Proposal: DOWNTOWN FREMONT ROTATIONAL PUBLIC ART PROGRAM (TEMPORARY INSTALLATION) - To receive a presentation regarding a temporary public art installation at Capitol Avenue and Fremont Boulevard within the Downtown Community Plan.

EXECUTIVE SUMMARY

In 2012, the City Council approved the Downtown Community Plan. Within the plan, there is a Downtown Art Program component which is intended to contribute to the economic and cultural vitality of Downtown by highlighting and promoting the arts in Fremont through a variety of public and private art features, exhibits, and individual pieces of art. Approved by City Council in July 2015, the temporary rotational public art at the corner of Fremont Boulevard and Capitol Avenue has had two previous art installations. The first piece, Heartfullness, represented the City’s vision of the Downtown becoming the social heart of the community and expressed a commitment to ensuring the success of establishing a vibrant Downtown for Fremont. The second and current installation, Space Glow, expressed a theme of Metamorphosis beginning in Spring 2017, acknowledging the ongoing change occurring in the City’s Downtown. The Art in Public Places Program Policy and Art Review Board Ordinance reflect these City initiatives by including adopted district art programs in the Downtown, City Center, Ardenwood Planned District, and Warm Springs Innovation Districts. The policy includes the expansion of the use of art funds generated in these districts to include temporary public art and programming. To continue and expand upon the success of temporary public art in the Downtown, a Call for Artists was announced on Café, an online national call for artists application tool in December 2018 to replace Space Glow for a two-year exhibition period beginning in spring 2019. Nine entries were received at the close of the call on January 11, 2019. At the Art Review Board meeting on January 16, 2019, the Board voted to extend the Call for Artists until February 14, 2019 so that additional artists could apply for the Downtown Fremont Rotational Public Art Program and to emphasize the promotion of local artists.

DISCUSSION/ANALYSIS

The City of Fremont’s vision for Downtown is to create a lively mixed use, transit-oriented sustainable neighborhood. Within the Downtown Plan, there is a Downtown Art Program component which is intended to contribute to the economic and cultural vitality of Downtown by highlighting and promoting the arts in Fremont through a variety of public and private art features, exhibits, and individual pieces of art. To continue and expand upon the success of showcasing temporary public art in the Downtown, the Downtown Fremont Rotational Public Art Program is set to have a new installation in spring 2019 with the installation of the selected artwork. The Downtown Fremont Rotational Public Art Program is intended to contribute to the vitality of the Downtown by displaying exciting works of art in the Downtown for a two (2) year rotating basis. The theme of this temporary public art installation for the Downtown is Community: Shared Energy. This theme was chosen by the Art Review Board as a progression of the previous themes to: create a social heart (Heartfullness), effectuate change/metamorphosis (Space Glow), and continue to work together as a community.

The Call for Artists was announced in December 2018 on Café, an online national call for artists application tool, and closed on February 14, 2019. Thirteen submissions were received (attached). Full size imagery will be available for your review in the presentation at the Art Review Board Hearing. The exhibition period is tentatively scheduled to run from spring 2019 through spring 2021. The selected artist will be provided a quarterly stipend of $625, $5,000 total, for the duration of the two-year exhibition period.

As a child, I spent my free hours walking along a creek that had carved its way through a wooded area. All the forces that determine the path of the stream also govern the rocks, vegetation and creatures that surround it. Though their reactions to these forces differ, they remain related. Becoming part of these interwoven complexities gives me a sense of deep harmony and simplicity, and is the basis of my inspiration. The forms I create are an abstraction of the fluid nature of the universe, and also refer specifically to the human body in motion while engaged in physical activities such as dance or martial arts. The purpose of each work is to find the underlying order that converges elements into a unified whole that move as one.

This sculpture does not require a crane despite it's size. I have installed this sculpture in the past by backing up to the site, tipping it out of my truck, and placing it. The bottom and top can be seen as donuts (see image 2) connected together by ten arms. The sculpture is totally transparent (please imagine this for image 3 in which I could not photoshop the correct background) so that you can see-through it from any direction. It sits on a steel ring that is to be bolted to the concrete pad as shown in image 4.

The circular shapes, openness and lattice-like appearance of this transparent artwork that is held together in a very sturdy yet delicate-looking way, like a cellular network or 3-dimensional spider web, emphasize the interconnectedness, energy sharing and collaboration that together build a single large new entity out of many small individual parts. It symbolizes the result of a large common effort and synergy to advance human achievement through cooperation and collaboration. One can imagine it floating in space with all its wheels spinning and purring, like a giant brain. 5) Statement regarding purchase of artworkArtist must state in writing if they would be willing to sell the artwork to the City after the two-year exhibition period if there was an interest from the City to purchase the artwork. As shown in images 3 and 4 CIRCULATE fits exactly within the space defined by the concrete curb of the site and its circular footprint fits exactly on the concrete pad. The sculpture will be transported in 3 parts that are to be assembled and bolted together on site.

1. The bottom donut will be set down and bolted to the concrete pad with ten anchor bolts. 2. The top donut will be lifted by crane and bolted to the arms 3. This top donut and arms assembly will be lifted into position and bolted to the bottom donut.

This installation requires a crane or boom truck, 3 people and a concrete drill, same for deinstall but no concrete drill needed.

Rollin' Up is a dynamic sculpture that reaches up to the sky. Its stacked wheel elements, similar but not identical, can be seen as a tower of human beings standing on each other's shoulders in order to achieve a goal out of reach for an individual but attainable as a joint effort. The wheel elements themselves evoke motion and energy. 5) Statement regarding purchase of artworkArtist must state in writing if they would be willing to sell the artwork to the City after the two-year exhibition period if there was an interest from the City to purchase the artwork. ARTIST STATEMENT: Art is like music , it stimulates the mind and the senses. With this in mind I build my pieces with emphasis on space, form, color, line, rhythm, and content. Artists are image makers and like the world's antennas, they feel, think and express reality. Momentarily I focus on "Colored structures and animated spaces" in my experimental pieces.

The red wedge shape represents the collective eye, with its gaze serenely fixed on both the future and the past. It sits atop a rustic column that represents its foundation, which in this case, is sharing. The viewer is invited to look around to see what the eye sees as it gazes into the future at the community's shared vision.

Opus is inspired by evaporation and the combination of substance and void as one. The piece is a conceptual representation of a new visual form that we may begin to see more often as 3-D printers, 3-D pens, scanners, computers and other technology can affect future art-making processes specifically in sculpture and 3-dimensional objects. It's a search for the roots of form and its basic elements, which can combine to create any complex shape.

Its white surface is an invitation to imagine a community as a canvas that transforms into a unique and dynamic outcome of the collaborative efforts of those who contribute to it. The abstract design encourages interpretation and curiosity, especially as viewers share with others what they perceive. As evaporation is an interaction between air and water, the artwork represents the creative possibilities inherent when different forces come together.

Grant Irish Prime Mover Fabricated from heavy gauge (7 gauge 304) stainless steel sheet. 121" x 24" x 24" $30,000 value ($25,000 is price for Fremont to purchase) Additional information regarding materials: - Because of the random orbit finish the material it will not be sensitive to shoe prints, finger prints and the like; dirt, dust and environmental particulate that may accumulate over time can be hosed off with water. - Even when installed permanently in an outdoor setting this material will not rust, weaken, wear or otherwise degrade with exposure to weather of any kind including but not limited to direct sunlight, wind, fog, rain and hail that will exist at the site. - The material is not only strong but will not flake, splinter or crack making it ideal for use in a public setting. - Outdoor work installed at this site may fall victim to graffiti and stickering. Paint can be removed from the surface of this material with acetone, stickers can be removed with Goo Gone and a plastic tool without damaging the finish. If objects are adhered to the surface with glue those can also be removed using stronger chemicals such as paint stripper. - The thick gauge of this material makes it so that the work will stand up well to other forms of vandalism. There are no component parts that can be bent, pulled off, stolen or destroyed. Prime Mover is part of a group of work called fossils of industry, symbolic future relics of the tiny but powerful hardware that process data in this Information Age. Prime Mover's design suggests the flow of data as opposed to a firing piston, yet it has present-day relevance and is future-thinking, while memorializing our industrial past. It is this wide-spread sharing of data that brings people together, not just to socialize, but to create and collaborate. Without being over-stated, Prime Mover would solidly mark the intersection in a way that literally and figuratively reflects the changing downtown community: urban, modern, sophisticated and tech savvy. Prime Mover's varying angles and planes with unique finish allow the piece to appear dynamic as it reflects color and light. Its design thus lends hue, shadow and reflective movement to the piece in the eyes of passersby. The more traffic, the better.

Delivery and Installation Regarding delivery: at Grant Irish Studio in West Oakland the sculpture will be loaded onto the 12 foot flatbed truck owned by Grant Irish and secured with nylon ratchet straps. The sculpture will be off loaded from the flatbed truck by hand and put into place at the site. Regarding Installation: The steel base of the sculpture would be bolted directly into a concrete surface. At the foot of Prime Mover, inconspicuously tucked under one of its bends is a small stainless steel panel (measuring 4" tall by 24" wide) that is affixed by screws to the piece The panel is removable to expose a stainless steel plate on the inside skeleton of the sculpture through which bolts are inserted to affix the piece to the concrete. The panel can be welded instead of screwed back on, if needed, so that it could not actually be removed again unless and until de-installation is required.

The artwork itself is a collaborative project, created with a team of artists. The whales and earth piece in particular symbolizes a harmony and working together from the birds in the sky at the top of the work down to the sea life in the body of the work. The work is done in a folk style that encourages a close look and engages visitors to the work. It's warm, approachable, colorful and leads to community engagement and dialogue.

The artwork is moved by truck and placed by crane with a team of artists and art handlers on site to assist. The pipes have metal bases which could be bolted into the ground if necessary. Currently they are on cement on display and not bolted in place.

Tom Franco Bio: Tom Franco (14th of April 1980) is an American fine art sculptor and mixed media artist. Born and raised in Palo Alto, California, Tom and his two brothers, James and Dave, grew up with parents who encouraged them to pursue their passion for the arts. After graduating from Oakland's California College of the Arts in Ceramics and obtaining a Sculpture major from UC Santa Cruz, Tom co-created the Firehouse Art Collective in 2004. The collective, spread across six locations in Berkley and Oakland, has evolved into a creative platform for his masterwork as a community artist. As its sole director, he now oversees artist studios and gallery spaces where artists collaborate and develop public art programs, housing, feature films, murals and live art happenings. Tom teaches art and speaks at high schools, colleges and community workshops. His own artwork is regularly displayed and sold through the Firehouse, as well as museums, shows and art fairs in the United States and overseas. Working with youth has always been a part of Tom's artistic process. Narrative plays a fundamental part in his works, telling whimsical dramas that often portray the culture of living in community and finding upliftment from one another. Tom has recently become a Partner in the Elysium Bandini Studios team in Los Angeles as a Film Producer and Director of Visual Arts content. Artist Statement: My art work is made up of 80% found materials. That includes the surfaces that I paint on, the paint itself, the large items and the small ones. The things I actually spend money on are more for structural integrity like glue, screws, tape, brushes... all the tools that go into sticking the found objects together. I've now also started to spend money on other people's art, usually anonymous sculptures, that I incorporate into my own work. - Tyler FuQua - TrEeD - TrEeD is a 23' tall tree sculpture that has 10 curvy branches with 95 colorful blossoms that light up with a slow color-changing LED inside. The canopy spans about 28' in diameter. The metal trunk is a tapered decagon-shaped cylinder that is 3' wide at the bottom and 6" wide at the top. At eye level on the trunk are ten illuminated plaques that have inspirational quotes on them. They say things such as: Strive to be the nicest person in the room, Look everyone in the eyes, and Offer a smile to friends and strangers. Normally there are square shaped roots that come off of the base of the trunk but as the space for this install is too small, we would leave them off. We could fabricate a wooden circular bench that goes around the trunk in its place. - Steel and electronics (and maybe wood) - 23' tall, 28' diameter at the top - $75,000

One of the favorite features of TrEeD is the series of plaques around the trunk. These sayings, also known as the Ted Pledge, offer inspirational quotes that if followed, would create a better society for everyone. People love to walk around the tree and read all of the quotes, epecially parents who read them to their kids.

The trunk has a 3' wide base plate that will be attached to the concrete pad with ten 3/4' x 5' Titan concrete anchors (unless an engineer says differently.) If new concrete is being poured, threaded rod can be installed and then the base plate can be attached to them.

Experience For the last ten years, I have had my own company, Tyler FuQua Creations, where I create whatever my mind can come up with. I began my creative adventure in carpentry, finding jobs where I could be artistic as often as I could. Then started out making giant puppets for festivals. From there, I branched out into smaller, more detailed costumes. Most recently I started working with metal where I really found my stride in building giant interactive sculptures. I continue to nurture all of these art forms and am always looking for new things to create.

branches. In 2016 I built Mechan 9. Mechan 9 is giant fallen robot over 35' long and 6000 lbs. In 2017 I built the Cosmic Space Worm, a 30' long segmented aluminum worm built on top of 6 adult tricycles.

Significant Sales Sold Mechan 9, the giant fallen robot, to Area 15 - a radically reimagined retail and entertainment complex located a short distance from the Las Vegas strip. It is a home for the bold, the makers, and the agents of change.

In 2019, I was commissioned to build Mechan 8 for a private client. Mechan 8 was our third giant fallen robot that was 30' long and had hundreds of programmable LED lights throughout its body.

Public Art In early 2019 I will be creating 5 large metal sculptures, Space Plants, for the City of Portland at Lynchview Park.

Las Vegas, NV - My latest large interactive sculpture, Mechan X, another giant fallen robot, is on display in Downtown Las Vegas until 2021.

Production Director Northwest String Summit, NorthPlains, OR 2008-Present

Every year for the Northwest String Summit I design and direct a large scale theatrical production for a crowd of thousands. I design and create all of the puppets and props as well as am responsible for staying within budget and coordinating over 30 performers. Each year the production gets bigger and more elaborate.

Master Prop Builder String Cheese Incident, North Plains, OR 2010, 2012, 2013

I was responsible for creating the major props and puppets for the 2010, 2012, & 2013 String Cheese Incident shows at Horning's Hideout. I designed, created, and performed a giant flaming Phoenix, a rolling pirate ship, a six-person Chinese style water dragon, a 16' wide, floating and illuminated jellyfish, and a giant princess bed that transformed into a 30'x30' projection mapping screen. These props needed to be easy to use and had to look amazing in order to match the look and scale of rest of the performance.

The Solacii is a mystical being that watches over the entirety of human experience. Deeply empathetic, the Solacii feels all of the joys and pains inherent in each human life. With its ancient perspective, it\'s here to offer solace, hope, and inspiration. The body, made of intricately flowing steel represents networks of neurons or mycelia and is an illustration of the interdependent network of the human species and of our planet. It is here to remind us that we are all connected, and that we must rely on and support each other to survive and thrive. With a hollow form, the Solacii welcomes visitors to enter into the chamber of its body - representing a safe and compassionate container. This inner space is a sanctuary for people to gather, to talk and support each other. It is designed to introduce strangers to each other and help them become neighbors, community members, friends.

6) Art installation plan Please reference the site

The artwork is comprised of three main body sections (steel), 4 arms (steel), 3 faces (resin) and 4 hands (resin). These can be assembled with the use of a crane or variable reach forklift and are fixed together with 3/8\" hex bolts. The artwork would be assembled on site, with the 3 body sections being fixed together, followed by the 4 arms, and then the 7 resin elements being fixed to the steel structure. The base is of the structure is a 1/2" thick steel plate ring with 8 holes spaced evenly around the circumference of the ring. It would be anchored to the pad using half-inch Grade 5 bolts, through the 8 holes in the base, into epoxy hangers in the concrete. To accommodate the 8\' x 9.5\' footprint of the base, we would need to pour an additional foundation to capture all of the points of connection, however it should still fit with the outer curb. Disassembly would be the reverse of the assembly process, with the resin elements being removed, followed by the four arm sections and then dismantling the body sections from the top down.

Tigre Bailando is a multidisciplinary artist based in California. Holding a BA in visual and performance art from Bennington College, Tigre has created large scale sculptures and interactive installations across the country and around the world since 2013. Working primarily in the field of arts and music festivals, Tigre has exhibited original commissions at Burning Man (Nevada), Lightning in a Bottle (California), Electric Forest (Michigan), Rainbow Serpent (Australia), Wonderfruit (Thailand), and All Together Now (Ireland) among others. Tigre is a recipient of the 2017 Burning Man honorarium grant for creation of The Solacii and was an artist-in-residence at Ponderosa in Stolzenhagen, Germany in 2018.

This is a site-specific, community oriented work that reimagines the art space and conceptualizes unused areas as an exhibition location.

For this work, flags will be created emblazoned with phrases gathered from people in the surrounding neighborhoods of the installation. I wish to utilize this space that goes unused and ignored in an art context. The flagpole is one of the most charged spaces in any building, and it goes largely ignored in an artistic context. I wish to use this as a way to call attention to the flag symbol.

The flags will be installed on a concrete platform, and viewers will be encouraged to walk among them.

I would be willing to sell the artwork after the 2-year period. The purchase price will depend on the buyer. If the buyer is an individual the price will be $7000 per flag. If the purchaser is the city or a foundation or organization the price will be $1000 per flag.

The installation and removal plan is standard for any flag installation. The costs and labor are quite minimal. While the concrete pad is being created, a number of 1 ft wide holes will be created within it. The flag poles will be secured with pieces of steel running into the ground, and horizontally through the poles. The holes will then be filled with concrete. Deinstallation will only require the breaking up and removal of said concrete.

7) Artist bio/resume

Phil America (b. 1983) is a California-raised artist, writer and activist. He has worked and lived throughout the US, Europe, Asia and Africa, concentrating on individual moments of freedom while looking at relationships with class, gender and race. In his work he uses installation and sculptures, performance, photography, video, and fashion in searching for a better understanding and connection to his subjects while bringing about an interpersonal relationship between the viewer and himself. Recently he has started to focus more on using conversation as a medium as well as looking for ways to activate unused spaces.

In 2018 he has continued his focus on education, helping in the development of DEAR Burma, a free school for migrants with over 1400 students per semester and opening more schools in 2018. He has given 3 TED Talks and has lectured at numerous universities and events. Phil has collaborated with United Nations, International Labor Organization, World Vision, U.S. Department of Labor, UNESCAP, Planned Parenthood, International Organization for Migration, the Australian Government, US Embassy, Seoul, the Sacramento Kings and other agencies and organizations to create art projects around the globe. He is also the founder of No Flags.

Phil's most recent monograph, Above The Law: Graffiti On Passenger Trains, shows photos from his series Above The Law which has been show in museums and galleries on every continent on the globe. Our Side Of The Tracks, another of 3 books featuring the series, was released in 2012. His texts and photos have appeared in a number of books and newspapers and he has been featured in magazines internationally.
