Texas Federal Stimulus Dollars by School District/Charter School On March 11, President Joe Biden signed legislation providing $1.9 trillion in federal stimulus funding, including over $12 billion for Texas schools This means Texas will now receive a third round of federal stimulus funding for K-12 public education, estimated at $12.4 billion. The funding is in addition to the $1.3 billion and $5.5 billion provided to Texas schools under the first two rounds of COVID-19-related federal stimulus legislation. Texas initially received $1.3 billion in stimulus funding in the spring of 2020; however, state leaders supplanted that money (meaning they swapped out state funding for federal funding). This resulted in school districts not receiving any additional dollars under the program. Now, the second and third rounds of federal stimulus money (totaling $17.9 billion) are awaiting dispersal, with the $5.5 billion provided in round two currently being considered by the Texas legislature. This document shows how much stimulus was provided in each round for school districts and charter schools across the state. Actual amounts schools receive and what they can spend it on will depend on how the state allocates these funds. At Raise Your Hand, we know that the stimulus funding is only one piece of the puzzle. Like a steady stool needs three strong legs, our schools need Texas leadership to follow through on three simple commitments. We know Texas students, parents, teachers and administrators could use a little balance and support during these tumultuous times. Itʼs worth looking at what is needed to steady them. ➔ HB3 commitments appear to be strong: We must preserve the investments state leaders have already made in our public schools in House Bill 3 (2019-R). That landmark school finance reform ensured additional support for the students who need it most and full-day pre-Kindergarten for our neediest 4-year-olds. Early indications are state lawmakers will recommit to this funding and reforms. ➔ Hold harmless funding secured for now: The state must continue funding schools based on historical enrollment data, as it did during the first half of this school year. Governor Greg Abbott, Lieutenant Governor Dan Patrick, Speaker Dade Phelan, and Commissioner of Education Mike Morath’s decision to extend hold harmless funding will allow districts to continue to employ their teachers and meet other budget obligations. ➔ The Feds stepped up, now will Texas follow through? Education funding under the American Rescue Plan, and the two prior federal stimulus bills, were intended to help with a number of COVID-19 related needs, including academic and social emotional programs, hiring counselors and nurses, and modernizing facilities and HVAC systems. The big question: Will it get to Texas schools as the federal government intended? We cannot afford to let this public health crisis turn into a generational education crisis. The feds stepped up, now Texas should, too. We know things are starting to move around the Capitol. As you report on public education, we hope you’ll turn to us as a resource, including our Raise Your Hand Texas experts. It is primarily volunteer run and depends on community support and donations to operate. For continued access to resources such as this one, please consider donating to the museum or becoming a member of the Windermere District Historical Society. Refer to our website for more details. Introduction The outbreak of the First World War on August 4, 1914 changed the lives of people around the world. Although the fighting took place far from the mountains and lakes of the Windermere Valley, the conflict was a changing force in local history. Hundreds of men left to fight overseas, and many of them never returned. One hundred years after the start of this conflict, the 2014 summer display at the Windermere Valley Museum commemorates the men who served, and the people who were left behind. As part of this effort, the names of individuals from the Windermere Valley who participated in the war have been compiled together with information on their connection to the valley and a record of their time overseas. This document summarizes these efforts and makes that research available for public reference, as well as provides a general overview of the war.
