This has resulted in flash floods in these areas. The Indian Express – Daily Newspaper of Bhubaneswar on August 10 reported that all the major rivers have been affected by the rains. The situation is worse in remote areas, where over 2,000 thatched houses and 320 roads have been damaged, and over 5,000 hectares of crops destroyed only in Koraput and Jeypore sub-division, Orissa. As a result, more than 300 people have died in different parts of Andhra Pradesh and Orissa, and 1,200,000 families comprising 6,000,000 persons have been affected. Normal lives of the people are disrupted, and the agriculture paddy crops are submerged in water. Thousands of families are homeless and have moved to upland areas to save their lives. They are in a vulnerable situation without food, shelter, and clothing, and their very survival is being threatened. ACTIONS TO DATE, AND EMERGENCY NEEDS: The UELCI contacted immediately its member churches in Andhra Pradesh, AELC and JELC in Orissa to assess the flood situation and respond to it. The head of the churches called a meeting and requested the churches’ project coordinators to assess the flood situation in their areas. Following the rapid assessment the head of the churches sent a request to the UELCI to follow up. The Division of Social Action (DSA)/UELCI, after contacting ACT members LWS(I) and CASA as well as the ACT International Coordinating Office, sent an Emergency Alert and then prepared an RRF proposal, which was sent to the ACT CO. From the local churches some money was raised. Rice and dal were purchased and distributed among the affected people for only one day. This support, however, was very minimal to the existing needs. ACT is a global alliance of churches and related agencies working to save lives and support communities in emergencies worldwide. The ACT Coordinating Office is based with the World Council of Churches (WCC) and The Lutheran World Church volunteers were mobilized to rescue persons living in low lying Federation (LWF) in Switzerland. RRF 22/2008 – Orissa Floods August 2008 2 areas and move them to higher land, in coordination with government staff, which placed them into government relief camps. Complaints were received from the people in the relief camps, that the food served among them was not enough to meet their needs, and that conditions in the camps were overcrowded. The government and local panchayat provided food to the affected people, but did not cover all the villages. In Andhra Pradesh only 119 relief camps were organized by the government, which are not sufficient to cover the needs of all the flood- affected people. Consequently, those who did not receive any help from the government and local panchayats requested food and non-food material support to save their lives, from the member churches of UELCI, i.e. in Andhra Pradesh AELC and in Orissa JELC. As per the rapid assessment by the project coordinators of the churches, urgent needs were identified in 45 villages in Andhra Pradesh and 47 villages in Orissa. In these locations people are left without basic relief means - no food, proper shelter, or clothing. At present some of them are staying in community centers and in school buildings in higher elevation areas. Once the water level recedes, they will go back to their houses. There is extensive damage due to this flood to their small cottages, agriculture, paddy cultivation, roads, canals, and ponds. Hence, the persons require outside support in the process of relief and rehabilitation. At the present time the urgent needs are food and non-food items (clothing and blankets) for life saving support. The male and female populations have been equally affected due to this recent flood situation in Andhra Pradesh and Orissa. Women are staying separately in the same buildings, to maintain their privacy. PROPOSED EMERGENCY RESPONSE - OBJECTIVE(S) OF THE EMERGENCY RESPONSE: To provide life saving relief in the form of a food and non-food items to 3,500 flood-affected vulnerable families in Andhra Pradesh and Orissa. - TARGET POPULATIONS: Andhra Pradesh 1. Malkangiri district 10 villages 300 families TOTAL 4 districts 47 villages 1,500 families In total, in Andhra Pradesh and Orissa 7 districts, 92 villages and 3,500 families will be provided food and non- food items for a period of 7 days. Malkangiri District 390 380 100 110 250 270 TOTAL 2,120 2,060 570 540 1,070 1,140 In two states a total of 3,500 families which comprises 17,500 persons will be covered through this emergency relief program. - PROPOSED ASSISTANCE: After an immediate assessment by project workers of the two churches, the head of the churches sent a request to UELCI for seven days of food items, and for non-food item assistance, intended to benefit 3,500 flood-affected Dalit and tribal vulnerable families. The proposed assistance will reduce their struggle of life in the process of normalcy among the flood-affected family members. Package of assistance and relief per family: • Food Items: 10 kg rice, 2 kg dal, 1 litre oil, ½ kg salt, ½ kg red chili • Non-Food items: 1 men’s wear (Dhoti), 1 woman’s wear (saree), and 1 blanket per family (3,500 each). - IMPLEMENTATION ARRANGEMENTS: From each village two volunteers will be mobilized through the churches. Ten persons will be appointed from the local areas to support the distribution of food and non-food items. Two field supervisor staff will be appointed to supervise the whole process of relief distribution, one in Andra Pradesh and another in Orissa. The UELCI will purchase the materials with the consultation and involvement of the heads of local churches in Andhra Pradesh and Orissa. The materials will be transported to the respective village areas. The Division of Social Action (DSA)/UELCI, Director and staff will monitor the whole process of relief distribution in consultation with the Executive Secretary, UELCI as well as with support of the local church. The UELCI will implement this RRF in accordance with ACT policies and procedures. An audit will be conducted at the end of the RRF implementation, in accordance with the new RRF policy (audit required for an RRF of US$ 60,000 or more for one ACT member). - COORDINATION: The United Evangelical Lutheran Church / Division of Social Action (DSA) will coordinate the relief and distribution program with two member churches, AELC & JELC, which operate in the affected areas. Two supervisors and ten volunteers will be appointed from the local area particularly for this program. Six staff members from each church in Andhra Pradesh and Orissa will coordinate with the Division of Social Action during the implementation period, with support from member churches. Wherever necessary there will be contact and coordination with the government authorities, including local self-help government in Andhra Pradesh as well as in Orissa. The ACT logo along with the UELCI/DSA banner will be prepared and put up wherever the relief and distribution program takes place for visibility, including in the vehicles which will transport the goods. The UELCI is in contact with ACT members CASA and LWS(I) concerning this RRF response. The UELCI will be sharing with them updates and reports on the ongoing RRF activities once implementation commences. - COMMUNICATIONS: The communication desk of UELCI will accompany the DSA staff during implementation of the relief and distribution program to prepare documentation with photographs. Local media coverage will be organized during the implementation period. - PLANNED IMPLEMENTATION PERIOD: The total period will be two weeks for implementation of this relief program.
