Faqs for HR and Payroll Teams: Terminations (Last Revised 06/25/2015) FAQs for HR and Payroll Teams: Terminations How can former employees access W2s through Workday? Workday access will be disabled for an employee until they are terminated. Once the employee has been through the termination process, the Workday account will remain active through the remainder of the calendar year the termination occurs and the following January. They will be able to access their W2 through that time. Do you use the Termination process to end academic appointment? No, if you are only ending an academic appointment, you should initiate the End Academic Appointment business process. Only use the Termination business process if you are truly terminating an employee. Do we terminate seasonal or temporary academics that may return? If you anticipate a seasonal or temporary academic employee will return in the future, you can keep them active after ending their End Employment Date and compensation Actual End Date. Benefits eligible employees that are no longer working and are not otherwise on an approved leave of absence should be terminated in Workday. Are Emeritus paid through Workday? Yes, if you will be processing a termination for a faculty member who will receive an Emeritus appointment, the Termination business process will include a To Do step to remind you to create an Emeritus position for the retiree. If there will be compensation associated with the Emeritus appointment (whether it be ongoing or a one-time payment), it should be initiated in Workday in accordance with the standard processes associated with that form of compensation. You can review the quick reference guides for Propose Compensation, Period Activity Pay and Request One-Time Payment for more information. How is severance handled in Workday? The One-Time Payment sub-process will appear in the Termination business process. This step can be skipped if severance will not be paid. In order to administer severance for an employee that will be paid out after the termination date, you must ensure the Pay through Date is greater than the termination date. For more information, see the Termination quick reference guide. Am I required to complete an Exit Interview in Workday when I terminate an employee? No, the Exit Interview is an optional task that can be completed if departments chose to complete it. Please note that the Not Eligible for Rehire reason within the Exit Interview task, does not determine whether a the individual will be placed on the Ineligible for rehire list maintained centrally. How can I indicate that an employee needs to be placed on the Not Eligible for Rehire list? During the Termination business process, the End Academic Appointment task will be sent to the Provost’s Office to complete. This way all academic appointments, both primary and secondary, can be ended. How will leaves of absence be handled in Workday? Leaves of absence will follow a business process in Workday similar other Workday processes.     Glossary of Payroll Terms Welcome to the OSPS Glossary of Payroll Terms. OSPS developed this glossary to help new payroll staff members and employees navigate the terms surrounding State of Oregon payroll systems. A Accrue An earned benefit that increases over time. Most often used with "accrued leave". ACH Electronic Deposit The Automated Clearing House processes electronic transactions between financial institutions. For OSPA, ACH refers to an employee's use of direct deposit for all or a portion of the employee's pay. OSPA allows employees to have up to eight fixed amount electronic deposits and one net pay deposit. ACH Rejects ACH rejects are unsuccessful data or money exchanges between the state and the recipient's financial institution. The Oregon State Treasury receives notice when an employee's financial institution rejects a deposit or pre-note attempt. Treasury in turn notifies OSPS once a day. OSPS then notifies state agencies via fax, or by phone if there is money involved. Agency payroll needs to correct the deposit information in OSPA. OSPS processes ACH rejects between 10:30 a.m. and 11:30 a.m. each workday. See more detail about this process in the report guide here. ACH Stops Prevent the transmission of a direct deposit. Agencies must request the ACH stop by 10:15 a.m. on the second day after each final payroll run cutoff. To request an ACH Stop from OSPS, please complete the ACH Stop Form (pdf). January 24, 2020 Summary Wyoming lost 1,100 net payroll jobs and the unemployment rate remained unchanged at 3.7 percent in December, according to Bureau of Labor Statistics (BLS) data released at 10:00am on January 24, 2020. Over the past twelve months, Wyoming lost 3,100 payroll jobs and the unemployment rate fell by 0.4 percentage point from 4.1 percent. In December, Wyoming’s private sector lost 1,000 net private payoll jobs and over the past twelve months it lost 2,900 private payroll jobs in the establishment survey. In the household survey, the number of unemployed fell by 183 on net in December, and over the past year employment rose by 4,398. Wyoming’s labor force participation rate rose to 65.3 percent in December from 65. Since last year, the labor force participation rate rose by 0.7 percentage point. The national unemployment rate remained unchanged in December. State employment and unemployment data for January is scheduled for release March 16, 2020. Introduction Terminating employees is one of the most unpleasant aspects of a business owner or manager’s job duties, but sometimes it is absolutely necessary in order to continue the business of the employer. But if terminating an employee is necessary, then it should be performed in the most ethical, and professional manner possible. Following the proper protocol in conducting the termination softens the blow to the terminated employee (who is very often surprised that they are being terminated); protects the business from potential litigation arising from the termination; and reassures the owner or manager that they did the right thing.     Chart of the Week – May 8, 2020 Payroll Employment Changes Source: Bureau of Labor Statistics This week’s MBA Chart of the Week focuses on this morning’s grave employment report from the U.S. Bureau of Labor Statistics (BLS). The COVID-19 crisis has hit employment and household income in an unprecedented and accelerated fashion. To put the situation into context, the previous high for insured unemployment was 6.64 million individuals in May 2009 (during the Great Recession). Yesterday’s unemployment insurance weekly claims report from the U.S. Department of Labor put the insured unemployed at 22.65 million—and due to lags in reporting, this number is expected to continue to grow in the coming weeks. The BLS monthly employment update, released this morning, is based on two surveys. The household survey is used to estimate unemployment rates (that jumped to 14.7% from 4.4% in April), and the establishment survey of businesses and government agencies provides estimates of employment, hours, and earnings of workers on nonfarm payrolls. Through February 2020 nonfarm payroll employment had risen for 113 straight months. This ended in March with employment losses of 870,000 (revised from the preliminary losses of 701,000 published last month). The left-hand panel shows seasonally adjusted (SA) and non-adjusted (NSA) monthly changes in payrolls. The solid lines show the average monthly changes from 2015-2019, and the dashed lines show the monthly changes for January through March for this year. The non-seasonally adjusted average for 2015-19 (blue line) emphasizes how the pandemic’s effects are being acutely felt at the time of the year when employment usually ramps up.
