THORNGUMBALD, CAMERTON & RYEHILL PARISH COUNCIL MINUTES OF THE PROCEEDINGS OF A REMOTE MEETING HELD VIA ZOOM ON WEDNESDAY 24 MARCH 2021 Cllr Hardy told meeting that recording had commenced at 7.00pm Present: Cllrs Adamson, Bottomley, Doyle, Ferrier, Forbes, Hardy, Munro, Serjeant, Twidal Wilson Guests: ERYC Ward Councillor: John Dennis, Sue Steel 2 Members of PubliC Prior to the meeting opening, Cllr Hardy asked members to confirm that, should there be any items to be discussed without press or public present, they were able to do so – All Confirmed they could. Cllr Hardy asked if there were any members of the public who wished to speak – 2 Members of Public addressed the meeting to discuss the upcoming Ward Councillor Election 510. Declaration of Interest: Cllr Wilson – St Mary’s Church Cllr Hardy – Review of Pre-School Rent 511. Apologies for absence: Cllrs Cook, Melia-Craven, Steel 512. Confirmation of Minutes: The Minutes of the meeting held on 17 February 2020 were RESOLVED as a correct record of the proceedings thereat. Cllrs Adamson and Twidal abstained due to not attending the meeting. 513. Clerk’s Report: • Following a conversation with Hedon Town Clerk regarding Wild Flowers, they do have a meadow of wildflowers, however this is owned by them and not ERYC. I have contacted ERYC for their advice. • Cllr Ben Munro was elected to represent the Holderness district on the ERNLLCA Executive Committee. • The Football Club have now removed all the benches around the changing hut and have installed their new container, they are tidying the area and it will be painted shortly to blend in with the area. The removing of the benches has caused some ASB on the playing field, this is on the agenda to discuss under ‘Village Walk-About’. • I was notified by YAS that the Defibrillator had been used at Ryehill, normal procedure is that I go and check it has been returned and ‘Emergency Ready’. The light inside the cabinet had been broken but not reported, it has now been repaired, and Defibrillator replaCed and is ‘Emergency Ready’. Following on from this I have arranged for an internal light in the phone box to be fitted which will be on a sensor when the Telephone Box door is opened. • I have emailed Terry Weaver at ERYC regarding Marsh Lane, Ryehill and am awaiting his response. 81 • FYI – the Planning application for the development of land at Hedon Haven comprising: - An application for full planning permission for the construction of a new estate road between Hull Road (A1033) and Paull Road, together with associated infrastructure and works was approved at a meeting held on 15 March 2021. • I have emailed the letting agency regarding the flats on Plumtree Road and have also contacted ERYC via their website asking that they take action under under Section 215 of the Town and Country Planning Act 1990 – I will keep you updated. • I have received a number of calls over the last few weeks regarding the broken bridge on the Public Right of Way between Camerton and Pitt Lane, Ryehill. You may recall I raised this last year with ERYC and was told that it would be replaced but didn’t know when due to the limited budget. I can confirm that the bridge has now been built and contractors will be installing it in the next few weeks. • Some of you may have noticed a few advertising posters tied to lamp-posts around the village. I have had the maintenance men remove them and informed ERYC as it appears this is a rogue trader. • I received an email from a resident on Thornfields asking if members can offer any help to try and get the highway adopted. Due to the builder going into liquidation in 2008 prior to the estate being completed, some planning conditions have not been met, ERYC will not take responsibility for any highway work that needs to be done. I suggested that she contact the ward councillors and Graham Stuart MP. 514. Receive Information: • Cllr Munro and Clerk gave update on Parish Emergency Plan, most of the changes have now been done with a few minor alterations needed. This will be updated and additional information added. Cllr Munro suggested that members should hold a DBS. It was agreed to look at the cost. • Clerk read a letter from Mr Marriott which included plans for a proposed extension to St Mary’s Church. It was agreed that once these have been submitted to ERYC as a planning application and received from ERYC for PC comments they can be viewed and commented on. • Cllr Munro suggested a village walkabout to look at ways of improving the area and seeking the views of residents. Dates to be discussed and agreed. • Email from ASTCO Recycling Bank – asking if one could be sited at the village hall. It was agreed not to go forward with this as there are sufficient in the Parish. • Members received ERNLLCA Newsletter. • Members received email regarding survey on Joint Mayoral Authority. • Members Graham Stuart Spring Newsletter. ERYC Planning Decisions: DC/20/04168/TPO – Eccleston, Main Road, Thorngumbald – Fell 1 no. Horse Chestnut due to cavity in the main trunk and tree dropping limbs onto the road and public footpath – ERYC REFUSE CONSENT DUE TO - Insufficient information has been provided in the application to justify felling this mature Horse Chestnut tree. 20/04110/PLF - Joharra, Station Road, Camerton - Erection of a dwelling and garage following demolition of existing dwelling – ERYC Grant Planning Permission 20/03996/PLF – White Gates, Station Road, Camerton - Alterations to existing roof including raising of roof height and installation of roof light windows, erection of an extension to rear following removal of existing extensions and reinstate timber windows and door to south east elevation - EYRC Grant Planning Permission 82 515. To Resolve: • Model Standing Orders – RESOLVED • Model Financial Regulations – RESOLVED • Members discussed eligibility of Parish Allotments - It was RESOLVED that residents of the Parish would continue to take priority when an allotment becomes vacant. Should there be no residents of the Parish on the waiting list, it was RESOLVED that the allotment remain vacant for 3 months, following which it can be offered to the next person on the waiting list outside the Parish. Only residents outside the Parish from Hedon, Burstwick and Paull will be accepted onto the waiting list. • Due to the possibility that Remote meetings will not be allowed after 7 May 2021, Clerk suggested bringing forward the AGM and PC meeting to 5 May 2021 to enable it to be held remotely - RESOLVED • Cllr Hardy Declared an interest and left the meeting - Members discussed Pre- School’s use of the hall free of charge. They provided a breakdown of income, they have also been notified of future funding. It was RESOLVED that the next 3 months will continue to be free of charge, and when they return in September it will be charged at half rent. AOQ: • Clerk informed members of a planning application had been received too late for the Agenda so has contacted ERYC asking for an extension so it can be discussed at the May meeting – ERYC have agreed extension. • Cllr Ferrier told members that he had received complaints regarding excessive noise and motor bikes racing around the field adjacent to the cemetery.
