ADOPTION OF THE MINUTES

THAT the Minutes of the Columbia Valley Services Committee meeting held on January 10, 2019 be adopted as circulated. CARRIED

DELEGATION

Kent Kebe, Radium Hot Springs Chamber of Commerce, reviewed the 2018 Valley Visitor Services year end report and asked the Board for a grant of $100,000 to fund the Valley Visitor Services in 2019.

NEW BUSINESS

48307 MOVED by Director Reinhardt Valley Visitor Services SECONDED by Director Clovechok Funding Request THAT a grant of $100,000 to fund the 2019 Valley Visitor Services be approved from the Columbia Valley Economic Development Service and a contribution agreement be entered into with the Radium Hot Springs Chamber of Commerce. CARRIED

48308 MOVED by Director Miller MRDT SECONDED by Director Reinhardt Invermere Area THAT the Chair and CAO be authorized to sign the Agreement with the District of Invermere for the disbursal of Municipal and Regional District Tax funds to provide tourism marketing, programs and projects in the Invermere area. CARRIED

Reintroducing Northern Leopard Frogs to Columbia Marshes $ 19,000 2. Wrapping Up the Columbia Wetlands Waterbird Survey $ 8,000 3. Lake Windermere Community-Based Water Monitoring $ 10,000 4. Marion Creek Benchlands Forest Restoration $ 12,473 5. Columbia Valley Farmland Advantage Stewardship $ 17,985 6. Strategic Invasive Plant Control of Leafy Spurge $ 6,500 7. CLSS Water Quality, Quantity, Education and Communication $ 13,000 Work 8. Kootenay Community Bat Project $ 10,000 Total $ 96,958 and further, that the 2019 land securement reserve be reduced to $40,000. 48310 MOVED by Director Reinhardt CV Local Conservation SECONDED by Director Miller Fund Program THAT a letter be sent to the Kootenay Conservation Program expressing concern with the repetitive nature of the applications being submitted to the Columbia Valley Local Conservation Fund Program and requesting a meeting to review the Terms of Reference. CARRIED

Holly Ronnquist, CFO, presented the draft 2019-2023 Financial Plan.

48311 MOVED by Director Clovechok Dog Control SECONDED by Director Wilkie Officer Contract THAT a one year extension be negotiated to the dog control officer contract. CARRIED

48312 MOVED by Director Reinhardt Invermere & Radium SECONDED by Director Clovechok Public Libraries THAT 50% of the requested grant increase for the Radium Public Library, being $11,332, be approved; and further, that 25% of the requested grant increase for the Invermere Public Library, being $6,245, be approved. CARRIED OPPOSED: Director Miller Director Wilkie

Note: On February 8, 2019 the Board defeated Resolution 48312 and adopted Resolution 48313 to increase the 2019 grants to the Invermere and Radium Public Libraries by $11,000.
