CARRIED ADOPTION OF THE MINUTES MOVED by Director Wilkie Minutes SECONDED by Director Miller THAT the Minutes of the Columbia Valley Services Committee meeting held on January 10, 2019 be adopted as circulated. CARRIED DELEGATION Kent Kebe, Radium Hot Springs Chamber of Commerce, reviewed the 2018 Valley Visitor Services year end report and asked the Board for a grant of $100,000 to fund the Valley Visitor Services in 2019. NEW BUSINESS 48307 MOVED by Director Reinhardt Valley Visitor Services SECONDED by Director Clovechok Funding Request THAT a grant of $100,000 to fund the 2019 Valley Visitor Services be approved from the Columbia Valley Economic Development Service and a contribution agreement be entered into with the Radium Hot Springs Chamber of Commerce. CARRIED 48308 MOVED by Director Miller MRDT SECONDED by Director Reinhardt Invermere Area THAT the Chair and CAO be authorized to sign the Agreement with the District of Invermere for the disbursal of Municipal and Regional District Tax funds to provide tourism marketing, programs and projects in the Invermere area. Reintroducing Northern Leopard Frogs to Columbia Marshes $ 19,000 2. Wrapping Up the Columbia Wetlands Waterbird Survey $ 8,000 3. Lake Windermere Community-Based Water Monitoring $ 10,000 4. Marion Creek Benchlands Forest Restoration $ 12,473 5. Columbia Valley Farmland Advantage Stewardship $ 17,985 6. Strategic Invasive Plant Control of Leafy Spurge $ 6,500 7. CLSS Water Quality, Quantity, Education and Communication $ 13,000 Work 8. Kootenay Community Bat Project $ 10,000 Total $ 96,958 and further, that the 2019 land securement reserve be reduced to $40,000. CARRIED (Weighted Vote: 6 votes in favour, 1 vote opposed) OPPOSED: Director Reinhardt 48310 MOVED by Director Reinhardt CV Local Conservation SECONDED by Director Miller Fund Program THAT a letter be sent to the Kootenay Conservation Program expressing concern with the repetitive nature of the applications being submitted to the Columbia Valley Local Conservation Fund Program and requesting a meeting to review the Terms of Reference. CARRIED Holly Ronnquist, CFO, presented the draft 2019-2023 Financial Plan. 48311 MOVED by Director Clovechok Dog Control SECONDED by Director Wilkie Officer Contract THAT a one year extension be negotiated to the dog control officer contract. CARRIED 48312 MOVED by Director Reinhardt Invermere & Radium SECONDED by Director Clovechok Public Libraries THAT 50% of the requested grant increase for the Radium Public Library, being $11,332, be approved; and further, that 25% of the requested grant increase for the Invermere Public Library, being $6,245, be approved. CARRIED OPPOSED: Director Miller Director Wilkie Note: On February 8, 2019 the Board defeated Resolution 48312 and adopted Resolution 48313 to increase the 2019 grants to the Invermere and Radium Public Libraries by $11,000. Three projects were undertaken as part of the “NCC Land Stewardship Activities F18” agreement, which took place between 07 July, 2017 and 30 November, 2018. Funding in the amount of $15,000 was designated to conduct ecosystem restoration activities, specifically restoration of rare dry Interior Cedar-Hemlock ecosystems on Darkwoods as described in the Property Management Plan; $15,000 of funding was allocated to invasive plant treatments on NCC properties in the Canadian Rocky Mountain Program Area; and $10,000 allocated for the wetland restoration on NCC’s Cherry Meadows property. From the removal and management of invasive species on several NCC properties in the Canadian Rockies ecoregion to the restoration of wetland habitat and dry ICH ecosystems, the funding provided by FWCP has allowed NCC to undertake a series of tasks and measures that seek to mitigate these and other threats to the local ecology, and the ecoregion as a whole.

  • Texas Federal Stimulus Dollars by School District/Charter School
    On March 11, President Joe Biden signed legislation providing $1.9 trillion in federal stimulus funding, including over $12 billion for Texas schools This means Texas will now receive a third round of federal stimulus funding for K-12 public education, ​estimated at $12.4 billion​. The funding is in addition to the $1.3 billion and $5.5 billion provided to Texas schools under the first two rounds of COVID-19-related federal stimulus legislation. Texas initially received $1.3 billion in stimulus funding in the spring of 2020; however, state leaders supplanted that money (meaning they swapped out state funding for federal funding). This resulted in school districts not receiving any additional dollars under the program. Now, the second and third rounds of federal stimulus money (totaling $17.9 billion) are awaiting dispersal, with the $5.5 billion provided in round two currently being considered by the Texas legislature. This document shows how much stimulus was provided in each round for school districts and charter schools across the state. Actual amounts schools receive and what they can spend it on will depend on how the state allocates these funds. At Raise Your Hand, we know that the stimulus funding is only one piece of the puzzle. Like a steady stool needs three strong legs, our schools need Texas leadership to follow through on ​three simple commitments​. We know Texas students, parents, teachers and administrators could use a little balance and support during these tumultuous times. Itʼs worth looking at what is needed to steady them. ➔ HB3 commitments appear to be strong: We must preserve the investments state leaders have already made in our public schools in House Bill 3 (2019-R).
