After the last plenary session of the 2014-2019 European Parliament, it assesses the extent to which President Juncker, together with the college of Commissioners as a whole, has delivered on what he announced when he took office, and subsequently through the Commission’s annual work programmes and his State of the Union addresses. It also considers the progress made by the twin branches of the EU legislature – namely the Council and the European Parliament – on the basis of the Commission’s proposals. What is the state of play of the various legislative and other initiatives announced by the Commission since taking office in 2014? How many of the commitments made have led to formal proposals? And how many of those proposals – whether in the form of legislation, other major political initiatives, or international agreements – have been brought to fruition, thus demonstrating that the EU institutions have collectively 'delivered'? The statistical breakdown indicates that, overall, six months before the end of its mandate, the Commission had tabled nine out of ten of the proposals foreseen. At the end of this legislature, two thirds of the Commission's proposals had been fully agreed, if not yet formally adopted, by the co- legislators. The exact situation is set out on page 2 of the text that follows. Of the 547 proposals foreseen, 512 have been submitted (94 per cent), of which 361 have been adopted (66 per cent). There are 151 proposals (28 per cent) which have not so far been adopted, and where the outcome may depend on the institutional transition this year. Of these, 115 (21 per cent) have been proceeding normally through the legislative process, while 36 (7 per cent) have either been proceeding slowly or are blocked. The qualitative evaluation explains what lies behind these figures, from rapid adoptions to lengthy negotiations and disagreements between or within institutions, and assesses them in the broader context of the challenges faced by the European Union in 2019. In some areas, the European Commission transformed difficulties into opportunities (this is the case with achievements in the area of trade, and in security and defence, for example). In others, the evaluation suggests that its proposals lacked the necessary ambition or complexity to meet the challenges (the digital single market and the economic and monetary union come to mind), were tabled too late (for example on the single market), or progressed on one aspect at the expense of stepping back on another (as was the case with some aspects of migration policy or the union of democratic change). On the eve of the May 2019 European elections, this paper seeks to provide an independent, objective and authoritative tool for all those interested in assessing the performance of the current Commission and the follow-up given to its initiatives. It is both exhaustive – in covering all the ten priority areas that the Commission set itself – and selective – as it focuses, for each priority, on the main initiatives and their latest developments. It aims to be both quantitative and qualitative: for each of the ten priorities, it offers a quantitative snapshot of the various initiatives at the key stages of their adoption, complemented by a qualitative assessment of the situation. These graphs are regularly updated on the 'Legislative Train Schedule', which features on the European Parliament's website. In fact, New Deal programs and legislation did have an effect on the city, albeit an unbalanced mixture of positive and negative outcomes characterized by frustrated workers and industrial intimidation. To summarize, the New Deal did not bring a revolution, but it did continue an evolutionary change for reform. This dissertation investigated several issues pertaining to the development of the textile industry, cement industry, and the Ford automobile factory in Dallas and its labor history before, during, and after the New Deal. New Deal legislation not only created an avenue for industrial workers to achieve better representation but also improved their working conditions. Specifically focusing on the textile, cement, and automobile industries illustrates that the development of union representation is a spectrum, with one end being the passive but successful cement industry experience and the other end being the automobile industry union efforts, which were characterized by violence and intimidation.

    AT A GLANCE Plenary – October II 2019 Review of the Juncker Commission Prior to his election as President of the European Commission, Jean-Claude Juncker set out the policy priorities that would serve as the political mandate for the Commission's 2014-2019 term of office. Although the new Commission will not take office on 1 November as scheduled, Juncker is due to make a statement during the October II plenary session on his term as President, and a debate will review the work of his Commission. Background In July 2014, President-elect Juncker published an Agenda for jobs, growth, fairness and democratic change to mark a 'new start for Europe'. The aim of those political guidelines was to make a difference and deliver concrete results for citizens on ten priorities, ranging from the digital single market and energy union, to justice and fundamental rights, migration and security. Changes and challenges Since the Juncker Commission took office in November 2014, every year has brought its share of changes and challenges. For example, 2015 started with a series of terrorist attacks, followed later that year by record-high numbers of migrants and asylum-seekers arriving in the European Union. In 2016, the UK's referendum vote to withdraw from the EU, and the election of a new administration in the United States, required the EU to adapt its priorities in several areas, from security and defence to trade. Furthermore, ensuring energy independence, guaranteeing the respect of the rule of law in Member States and strengthening economic and monetary union were additional challenges influencing the agenda and ultimately forcing the Commission to adapt, through its annual work programmes and State of the Union addresses, its response and initiatives to an ever-changing environment.

As the prime minister Manuel Valls put it, such a measure—backed up, according to surveys, by 76 percent of the French population—would “mark with symbolic force the consequences of the absolute transgression that a terrorist act con- stitutes” (Clavel 2015). Under French law, national indignity did indeed have a particular history and signifcation, one that was not simply “symbolic” but in fact quite concrete. As the historian Anne Simonin (2008) shows, “national indignity” was invented in 1944 by the legal experts of the Resis- tance as an exceptional measure to punish, retro- actively, the supporters of the Vichy regime who had collaborated with the Nazi occupiers and pro- moted anti-Semitic legislation. Heralded as a normative framework for international public health, the right to health is seen as foundational to the contemporary policies and programs of the World Health Organization (WHO). It was not always so. This dissertation traces the political history leading up to WHO’s invocation of human rights for the public’s health. With both the UDHR and WHO coming into existence in 1948, there was great initial promise that these two institutions would complement each other, with WHO upholding human rights in all its activities. In spite of this promise and early WHO efforts to advance a human rights basis for its work, WHO intentionally neglected the right to health during crucial years of its evolution, with the WHO Secretariat renouncing its authoritative role in human rights policy to pursue medical care programming.

In 1936, France both left the Gold Standard and enacted New- Deal-style policies, in particular wage increases and a 40-hour week law. The result was stagflation; prices rose rapidly from 1936 to 1938 while output stagnated. Using panel data on sectoral output, we show that the 40-hour week restriction had strong negative effects on production. Absent this law, France would likely have followed the usual pattern of rapid recovery after leaving the Gold Standard.     THE JUNCKER COMMISSION: An Early Assessment John Peterson University of Edinburgh Paper prepared for the 14th Biennial Conference of the EU Studies Association, Boston, 5-7th February 2015 DRAFT: Not for citation without permission Comments welcome [email protected] Abstract This paper offers an early evaluation of the European Commission under the Presidency of Jean-Claude Juncker, following his contested appointment as the so-called Spitzencandidat of the centre-right after the 2014 European Parliament (EP) election. It confronts questions including: What will effect will the manner of Juncker’s appointment have on the perceived legitimacy of the Commission? Will Juncker claim that the strength his mandate gives him license to run a highly Presidential, centralised Commission along the lines of his predecessor, José Manuel Barroso? Will Juncker continue to seek a modest and supportive role for the Commission (as Barroso did), or will his Commission embrace more ambitious new projects or seek to re-energise old ones? What effect will British opposition to Juncker’s appointment have on the United Kingdom’s efforts to renegotiate its status in the EU? The paper draws on a round of interviews with senior Commission officials conducted in early 2015 to try to identify patterns of both continuity and change in the Commission. Its central aim is to assess the meaning of answers to the questions posed above both for the Commission and EU as a whole in the remainder of the decade. What follows is the proverbial ‘thought piece’: an analysis that seeks to provoke debate and pose the right questions about its subject, as opposed to one that offers many answers.
