335. Na Osnovu Člana 267 Stav 5 Zakona O Bezbjednosti Saobraćaja Na Putevima ( 335. Na osnovu člana 267 stav 5 Zakona o bezbjednosti saobraćaja na putevima ("Službeni list CG", broj 33/12), Vlada Crne Gore, na sjednici od 14. februara 2013. godine, donijela je UREDBU O VISINI TROŠKOVA ZA TEHNIČKI PREGLED VOZILA Član 1 Za redovni, vanredni i kontrolni tehnički pregled vozila naplaćuju se troškovi, prema vrsti vozila, u visini, i to za: 1) motocikl, teški tricikl, moped, laki tricikl i laki četvorocikl: - do 125 cm3 4,00 €, - od 125 do 1000 cm3 6,00 €, - preko 1000 cm3 8,00 €; 2) motokultivator 5,00 €; 3) putničko vozilo, teški četvorocikl: - do 1500 cm3 10,00 €, - od 1500 do 2000 cm3 12,00 €, - preko 2000 cm3 15,00 €; 4) radnu mašinu i radno vozilo 20,00 €; 5) teretno vozilo, teški četvorocikl: - do pet tona 15,00 €, - do deset tona 20,00 €, - preko deset tona 25,00 €; 6) priključno vozilo: a) teretnu prikolicu: - do pet tona 10,00 €, - do deset tona 15,00 €, - preko deset tona 20,00 €, b) autobusku prikolicu: - od devet do 45 sjedišta 15,00€, - preko 45 sjedišta 20,00 €, c) radnu prikolicu 10,00 €; 7) vučno vozilo: - traktor 10,00€, - tegljač 20,00 €; 8) autobus - do 16 sjedišta 20,00 €, - više od 16 sjedišta 25,00 €; 9) specijalno vozilo 30,00 €; 10) ostala vozila 10,00 €. Član 2 Danom stupanja na snagu ove uredbe prestaje da važi Pravilnik o visini troškova redovnog tehničkog pregleda ("Službeni list CG", broj 28/08). Član 3 Ova uredba stupa na snagu osmog dana od dana objavljivanja u "Službenom listu Crne Gore". Na osnovu člana 256 stav 6 Zakona o bezbjednosti saobraćaja na putevima ("Službeni list CG", broj 33/12), Vlada Crne Gore, na sjednici od 14. februara 2013. godine, donijela je UREDBU O VISINI TROŠKOVA PREGLEDA UREĐAJA I OPREME ZA TEHNIČKI PREGLED VOZILA Član 1 Za pregled uređaja i opreme za tehnički pregled vozila naplaćuju se troškovi u visini propisanoj ovom uredbom. Član 2 Troškovi pregleda uređaja i opreme za tehnički pregled vozila iznose 50,00 eura. Član 3 Ova uredba stupa na snagu osmog dana od dana objavljivanja u "Službenom listu Crne Gore". Na osnovu čl. 19 i 62 Zakona o javnim radio-difuznim servisima („Službeni list CG", broj 79/08) i člana 64 Zakona o privrednim društvima („Službeni list CG", broj 6/02 i „Službeni list CG", br. 17/07, 80/08 i 36/11), Vlada Crne Gore, na sjednici od 14. februara 2013. godine donijela je ODLUKU O IZMJENI ODLUKE O OSNIVANJU DRUŠTVA SA OGRANIČENOM ODGOVORNOŠĆU „RADIO-DIFUZNI CENTAR" - PODGORICA Član 1 U Odluci o osnivanju Društva sa ograničenom odgovornošću „Radio-difuzni centar" -Podgorica („Službeni list CG", br. 21/09 i 24/12) u članu 15 stav 1 riječi: „koji funkciju obavlja profesionalno" brišu se. Član 2 Ova odluka stupa na snagu danom objavljivanja u „Službenom listu Crne Gore". Broj: 06-314/4 Podgorica, 14. februara 2013. godine Vlada Crne Gore Predsjednik, Milo Đukanović, s.r. 338. Na osnovu člana 17 Zakona o naučnoistraživačkoj djelatnosti („Službeni list CG", broj 80/10), Vlada Crne Gore, na sjednici od 21. februara 2013. godine, donijela je ODLUKU O OBRAZOVANJU SAVJETA ZA NAUČNOISTRAŽIVAČKU DJELATNOST Član 1 Savjet za naučnoistraživačku djelatnost (u daljem tekstu: Savjet) obavlja poslove propisane zakonom. Savjet ima 11 članova, koje imenuje Vlada Crne Gore (u daljem tekstu: Vlada). Član 2 Četiri člana Savjeta iz reda predstavnika organa državne uprave nadležnih za: nauku, visoko obrazovanje, ekonomiju i finansije, imenuju se po funkciji. Sedam članova Savjeta iz reda istaknutih stručnjaka koji daju doprinos u razvoju i primjeni naučnoistraživačke djelatnosti, imenuju se na predlog ministra nauke. Član 3 Savjet sačinjavaju: 1. prof. dr Sanja Vlahović, ministar nauke, 2. Slavoljub Stijepović, ministar prosvjete; 3. dr Vladimir Kavarić, ministar ekonomije; 4. dr Radoje Žugić, ministar finansija; 5. prof. dr Anđelko Lojpur, za oblast društvenih nauka; 6. prof. dr sci. Mileta Golubović, za oblast medicinskih nauka; 7. prof. dr Kemal Delijić, za oblast prirodno-matematičkih nauka; 8. doc. dr Irena Orović, za oblast tehničko-tehnoloških nauka; 9. dr Vesna Maraš, za oblast poljoprivrednih nauka i predstavnik privrede; 10. prof. dr Mladen Vukčević, za oblast društvenih nauka; i 11. Akademik Pavle Pejović, za oblast humanističkih nauka. Član 4 Članovi Savjeta imenuju se na vrijeme od četiri godine. Predsjednik Savjeta imenuje se iz reda članova Savjeta. Član 5 Član Savjeta može biti razriješen prije isteka vremena na koje je imenovan: - na lični zahtjev, i - ako u dužem vremenskom periodu ne izvršava obaveze člana Savjeta, na predlog predsjednika Savjeta ili najmanje pet članova Savjeta. Član Savjeta iz člana 3 tač. 1, 2, 3 i 4 ove odluke razrješava se prije isteka vremena na koje je imenovan i u slučaju prestanka funkcije ministra. Član 6 Savjet radi i odlučuje na sjednicama. Odluke Savjeta donose se većinom glasova svih članova Savjeta. Član 7 Savjet donosi Poslovnik o radu. Savjet donosi godišnji program rada, kao i izvještaj o realizaciji programa rada koji dostavlja Vladi na usvajanje. Član 8 Radi efikasnijeg obavljanja poslova iz svoje nadležnosti Savjet može obrazovati radna tijela ili komisije. Član 9 Naknadu za rad članova Savjeta i članova njegovih radnih tijela ili komisija utvrđuje ministar nauke, posebnim aktom, u skladu sa propisom Vlade kojim se utvrđuje visina naknade za rad člana radnog tijela ili drugog oblika rada. Član 10 Stručne i administrativno-tehničke poslove za potrebe Savjeta obavlja organ državne uprave nadležan za poslove nauke. Član 11 Danom stupanja na snagu ove odluke prestaje da važi Odluka o obrazovanju Savjeta za naučnoistraživačku djelatnost („Službeni list CG", broj 12/11). Član 12 Ova odluka stupa na snagu osmog dana od dana objavljivanja u „Službenom listu Crne Gore". Broj: 06-350/4 Podgorica, 21. februara 2013. godine Vlada Crne Gore Predsjednik, Milo Đukanović, s.r. 339. Na osnovu čl. 2 i 47 Zakona o budžetu (“Službeni list RCG", br. 40/01 i 71/05 i „Službeni list CG“, br. 12/07, 53/09 i 49/10), Ministarstvo finansija donijelo je PRAVILNIK O IZMJENI PRAVILNIKA O NAČINU SAČINJAVANJA I PODNOŠENJA FINANSIJSKIH IZVJEŠTAJA BUDŽETA, DRŽAVNIH FONDOVA I JEDINICA LOKALNE SAMOUPRAVE Član 1 U Pravilniku o načinu sačinjavanja i podnošenja finansijskih izvještaja budžeta, državnih fondova i jedinica lokalne samouprave (,,Službeni list CG”, br. 32/10 i 14/11), član 2 mijenja se i glasi: “Kvartalni i godišnji finansijski izvještaji se dostavljaju na obrascima: - Obrazac 1 - Izvještaj o novčanim tokovima I - ekonomska klasifikacija, - Obrazac 2 - Izvještaj o novčanim tokovima II - funkcionalna klasifikacija, - Obrazac 3 - Izvještaj o novčanim tokovima III, - Obrazac 4 - Izvještaj o novčanim tokovima IV, - Obrazac 5 - Izvještaj o neizmirenim obavezama, - Obrazac 6 - Konsolidovani izvještaj potrošačke jedinice koja u svom sastavu ima javne ustanove, - Obrazac 7 - Izvještaj o konsolidovanoj budžetskoj potrošnji. Potrošačke jedinice za neutrošena sredstva na računima za plaćanje prema inostranstvu, koja su evidentirana u glavnoj knjizi trezora kao izdatak, dostavljaju uz godišnje finansijske izvještaje i izjavu o načinu utroška tih sredstava nakon isteka fiskalne godine na Obrascu 8 - Izjava o načinu utroška sredstava nakon isteka fiskalne godine. Potrošačke jedinice za utrošena sredstva tekuće budžetske rezerve dostavljaju uz godišnje finansijske izvještaje i izvještaj o načinu utroška sredstava tekuće budžetske rezerve na Obrascu 9 - Izvještaj o načinu utroška sredstava tekuće budžetske rezerve.     Inventory of tourist facilities and capacities in Lake Skadar-Shkodra area INVENTORY OF TOURIST FACILITIES AND CAPACITIES IN LAKE SKADAR-SHKODRA AREA Prepared by LAKE SKADAR-SHKODRA INTEGRATED ECOSYSTEM MANAGEMENT PROJECT July 2011 1 Inventory of tourist facilities and capacities in Lake Skadar-Shkodra area INTRODUCTION Lake Skadar-Shkodra is the largest lake in the Balkan Peninsula shared between Montenegro and Albania. The Montenegrin part of the lake and its surrounding area were declared a national park in 1983 and in Albania a Managed Nature Reserve. In 1996 in Montenegro and in 2006 in Albania, Skadar-Shkodra Lake was included in the Ramsar list of wetlands of international importance. Lake Skadar is a wonderful place with mirrored waters, rocky shores and wetlands full of wildlife with more than 270 species of birds, plenty of natural herbs, traditional fishing villages, numerous islet monasteries and cultural heritage sites, fascinating beaches surrounded by karst mountains, various amusing, social and cultutral events. Lake Skadar area is where some of the best wines and organic food in Montenegro can be found, cultivated by the local producers especially in Crmnica and Godinje valleys in Montenegro and Shtoj village in Albania. There are also numerous accomodation facilities, restaurants and shopping centers, on the Montenegrin and Labanian sides of the lake that make this area attractive to hiome and foreign tourists. Being a tourist attraction with all these natural and cultural resources the aim of this inventory is to prepare a joint Montenegrin and Albanian inventory on tourist facilities and capacities of Lake Shkodra area, to promote Lake Skadar-Shkodra as a joint tourist attraction internally and internationally.

    MONTENEGRO PREFACE Podgorica, the capital of Montenegro, lies in a broad plain crossed by five rivers and surrounded by mountains, just 20 kilometers from the Albanian border. The city has a population of around 180,000 people. Bombed into rubble during World War II, Podgorica was rebuilt into a modern urban center, with high-rise apartment buildings and new office and shopping developments. While the latest Balkan war had a low impact on the physical structures, the economic sanctions had a devastating effect on employment and infrastructure. With the help of foreign investment, urban renewal is evident throughout the city, but much of it may still appear run down. Podgorica has a European-style town center with a pedestrian- only walking street (mall) and an assortment of restaurants, cafes, and boutiques. To many, its principal attraction is as a base for the exploration of Montenegro’s natural beauty, with mountains and wild countryside all around and the stunning Adriatic coastline less than an hour away. This is a mountainous region with barren moorlands and virgin forests, with fast-flowing rivers and picturesque lakes; Skadar Lake in particular is of ecological significance. The coastline is known for its sandy beaches and dramatic coves: for example, Kotor – the city that is protected by UNESCO and the wonderful Cathedral of Saint Typhoon; the unique baroque Perast; Saint George and Our Lady of the Rock islands – all locations that tell a story of a lasting civilization and the wealth of the most wonderful bay in the world. The area around the city of Kotor is a UNESCO World Heritage site for its natural beauty and historic significance.

The material was gathered on 14 sites located within the city borders. Observations confirmed the presence of 48 species of butterflies representing 5 families: Hesperidae (5 species), Papilionidae (3 species), Pieridae (9 species), Lycaenidae (13 species) and Nymphalidae (18 species). The most common species were Iphilcides podalirius, Papilio machaon, Colias croceus, Coenonympha pamphilus, Polyommatus icarus and Aricia agestis. Results are discussed on a background of two species lists from other urban areas of Balkan Penisula (Zagreb and Patras) as well as a diversity of the butterfly fauna of Montenegro.
