Fukioala koordiaija, veća efikasost I raioalizaija poslovanja, odnosno optimizacija operacionalizacije sistema, a sve u iteresu građaa, odoso privrede i društva pre svega definisanog regiona ali i zemlje u celini. COUNCIL OF EUROPE EUROPEAN LANDSCAPE CONVENTION National Workshop on the implementation of the European Landscape Convention in Bosnia and Herzegovina Drawing landscape policies for the future Trebinje, Bosnia and Herzegovina 25-26 January 2018 SESSION 1 SERBIA Mrs Jasminka LUKOVIC JAGLICIC Director Advisor, Regional Economic Development Agency, Sumadija and Pomoravlje The role of the Regional Economic Development Agency for Sumadija and Pomoravlje in the process of the implementation of the European Landscape Convention at regional and local level The Regional Economic Development Agency for Sumadija and Pomoravlje was founded in 2002 as the partnership between public, civil and private sectors, with the purpose of planning and management of equal territorial development. The Law on Regional Development (adopted in July 2009, “Official Gazette of the Republic of Serbia”, No. 51/2009, 30/2010 and 89/2015) defined the competence and area of intervention of regional development agencies for planning of development processes at regional level, applying the principles of broad stakeholder participation, inter-municipal and cross-sector approach in identifying problems and measures to address them. REDASP consistently applies these principles in its work on the one hand and has the ratification of the European Landscape Convention on the other hand. Thus the Republic of Serbia has recognised the landscape as an essential component of the human environment and agreed to 1). establish and implement a set of policies aimed at the protection, management and planning of the area and 2). to establish procedures for involvement of the wider public, local and regional authorities, as well as other landscape policy stakeholders.

The transformation of the settlement structure is shown in the area of Šumadija district. The trend of demographic and economic development was observed with a historical overview. It was upgraded with quantitative analyzes (chain index, population change index, functional classification, index of specialization and localization) for the period 1971–2011. The aim was to determine the degree of socio-economic transformation of Šumadija district and the regularities according to which these changes took place. Industrialization generally brings changes in the functional orientation and redistribution of the population. The deagrarianization was one of the main features, with parallel emigration of the rural population. These changes were intensive in 1961–1981, when the peak of employment in secondary activities was registered.

  • Territorial Organisation of the Republic of Serbia – Possibilities for Reform
S A J _ 2015 _ 7 _ original scientific article approval date 30 10 2015 UDK BROJEVI: 342.25(497.11) 352.07(497.11) COBISS.SR-ID 221846796 TERRITORIAL ORGANISATION OF THE REPUBLIC OF SERBIA – POSSIBILITIES FOR REFORM A B S T R A C T Current territorial organisation in Serbia was basically set during the 1960s. Great demographic and economic changes were not reflected in changes of legislation on territorial organisation. Such territorial organisation is a basis for a single-level and almost completely monotype local self-government system. After providing a detailed overview of legislation on territorial organisation and local self-government in the previous two centuries, the authors analyse the current system and attempt to outline possible lines of reform of territorial organisation. These proposals are viewed as a part of efforts towards greater decentralisation and establishment of a multi-level and/or polytype local self-government. Bogoljub Milosavljević KEY WORDS 401 Jelena Jerinić Union University Law School TERRITORIAL ORGANISATION LOCAL SELF-GOVERNMENTS MUNICIPALITIES TOWNS DECENTRALISATION S A J _ 2015 _ 7 _ INTRODUCTORY REMARKS One of the significant issues which appeared during the work on the survey European Mayors – Political Leaders in European Cities, conducted in 20141 was the possibility of territorial changes, i.e. changes in the number of existing towns and municipalities, as well as strengthening inter-municipal cooperation. Since the problems of territorial organisation are in close relationship with the actual topic of decentralisation, this article focuses on them, while questions of inter-municipal cooperation are left for another appropriate occasion.
