The Musalman Races; Copyright © www.panhwar.com 2 PREFACE. In 1889, while I was Deputy Collector in the Frontier District of Upper Sindh, I was desired by B. Giles, Esquire, then Deputy Commissioner of that district, to prepare a Note on the Baloch and Birahoi tribes, showing their tribal connections and the feuds existing between their various branches, and other details. Accordingly, I prepared a Note on these two tribes and submitted it to him in May 1890. The Note was revised by me at the direction of C. E. S. Steele, Esquire, when he became Deputy Commissioner of the above district, and a copy of it was furnished to him. It was revised a third time in August 1895, and a copy was submitted to H. C. Mules, Esquire, after he took charge of the district, and at my request the revised Note was printed at the Commissioner-in-Sindh’s Press in 1896, and copies of it were supplied to all the District and Divisional officers. -

Khan Abstract Ethnicity is a vibrant and vast concept with a modern phenomenon of politics after World War second. In third world countries identity considered an important factor in political representation of people and especially the marginalized group always played a card of their ethnic or racial identity to get success in the political system especially in electoral democracy. Pakistan as a third world and developing country is also facing the challenge of ethnic factor in politics due to weak political system. The feelings of inequality and disparity promoted ethnic politics among the marginalized groups not only in National and Provincial Politics but also influenced at regional and local politics. Dera Ghazi Khan which is a small region of Pakistan and have same characteristic with plural society and multi-ethnic culture present a clear picture of ethnic politics in the country. -

PAKISTAN 2017 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Pakistan is a federal republic. In May 2013 the Pakistan Muslim League-Nawaz (PML-N) party won a majority of seats in parliamentary elections, and Nawaz Sharif became prime minister for the third time. While judged to be mostly free and fair, some independent observers and political parties raised concerns about election irregularities. On July 28, the Supreme Court disqualified Sharif from office over corruption allegations. Parliament elected Shahid Khaqan Abbasi as the new prime minister on August 1. Asif Ali Zardari completed his five-year term as president in September 2013 with Mamnoon Hussain (PML-N) succeeding him. Orderly transitions in the military (chief of army staff) and the judiciary (Supreme Court chief justice) solidified the democratic transition. Civilian authorities generally maintained effective control over the security forces. The most significant human rights issues included extrajudicial and targeted killings; disappearances; torture; lack of rule of law, including lack of due process; poor implementation and enforcement of laws; and frequent mob violence and vigilante justice with limited accountability. Additional problems were arbitrary detention; lengthy pretrial detention; a lack of judicial independence in the lower courts; governmental infringement on citizens’ privacy rights; harassment of journalists, and high-profile attacks against journalists and media organizations. Government restrictions on freedom of assembly, freedom of movement, and freedom of religion and discrimination against religious minorities, and sectarian violence continued. Corruption within the government and police; lack of criminal investigations or accountability for cases related to rape, violence based on gender, gender identity and sexual orientation, sexual harassment, so-called honor crimes, and female genital mutilation/cutting remained problems. -
