So that's what I go by. And I was born in Berkeley in California in 1959. Weber: And tell me a little bit about your family and where you grew up. Baker: I grew up in Oakland, so the East Bay across from San Francisco. It borders Berkeley. My parents were born and raised on the East Coast and moved west, as people did in the '50s, where it seemed [like] starting a new life. They were each eccentric. And each had their own view of their world and really clear opinions. And I think some of that has rubbed off actually. Weber: So eccentric in what way? What did they do? Baker: Well, my dad was a classic entrepreneur.

Gujral (Bhilai), S. B. Singh (Durgapur), B.K. Singh (Bokaro), and A.K. Singh (Rourkela) made their usual presentations on their performance projections. One after the other, they got up to describe how these units were going to post huge losses, once again, in the first quarter[1] of 1999-2000. After incurring a huge loss of Rs 15.74 billion in the financial year 1998-99 (the first in the last 12 years), the morale in the company was extremely low. The joke at SAIL's headquarters in Delhi was that the company's fortunes would change only if a VRS was offered to its CEOs - not just the workers. BACKGROUND NOTE SAIL was the world's 10th largest and India's largest steel manufacturer with a 33% share in the domestic market. In the financial year 1999-2000, the company generated revenues of Rs. 162.5 billion and incurred a net loss of Rs 17.2 billion. Yet, as on February 23, 2001, SAIL had a market valuation of just Rs. 340.8 billion, a meager amount considering the fact that the company owned four integrated and two special steel plants. SAIL was formed in 1973 as a holding company of the government owned steel and associated input companies. In 1978, the subsidiary companies including Durgapur Mishra Ispat Ltd, Bokaro Steels Ltd, Hindustan Steel Works Ltd, Salem Steel Ltd., SAIL International Ltd were all dissolved and merged with SAIL.

    Cooke Technology, Market, and Complexity (2017) 3:9 DOI 10.1186/s40852-017-0060-5 RESEARCH Open Access Complex spaces: global innovation networks & territorial innovation systems in information & communication technologies Philip Cooke Correspondence: [email protected] Abstract Center for Innovation and Regional Development, West Norway This paper brings together two related bodies of theory that assist understanding University of Applied Sciences, of processes of socio-technical system change on the global scale. These are, first, Bergen, Norway the Global Value Chain perspective (GVC) that has now mutated into Global Production Networks (GPN) and, more recently, Global Innovation Networks (GIN). Examples of why this should be are exemplified (e.g. Scandinavia’smobile telephony ‘creative destruction’). The second perspective is that of Territorial Innovation Systems. This addresses the innovative core of ‘creative destruction’ events which, in turn, explains economic growth and development. In recent times this has been significantly undergirded by means of concepts like ‘relatedness’, ‘proximity’ and ‘path dependence’. These perspectives are combined to produce a framework for analysing the contribution of an increasingly commoditised ICT assembly industry to high-value, customised ‘chipset’ and ‘apps’ design around smartphones, netbooks and flat panel display (FPD) technologies that express the GIN/TIS complex in global ‘value curve’ integration. Here ‘creative destruction’ recombinations arise because, from an evolutionary perspective, the regions in which they emerge display technological ‘relatedness’ and regional ‘regimes’ that foster co-innovation, in this case ICT-based co-innovation. Introduction This paper will home in on a spatial understanding of today’s rapidly changing ICT technology platforms in convergent ICT in the smartphones, tablets, netbooks and flat screen products businesses in key innovative growth and transitioning regions of northern Europe, California and Asia Pacific, notably China, Taiwan and South Korea.
