 Expect announcements of winning bids for NY - 800 MW (or more) in early June, State Goals NJ - 1,100 MW summer 2019. MA 3,200  MA – May 2019 RFP for 800 RI 1,000 MW. Expect selection fall CT 2,300* (300 current) 2019. NY 9,000  CT and MD both have NJ 3,500 pending legislation to MD 1,568* (368 current) increase offshore wind energy TOTALS 20,568* (17,368 current) procurement goals; total increase of 3,200 MW (2,000 * Pending new legislation MW in CT; 1,200 MW in MD)

June 11, 2019 6 BOEM, state ongoing activities  BOEM lease announcement for NY Bight still expected, no specific timeline announced.  Should the Council plan to submit comments?  BOEM planning a Gulf of Maine taskforce  Expected by the end of 2019  Development likely with floating turbines. Floating technology is improving: Equinor’s Hywind pilot project off Scotland operational since September 2017

Project updates Vineyard Wind  Cable transit and grid tie-in approvals:  Martha’s Vineyard Commission  Cape Cod Commission  MA Energy Facility Siting Board  MA Dept. of Public Utilities approved long-term power purchase contracts  Vineyard Wind  issued notice to mariners on replacement of existing lighted research buoy with a new buoy.  issued RFP for real-time acoustic monitoring for right whales  On schedule to start construction on-shore in 2019, be operational in 2021.

June 11, 2019 8 Project updates  Vineyard Wind  NOAA is commenting as a cooperating agency on the FEIS  BOEM aims to publish the FEIS on July 5; record of decision expected August 16.  Additional opportunities for habitat conservation recommendations through EFH consultation process (NOAA recommendations due June 28); NOAA will be providing more comments on monitoring plan in letter  NOAA reviewing VW application for incidental take of marine mammals during construction (public comments closed 5/30)

June 11, 2019 Project updates  Bay State (MA) – BOEM is reviewing COP for completeness; notice of Intent for EIS expected in late August. Also a FAST 41 project.  South Fork (MA/RI) – is paused. Developer wanted to amend COP (BOEM expecting updated COP from developer late May). Once received BOEM will review for completeness and work out timing of EIS development with other agencies including NOAA. This is a FAST 41 project which has implications for the review process/milestones.

Regional research updates  ROSA is planning an in-person meeting this summer  Ørsted & Rutgers University announced a research partnership  Department of Energy  awarded $8M for research into lightweight, high efficiency turbines for offshore wind energy, aim to reduce cost of wind generation by 10-25%  Open solicitation for $28M in wind energy R&D  Open solicitation for wind-wildlife interactions

Technology, infrastructure, workforce development  Technology:  GE – 12.5 MW offshore wind turbine Haliade-X is a step closer to first commercial use in Europe  Infrastructure:  Anbaric Energy Center @ Brayton Point  Economic Development:  Mass CEC & Vineyard Wind - $ for Workforce Development partnerships announced in MA  CT, Ørsted, Eversource – New London state pier upgrade 13 Technology: Haliade-X 12.5 MW turbine

 New larger GE turbine  Blades length 107m (vs. 73.5m Haliade 6MW @ BIWF)  Vattenfall - a major offshore wind developer in Europe - signed on to start using the new turbines  World’s first prototype 12 MW turbine planned for install in Port of Rotterdam, later 2019.

Mass CEC and Vineyard Wind $720,000* for:  Bristol Community College: basic safety training (BST) and basic technical training (BTT)  Massachusetts Maritime Academy: basic safety training and an “Intro to offshore wind” course for MMA cadets.  UMass Amherst: offshore wind professional certificate program to be offered at the Mt. Ida campus in Newton.  Pile Drivers and Divers Local 56: sponsor trade union members for GWO basic safety training at Massachusetts Maritime Academy.  Cape Cod Community College: a suite of courses to introduce students and workers to careers in offshore wind.  Adult Continuing Education – Martha’s Vineyard (ACE MV): provide on-island courses and training with BCC and MMA  *$200,000 of the funds came from Vineyard Wind
