Priority Question for Written Answer Pakistan Priority question for written answer to the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy Rule 138 Samira Rafaela (Renew), Karen Melchior (Renew), Abir Al-Sahlani (Renew), Radka Maxová (Renew), Sylvie Brunet (Renew), Irène Tolleret (Renew), Chrysoula Zacharopoulou (Renew), Hilde Vautmans (Renew), Susana Solís Pérez (Renew) Subject: Pakistan motorway case In September, several media outlets reported on a rape case that happened in Lahore, Pakistan. The ‘motorway case’ involved a woman who was sexually assaulted in front of her children after waiting for assistance in her car on the highway in Lahore. The Lahore Capital City Police Officer (CCPO) Umar Sheikhs, responded by victim-blaming the woman. This all has stirred public outcry and rage, calling for actions to be taken to address sexual violence in the country. This horrendous case happened not long after a five year old girl in Karachi was raped and then set on fire. 1) Does the High Representative/Vice-President condemn the sexual violence cases that happened in September 2020 in Pakistan? 2) What concrete actions is the High Representative/Vice-President planning to take to ensure that any current and future engagement plans with Pakistan are based on the promotion of women’s rights and the elimination of all forms of violence against women? 3) What steps will the Commission and the High Representative/Vice-President take to make all funding programmes with Pakistan conditional on the basis of advancement of women's rights through gender mainstreaming as one of its funding objectives?.

    Dear President of the European Parliament, Dear President of the European Council, Dear President of the European Commission and Dear President of the French Republic, We all have a responsibility for the shared future of Europe. In this time of crisis, it is high time to re-evaluate some of the rules we have upheld till now and focus on the most important aspects of the European project, which will help us move forward. An unprecedented health crisis is currently affecting millions of people in Europe and tragically taking thousands of lives. However, this is not the end. The economic crisis will crush the hopes and dreams of generations of Europeans. We sincerely hope that we will all do whatever is in our power not to leave anyone behind. We firmly believe that the European Parliament needs to take on its responsibility and share the burden since it is the highest European directly elected body. We need to be part of the solution, not part of the problem. If we want the people to have confidence and trust in the European project, we need to show them that we are also ready to make concessions. Therefore, we would like to ask you to do everything in your power to change the treaties in order to have just a single seat of the Parliament in Brussels. This call has again gained a large majority of support in the 2018 Parliament discharge resolution adopted on 13 May 2020 and shall now be taken into account and acted upon. The financial and environmental costs of moving the Parliament are, especially in these times of digitally connected Europe, extremely high and hard to justify.

This latest development shows that we can never take women’s rights for granted. This is disrespectful, a clear violation of women’s rights and unacceptable. The signal the Polish government is sending is a highly troubling one in times that are already challenging for women. Women have been hit disproportionally hard by the Covid-19 crisis and face an increase in cases of domestic violence. The European Union is founded upon shared values that are enshrined in our Treaties, amongst them equality between men and women. We cannot regress on these core values stipulated in Article 2 TEU. We should never accept it when one of our Member States backtracks from equality. That is why we call on you, as the President of the European Commission, guardian of the treaties, and as the President of the European Council, to do everything within your power to discourage the Polish government from taking this misstep. Madam President, in your political guidelines, you made the commitment that the EU’s accession to the Istanbul Convention is a key priority for the Commission and that if the accession remains blocked in the Council, you would consider tabling proposals on minimum standards regarding the definition of certain types of violence, and strengthening the Victims’ Rights Directive.

During our last exchange of views in the AFET Committee on April 30, you firmly reassured the Members of the Parliament that the EU would never bow to pressure coming from Chinese channels to censor our publications. Regrettably, we must however conclude that one week later the EEAS did exactly do that by watering down a joint Op-Ed marking the 45th anniversary of EU–China relations. After pressure from Chinese authorities, the Op-Ed was published on the 6th of May in the China Daily without the reference to the origins of the coronavirus. You will agree with us, that it is most unfortunate that this happened just few days following the World Press Freedom Day on the 3rd of May. The EEAS press release on May 8 attempts to justify the decision to proceed with the censored publication on the ground of the necessity to reach out to the wider Chinese public by passing key messages on a number of priority areas. We certainly recognise the strategical importance of engaging with China and its people.

    Mr Josep Borell High Representative and Vice-President of the European Commission [email protected] Brussels, 23 April 2020 Dear High Representative, dear Mr. Borrell, Official EU condemnation of arrests in Hong Kong and request for information on missing Corona whistleblowers in China Three urgent matters make us write this letter to you. Firstly, we urge you to issue a strong condemnation of the arrests of the fifteen opposition leaders in Hong Kong. China and the authorities in Hong Kong seem to use the Covid-19 crisis to crackdown on the opposition and pro-democracy movement. The United States, the UK and Australia have already condemned the arrests, but the European Union has not yet given any formal reaction so far. The Hong Kong police arrested these pro-democracy activists accusing them of organising and participating in unlawful protests. These arrests followed months of massive protests, in which millions participated to express their dissatisfaction with China’s moves to control Hong Kong’s internal affairs. The arrests seem to be an attempt to intimidate and weaken the pro-democracy forces ahead of the elections in September. With the global attention focused on containing the Corona virus, China is using this crisis to crush the democratic movement in Hong Kong. These political prosecutions are in clear violation of universal human rights and are not only an attack on Hong Kong’s freedoms, but also on the international rules- based order. We believe it is of the utmost importance that the European Union sends a very strong and clear message to the Chinese and Hong Kong authorities that such actions are unacceptable.

    Brussels, 14 September 2020 Statement Renew FEMM in support for women in Belarus We write this statement in support of the many women in Belarus who have been marching, protesting and campaigning for their rights and freedom. As Renew Europe Members of the European Parliament’s Women’s Rights and Gender Equality Committee (Renew FEMM), we strongly condemn the actions taken by President Lukashenko, which undermine the principles of democracy and women’s participation in politics, as well as propagating harmful gender stereotypes of women. Women have been the drivers of change in the movement, both during and since the recent Presidential election. Under the leadership of Maria Kolesnikova, Svetlana Tikhanovskaya and Veronika Tsepkalo, women have joined forces to challenge Lukashenko and his quarter century rule, and are on the frontline collecting signatures, campaigning and ensuring peaceful and non-violent protest on the streets, even during the crackdown against democratic dissent. However, this has not gone without repercussions by the current regime. We have seen worrying actions that are inhuman and undemocratic. Women political leaders such as Tikhanovskaya and Tsepkalo have had to flee the country and/or been expelled and an attempt was made to forcibly deport Kolesnikova, who is now in jail. We call for the immediate release of Kolesnikova and the safe return of Tikhanovskaya and Tsepkalo and their families to Belarus. We further demand for these undemocratic practices to cease immediately and for women’s participation in political life to be unhampered by use of force or intimidation practices. These actions are completely abhorrent to our European values and the principles of gender equality.

These values have made Europe objectively one of the best places for its citizens to live and to thrive. Membership of the EU has served to inspire Member States to foster these values to the fullest. In the process, the European community has evolved into a political entity with democratic institutions to safeguard and promote the values we cherish, namely through our directly elected European Parliament, which in tum elects the European Commission. Furthermore, democratically elected governments back the members of your Council. There still are however, flaws in the democratic fabric of our ever-evolving Union. Today we urge you and your Council to address one of these flaws. A European Union that values equality between the citizens that make up our society should have institutions that reflects those values. Currently the Act concerning the election of the members of the European Parliament by direct universal suffrage is limiting citizens' representation in the European Parliament, where their Members exercise their right to maternity, paternity or parental leave during the latter stages of pregnancy or following the birth of a child. Not only are such limitations creating a democratic deficit for some European citizens but they further undermine the core European tenet of gender equality, with the majority of Members affected being pregnant and post-natal women.
