempatan dengan kadar sewa yang berpatutan.

i. Collection, Processing and Packaging Center (CPPC) yang akan berfungsi untuk mengumpul dan memproses serta memasarkan produk pertanian Agro Park dan juga dari pekebun-pekebun kecil di kawasan sekitarnya;

ii. Pusat Agro-pelancongan dan Pusat Pembelajaran yang menyediakan aktiviti- aktiviti yang khusus untuk para pelancong, penyelidik dan pelajar; dan

iii. Kompleks perniagaan yang mengandungi Pasar Tani dan Medan Selera.

Untuk makluman Ahli Yang Berhormat bagi Lingga, pelan pembangunan bagi Lingga Service Centre telah diluluskan pada 2 Ogos 2018. Walau bagaimanapun, pihak PELITA akan mengemukakan pelan ubahsuai dengan mengambil kira keperluan premis-premis perniagaan untuk usahawan kecil Bumiputera tempatan melalui penyediaan komponen- komponen seperti berikut:

i. Kedai–kedai mini (cottage industry);

ii. Medan selera; dan

iii. Tamu

Kerja-kerja penyediaan tapak projek ini dijangka bermula pada awal tahun 2019 melalui peruntukkan RM5 juta yang disediakan oleh Kerajaan Negeri.

Untuk makluman Ahli Yang Berhormat bagi Balingian, Lembaga Pembangunan dan Lindungan Tanah (PELITA) telah dilantik sebagai agensi untuk menyelaras dan melaksanakan Projek Kuala Balingian Subcentre. Setakat ini, pihak PELITA sedang mengemaskini pelan perincian cadangan pembangunan kawasan Rehat dan Riadah (R&R) yang akan memuatkan kemudahan-kemudahan berikut:

i. Kedai Mini (cottage industry) yang akan menyediakan premis dan peluang kepada usahawan kecil Bumiputera dan graduan kolej teknikal memulakan perniagaan;

ii. Medan Selera;

iii. Tamu;

iv. Surau; dan

v. Tandas Awam

Pembangunan lain seperti pembinaan rumah-rumah kedai akan dirancang di Kuala Balingian Subcentre melalui penglibatan secara usahasama pihak pemaju swasta bagi merancakkan kegiatan ekonomi di kawasan tersebut.

Untuk makluman Ahli Yang Berhormat bagi Simunjan, satu tapak tanah telah dikenalpasti untuk cadangan pembangunan setelah penelitian dilakukan ke atas Pelan Induk Simunjan New Township yang telah diluluskan sebelum ini. Pada masa ini, pihak PELITA di dalam peringkat akhir penyediaan pelan perincian cadangan Pembangunan Bandar Baru Simunjan dan akan dikemukakan kepada Majlis Perancangan Negeri untuk kelulusan.

Untuk makluman Ahli Yang Berhormat bagi Tellian, projek pembangunan Ladang Pelita Mukah dilaksanakan oleh PELITA dengan tujuan menjana industri sagu dan

BELUM DISUNTING 13 NOVEMBER 2018 meningkatkan taraf hidup pengusaha tanaman rumbia di negeri ini khususnya di Bahagian Mukah. Sehubungan itu, Kerajaan Negeri telah meluluskan kawasan seluas 17,556 hektar di Dalat dan Mukah bermula pada tahun 1986 sehingga tahun 2003 secara berperingkat bagi tujuan tersebut.

Bagaimanapun, sebahagian besar kawasan itu tidak dapat dimajukan dengan tanaman rumbia disebabkan ketidaksesuaian ekosistem dan keperluan agronomi. Oleh itu, kawasan yang tidak sesuai ini akan diusahakan dengan tanaman lain. Bagi memastikan industri sagu di negeri ini tidak terjejas dengan penukaran kegunaan tanah (land use), pihak PELITA sedang melaksanakan strategi–strategi berikut:

i. Mempertingkatkan penyelidikan secara kolaborasi dengan agensi-agensi di dalam dan luar negara yang mempunyai kepakaran dalam penanaman rumbia;

ii. Menggunakan anak benih yang berkualiti dan berhasil tinggi (high yield);

iii. Mempraktikkan sistem pengurusan ladang yang baik;

iv. Mengenalpasti kawasan–kawasan baru yang mempunyai tanah jenis alluvial yang sesuai bagi penanaman rumbia;

v. Meningkatkan penyelenggaraan kawasan ladang rumbia yang sedia ada; dan

vi. Memberi bantuan dan kepakaran kepada pekebun–pekebun kecil rumbia terutamanya di kawasan ladang in-situ melalui program Pembangunan Kebun Rumbia Secara Berkelompok.

Sektor Perhutanan

Tuan Speaker, Kerajaan Negeri amat prihatin dan komited untuk memastikan khazanah hutan di negeri ini ditadbir urus dengan baik dan berkekalan untuk generasi kini dan akan datang. Anugerah yang tidak ternilai ini banyak memberi manfaat kepada negeri dan rakyat dari segi ekonomi, sosial dan alam sekitar di samping menyediakan habitat semulajadi flora dan fauna, kawasan tadahan air dan mitigasi perubahan iklim.

Persijilan Pengurusan Hutan

Seperti yang saya nyatakan dalam Persidangan Dewan Undangan Negeri yang lepas, Kerajaan Negeri telah mewajibkan semua lesen pembalakan jangka panjang perlu mencapai persijilan pengurusan hutan menjelang tahun 2022. Setakat ini sebanyak empat Unit Pengurusan Hutan (Forest Management Unit) telah berjaya memperolehi sijil pengurusan hutan dengan keluasan 423,917 hektar. Kerajaan Negeri juga telah meluluskan 10 Unit Pengurusan Hutan dengan keluasan 1.05 juta hektar dan ia dijangka berjaya mendapat persijilan pengurusan hutan pada tahun 2019. Dalam masa yang sama, Jabatan Hutan Sarawak juga telah menerima lima Unit Pengurusan Hutan yang masih dalam penilaian Jabatan Hutan yang berkeluasan lebih kurang 442,400 hektar.

Kerajaan Negeri juga menggalakkan pelesen ladang hutan untuk mendapatkan sijil pengurusan ladang hutan. Setakat 31 Oktober 2018, sebanyak enam Forest Plantation Management Unit yang berkeluasan 72,876.90 hektar telah berjaya mendapat persijilan ladang hutan.

Meneroka Sumber Pendapatan Baharu Dari Sektor Perhutanan

Tuan Speaker, Kerajaan Negeri juga dalam proses meneroka sumber pendapatan baharu yang boleh dijana dari sektor perhutanan, contohnya carbon trading/carbon offset dan Payment for Environmental Services (PES). Baru-baru ini, Kerajaan Negeri telah menandatangani Memorandum Persefahaman dengan pihak SHELL untuk menjalankan kajian berkaitan dengan peluang perdagangan karbon ini.

Pembangunan Ladang Hutan

Tuan Speaker, pembangunan ladang hutan penting bukan sahaja bagi memastikan bekalan kayu yang mencukupi untuk menampung keperluan industri perkayuan tempatan tetapi bagi mengurangkan kebergantungan kepada sumber kayu yang diperolehi daripada hutan asli. Setakat ini seluas 420,146 hektar telah ditanam dengan pelbagai spesis cepat tumbuh.

Establishment of Centre of Excellence for Planted Forest R&D

Tuan Speaker, the Government has also stepped up R&D Programs in Industrial Forests to overcome the shortage of high-quality planting materials with an approved allocation of RM10 million.

The MoU had been signed on 1st August 2018 with Vietnamese Academy of Forest Science (VAFS) to enhance research capability of our researchers, collaborate on Acacia hybrids production and to conduct long-term tree improvement. The outcome of the R&D findings will contribute to viable industrial forest undertakings in Sarawak in the long term.

Inventori Sumber Hutan

Tuan Speaker, Kerajaan Negeri melalui Jabatan Hutan Sarawak telah melaksanakan Projek Inventori Sumber Hutan di Sarawak. Projek ini telah mendapat peruntukkan daripada Kerajaan Persekutuan sebanyak RM3 juta dan peringkat awal pelaksanaannya melibatkan kawasan Heart of Borneo (HoB) Sarawak.

A project entitled ‘Geospatial Assessment To Forest Resource And Biomass’ is being implemented by Sarawak Forestry Corporation (SFC) in 11th Malaysia Planning with a State allocation of RM10 million. The state-of-the-art technologies such as high resolution and cloud-free satellite imageries, drone, airborne and terrestrial LiDAR are employed to assess the forest resources, biomass and carbon stock. The findings of this project include canopy cover and forest resources inventory. This information will enhance the managing of existing annual allowable cut, monitor harvesting operation and ultimately manage our forest resources on a sustainable basis. This project is expected to be completed by the year 2020.

Usaha Membanteras Pembalakan Haram

Tuan Speaker, untuk membanteras aktiviti-aktiviti haram yang boleh merosakkan hutan serta sumbernya, Kerajaan Negeri akan terus memperkasakan usaha-usaha pencegahan dan penguatkuasaan secara bersepadu yang melibatkan agensi-agensi penguatkuasaan termasuk Suruhanjaya Pencegahan Rasuah Malaysia (SPRM).

Bagi kes kesalahan hutan setakat 29 Oktober 2018, sebanyak 96 kertas siasatan yang telah diterima di peringkat ibu pejabat. Sejumlah 17,783 kayu balak bersamaan dengan 14,920.94 meter padu telah dirampas. Nilai kayu rampasan tersebut berdasarkan kadar royalti RM65 per meter padu adalah sebanyak RM969,861.60.

Setakat ini juga, sebanyak tujuh kes yang telah didaftarkan di dalam Sistem e-Filing bagi tujuan pertuduhan di mahkamah merangkumi dua kes di bawah Forest Ordinance, 2015 dan lima kes di bawah Wild Life Protection Ordinance, 1998. Sebanyak enam kes telah selesai didakwa di mahkamah iaitu sebanyak 22 orang telah dijatuhkan hukuman di bawah peruntukkan ordinan masing-masing. Hanya satu kes masih di dalam proses perbicaraan.

Konservasi Flora dan Fauna

Tuan Speaker, Kerajaan Negeri juga komited untuk memelihara flora dan fauna yang terdapat di Sarawak. Antara strategi yang diambil adalah mewartakan Kawasan Terlindung Sepenuhnya (TPA) untuk melindungi habitat ini. Kerajaan Negeri telah mensasarkan satu juta hektar kawasan daratan untuk diwartakan sebagai kawasan TPA menjelang tahun 2020. Setakat ini, seluas 2.03 juta hektar TPA telah diwartakan. Daripada jumlah tersebut, 0.79 juta hektar adalah kawasan daratan dan 1.24 juta hektar adalah kawasan air.

Dalam Rancangan Malaysia Ke-11 (RMK11), Kerajaan Negeri telah meluluskan sebanyak RM36.7 juta kepada Jabatan Hutan Sarawak untuk menambahbaik kemudahan- kemudahan yang terdapat di 21 buah TPA, melaksanakan kerja-kerja penandaan sempadan, penyelenggaraan dan pembersihan kawasan. Setakat ini, RM23.8 juta telah dibelanjakan.

Tuan Speaker, untuk makluman Ahli Yang Berhormat bagi Bukit Begunan, Kerajaan Negeri sudah mempunyai perancangan untuk membangunkan kawasan Taman Negara Gunung Lesong bagi menyediakan prasarana dan pembangunan modal insan untuk faedah penduduk setempat. Kerajaan Negeri melalui Jabatan Hutan Sarawak dan Sarawak Forestry Corporation telah memperuntukkan RM300,000.00 untuk pembangunan modal insan seperti latihan bagi perkhidmatan pelancongan, pengusaha homestay, kraftangan dan pemandu taman atau park guide kepada penduduk setempat di Taman Negara Gunung Lesong. Selain daripada itu, Kerajaan juga telah merancang untuk membangunkan kemudahan infrastruktur dalam Rancangan Malaysia Ke-12 (RMK12) seperti bangunan pejabat, pusat interpretasi, kediaman kakitangan, papan tanda, penunjuk arah, denai hutan dan pondok rehat.

Dalam usaha melindungi habitat penyu dan hidupan laut, Kerajaan Negeri telah memberi tumpuan kepada Projek Reef Ball. Projek ini bukan sahaja berkesan melindungi penyu-penyu tetapi juga berjaya meningkatkan sumber perikanan, seterusnya meningkatkan pendapatan para nelayan tradisional. Menyedari betapa pentingnya Projek Reef Ball Sarawak, Kerajaan Negeri telah memperuntukkan RM10 juta untuk penanaman Reef Ball dari kawasan perairan Belawai ke Mukah dari tahun 2018 hingga 2020. Peruntukkan sebanyak RM70 juta di bawah Rancangan Malaysia Ke-12 (RMK12) (2021-2025) telah dicadangkan untuk penanaman Reef Ball di sepanjang perairan pantai Sarawak dari Tanjung Datu ke Lawas.

Dalam bulan September 2018, sebanyak 600 Reef Ball telah ditanam di perairan Belawai-Paloh yang telah dilancarkan sendiri oleh Yang Amat Berhormat Ketua Menteri dan 600 lagi Reef Ball telah ditanam di Batu Belais di Taman Negara Terumbu Karang Miri-Sibuti.

Satu lagi projek signifikan dalam usaha konservasi ialah dengan penyerahan projek Sistem Solar Berpusat (Solar Centralised System) di antara Sarawak Energy Berhad (SEB) dan Sarawak Forestry Corporation (SFC) yang telah pun disaksikan oleh Yang Amat Berhormat Ketua Menteri di Taman Negara Talang Satang pada 13 September 2018. Projek kolaborasi ini bertujuan untuk membekalkan tenaga hijau (green energy) di kawasan tarikan pelancongan dan pusat konservasi di tiga lokasi iaitu Taman Negara Tanjung Datu, Pulau Talang-Talang Besar dan Pulau Talang-Talang Kecil. Sebelum ini, mereka menggunakan

BELUM DISUNTING 13 NOVEMBER 2018 generator yang mengeluarkan bunyi begitu kuat. Kadang-kadang pecah telinga kita apatah lagi penyu-penyu dalam air itu. Jadi kita mengucapkan terima kasihlah kepada Sarawak Energy (SEB) yang berkeloberasi dengan Sarawak Forestry Cooperation (SFC). Ini menunjukkan komitmen yang begitu tinggi oleh Yang Amat Berhormat Ketua Menteri kita untuk kita memastikan concervation program kita ini dapat dilaksanakan dengan sebaik- baiknya.

Prestasi Industri Perkayuan

Tuan Speaker, for January until August 2018, the timber sector has registered an export earnings of RM3.58 billion, a decrease of 14% compared to RM4.17 billion in the same period of 2017. The decline was mainly due to the reduction in the supply of raw materials and the inability of the current mills to process the type of raw materials that are currently available in the market as well as slower demand from major markets. The production of logs from natural forest has decreased by 18% from 3.8 million cubic meters in the first months of 2017 to 3.1 million cubic meters in the same period of 2018. The five major markets for Sarawak timber products were Japan, India, South Korea, the Middle East and Taiwan.

The State Government has undertaken various initiatives to ensure the sustainable development of the timber industry especially the growth of the value added products including the furniture manufacturing. The Government will ensure that the forest is managed on sustainable basis and will facilitate the implementation of the forest management certification and compliance to the Sarawak Timber Legality Verification System (STLVS). This will help to increase credibility of Sarawak timber products in the export markets.

The Forest and the Timber Industry Policies are being reviewed and adjusted in order to meet the current and future market requirements. The Government will review the Log Reservation Quota quantum and will gradually increase the quota for local log consumption in the local industry, should the need arise. In order to sustain the timber industry, the local manufacturers need to undertake the retooling process in line with the changes on the type of raw materials available in the future.

To supplement the supply of raw materials, the Government will ensure successful implementation of the industrial forest in the State.The annual production of logs from industrial forest is expected to increase to at least two million cubic meters to meet the shortfall of logs from natural forest.

In order to enhance the capability of the processing industry to produce competitive high value added products, the Government, through STIDC, has implemented the Pool of Young Designers (POYOD) program, in collaboration with UNIMAS. Since its establishment in 2018, in collaboration with the private sectors, POYOD has participated in Index Mumbai, India in May 2018 and Australia International Furniture Fair (AIFF), Melbourne, Australia in July 2018 which have successfully generated a total trade enquiry on furniture worth RM6 million. This initiative is giving a positive impact in terms of opening a new market for furniture in India and Australia.

Recently, STIDC has signed a Memorandum of Agreement (MOA) with the Institut of Teknologi Bandung (ITB), Indonesia to upgrade and adding value to the POYOD training programs. This is a clear manifestation of the State Government commitment to promote higher value added products in the timber industry.

The findings of the Forestry and the Timber Industry Master Plan Study (2019-2040), upon its completion by the end of this year, will be able to further strengthen the Government

BELUM DISUNTING 13 NOVEMBER 2018 effort in providing clear road map in the next 21 years towards developing a sustainable and high value added timber industry in the future.

Pengurusan Alam Sekitar

Tuan Speaker, bagi memastikan kualiti udara di negeri ini sentiasa berada dalam keadaan sihat, pemantauan dan penguatkuasaan secara berterusan oleh Lembaga Sumber Asli dan Alam Sekitar Sarawak (NREB) dan Jabatan Alam Sekitar telah berjaya mengurangkan bilangan kes-kes pembakaran terbuka secara haram.

Sejajar dengan perkembangan yang terdapat di negara-negara maju, mulai Ogos 2018, Malaysia telah pun menggunapakai dua alat bagi bacaan IPU yang dapat mengukur kepekatan partikel halus 2.5 mikron atau kurang (Particulate Matter 2.5) dan mengukur partikel halus 10 mikron atau kurang (Particulate Matter 10). Ini semua very technical terms. Penggunaan alat-alat tersebut menjadikan bacaan IPU lebih tepat dan menyeluruh, serta meningkatkan lagi usaha Kerajaan ke arah kelestarian alam sekitar.

Pada tahun ini, Kerajaan Negeri melalui NREB akan menaiktaraf tiga stesen pemantauan kualiti udara (AQMS) di Lawas, Tebedu dan Lubok Antu bagi mendapatkan bacaan PM2.5 selain daripada bacaan PM10 yang sedia ada. Selain itu, dua lagi AQMS akan siap dibina di Lundu pada tahun 2018 dan pada tahun 2019 bagi memantau kualiti udara khasnya jerebu rentas sempadan.

Had Pemantauan BOD3 20ppm Kilang Kelapa Sawit di Sarawak

Tuan Speaker, sejajar dengan usaha Kerajaan Negeri untuk membangunkan sektor perladangan kelapa sawit, setakat ini sebanyak 80 buah kilang kelapa sawit telah dibina dan beroperasi di seluruh Sarawak dengan keupayaan memproses 5,290 tan sejam buah kelapa sawit mentah atau Fresh Fruit Bunch (FFB). Pemprosesan FFB ini akan menghasilkan buangan effluen sawit atau Palm Oil Mill Effluent (POME) yang kebiasaannya dilupuskan secara pelepasan ke alur air yang akan dilesenkan bagi mengawal had parameter Permintaan Oksigen Biokimia, iaitu Biochemical Oxygen Demand (BOD3). Had yang dikuatkuasakan mengikut Peraturan-Peraturan Kualiti Alam Sekeliling (Premis Yang Ditetapkan) (Minyak Kelapa Sawit Mentah), 1977 adalah 100ppm (part per million) atau bersamaan 100mg seliter (milligram per liter).

Namun demikian secara pentadbiran, Negeri Sarawak telah menetapkan had pelepasan yang lebih ketat supaya kualiti air sungai, yang merupakan sumber air mentah tidak dicemari dengan beban bahan organik yang tinggi. Sehubungan itu, Kerajaan Negeri telah menetapkan had bagi pelepasan BOD3 dari kilang kelapa sawit pada paras 50ppm hingga akhir tahun 2019. Bermula dari 1 Januari 2020, kesemua kilang kelapa sawit perlu mematuhi had pelepasan BOD3 pada kadar 20ppm sahaja. Melalui langkah ini, pencemaran sungai-sungai berpunca daripada pelepasan effluen kilang sawit dapat dikawal dan seterusnya meningkat serta memelihara kualiti air sungai-sungai di Sarawak.

Timbalan Ketua Menteri, Pembangunan Perindustrian Dan Usahawan (YB Datuk Amar Haji Awang Tengah Bin Ali Hasan): Tuan Speaker, now, I would like to report on the achievements, efforts and direction of my Ministry to move our industries and entrepreneurs forward, in line with the Digital Economy and Industry 4.0 initiatives. The State’s economic growth is supported significantly by its manufacturing sector, making up 27.3% share of Sarawak’s GDP in 2017.

Industrial Development

Performance of the Manufacturing Sector In 2018

Tuan Speaker, as at October 2018, State Industrial Coordination Committee (ICC) has approved 32 investment projects totalling RM8.8 billion, creating 1,740 employment opportunities for the State. Out of these, 11 are ICA (Industrial Coordination Act 1975) projects totalling RM8.6 billion, creating 1,230 employment opportunities. These investments include the Methanol project worth RM5.7 billion, Copperfoil project worth RM2.2 billion, Metallic Silicone project worth RM0.59 billion, etc. Three projects with total investment worth RM923.8 million are still under consideration, while the RM17 billion steel project is still under Detailed EIA evaluation.

For the same period, the State ICC has also approved 21 ICC projects totalling RM167.7 million mainly in Services, Wood & Woodbased Products, Food Manufacturing, HDPE Products etc. These investments are expected to create about 510 employment opportunities. Another five projects worth RM16.2 million are still under consideration.

Tuan Speaker, the Government has successfully transformed our industrial landscape with the establishment of the oil & gas and energy intensive industries in Bintulu and Samalaju; high-tech industries in Kuching; shipbuilding industries in Sibu and Miri alongside the timber based, oil palm based and other manufacturing activities all over Sarawak.

SCORE

Since its inception in 2008, SCORE has been a major attraction for FDI and DDI. To date, a total investment of RM39.34 billion has been approved in SCORE. In SIP alone, RM27.83 billion worth of investments have been approved. Currently, seven companies are in operation, creating 6,900 employment opportunities where 61% (4,250) of the workforce is local. The companies at SIP have generated RM484 million monthly in terms of economic spinoff to the local economy.

High Tech Industries

Tuan Speaker, I would like to update this august House on the progress of Iljin Materials Malaysia Sdn Bhd at Sama Jaya High Tech Park. The construction of the copperfoil plant started in early January this year and is now scheduled for completion in December 2018. Iljin plans to commence Phase II of its project soon to cater to the strong market demand for its products. Recruitment has already commenced and Iljin expects to hire 144 personnel (10 Engineers, 9 Management Staff and 125 Operators/Technicians) by end of this year. 24 employees have already been sent to South Korea for training.

Besides Iljin, LONGi Group is also planning to expand its facilities at Sama Jaya, investing an additional RM820 million for monocrystalline silicon cell production. This expansion will create 800 more employment opportunities at Sama Jaya. In total, Sama Jaya has a current workforce of 11,600 where 98% are locals. In 2017 alone, Sama Jaya has generated RM380 million in wages and RM3.2 billion in export value.

Shipbuilding Industries

Tuan Speaker, Malaysia is currently ranked as the 18th largest shipbuilding country. There are around 100 shipyards in Malaysia where 60 of them are located in Sarawak. In Sarawak, the shipbuilding industry is mainly driven by local players.

In addition to upgrading and expanding the current industrial infrastructure in Rantau Panjang, the Ministry together with the industry are collaborating with the institutions of higher learning to upgrade their capacity and capability, particularly in the adoption of Industry 4.0 and design of vessels. The Ministry is also supporting the industry in marketing and promoting their products at the national and international arenas.

In 2017 alone, Sarawak exported 197 vessels and floating structures worth RM357.8 million to Sabah and Peninsular Malaysia, and international markets such as United Arab Emirates, Singapore, Indonesia, Hong Kong, USA and Australia. In view of the potential of the shipbuilding industry, the State Government will continue to facilitate the growth of the industry.

Tuan Speaker, the successful implementation of our industrialisation policies and initiatives has managed to attract major investments both foreign and domestic.These investments have created many business opportunities for our SMEs in manufacturing and construction works, supply and maintenance of equipment & machinery, engineering design, precision tooling, transportation, warehousing & logistics, catering, etc., apart from creating employment opportunities for our school leavers and young graduates.

Based on the positive feedback from the investors, we expect the manufacturing sector to continue to expand in the coming years. The State will continue its business friendly policies to create a conducive environment that will attract more high value and high tech investments to Sarawak.

At the same time, our SMEs need to be creative and innovative, leveraging on advance technology from automation & robotics, big data, to the adoption of Industry 4.0 to remain competitive and be successful in this challenging global environment. SMEs cannot continue to rely on the low cost, low tech and labour intensive strategy for growth.

Entrepreneur Development

Tuan Speaker, SME continues to be the key driver for Malaysia’s economic growth as it constitutes 98.5% of the total business establishments in Malaysia. The scenario is also similar in Sarawak where 61,036 out of 61,973 business establishments are SMEs (98.4%), based on Economic Census in 2016. Our State SMEs have registered a Compound Annual Growth Rate (CAGR) of 6.8% over the last five years against the National CAGR of 7.3%.

In 2017, Malaysian SMEs contributed 37.1% to National GDP, an increase of 0.5% from 36.6% in 2016. SME share in employment opportunities expanded from 65.3% in 2016 to 66.0% in 2017. SME contribution to the total exports was lower at 17.3% in 2017 as compared to 18.6% in 2016, due to higher export growth by large companies. This encouraging performance was due to the successful implementation of various SME and entrepreneur programmes and activities, both at the Federal and State Level.

In the recent Federal Budget 2019, the Federal Government has provided a substantial allocation for entrepreneur development under the initiative of Fostering An Entrepreneurial State (Memupuk Budaya Negara Keusahawanan) in all economic sectors. At this point of time, we do not know how much would be allocated to Sarawak and what are the programmes for Sarawak.

It is important that the Federal Government provides us with the breakdown of the allocation and programmes for Sarawak. As in the past, my Ministry will continue to give full cooperation to the Federal Government and their agencies in the State, to ensure the successful implementation of the initiatives and programmes for the benefits of our SMEs.

Initiatif Kementerian

Tuan Speaker, dalam usaha meningkat dan memperkasakan penyertaan masyarakat dalam bidang keusahawanan, Kementerian saya telah merancang dan melaksanakan pelbagai program, projek dan aktiviti pembangunan keusahawanan di bandar dan luar bandar. Ini bertujuan untuk meningkatkan produktiviti dan daya saing para usahawan dalam menghadapi cabaran global. Sehingga Oktober 2018, seramai 4,442 usahawan dan bakal usahawan telah menerima manfaat daripada inisiatif-inisiatif yang telah dilaksanakan oleh Kementerian.

Antaranya ialah: Program Pembangunan Kapasiti

i. Roadshow Keusahawanan

Di bawah program pembangunan kapasiti, Kementerian telah menganjurkan Roadshow Keusahawanan bagi memberi pendedahan tentang bantuan- bantuan yang disediakan seperti dana dan peralatan serta maklumat berkaitan. Ianya telah diadakan di tujuh buah lokasi dan memanfaatkan seramai 1,487 orang peserta. Kementerian akan meneruskan program ini untuk melibatkan daerah-daerah lain.

ii. Kursus Teknologi Pemprosesan Makanan

Kursus ini dianjurkan dengan kerjasama MARDI Sarawak. Ianya telah memberi manfaat kepada 538 orang usahawan dan bakal usahawan. Atas permintaan Ahli Yang Berhormat bagi Lingga, Kementerian akan mengadakan kursus keusahawanan di Lingga pada tahun hadapan.

iii. Simposium Usahawan Kontraktor

Simposium Usahawan Kontraktor telah dilaksanakan untuk memberi pendedahan kepada Kontraktor Bumiputera Kelas F hingga C tentang peluang yang ada dalam Program Transformasi Luar Bandar Negeri Sarawak. Simposium yang diadakan di Kuching pada 11 Oktober 2018 telah dihadiri seramai 539 orang kontraktor dari Bahagian Kuching, Samarahan dan Serian. Simposium ini akan diteruskan ke Zon Tengah dan Zon Utara dalam masa terdekat.

iv. Seminar Pendedahan Industry 4.0

Dalam usaha Kerajaan untuk menggalakkan lebih banyak PKS mengadaptasikan Industry 4.0, Kementerian ini telah menganjurkan Program Seminar Pendedahan Industry 4.0 baru-baru ini, dengan kolaborasi institusi- institusi pengajian tinggi dan kemahiran seperti Swinburne, Curtin, UCTS, UNIMAS dan PPKS di seluruh Negeri Sarawak. Sehingga kini, 418 orang usahawan telah menyertai program tersebut dan Program ini akan diteruskan sehingga penghujung tahun.

Program Bantuan Dana dan Peralatan

Tuan Speaker, Kementerian juga menyediakan bantuan dalam bentuk kewangan untuk usahawan memulakan dan mengembangkan perniagaan. Antaranya ialah:

i. Program Graduan ke Arah Keusahawanan (GERAK) adalah program untuk meningkatkan penyertaan graduan daripada peringkat Diploma atau STPM ke atas, terutama usahawan muda bagi menceburkan diri dalam bidang keusahawanan. Ia merupakan bantuan geran berjumlah maksima RM50,000 bertujuan untuk pendaftaran perniagaan, modal perniagaan serta pembelian mesin dan peralatan. Setakat ini, 18 orang peserta telah diluluskan.

ii. Program Usahawan Teknikal dan Vokasional (USTEV) merupakan bantuan kewangan kepada usahawan yang memiliki sijil kemahiran dalam bidang teknikal dan vokasional untuk membiayai pendaftaran perniagaan, modal

perniagaan serta pembelian mesin dan peralatan dengan jumlah maksima RM50,000. Setakat ini, 10 orang peserta telah diluluskan.

iii. Skim Pinjaman Industri Kecil dan Sederhana (SPIKS) merupakan bantuan dana dalam bentuk pinjaman mudah sehingga RM250,000 dengan kadar faedah sebanyak 4% dalam tempoh pinjaman sehingga tujuh tahun. Skim pinjaman ini adalah untuk membantu PKS dalam sektor pembuatan, perkhidmatan dan teknologi maklumat.

Setakat Oktober tahun ini, seramai 24 orang usahawan telah diluluskan pinjaman mereka yang berjumlah RM2.278 juta untuk mengembangkan perniagaan. Kementerian saya juga dalam proses untuk meningkatkan jumlah peruntukan bagi SPIKS.

Untuk makluman Ahli Yang Berhormat bagi Lambir, Kementerian ini sedang dalam proses untuk merangka mekanisme bagi mewujudkan skim kredit mikro untuk semua usahawan mikro, termasuk usahawan mikro bukan bumiputera. This is a new programme designed to assist eligible Sarawakians.

Selain daripada Kementerian saya, terdapat agensi-agensi lain sama ada di bawah Kerajaan Negeri ataupun Kerajaan Persekutuan juga telah menyalurkan dana perniagaan kepada usahawan di negeri Sarawak. Dari bulan Januari hingga September tahun 2018, dana berjumlah RM413.6 juta telah disalurkan kepada 39,916 usahawan dengan pecahan seperti berikut:

(a) SME Bank – RM181.5 juta (loan) untuk 64 usahawan; (b) AIM – RM141.4 juta (loan) untuk 36,623 usahawan; (c) MARA – RM38 juta (loan/geran) untuk 607 usahawan; (d) TEKUN – RM14.2 juta (loan) untuk 1,963 usahawan; (e) PUNB – RM13.9 juta (loan) untuk 86 usahawan; (f) TERAJU – RM8 juta (geran) untuk 6 usahawan; (g) SME Corp – RM5.7 juta (geran) untuk 170 usahawan; (h) MIDF – RM6.5 juta (soft loan) untuk 12 usahawan; (i) SEDC – RM3.7 juta (loan/geran) untuk 300 usahawan; (j) LKIM – RM0.55 juta (loan/geran) untuk 37 usahawan; (k) FAMA – RM0.05 juta (loan/geran) untuk 31 usahawan; dan (l) MATRADE – RM0.11 juta (geran) untuk 17 usahawan.

Dengan program dan bantuan yang telah disediakan, saya berharap agar para usahawan tempatan akan menggunakan dana-dana ini sebaik-baiknya untuk terus berkembang dan meningkat maju.

Tuan Speaker, Kementerian juga membantu PKS dari aspek promosi dan pemasaran produk untuk membolehkan lebih banyak PKS meluaskan pasaran di peringkat domestik dan antarabangsa. Antara aktiviti promosi dan pemasaran yang telah dianjurkan dan disertai oleh Kementerian adalah:

(a) Brunei Consumer Fair 2018; (b) LeFest Tour; (c) Karnival Mood Republik Tour Sarawak; (d) Borneo Entrepreneurship & Investment Convention 2018 (BEIC 2018); (e) Selangor International Expo 2018; (f) Borneo International Halal Showcase (BIHAS 2018); (g) Showcase Usahawan Sarawak (SUS) di Miri, Saratok, Meradong, Sibuti, Lundu, Kuching dan Lubok Antu; dan

(h) Program Lan Berambeh Anak Sarawak 2018 yang diadakan di Kuala Lumpur pada 20 Oktober 2018.

Aktiviti promosi dan pemasaran ini telah memberi manfaat kepada 800 orang usahawan. Program Showcase Usahawan Sarawak sahaja telah menghasilkan jumlah jualan sebanyak RM2.1 juta.

Program Satu Daerah Satu Industri (SDSI) Peringkat Negeri Sarawak 2018 yang melibatkan usahawan daripada seluruh Sarawak akan berkumpul di Samarahan pada penghujung November 2018. Objektif program tersebut adalah untuk menggalakkan pembangunan kualiti produk dan meningkatkan pemasaran dan imej produk SDSI.

Kementerian juga menyokong penyertaan sebanyak 12 syarikat dari Sibu Shipyards Association di MIMEX 2018 (Malaysia International Marine Expo), Kuala Lumpur baru-baru ini, khusus untuk industri perkapalan. Semasa MIMEX 2017, nilai jualan yang telah dicapai adalah RM76.6 juta.

Pada masa yang sama, Kementerian juga menyokong penganjuran Young Entrepreneur Sarawak (YES) Competition 2018 yang akan dianjurkan oleh Sibu Chinese Chamber of Commerce and Industry sebelum akhir tahun ini. Program ini mensasarkan penyertaan 300 belia daripada pelbagai kaum di seluruh Sarawak yang dijangka akan mencetuskan 100 idea perniagaan. Berdasarkan idea-idea kreatif dan inovatif tersebut, peserta akan dibimbing dalam merangka rancangan perniagaan (business plan) mereka.

Sarawak Product Pavillion (SPP) Kuala Lumpur

Sarawak Product Pavillion (SPP) Kuala Lumpur merupakan inisiatif Kementerian sebagai sebuah platform untuk memperluaskan pasaran produk Sarawak di Semenanjung Malaysia dan sebagai gateway ke pasaran global. Sehingga September tahun ini, terdapat 778 jenis produk daripada 76 usahawan tempatan telah dihantar untuk dipamer dan dijual di SPP.

Sarawak’s market is small and therefore our SMEs must venture beyond our borders, especially in the digital age. In order for our SMEs to grow big, they must be export-oriented and go global. We should also leverage on our membership in the ASEAN Economic Community (AEC) which has a population of 640 million that holds great market potential. The objective of AEC is to reduce trade barriers and encourage free flow of goods and services within ASEAN region.

Infrastruktur Perniagaan

Tuan Speaker, antara kemudahan perniagaan yang dilaksanakan di bawah Kementerian adalah:

Projek Anjung Usahawan

Projek Anjung Usahawan menyediakan prasarana untuk usahawan setempat mengumpul, memproses, mempamer dan memasarkan produk keluaran usahawan tempatan. Setakat ini, Kerajaan Negeri telah membangunkan tujuh buah Anjung Usahawan berjumlah RM12.5 juta dengan peruntukan daripada TERAJU. Pembinaan bagi Anjung Usahawan Betong, Damai, Gedong, Semariang, dan Lawas sudah siap, manakala Anjung Usahawan dijangka siap pada penghujung 2018. Projek tersebut akan menyediakan sebanyak 74 ruang premis perniagaan untuk usahawan-usahawan tempatan.

Berdasarkan kejayaan Program Anjung Usahawan yang sedia ada, Kementerian akan meneruskan pembinaan Anjung Usahawan yang lebih besar dan lebih lengkap di bandar-bandar lain secara berperingkat. Untuk tahun depan, Kementerian telah diberi peruntukan oleh Kerajaan Negeri sebanyak RM14.5 juta bagi pelaksanaan enam Anjung Usahawan.

Ahli-ahli Yang Berhormat bagi Daro, Beting Maro, Murum dan Saribas telah memohon agar Anjung Usahawan diwujudkan di kawasan masing-masing. Kementerian saya akan mengkaji dan mempertimbangkan segala permohonan ini.

Taman Perindustrian

Menyedari kepentingan sumbangan PKS kepada pertumbuhan ekonomi, Kerajaan Negeri akan terus membangunkan lebih banyak taman perindustrian secara berperingkat, terutamanya di luar bandar untuk membantu PKS mengembangkan perniagaan. Kementerian akan mempertimbangkan permohonan Ahli-ahli Yang Berhormat bagi Repok dan Meradong untuk membangunkan taman perindustrian di kawasan masing-masing.

A total of RM361.7 million has been approved under the whole of 11th Malaysia Plan for 25 projects which include six Anjung Usahawan projects. Five projects namely, Biovalley Park; Sama Jaya Extension Phase V; Demak Laut Industrial Park Phase Two B Stage one; Access Road at Demak Laut Industrial Park; and Tebedu Industrial Park have been completed.

Currently, three industrial parks under construction are progressing well and scheduled for completion this year. They are Demak Laut Industrial Park – Phase 2B Stage 2, Kapit Industrial Park and Marudi Industrial Park. In addition, the upgrading works for Rantau Panjang Industrial Park Phase 1, Sibu is also on schedule for completion by year end.

Physical works for industrial parks at Betong, Demak Laut Phase 2B Stage 2 (continuation) and Samalaju SME Clusters have commenced in October 2018 while the retender for Sri Aman Industrial Park is under evaluation.

The approved sites for industrial parks in Bau, and Rantau Panjang Phase Two, Sibu are in the process of land acquisition which are expected to be completed by middle of 2019.

As for Sebuyau Industrial Park, the project is delayed due to land dispute. However, the Ministry is working closely with Land and Survey Department to resolve the issue.

Projects under Federal Funding

The upgrading works in Sama Jaya High Tech Park costing RM2.5 million is funded by MIDA. It is expected to be completed by April 2019. Two other projects funded through Federal reimbursable loans are Miri Biovalley Park and Sibu Industrial Park.

The physical work for Miri Biovalley Park costing over RM60 million was completed in May 2017. Currently, the tender for the supply of the last batch of equipment for the pilot plant facility at Biovalley Park is under evaluation. The facility is expected to be operational by mid-2019.

The Sibu Industrial Park at Sungai Bidut is earmarked for general industries and is funded by the Federal Goverment under reimbursable loan. In June this year, the Federal Ministry of International Trade and Industry had directed that the project be put on hold.

Yesterday evening, we have been informed that RM11 million has been allocated for this project in 2019. In this regard, I wish to thank Honourable Member for Dudong for highlighting this issue.

As the site has been acquired under State fund and the project is ready for tender, we will proceed to implement the project in stages. Tuan Speaker, saya ingin mengambil kesempatan ini untuk mengucapkan jutaan terima kasih kepada Yang Amat Berhormat Ketua Menteri kerana dalam Bajet Negeri 2019, beliau telah memperuntukkan sejumlah RM85.3 juta untuk melaksanakan beberapa taman perindustrian dan RM18.4 juta untuk Anjung Usahawan dan pelaksanaan program-program pembangunan usahawan dan PKS.

Yang Amat Berhormat Ketua Menteri kita amat memberi penekanan kepada pembangunan PKS selaras dengan inisiatif Digital Economy. Oleh yang demikian, PKS tempatan perlu bergerak seiring dengan aliran pembangunan terbaru ke arah Industry 4.0 dan Ekonomi Digital. The whole world is moving towards the Digital Economy. It is here. It is either you embrace it or be left behind.

Tuan Speaker, I would like to congratulate the Right Honourable Chief Minister for tabling historic budget that is so people centric and rural focused to propel Sarawak towards a more inclusive development, closing the gap between the rural and urban, between Sarawak and Semenanjung Malaysia.

We want to build more roads and bridges, connecting the rural settlements to the main urban centres and open up more areas for development. We want to connect the remote villages and the longhouses with treated water and light up their houses. We want to repair the dilapidated schools so that our kampung kids will have a safer and more conducive learning environment. We want to build more affordable housing especially for B40.

We want to continue with our industrial agenda, to bring in more investments to Sarawak, to provide more infrastructures and to enhance the ecosystem for the manufacturing sector to grow. We want our SMEs to prosper. Many of these responsibilities fall under the ambit of the Federal Government. With this State Budget, some of the Federal projects which are deferred or cancelled, particularly those that are urgent, can now be implemented.

Kita mengucapkan terima kasih banyak kepada Yang Amat Berhormat Ketua Menteri. We must also congratulate the Right Honourable Chief Minister for the courageous stand in exercising the rights of the State on oil and gas issues and the imposition of sales tax on the petroleum products, mainly on crude oil and LNG. The new financial model and the formation of DBOS, together with this additional source of revenue from the sales tax are indeed necessary and timely to enable Sarawak to forge ahead towards a developed State by the year 2030.

I hope Ahli-ahli Yang Berhormat on both sides of this House will stand together as Anak Sarawak in protecting the rights of Sarawak as enshrined in the Federal Constitution and MA63, including our financial autonomy. We must stand solidly and fight for the rights of Sarawak within the Constitutional Frameworks. No more, no less. As the late Tok Nan use to say, enough is enough, “cukuplah”.

First of all, I would like to express my full support and heartiest appreciation to the Right Honourable the Chief Minister for announcing and granting the biggest ever budget in the State’s history. The budget, this time around, is not only development biased but also rural biased and people centric.

Secondly, I wish to convey my congratulations to the Right Honourable the Chief Minister of Sarawak, for being conferred an Honourable PhD in Development Economics by the University Malaysia Sarawak or UNIMAS on its 22nd Convocation on the 29th October 2018.

In conjunction with the 82nd birthday celebration of Yang di-Pertua Negeri Sarawak on 13th October 2018, I also would like to congratulate Yang Berhormat Datuk Dr Haji Abdul Rahman bin Haji Junaidi, Ahli Dewan Undangan Negeri for N.4 Pantai Damai for being conferred Panglima Gemilang Bintang Kenyalang (P.G.B.K) which carries the title of Datuk; and Yang Berhormat Encik Abdullah Bin Haji Saidol, Ahli Dewan Undangan Negeri for N42 Semop for being conferred Pingat Johan Bintang Kenyalang (J.B.K).

I would also like to express my heartfelt condolence to the family of the late Encik Vincent Goh on his recent demise. Encik Vincent Goh, as we all know, was a former Chairman of Rajang Port Authority or RPA, an agency under my Ministry.

Federal Budget 2019

Tuan Speaker, I would like to express my utmost appreciation to our Minister of Works Malaysia, YB Tuan Baru Bian, Ahli Dewan Undangan Negeri for N.81 Ba’Kelalan who is also the Member of Parliament for P.214 Selangau for securing infrastructure funding to the Federal Budget 2019 for development in Sarawak. With adequate funding, we will achieve greater opportunities in economic growth, thus reducing economic and social disparities between the urban and rural dwellers.

There are many projects that require Federal funding, e.g school construction and repair, road projects and so on. However, and in view that many of this funding has been slashed by the Federal Government, the GPS Government, being a very responsive Government, took it upon itself to fund some of these approved projects to ensure continuity and to reduce disparity in Sarawak.

I am also aware of the fact that Yang Berhormat Tuan Baru Bian will strive towards making Sarawak a developed State, considering he is now Minister of Works Malaysia. With this position, YB Tuan Baru Bian should be in a better position to address, amongst others, Sarawak’s much needed infrastructure developments.

Tuan Speaker, with decent infrastructure, I am confident that Sarawak can be the catalyst for economic growth and tourism activities, thus, will help to generate more revenue for our State.

Despite our political differences, the State Government will continue to work closely with the Federal Government. The Sarawak Government also acknowledges the promises made by the Federal Government to be fair and efficient and as such, my Ministry of Infrastructure Development and Transportation or MIDT, has been tasked by our Right Honourable Chief Minister to plan and create more accessibility especially to the rural areas with the hope that we will get the much needed support especially on funding from the Federal Government.

On the same note, Tuan Speaker, I would also like to convey my gratitude to the Right Honourable Chief Minister for the allocation of fund amounting to RM1.5 billion for the Upper Rajang Development Agency (URDA), to develop basic infrastructure development such as roads, electricity and water supplies within these rural areas. The focus on developing the rural areas will certainly uplift the standard of living of the rural community. To me, it is a beginning of a positive move towards creating socio-economic growth especially in rural areas.

State Budget 2019

Tuan Speaker, I feel delighted and optimistic especially on the infrastructure development fund amounting to RM9.073 billion allocated by the State Government under the governance of Gabungan Parti Sarawak or GPS. I wish to mention here that out of that sum, RM1.105 billion has been allocated for the purpose of improving the infrastructure connectivity through the implementation of various projects such as roads, bridges and jetties.

I will now name, Tuan Speaker, a few of such projects:

i. Jalan Ulu Tubai menuju ke Mentawai/Gunung Buda; ii. Upgrading and Rehabilitation of Belaga to Menjawah Road; iii. Jalan Baru ke Kuala Tatau’ iv. Sg. Limbang Bridge, Sg. Bunut No. 2 Bridge and the connecting roads;

v. Construction of Jambatan Batang Baram, Long Lama; vi. Balance Cantilever Bridge over Batang Kemena at Sebauh; vii. Marudi Bridge over Batang Baram; viii. Muara Lassa Bridge, Mukah; ix. Batang Rambungan Bridge, Lundu; x. Bintulu – Jepak Bridge crossing Kuala Kemena, Bintulu; and xi. Batang Lupar Bridge, Samarahan/ Betong

Tuan Speaker, all these projects are to be undertaken by Jabatan Kerja Raya (JKR) Sarawak under my Ministry's purview, in which the completion of these projects will be closely monitored. My Ministry is very thankful to our GPS Government for its effort in acquiring ample budget to enable projects implementation.

The GPS Government is seriously and sincerely committed to fulfilling the rakyat's needs, for a brighter future of Sarawak. With its development biased, rural based and people centric focus, it will churn up the State's economy, which I believe, Tuan Speaker, will also create a level playing field for all Sarawakians in all spheres of developments and opportunities.

The component of political parties that form GPS, governs the State based on leaders' accountability and trust from the rakyat. We, in GPS Government will continue to listen and respond proactively to the needs and demands from our fellow Sarawakians. Hence, political stability, coupled with the absence of violence and pandemonium are the key factors to make Sarawak harmonious and peaceful. I hope we all share the same dreams, intention and direction to make Sarawak a better living place for all of us.

It is with this regards, Tuan Speaker, I believe the reason our Right Honourable Chief Minister gifted us with the greatest budget ever in the budget history of Sarawak which will be spent wisely within the stipulated Standard Operating Procedure. It is our utmost intention through the provision of this Budget, to provide more basic facilities and utilities that are much awaited by our rural folks.

Infrastructure Connectivity and Development Coastal Road, Second Trunk Road and Sebuyau / Lingga / Sri Aman / Betong Expressway

Tuan Speaker, Jabatan Kerja Raya (JKR) is still processing the procurement and physical work is expected to commence in the first quarter of 2019. The main components of the Coastal Road Network projects are Batang Saribas Bridge, to be State funded; Batang Rajang Bridge including a 17 kilometres access road, to be State funded; Sungai Krian Bridge, also to be State funded; Batang Paloh Bridge, also State funded; Muara Lassa Bridge, also State funded; Bintulu Jepak Bridge (Kemena), also to be State funded; Pavement rehabilitation and upgrading of critical stretches for the whole existing coastal road, this also State funded.

The cost for the above project is RM3.49 billion.

The State Government is determined in its effort to implement the much awaited, 50- year dream of realizing the Coastal Road, the Second Trunk Road and the Sebuyau / Lingga / Sri Aman / Betong Expressway. Thus, a seamless travel will become the order of the day. Gone will be the days when the rakyat has to endure long and sweltering queues waiting for the ferries to come by.

It is important, Tuan Speaker, to note that road infrastructure development has always played a key role in the progress and economic growth of a nation, both through the

BELUM DISUNTING 13 NOVEMBER 2018 direct effects of a higher mobility for citizens and goods and also the indirect benefits derived from the process of building bridges and roads.

Tuan Speaker, this is the term that we called “multiplier effect” which could give benefits to the rakyat via job opportunities, economic well-being, technical experiences and so on. Sebuyau /Lingga, Sri Aman / Betong Expressway and the Second Trunk Road serve to provide alternative shorter routes to the main trunk roads, Pan Borneo Highway and the coastal road network. The first section of the Second Trunk Road is from to Roban, which is approximately 112 kilometres of single carriageway, JKR R5 and two-lane highway. The last section, which is approximately 30 kilometres, includes the upgrading of the existing Jalan Kelupu / Jalan Tanjung Genting to Lanang Bridge, Sibu from two lanes to four lanes highway, JKR R5. Sebuyau/ Lingga/ Sri Aman Betong Expressway is approximately 94 kilometres of single carriageway JKR R5 two-lane highway.

Batang Lupar, Batang Rambungan and Batang Igan Bridges

Tuan Speaker, my Ministry has appealed to the Federal Government for the implementation of the three bridges projects as follows:

(a) The Federal Government to bear the full cost of Batang Rambungan Bridge and Batang Igan Bridge; and

(b) The construction of Batang Lupar Bridge to be jointly funded between the Federal and State Government on a 50:50 basis.

However, during a briefing by JKR to the Honourable Minister of Works on Batang Lupar Bridge on 6th November 2018, it was proposed that the Sarawak Government proceeds with the construction of the Batang Lupar Bridge using the existing State 11th Malaysia Plan ceiling of RM150 million. It was also proposed that the Federal Government will fund this project under the Twelfth Malaysia Plan and to reimburse all expenditure borne by the Sarawak Government.

It is my earnest hope that the Federal Government will honour the 50:50 partnership financing agreement for the project.

Tuan Speaker, as for the bridge design, it is proposed that the concept of an iconic cable stayed bridge to be maintained as it serves as a tourist attraction and stands out as a magnificent landmark for Sarawak. It is estimated that the total cost for the cable stayed bridge is RM866 million as compared to RM778 million for a balanced cantilever bridge.

Since the Federal Government had insisted that the bridge will be balanced cantilever, it is then proposed that the 50-50 shared reimbursable formula be applied to this construction cost only, which is about RM800 million. Hence, the Federal Government will have to contributed RM400 million. If the State Government is to proceed with the Cable Stayed bridge construction, which costs RM866 million, the additional cost will be borne by the State Government.

Batang Rambungan Bridge

Tuan Speaker, the Sarawak Government will proceed with the implementation of the project utilizing the existing State fund under the Eleventh Malaysia Plan. The proposed works are:

(a) To carry out the necessary land acquisition; and

(b) To start the construction work of the project via open tender.

Nevertheless, it is again our earnest hope that the Federal Government will agree to bear the full cost of the project and to reimburse the total expenditure incurred under the Eleventh Malaysia Plan, to Sarawak. Batang Igan Bridge

Tuan Speaker, the Sarawak Government will proceed with the implementation of the project utilizing the existing State fund under the Eleventh Malaysia Plan. The proposed works are:

(a) To appoint the civil and structural consultant to carry out the design and tender documentation of the project based on the revised alignment;

(b) To carry out the necessary land acquisition; and

(c) To start the construction work of the project via open tender.

Here again, we urge the Federal Government to agree to bear the full cost of the project and to reimburse the total expenditure incurred under the Eleventh Malaysia Plan to Sarawak.

Jiwa Murni Roads

Tuan Speaker, JIwa Murni Roads (which are Federal funded), are constructed purely for connectivity and serve to facilitate land travel for people living in the rural areas. These roads were basically designed to cater for light weight vehicles. However, over the years we have seen the roads being continuously used by heavy vehicles. This has resulted in severe and extensive damages to the road pavement.

Notwithstanding this, the Sarawak Government is making every effort to ensure that these roads remain in good conditions and safe for public use. Within the last three years, the State Government has made available a substantial amount of fund to help maintain and rehabilitate JIwa Murni Roads that had been taken over from the Ministry of Defence.

The 43.2 kilometres Miri-Marudi Road, which was constructed under the Jiwa Murni Road Program has to be rehabilitated and upgraded to modified R1 JKR Standard at a cost of RM77.4 million. The construction work has achieved 87% progress and is expected to complete in March 2019.

Meanwhile, the Government will continue to take actions to curb the indiscriminate use of roads by heavy vehicles, particularly those roads in the rural areas. Well aware what the current practice of erecting barriers has not been all that successful in tackling the issues, my Ministry, therefore, together with JKR Sarawak, as the implementing agency and the asset owner, have been looking into other measures to deal with those heavy vehicles that blatantly flout the load restriction limit on public roads.

The move now is to construct small tunnels on strategic locations along those roads deemed extensively used by heavy vehicles. Such ‘small tunnels’ will be designed to restrict the height clearance to a mere 4.2 meters, preventing heavy vehicles such as timber lorries, from driving through, hence, from using the roads. Ordinary private cars and small commercial lorries will still be able to pass through these tunnels and continue to use the roads.

Likewise, Tuan Speaker, Belaga-Menjawah Road, is to be upgraded, rehabilitated with work in progress and expected to be completed by May 2020. For this, the Sarawak Government is allocating a total amount of RM95 million under the Eleventh Malaysia Plan. Another amount of RM18 million is also being allocated to be used for works to reinstate and stabilize seven major road slopes within the area. Road slope reinstatement work is expected to commence in December 2018. As for Long Luping-Ba’Kelalan Road, 75 kilometres in length, the prevailing poor condition warrants upgrading works to the existing road and Sarawak Government has approved an allocation of RM45 million for that purpose. Procurement process is ongoing and physical work is expected to commence in early 2019.

Baram River Basin Infrastructure Planning

Tuan Speaker, as we all know, Baram River is the second longest river in Sarawak and it plays its part as one of the major river basins in the State. It is the major route that connects places along Ulu Baram leading towards the Mulu Caves.

The Government has a noble intention to develop this potential area for agricultural activities and to accelerate its economic values. However, the said development especially on connectivity such as road, cannot be implemented further south from Long Lama because of the numerous blockades being erected by the people there.

Therefore, the State Government has decided to divert the road development projects in Baram, going east from Miri towards Marudi and eventually passing through Long Terawan and later on reaching Mulu National Park.

Another road is planned going west from Long Miri through Tinjar and Usun Apau Plateau, ultimately linking the whole road network towards . Nevertheless, Tuan Speaker, for the southern part that was mentioned earlier, the State Government will re-address road connectivity to these areas when the community is ready.

The State Government is continually willing to listen and open up for any discussion whenever the community itself is ready to accept such development in the near future, despite the fact that they had rejected the road at this moment in time.

Land Transportation

Traffic Management

Tuan Speaker, Sarawak owns smart mobility project, namely Integrated Intelligent Traffic Light System and Waze’s Connected Citizens program with five agencies managing the traffic light assets in Kuching are well in progress.

The intelligent traffic light system still has many upgrading works to be implemented. At the current progress, promising outcome has been observed. The smart mobility project is executed to the year 2021. Smart mobility incentives are only addressing part of Kuching City’s traffic problem. Sarawak is still committed to construct more roads and bridges to address the present connectively problems.

Stage Bus Service Transformation (SBST)

Tuan Speaker, Sarawak Government is committed to meeting the objectives of Stage Bus Service Transformation (SBST) itself, that is, to reduce traffic congestion, to improve reliability and efficiency of the existing bus services. The Federal Government is currently

BELUM DISUNTING 13 NOVEMBER 2018 embarking on implementing on the implementation ‘SBST’ and Kuching has been selected as one of the five cities under this program.

The contract was signed on 22nd November 2017 between Malaysian Government, represented by the Prime Minister’s Department and Konsortium Bas Bandaraya Kuching or (KBBK) Sdn Bhd, an amalgamation of companies registered in the State of Sarawak.

Konsortium Bas Bandaraya Kuching (KBBK) Sdn Bhd is expected to carry out and implement program as required within five years from the date of the contractual agreement.

The original plan is to use 130 diesel buses that will cover total distance of 560 kilometres of the 27 routes, comprising 15 core routes, 12 intermediate routes. However, in February 2018, the State Government of Sarawak has come up with recommendation for the Federal Government to consider having 100% electric buses to operate instead.

Tuan Speaker, as I have mentioned earlier in my speech, the new Pakatan Harapan Government is presently reviewing and reassessing all applicable procurement contracts as described in circular from Ministry of Finance dated 29th June 2018. At this moment, my Ministry is yet to receive a feedback on the matter from the relevant Federal Authority. SBST project will take off by the end of 2018, if the recommendation is accepted and there is a reply, if there is a reply forthcoming.

Road Safety

Tuan Speaker, land transport system is a crucial component of the development and modernity of Sarawak. It is also associated with the increasing number of vehicles, which is one of the contributing factors to the road traffic crashes or accident.

Road traffic, road safety remains a significant concern and often neglected public health issue here where each day, on average, the State recorded at least 55 traffic crashes or accident resulting in at least one fatality. From January until September 2018, there are 15,192 traffic crashes recorded and out of which resulted 249 lives were lost in Sarawak roads.

Although there is a decrease of 12.6% from the same period in 2017, most of these traffic crashes and injuries could have been avoided if passengers, pedestrians, riders and drivers apply safe behaviour and attitude when they are on the road. These losses are not just limited to reduced human capital productivity, injuries and trauma, but also contribute to the rising cost in health care and services thus adding burden to victims and their loved ones.

Road traffic crashes and injuries are often preventable and predictable. 80% of traffic crashes are due to human error. Hence, it requires concerted efforts for effective and sustainable prevention. An established set of interventions form education to enforcement have contributed to the reductions on the impact of road traffic crashes. Through Road Safety Council of Sarawak, the broad range of activities, such as the management of road infrastructure, safer vehicles and vulnerable road user awareness programs as well as targeted enforcement have been conducted to ensure our road users travel safely.

The revised Road Safety Education (RSE) Pendidikan Keselamatan Jalan Raya (PKJR) curriculum is being taught throughout Bahasa Melayu subject for two hours per month in all primary schools by the year 2019. The teacher’s guidance program for RSE for the Sarawak has begun on 16th April 2018 and ended on 9th October 2018.

To date, 60 workshops were held involving 2,528 Bahasa Melayu teachers from 1,264 primary schools to deliver the RES module with teaching and learning materials provided before the new school terms begin. In order to ensure continuous learning of safe behaviour and attitude, RSE is expected to be extended to secondary schools and a new RSE module for pre-schoolers is to be introduced by the year 2020.

Tuan Speaker, to ensure the safety of the road users, Road Safety Council has come up with various strategies such as conducting frequent meetings at Residents and State level. Road Safety Council has set up a Task Force to implement the High Performance Team Solution 2015-Road Safety Action Plan since April 2015. Its function is to promote road safety in the State.

Our Ministry acknowledges the contribution by Sarawak Shell Berhad, in actively managing the road safety activities through Shell Traffic Game since 1963. This activity was replaced by Shell Selamat Sampai beginning 2016 for secondary schools only. Thus, we would encourage and urge Petros to emulate what Sarawak Shell Berhad is doing, that is Traffic Games for primary and secondary schools students. Under the HPT Solution of 2015 Road Safety Plan, four (4) roads with higher-traffic crashes of accident have been selected as a pilot project to implement HPT Solution, that is: -

(a) Miri Airport Road (City Road);

(b) Kidurong Road, Bintulu (Industrial Area);

(c) Matang Road, Kuching (Sub-urban); and

(d) Bakun/Murum Road (in the rural area).

Reports will be collected from various agencies such as Polis DiRaja Malaysia (PDRM), Road Transport Department (JPJ), Sarawak Commercial Licensing Board (LPKP), Local Council (PBT) and all residents. This opportunity will provide for brainstorming and opportunity to find out differences in solving road safety problems in these four (4) locations. Road safety is a joint responsibility and it begins with you and me. Road users everywhere deserve better and safer road travel. Thus, it is through our collective effort to make Sarawak road a safer place.

Pan Borneo Highway Sarawak

Tuan Speaker, the Pan Borneo Highway Sarawak project which began construction in late 2015 along 786km from Telok Melano to Miri is divided into 11 works packages. Implementation of this single largest infrastructure project in Sarawak is now mid-way in its construction timeline. As reported by the Project Delivery Partner (PDP), the project which is targeted for completion in 2021, has currently achieved 33% physical progress as at the end of September 2018. Most of the works packages are into full gear to get the works completed on time. While certain works packages are seeing some challenges due to unfavourable weather condition, utilities relocation works, constraints on manpower and machinery, as well as a few land issues that remain unsolved, the overall progress of Pan Borneo Highway is still on track.

The PDP for the Pan Borneo Highway Sarawak project, Lebuhraya Borneo Utara Sdn Bhd (LBU) together with the Government have always placed utmost priority on the safety of road-users who commute along the construction stretch of this Federal trunk road which is currently being upgraded to R5 Highway standard.

With Sarawak’s weather and the demands on the road, keeping the road in good and safe conditions during construction of the Pan Borneo Highway Sarawak when it must be opened to traffic at all times, is indeed a big challenge.

We want to assure everyone that the contractors are doing all the necessary road maintenance during this construction stage, while ensuring that the highway will be completed on time. The Government also views road repairs and maintenance seriously and is continuously monitoring the situation on the ground and feedback, complaints and alerts from the public. Tuan Speaker, the Project Delivery Partner (PDP) for Pan Borneo Highway Sarawak, Leburaya Borneo Utara (LBU) Sdn Bhd, have taken road safety seriously while constructing the highway. Since the inception of the project in 2015, the PDP has taken various initiatives and measures in compliance with the approved Traffic Management Plan (TMP). In addition, the PDP has gone further to beef up its traffic management program to ensure road safety is not compromised.

My Ministry recently received a letter dated 1st November 2018 from the Ministry of Works Malaysia to consider the Sabah-Sarawak Link as an alternative route for the Pan Borneo Highway Sarawak Phase 2. The proposed route consists of a main road of 316 kilometres traversing along Sungai Arang/ Marudi/ Long Lang/ Long Seridan/ Long Lopeng/ Lawas and four spur roads namely Long Lang/Long Seridan/Nanga Medamit/Long Lopeng /Ba’Kelalan/Bario and Long Lopeng/Long Pasia with a total length of 251 kilometres.

While recognizing the importance of this project for the rakyat, the political differences between the Federal and State Governments must be put aside. Both Governments must honour their responsibilities and use their combined strengths in fulfilling the needs of the rakyat. With the full support on funding from the Federal Government, the rakyat will soon enjoy enough, sorry, with the full support on funding from the Federal Government, the rakyat will soon enjoy smooth accessibility from the completion of the basic infrastructure such as roads in their respective areas. My Ministry supports the proposed road project and will submit it to the State Planning Authority for further deliberation.

River Transportation

Tuan Speaker, I am pleased to inform this august House, as of 31st October 2018, Sarawak Rivers Board (SRB) has recorded a total of 2,109,899 passengers on-board using waterways. The Board also has registered a total of 5,247 vessels of various tonnages. These two figures indicate that river transport still remains an important part of our major transportation network in Sarawak. In order to improve navigation channel, enhance safety and smooth navigation for the vessels and boats plying the Sarawak waters, all vessels are required to carry and display a valid River Transport Permit (RTP).

A total of 165 Aids to Navigation (AToN) gadgets were installed within Southern Region of Kuching, Central Region of Sibu and Northern Region of Miri. SRB also has a total of twenty-three (23) enforcement boats available for river patrol, enforcement activities, site inspection, support logistic flood operation and preparatory services. To create awareness amongst the general public on the importance to keep and maintain the river clean, safe and natural, SRB has organized 21 “River Safety and Cleanliness Campaign” throughout the State targeting riverine communities, kampungs, longhouses and schools.

I do hope that SRB will continue on to maintain its good performance.

Air Transportation

Rural Air Services

Tuan Speaker, Rural Air Services (RAS) remain an important and essential mode of transportation to connect remote areas to other parts of Sarawak. It has helped to facilitate movement of people from their rural settlements to Government administrative and commercial centers for years. Air flight has shortened travel time and remote places, previously inaccessible, are now within reach.

In its continuous effort to uplift the socio-economic well-being of the rural people, the Sarawak Government is determined to further improve air connectivity to the rural settlements. Based on such objective, the Right Honourable Chief Minister of Sarawak has approved the implementation of various projects at Bukit Sadok in and Bukit Mabong in . These two airport projects rank highly in the list of projects that are to be implemented in the current Eleventh Malaysia Plan by the year 2019.

Currently, these two projects are at the feasibility study stage and physical works execution is expected to start in the third quarter of 2019. The implementation of these airport projects will enable agricultural and jungle produce from those remote places to be transported faster to the market in the major towns in Sarawak.

Ports

Tuan Speaker, ports are important gateways of international trade and constitute important economic facilities in Sarawak. For the period from January to September 2018, Kuching Port Authority’s cargo throughput recorded an increase of 7.4% from 6,454,916 tonnes to 6,932,579 tonnes. Cargo throughput handled by the Rajang Port Authority also increased by 15% from 866,520 tonnes to 996,641 tonnes. Miri Port Authority recorded a throughput of 3,816,379 tonnes from 3,585,705 in 2017, it shows an increase of 6%.

The cargo throughput for Samalaju Port Authority has surged by 89%, from 1,661,799 tonnes in 2017 to 3,142,818 tonnes. However, the cargo throughput handled by Tanjung Manis Port Authority, through its approved port operator Tanjung Manis Integrated Port Sdn Bhd, has dropped from 2,968,238 tonnes to 2,477,111 tonnes, a decrease of 16.5% which is mainly due to the slowdown in timber related activities.

In addition, the performance of the Sarawak Ports is still highly affected by the shallow access channel and the fluctuation in oil and gas prices. The Sungai Sarawak Capital Dredging project has materialized due to our persistence in pursuing the funding for capital dredging from the previous Federal Government.

According to the report by Jabatan Laut Malaysia being the implementing agency, the physical progress is at 58.44% as against its schedule of 58.24%. The dredging of 43.4 kilometres access channel with a nine metres below Chart Datum depth, once completed as per schedule in November 2019, will facilitate the arrival of bigger cargo and passenger vessels. This condition will add value to Pending, Senari Terminal and the Independent Oil Terminal under Kuching Port Authority to attract the shipping community in terms of economy of scale since vessels can now carry more cargo per port call.

Tuan Speaker, the capital dredging for Sungai Sarawak also solved the perennial problem of waiting for high tide for both leaving and incoming vessels, translating into time and cost savings for vessel operators.

Currently, Miri Port is only utilizing about 30% of its design capacity of 3.2 million tonnes, due to the shallow Kuala Baram access channel. There is, therefore, Tuan Speaker, an urgent need to dredge and deepen the channel to resolve the existing problem.

The Cabotage Policy

Tuan Speaker, the Cabotage Policy was implemented in Malaysia on 1st January 1980 which strictly reserves the transportation of goods within Malaysia to ships flying the Malaysian flag. Foreign ships can call at any port in Malaysia to load and unload but they cannot carry domestic goods from one port to another port in Malaysia.

However, Tuan Speaker, effective 1st June 2017, the Ministry of Transport (MOT) Malaysia announced the exemption of the Cabotage Policy for carriage of domestic cargoes between any port in Peninsular Malaysia to any port in Sarawak, Sabah and Labuan and between any port in Sarawak.

This means that from that date (1st June 2017), any foreign ship can now carry domestic cargoes from any port of call to another port of call in Sarawak, Sabah and Labuan. They can thus compete with our domestic ships plying our waters.

After a year of implementation, Ministry of Transport has yet to come up with its findings on the effect of the exemption. The Cabotage Policy which has been blamed for the higher cost of goods in Sarawak, Sabah and Labuan was aimed at bringing down the prices goods in both States and the Federal Territory of Labuan, which unfortunately have remained unchanged, that is, the prices have not reduced.

However, it is still premature to make any conclusion as yet. We will wait for the findings by the Ministry of Transport before putting up our recommendations, in particular, to protect our shipping industry which may be affected by the exemption of the Cabotage Policy.

Vessel Traffic System (VTS)

Tuan Speaker, a revised International Convention for the Safety of Life at Sea (SOLAS) Chapter V on Safety of Navigation was adopted in December 2000 and entered into force on 1st July 2002. Regulation 12 (Vessel Traffic Services) amongst others states that Vessel Traffic Services (VTS) shall be established where the volume of traffic or the degree of risk justifies such services.

The traffic flow in our Sarawak waters has shown a significant increase in the shipping activities, whether it involves business with our State Ports or other affairs such as ship buildings and repairs, fishing, enforcement and so on.

Over the decades, ship sizes have changed dramatically. Safety of the access channel to our State ports is essential and must take into account the ever-changing landscape of the shipping industry in meeting logistic demands of the future.

It is therefore Tuan Speaker, important to manage and control the marine traffic flow to prevent any maritime accidents. A digital Vessel Traffic System network, an important traffic management instrument is thus greatly needed.

The total capital cost estimates which include investigation, survey, design, supply, installation, testing and commissioning of this Vessel Traffic System for Kuching, Rajang, Miri and Tanjung Manis Port, Sarawak is RM123 million.

My Ministry is preparing a Paper on the subject and will be submitting to the Sarawak Government for its consideration.

Border Regions Development Plans

Upper Rajang Development Agency (URDA)

Tuan Speaker, I would like to respond to the issue raised by Ahli Yang Berhormat for Kota Sentosa regarding projects in the Upper Rajang Development Agency (URDA) area. For the information of this august House, URDA covers an area of more than 41,000 square kilometers, which is bigger than the State of Pahang. However, this area is still lagging behind in terms of development, especially basic infrastructure and amenities, namely; roads, water and electricity supplies.

The people in this area have been longing to have all these basic infrastructures to be made available in their area like any other areas in Sarawak. As a caring Government, the State GPS Government has allocated substantial funding to provide these basic infrastructures and amenities in URDA areas to enable these areas to catch up in terms of socio-economic development, as well as to facilitate more private investment into these areas.

In order to implement all these basic infrastructures and amenities projects in the URDA areas, RECODA will engage professional services from consultant firms of various disciplines. Taking into account the number of projects and the large areas to be covered, at least 32 consultant firms will be involved in the implementation of these projects.

Therefore, the allegation made by Ahli Yang Berhormat for Kota Sentosa, where only three consultant firms have been appointed is not true. Furthermore, the Consultant firms to undertake these projects have not been appointed and are still undergoing the process of selection.

I wish to make known here that projects under URDA are not undertaken by Ministry of Infrastructure Development and Transportation (MIDT) and Jabatan Kerja Raya (JKR) Sarawak but RECODA. Hence, to allege that MIDT or JKR is involved is not true.

In undertaking road projects for example, it is mandatory for the authority to get the involvement of C&S Consultant, EIA Consultant, Survey Consultant and Road Safety Audit Consultant, therefore it is impossible for RECODA to appoint only three consultant firms for this works.

However, all the consultant firms that wish to participate in URDA projects will be evaluated to ensure that they have the proven track records and capacities to undertake these projects which are located in the rural and remote parts of Sarawak. To ensure good governance and transparency, all URDA projects will be awarded based on Open Tender.

I am truly grateful to the State Government for approving RM1.5 billion, for the implementation of development projects in the Rajang hinterland under the Upper Rajang Development Agency (URDA) initiative. These projects focus on the road network, treated water and electricity supply, which will cover the State constituencies of Balleh, Ngemah, Machan, Pelagus, Katibas, Bukit Goram, Belaga and Murum.

These people centric projects are indeed a game changer in the transformation of affected areas that will indirectly enhance connectivity and outstanding economic growth in various sectors in the coming years.

I am also concerned with the safety and security features along the border post between Sarawak and Kalimantan, Indonesia. It is high time to look into it seriously in order to secure our territory from being encroached by illegal immigrants doing illegal activities. Therefore, I foresee a well-connected road network in the border region of Sarawak to enable easy access and to prevent unwanted activities along our border.

JKR Sarawak has been entrusted to carry out the early planning and design of the proposed Border Security Road project, which is essential to protect the State’s important assets such as the Batang Ai HEP, Bakun HEP, Murum HEP and later Baleh Hydro Electric Project.

Opening Up of Tebedu ICQS Complex

Tuan Speaker, the upgrading plan of Tebedu Immigration, Customs, Quarantine and Security (ICQS) Complex was announced by former Deputy Prime Minister on 28th December 2017 during his visit to the area.

Hence, two committees have been set up to review the upgrading plan of the Tebedu ICQS Complex by the Ministry of Home Affairs. A paper has been submitted to the Cabinet for the provision of the facility. The decision on joint financing costs between the Federal Government and the State Government was agreed upon by the Right Honorable Chief Minister of Sarawak in 2017 on a 50-50 basis. The development was planned to be implemented in stages.

However, due to the change of Federal Government and its policies, the proposal is subject to further deliberation from the Federal Government. ICQS Entikong Complex, Kalimantan, Indonesia has modern facilities and is highly advance compared to the existing Tebedu ICQS in Sarawak. Therefore, the facilities in Sarawak should be at par or of equal status or more than our neighbouring country, Indonesia.

Thus, we urge the Federal Government to consider and speed-up the upgrading of this ICQS Complex as Tebedu is one of the international entry points for Indonesian into Sarawak.

With an excellent bilateral relationship between Sarawak and West Kalimantan provinces of Indonesia, it would benefit both sides of the border concerning economy, tourism and security. The upgrading of the said ICQS Complex will also revive the Tebedu Inland Port, while fostering cross-border trade and tourism between Indonesia and Malaysia and in particular, Sarawak.

Cabinet Committee on Rural Transformation

Tuan Speaker, as duly emphasized by our Right Honorable Chief Minister in the 2019 State Budget Proposal, the State will continue with development biased and rural focused budget to stimulate a higher level of economic activities and economic progress for the State. The State will also continue with its socio-economic development and rural transformation agenda and will step up the implementation of the rural transformation projects. From the total of 2019 development budget amounting RM9.073 billion, RM6.049 billion or 67% allocation will be provided for the development of rural areas.

This allocation will be for the provision of basic infrastructure and amenities including roads and bridges, rural water and electricity supplies as well as other people-centric rural- based projects under the 11th Malaysia Plan.

These continual efforts in rural development are vital towards achieving balanced development and closing the rural-urban development gap as well as for the economic prosperity of our rural community.

Rural Transformation Initiatives 2018

For 2018, the Cabinet Committee on Rural Transformation under my Chairmanship, through its Key Result Areas (KRAs) government had successfully completed the following projects:

(a) the setting-up of a Cluster-Clinic System at Klinik Kesihatan Long Lama and Klinik Kesihatan Sungai Asap;

(b) the mobilization of 15 Rural Clinic Visiting Doctor (RCVD) teams;

(c) repair and upgrading works of 13 dilapidated rural health Clinics;

(d) 88 flood mitigation projects;

(e) 19 rural water supply projects under the Sarawak Alternative Water Supply (SAWAS), Communication Pipe and Submain programmes;

(f) upgrading of one ex-logging road under the Projek Mesra Rakyat (PMR);

(g) electricity connection to 5,494 households via Rural Electrification Scheme (RES), 400 households via Hybrid Scheme and 1,977 households via Sarawak Rural Electrification Scheme (SARES);

(h) provision of internet services to 1,455 schools via 1BestariNet (1BRIS) telecommunication towers; and

(i) survey works on residential lots, agriculture lots and home garden at Metalun Resettlement Scheme Belaga has been completed.

Rural Transformation Initiatives 2019

Tuan Speaker, for 2019, we will continue to implement various high impact rural intervention projects, namely:

(a) The repair and upgrading works on 47 dilapidated rural schools and 22 dilapidated rural health Clinics;

(b) To continue the implementation of the upgrading of ex-logging roads;

(c) The implementation and completion of: -

i. three SAWAS projects, 53 projects under Communication Pipe and Submain programme, two projects under retrofit of treatment plants/reservoirs programme and renewal/replacement of old pipelines;

ii. electricity connection to 6,856 rural households, through RES, Hybrid Schemes and SARES;

iii. 26 flood mitigation projects;

iv. survey works on agriculture lots and home garden at Tegulang Resettlement Scheme Belaga; and

v. to implement various environmental and community awareness programmes under our new KRA on Effective Enforcement and Environment.

The rakyat in rural areas deserves to be provided with basic infrastructure and utilities in the shortest time possible. The high expectation of the rakyat to make a difference in their livelihood requires our total commitment to work together as one united team regardless of our political affiliation.

Having said that, the Cabinet Committee (CABCOM) on Rural Transformation under my Chairmanship would like to convey our gratitude to our Right Honorable Chief Minister for his continued efforts and commitment to reach out to the rural community as clearly indicated in his bigger allocation for the rural development projects in the 2019 State Budget Proposal. So, let us work together to deliver what is due to our rural people.

Issues Raised By Ahli-ahli Yang Berhormat

Tuan Speaker, please allow me to respond to the various issues raised by Ahli-ahli Yang Berhormat while debating on the 2019 State Budget in this august House.

Public Transportation

For the information of Ahli Yang Berhormat for Tupong, the Sarawak Government does not rule out the possibility to offer free public bus services in the future but it is subject to further feasibility study as it involves high capital and operational cost. The Government has taken initiatives to improve the public transportation such as the Interim Stage Bus Support Fund (ISBST), Stage Bus Service Transformation (SBST) and Bus Rapid Transit (BRT) concept for Kuching to reduce the financial burden on the rakyat.

Bintulu Port

Tuan Speaker, for the information of Ahli Yang Berhormat for Tanjung Batu, my Ministry takes note of the feedback on the cargo delivery services, breakdown of cranes and other issues in Bintulu Port which are blamed for the ships queuing up in the sea to enter the port. I wish to inform that Bintulu Port is under the purview of the Ministry of Transport (MOT) Malaysia. However, Sir, my Ministry will take up your concerns to the attention of MOT for its further action.

State Roads

Tuan Speaker, for the information of Ahli-ahli Yang Berhormat for Layar, Repok, Bukit Goram, Serembu, Pelawan and Saribas, the following proposed roads have been submitted under the Mid Term Review (MTR) but were not approved.

These roads are:

(a) The proposed road linking Jalan Tanjung Assam to Jalan Beladin/ Meludam (31 kilometres at an estimated cost of RM248 million);

(b) The upgrading of Jalan Repok up to CTC Junction (3.8 kilometres at an estimated cost of RM47 million);

(c) The upgrading of Jalan Nyelong By-Pass to dual carriageway (3.6 kilometres at an estimated cost of RM32.2 million);

(d) The upgrading and widening of Jalan Bleteh, Kapit (3 kilometres at an estimated cost of RM16.5 million);

(e) The upgrading of Jalan Bau/Kuching (21 kilometres at an estimated cost of RM130 million);

(f) Sibu Outer Ring Road (30 kilometres at an estimated cost of RM300 million); and

(g) Upgrading of Jalan Kg. Buda Betong (5 kilometres at an estimated cost of RM30 million).

My Ministry, Tuan Speaker, will pursue these projects again and again under the State Twelfth Malaysia Plan for consideration. So please Ahli-ahli Yang Berhormat do not give up hope too fast.

For the information of Ahli Yang Berhormat for Engkilili, the proposed Jalan Lidong/Jalan Tisak/Jalan Kaong/Nanga Skrang was approved under the Key Result Area (KRA) three program. It is currently up to the design stage only, which is expected to be completed in December 2018.

JKR will put up the project for consideration under the Twelfth Malaysia Plan for its construction.

Junction Improvement

For the information of Ahli Yang Berhormat for Batu Lintang, JKR has identified 14 locations for junction improvement to relieve traffic congestions namely in Kuching area. My Ministry are taking this junction very seriously and we will consider this in our meeting. In fact, I have a serious meeting yesterday to discuss how to ease traffic junction in this area. And these junctions are:-

i. Datuk Menteri Abang Haji Mohammad Zin Bin Haji Salleh, roundabout at Jalan Tun Abdul Rahman Yaakub;

ii. Datuk Amar Abang Haji Suleman Bin Haji Taha, roundabout at Jalan Tun Abdul Rahman Yaakub;

iii. Jalan Tun Ahmad Zaidi Adruce/Jalan Green Junction;

iv. Jalan Tun Ahmad Zaidi Adruce/Jalan Nanas/Jalan Badruddin Junction;

v. Jalan Rock/Jalan Permata/Jalan Laksamana Cheng Ho Junction;

vi. Jalan Rock/Jalan Green/Jalan Batu Lintang/Jalan Tun Abang Haji Openg Junction;

vii. Jalan Tun Abang Haji Openg/Jalan Badruddin/Jalan Taman Budaya Junction;

viii. Jalan Tun Abang Haji Openg/Jalan Taman Budaya/Jalan Satok Junction;

JKR will submit the proposals to improve the 14 junctions for consideration by the State as well as Federal Government under the Twelfth Malaysia Plan.

However, the estimated project cost of RM20 million each for a shallow underpass is no longer reflective of the current construction market price.

Projects Update

Tuan Speaker, I wish to inform Ahli Yang Berhormat for Meluan that the physical progress of the road construction from Nanga Entabai to Rantau Limau is in progress and expected to be completed by the end of December 2018.

For the information of Ahli Yang Berhormat for Samalaju, the proposed Upgrading of Jalan Ulu Suai, 19km in length has been approved. The project will commence in the first quarter of 2019.

I wish to inform Ahli Yang Berhormat for Tanjung Datu that the contract for replacement of the eight existing Bailey bridges along Jalan Lundu/Sampadi has been awarded and works is currently in progress. Project kick-off meeting was held on 31st October 2018.

For the information of Ahli Yang Berhormat for Jemoreng, tender for Jalan Kampung Igan to Sungai Ilas and Sungai Sah, Kebuaw is expected to be called by end of November 2018.

Upper Rajang Development Agency (URDA)

Tuan Speaker, I wish to inform Ahli Yang Berhormat for Pelagus that the proposed Jalan Nanga Merit/Sangan, Tatau, 81.4 kilometres in length at an estimated cost of RM950 million was re-submitted in the Rolling Plan 4, under Federal funding. However, there is no decision yet from the Federal Government on the way forward.

For the information of Ahli Yang Berhormat for Ngemah, the proposed Jalan Nanga Ngungun/Nanga Jagau of 22 kilometres at an estimated cost of RM100 million is still in the process of appointing consultants.

Street Lightings

Tuan Speaker, for the information of Ahli Yang Berhormat for Simunjan, my Ministry acknowledges the request to install street lightings along Jambatan Simunjan and Jambatan Gedong.

In the bigger context of things, the Government is mindful of the need to install street lightings for safety and visibility at night. For this purpose, JKR has identified those areas throughout Sarawak.

Since the proposal was not approved under the Eleventh Malaysia Plan Mid-Term Review, my Ministry will resubmit the proposal under the Twelfth Malaysia Plan for consideration.

Rural Roads (KPLB)

Tuan Speaker, for the information of Ahli-ahli Yang Berhormat for Murum and Krian, the upgrading of both Jalan Tubau, Ulu Jelalong and Jalan Bajau/Kupang have been deferred by the Federal Government (KPLB). Both projects were only approved for implementation up to the design stage. The appointment of consultants for both projects are in progress.

I wish to update Ahli-Ahli Yang Berhormat for Bukit Begunan, Krian, Opar and Machan on the following:

i. Jalan Menuang/Langgir, Lingga (17 kilometres at an estimated cost of RM12 million);

ii. Jalan Selangan Angkong/Enciap, Pantu (8 kilometres at an estimated cost of RM18 million);

iii. Upgrading of Jalan Ulu Awik (13.5 kilometres at an estimated cost of RM67 million);

iv. Jalan Ulu Machan/SRK Nanga Manggut Phase 2 (6.5 kilometres at an estimated cost of RM39 million);

v. Upgrading of Jalan / Kampung Pasir Hilir/ Kampung Kendaie/ Kampung Selampit (13 kilometres at an estimated cost of RM65 million); and

vi. Jalan Biawak/ Kampung Kendaie (12 kilometres at an estimated cost of RM72 million).

The said road projects have been submitted under Rolling Plan 4 to the Federal Government (KPLB) for its consideration. However, Tuan Speaker, at this juncture, no decision has been received by JKR.

For the information of Ahli Yang Berhormat for Krian, tenders for the following roads are expected to be called by the end of November 2018:

i. Jalan Ulu Krian, Saratok Phase 2 (10.2 kilometres at an estimated cost of RM16 million); and

ii. Upgrading of Jalan Kabo, Krian (8 kilometres at an estimated cost of RM10 million).

For the information of Ahli Yang Berhormat for Opar, the proposed Selampit Bridge was approved in Rolling Plan 2. Currently, JKR is waiting for the approval on the increase of its project ceiling from RM10 million to RM30 million before implementation can proceed.

Please be informed that Opar is a State constituency under Mas Gading Parliamentary constituency, and I would therefore suggest that the PH ADUNs in this august House please remind the MP for Mas Gading on the fund of RM30 million required from the Federal Government for Selampit Bridge.

Request for New Roads

Tuan Speaker, in response to the other various road requests, I would like to highlight the road and bridge projects requested by Ahli-ahli Yang Berhormat, namely:

(a) Ahli Yang Berhormat for Meluan on the proposed construction of:

i. Jalan Nanga Entaih/Rumah Sang, Rantau Chire; and

ii. Jalan Kubu Brooke, Nanga Meluan/SK Nanga Maong and SK Nanga Ju/Rumah Grasi, Ulu Mujok;

(b) Ahli Yang Berhormat for Kedup on the following roads:

i. Upgrading of agriculture road at Kampung Sungai Paoh, Kampung Sungai Buru, Kampung Kranji Baroh, Kampung Kranji Atas, Kampung Sungai Linsat, Kampung Kenyalang, Kampung Sungai Aping and Kampung Empassa to SK Triang; and

(j) Ahli Yang Berhormat for Jemoreng on the proposal for Jalan Kampung Kebuaw/ Rumah Mering, Teluk Deluh.

i. Jalan Kampung Merakai;

(p) Ahli Yang Berhormat for Saribas on the proposed of upgrading of Jalan Kpg Medang, Jalan Kpg Supa Medang and Jalan Di Belasau.

(q) Ahli Yang Berhormat for Kabong on the proposed bridge or ferrry services across Sungai Krian to Kampung Paloh.

My Ministry recognizes the importance of all these requests for roads and bridges and Jabatan Kerja Raya (JKR) will study them, taking cognizance of their benefits to the rakyat and financial implications to the State Government before implementation. We will take your request seriously and keep that in mind for the next Malaysia Plan.

Tuan Speaker, I would like to conclude…(Interruption)…

YB Encik Chiew Chiu Sing: Tuan Speaker, thank you Tuan Speaker, Honourable Minister did mentioned about new road at the old Bintulu Airport. I did not hear the Minister mentioning about, whether the Minister is aware that because of the new design at the old Bintulu Airport with the original Tanjung Batu road to Lebuhraya Abang Galau entrance now closed, the front part of the BDA Shahida’s building is severely affected and become isolated, so isolated and quiet now that even the bronze plat of our DUN 1st meeting monument is already stolen.

And I am sure Tuan Speaker, if you want to go to this place now, because it is so isolated you will not be there in the first time you try to go around in your car. You just cannot get in there by the way so what more to talk about the suffering of the businesses there. That is why we have to open up the old entrance. Tanjung Batu to Lebuhraya Abang Galau to Bintulu Old Town, builds the ramp or something overhead, you know, so that DUN monument is conspicuously safe. Now the DUN monument has become the back part of the road that use to be on the front of the major road but now no, it is at the back part.

So that it is conspicuously saying are not hidden at the back, so difficult to go to. You must oven up this old road and it is good for the fengshui also.

YB Encik Wong King Wei: Thank you Tuan Speaker, thank you Honourable Deputy Chief Minister, Deputy Chief Minister I have raised in my debate on the issue of hydrogen bus system to asked the Minister to provide the details as to the cost and also for the operation cost and for the purchase of the bus. I am not sure whether it is under your reply as the Minister for Transport.

Timbalan Ketua Menteri, Menteri Pembangunan Infrastruktur dan Pengangkutan (YB Tan Sri Datuk Amar Dr James Jemut Masing): My Ministry have gone to have a look at that, the hydrogen bus is still in its infant stage, we do not know the cost of that yet but certainly we are more interested at the moment at electric buses. The hydrogen bus will come slightly later, okay.

Conclusion

Tuan Speaker, the political landscape has drastically changed after GE14. The United Malay National Organisation or better known as UMNO, which has been the ruling party for 55 years since the formation of Malaysia is no longer in power. The drastic power change at the Federal level also puts Sarawak in an awkward position, being Government at the State level and opposition at the Federal level.

The Sarawak Pakatan Harapan (PH) representatives who are Members of Parliament and also Sarawak ADUNs, I presumed, are also in an awkward position. When they play opposition in the State, to please their political masters at the Federal level, they are likely to run counter to the sentiments of their constituents in Sarawak. Such unique situation, therefore, requires different mindset of the elected representatives from both sides of the House.

Many UMNO representatives now, I presumed, also find themselves in an uncomfortable political situation. UMNO, since GE14, has been perceived and accused by PH Government of corruption, kleptocracy, cronyism and nepotism. These accusations maybe true, Tuan Speaker, but I do believe that these ‘bad habits’ do not happen overnight. Such cultures, if indeed embedded in UMNO, must have evolved over the years.

Tuan Speaker, some of the current PH leaders had been with UMNO for many years and had great influence over its policies and direction, including its cultures which are so embedded in the party.

Therefore, Tuan Speaker, with such record in UMNO, I would suggest to the current PH leaders, not to WASH their hands in a hurry over UMNO so called ‘bad habits’.

Finally, Tuan Speaker, politicians will always be politicians. We all want to get the better of each other. In doing so, we focus more on our differences and highlight our opponents’ weaknesses; instead of focusing on each other’s strengths and on what we have in common.

Tuan Speaker, what do we, in GPS, have in common with Pakatan Harapan? Our common factor is that we are both the Government; since we are both the Government that is our strength. Let us, therefore, govern this country to the best of our ability. The people expect nothing less of us, but to administer this country. Stop the blame game and finger pointing.

I am pleased, Tuan Speaker, to note that Tun Daim, a member of Council of Eminent Persons (CEP), warned PH Government to put an end to the blame game. He said I quote: “… the new administration should stop pointing fingers at the previous Government that ruled the country for the past 61 years. Six months is enough. Now the Government needs to concentrate on delivering.”

ADUN Tamin in his debate speech in this august House also echoed the same sentiment when he said:

“there is no point in repeating to blame the previous Government ... Let us put our hands together for the development of our State of Sarawak.”

This sentiment was also repeated by ADUN Padungan when he said in this august House on 10th November,

“… time for both sides to sit down to fix dilapidated schools issue.”

Therefore, Tuan Speaker, both PH Government and GPS administration can work together for the betterment of this country. Allow me, then Tuan Speaker, to give you examples where we can work together and where we had worked together:

The Pakatan Harapan Government through our discussion with YB Tuan Baru Bian recently has reacted positively to the construction of Batang Lupar Bridge on a 50-50 basis; and

Kementerian Kerja Raya Malaysia (KKR) sent to us a proposal to construct an alternative road bypassing Brunei, from Marudi – Mulu – Limbang – Lawas then straight to Sabah with subsidiary roads to the highland and Bario to be constructed later. This road will open up Ulu Limbang and Ulu Sungai Trusan for further development.

My Ministry, Tuan Speaker is agreeable to this proposal and we will give them our full support whenever and wherever we can. These are examples Tuan Speaker of us utilising our strength for the betterment of our country.

It’s a win-win situation for both parties, the beneficiaries are the people of Malaysia, particularly Sarawak. Therefore there is no reason why we cannot work together Tuan Speaker, because we have that strength and both of us a Government of the day.

YB Encik Wong King Wei: Thank you, Tuan Speaker. Thank you Honourable Deputy Chief Minister on the acknowledgement that we can work together and in this august House, I always incline to give constructive suggestion. Let aside the political division of both sides, that constructive suggestion that I always give including the reform of DUN, so I hope Speaker’s Office can also take that positively on the DUN reform that I am talking. It is nothing personal, it is nothing against the chair but it is for the reform that benefiting the people of Sarawak.
