Politics of Coalition in India

Published by American Research Institute for Policy Development Politics of Coalition in India Farooq Ahmad Malik1 and Bilal Ahmad Malik2 Abstract The paper wants to highlight the evolution of coalition governments in india. The evaluation of coalition politics and an analysis of how far coalition remains dynamic yet stable. How difficult it is to make policy decisions when coalition of ideologies forms the government. More often coalitions are formed to prevent a common enemy from the government and capturing the power. Equally interesting is the fact a coalition devoid of ideological mornings survives till the enemy is humbled. While making political adjustments, principles may have to be set aside and in this process ideology becomes the first victim. Once the euphoria victory is over, differences come to the surface and the structure collapses like a pack of cards. On the grounds of research, facts and history one has to acknowledge india lives in politics of coalition. Keywords: india, government, coalition, withdrawal, ideology, partner, alliance, politics, union Introduction Coalition is a phenomenon of a multi-party government where a number of minority parties join hands for the purpose of running the government which is otherwise not possible. A coalition is formed when many groups come into common terms with each other and define a common programme or agenda on which they work. A coalition government always remains in pulls and pressures particularly in a multinational country like india. -
Representations of Education in HBO's the Wire, Season 4
Teacher EducationJames Quarterly, Trier Spring 2010 Representations of Education in HBO’s The Wire, Season 4 By James Trier The Wire is a crime drama that aired for five seasons on the Home Box Of- fice (HBO) cable channel from 2002-2008. The entire series is set in Baltimore, Maryland, and as Kinder (2008) points out, “Each season The Wire shifts focus to a different segment of society: the drug wars, the docks, city politics, education, and the media” (p. 52). The series explores, in Lanahan’s (2008) words, an increasingly brutal and coarse society through the prism of Baltimore, whose postindustrial capitalism has decimated the working-class wage and sharply divided the haves and have-nots. The city’s bloated bureaucracies sustain the inequality. The absence of a decent public-school education or meaningful political reform leaves an unskilled underclass trapped between a rampant illegal drug economy and a vicious “war on drugs.” (p. 24) My main purpose in this article is to introduce season four of The Wire—the “education” season—to readers who have either never seen any of the series, or who have seen some of it but James Trier is an not season four. Specifically, I will attempt to show associate professor in the that season four holds great pedagogical potential for School of Education at academics in education.1 First, though, I will present the University of North examples of the critical acclaim that The Wire received Carolina at Chapel throughout its run, and I will introduce the backgrounds Hill, Chapel Hill, North of the creators and main writers of the series, David Carolina. -

Coalition Governments and Policy Distortions : the Indian Experience Bhaskar Dutta
Coalition Governments and Policy Distortions : The Indian Experience Bhaskar Dutta I. Introduction Much of the recent policy discussion in India implicitly assumes a framework in which a benevolent government or social planner will optimally choose policy instruments in order to maximise the welfare of the representative individual, with the availabilitv of resources posing , f / r b I am most grateful to as the main constraint. This normative Sanghamitra Daiand Bharat view of government behaviour is, of Ramaswami for numerous course, an important tool of analysis. discussions and invaluable advice. However, it can often be a sterile exercise Thanks are also due to IRIS if it ignores completely the institutional University of Maryland for constraints and rigidities in which policy- financial support. making occurs. The presence of these constraints makes it important to analyse the positive theory of government behaviour, or in other words to explore what governments actually do. The recent public choice literature discusses various political features which crucially influence government behaviour, and which drive a wedge between what governments actually do and what they are advised to do by economists. Typically, political power is dispersed, either across different wings of the government, or amongst political parties in a coalition, or across parties that alternate in power through the medium of elections. The desire to concentrate or hold on to power can result in inefficient economic policies. For instance, lobbying by various interest groups together with the ruling party's wish to remain in power often results in policy distortions being exchanged for electoral support.1 Several papers also emphasise the presence of political cycles in economic policy formulation. -

What Role for IBSA Dialogue Forum? Mehmet Özkan*
January 2011 Journal of Global Analysis Integration in the Global South: What role for IBSA Dialogue Forum? Mehmet Özkan* Recently we have seen that the middle-sized states are coming together in several forums. The WTO meetings and India-Brazil-South Africa (IBSA) dialogue forum are among those to be cited. Such groupings are mainly economy- oriented and whether they will have political output needs to be seen, however, in the future if globalization goes in a similar way as today, we might see more groupings. Those groupings should be seen as reactions to unjust and exclusive globalization. The IBSA Dialogue Forum members have enhanced their relations economically by signing bilateral trade agreements and acting together on economic issues in global forums. If they can hold together, they are creating a market more than ¼ of global population and, if successful, it has a chance to be the engine of growth in the South. Moreover if they can create the biggest market in the South, they would also be influential in the being of the voice of the South. In that sense, this paper addresses the possible ways to develop relations between the IBSA members and economic development in the South, furthermore, implication of the IBSA on global governance and development can be as critical as its contribution to economic development, since the global governing bodies have legitimacy crisis. Keywords: South-South relations, the IBSA Dialogue Forum, pivotal middle power, economic development, international institutions. Critical Criminal Justice Issues
U.S. Department of Justice Office of Justice Programs National Institute of Justice CriticalCritical CriminalCriminal JusticeJustice IssuesIssues TaskTask ForceForce ReportsReports FromFrom thethe AmericanAmerican SocietySociety ofof CriminologyCriminology toto AttorneyAttorney GeneralGeneral JanetJanet RenoReno FOREWORD There is a discernible urgency to the crime issue. Crime and the fear of crime rank as the most important issues in public opinion polls. Some communities resemble war zones where gunshots ring out every night. Other cities struggle to create islands of civility amid threats to public order posed by low-level criminal behavior that eludes traditional measures. Appropriately, public policymakers and administrators in the criminal justice system are responding to the issue of crime in all its complexity. Every aspect of the infrastructure of our traditional criminal justice policy is undergo- ing fundamental rethinking. Our approaches to policing, adjudication, sentencing, imprisonment, and community corrections are changing in significant ways. Indeed, communities that are suffering from crime are changing their interactions with the agencies of the criminal justice system as the concepts of community policing, community prosecution, and community justice take on real meaning in cities and towns around the country. This combination—a sense of urgency on the part of the public and a rapidly changing policy response—creates a compelling need for policy-relevant research. When Attorney General Janet Reno addressed the American Society of Criminology at its annual meeting in November 1994, she challenged Society members to translate their re- search findings into recommendations that would benefit the practitioners and policymakers who confront the issues of crime and justice. The reports presented in these pages are the response to that challenge. -
