The report’s publication signaled a growing concern in the global community about the scale of the health losses associated and Safe System Projects with escalating motorization and a recognition that urgent measures had to be taken to sustainably reduce their economic and social costs. Implementing the report’s recom- mendations has become a priority mandated in successive UN General Assembly Resolutions and these guidelines have been prepared to assist this task. Reforms,Investment Strategies and Safe System Projects Capacity Reviews and the Specifi Country Guidelines for the Conduct of Road Safety Management Road safety management systems have evolved in high-income countries over the last fi fty years and the challenge for all countries will be to benefi t from the lessons learned, to avoid perpetuating the unnecessary and unacceptably high level of deaths and injuries experienced on the world’s roads. This will require low and middle-income countries to shift rapidly and decisively to what has been termed the Safe System approach which aims to eliminate road deaths and serious injuries, rather than chart a fatalistic pathway Public Disclosure Authorized that accepts these impacts as an inevitable price of economic progress. The challenge for high-income countries will be to continue to innovate on the basis of sound safety principles and go beyond what is currently known to be eff ective, to achieve even higher levels of safety performance. The fi ndings of the World Report culminated in six overarching recommendations that cation of Lead Agency set out the strategic initiatives necessary to improve country road safety performance. Implementing these recommendations will require capacity building at the global, regional and country levels to create the resources and tools necessary to target initiatives on a scale capable of reducing signifi cantly and sustainably the huge economic and social losses arising from road deaths and injuries. The guidelines presented in this report provide a pragmatic approach designed to overcome institutional capacity barriers and achieve sustainable results.     EuroRAP publishes policy recommendations on the implementation of the National Road Safety Action plans Rationale The UN General Assembly has adopted resolution A/74/L.86 “Improving global road safety”, proclaiming the Second Decade of Action for Road Safety 2021-2030, with the ambitious target of halving the number of road traffic deaths and injuries during this period. The Second Decade of Action for Road Safety will continue to reinforce 12 Global Road Safety Performance Targets, including Target 3 and Target 4. The resolution also endorses the Stockholm Declaration, approved during the Third Global Ministerial Conference on Road Safety held in February 2020. In addition, a Ten Step Plan for safer road infrastructure was produced in 2020 by the UNRSC Safer Roads and Mobility Group. This plan provides a clear process for establishing national (including urban) road safety strategies, building capacity, and creating partnerships to support the achievement of the UN Member States Agreed Global Targets 3 and 4 for safer new and existing roads. The Ten Step Plan is a key resource to support the Second Decade of Action for Road Safety (2021-2030). Road safety is also an essential component in the planning and implementation of local and regional Sustainable Urban Mobility Plan (SUMP) as sustainability is not possible without effective road safety measures. Employing common sense engineering modifications, victory could now be within sight for the country’s safety officials very fatal crash on Ireland’s roads costs the state Euro 2.2 million E (US$3.4 million), every serious collision costs Euro 300,000 (US$466,000) – in total, a Euro 1.44 billion (US$2.23 billion) drain on the Republic’s resources. To address the situation, some large-scale safety improvements have been implemented that bigger nations could learn a lot from. With 28,000 motor vehicle crashes every year, there are nevertheless 20% fewer deaths since the launch of the government’s first road safety strategy in 1998 – despite there being over 50% more cars on the road. These sterling efforts are spearheaded by the National Roads Authority (NRA), an independent body with its primary function – as defined under the Roads Act 1993 – being ‘to secure the provision of a safe and efficient network of national roads’. NETWORK UPGRADE With overall responsibility for the planning and supervision of the construction and maintenance works on the national road network, two main areas of work are currently being undertaken by the NRA. One is a huge roads upgrade, funded by the government and costing around Euro 1.2 billion (US$1.8 billion) a year. This cash is being invested in upgrading six main routes on Ireland’s inter-urban network – the key routes into and out of the capital city, Dublin.
