Nelson R. Sanchez Assistant Chief, Operations

Nelson serves as the Assistant Chief of Operations Division, Mobile District, U.S. Army Corps of Engineers. He assists the Chief of Operations in managing over $170M worth of Operations and Maintenance services for Navigation, Hydropower, Natural Resources, Emergency Management, Flood Control and Environmental Stewardship for the States of Georgia, Mississippi, Alabama and the pan handle of Florida. He graduated in 1985 from Michigan State University with a Bachelor of Science Degree in Civil Engineering.

Nelson began his career with the Corps of Engineers, Detroit District, in 1985. He served as a Civil Engineer in the Construction Division before transferring to the Mobile District Operations Division in 1991. Nelson has played a vital role in the District’s navigation program, serving as Chief of Navigation and Chief of Coastal Management Branch where after Hurricane Katrina he partnered with the US Coast Guard and Gulf Intracoastal Canal Association to develop a successful Hurricane Protocol that has been used as a model for other navigation recovery efforts after a hurricane disaster. He was the Recovery Field Office Commander leading over 450 team members to perform recovery efforts in the aftermath of the devastating tornados in Alabama on April 27, 2011 where they removed over 5M cubic yard of debris within 100 days.

Among Nelson’s awards and recognitions are Planning Team of the Year Award, South Atlantic Division Winner, 1998; South Atlantic Division Outstanding Planning Achievement Award for 2004; Commander’s Awards for Civilian Service, 1999, 2000 and 2002; Superior Civilian Service Award 2005; 2006 HENNAC Civil Engineer Distinction Award; and Commander’s Awards for Civilian Service 2011.

Lieutenant Colonel Andrew P. Yoder Deputy Commander, Mobile District

Lt. Col. Andrew Yoder assumed duties as the Deputy District Engineer, U.S. Army Corps of Engineers (USACE) Mobile District in July 2017. Yoder came to the Mobile District following an assignment with the Unites States Forces Korea, where he served two years as the chief of Real Estate.

A native of Reedsville, Penn., Yoder enlisted in the Army in 1989 serving three years active duty and five years in the Army Reserve while attending college. He graduated from Temple University in 1998 with a Bachelor of Science degree in Architecture and was commissioned into the U.S. Army. He also earned a Master of Science degree in Engineering Management from Missouri University of Science and Technology in 2002. Among other military schools, he is a graduate of the Army Command and General Staff College, the Engineer Officer Advanced Course and the Engineer Officer Basic Course.

He served in numerous engineer and command and staff positions in the United States and overseas. His previous assignments include deputy commander, USACE Philadelphia District; executive officer and operations officer, 54th Engineer Battalion, Bamberg, Germany, and Afghanistan; executive officer, 3rd Battalion, 315th (Observer-Controller/Trainer) Regiment, New Cumberland, Penn.; company commander and assistant operations officer, 506th Infantry Regiment, assistant operations officer, 326th Engineer Battalion, and Division Engineer Planner, 101st Airborne Division (Air Assault), Fort Campbell, Ky., and ; Vertical and Horizontal platoon leader, Company A executive officer, and battalion intelligence officer, 92nd Engineer Battalion, Fort Stewart, Ga. His operational deployments include Operation Iraqi Freedom (OIF) I, Feb. 2003 to Feb. 2004, OIF IV, Nov. 2005 to Nov. 2006, and Operation Enduring Freedom XI, from Nov. 2010 to Nov. 2011.

His military awards and decorations include three Bronze Star Medals; the Defense Meritorious Service Medal; four Meritorious Service Medals; three Army Commendation Medals; the Joint Service Achievement Medal; six Army Achievement Medals; the Joint Meritorious Unit Citation; and two Meritorious Unit Citations. He has also earned the Ranger Tab, the Parachutist Badge, the Air Assault Badge, the Combat Action Badge, the Order of St. Barbara and a Bronze DeFleury Medal.

Tom Nelson (Lieutenant Colonel, US Army (Retired)) Hargrove Engineers + Constructors, Mobile, AL Vice President, SAME Mobile Post

Tom Nelson is a Senior Project Manager and Executive Coordinator at Hargrove Engineers + Constructors in Mobile, Alabama, serving clients in the Paper and Chemical Industries as well as in the Government Sector.

He also serves on the SAME Mobile Post Board, currently as the Post Vice President.

Prior to joining the Hargrove team, Tom served in the US Army from 1994-2015 in a variety of assignments, to include service with the 11th Armored Cavalry Regiment, the 20th Engineer Brigade, the 82nd Airborne Division, and the 101st Airborne Division—including combat deployments to Iraq (2) and Afghanistan.

He completed his service as the Deputy Commander of the Mobile District, US Army Corps of Engineers, at the rank of Lieutenant Colonel and resides with his family in Spanish Fort, Alabama.

Tom is a graduate of the University of North Georgia in Dahlonega, GA, and holds a Master’s Degree in Engineering Management from the University of Missouri-Rolla.

Ancil S. Taylor, III (Trey) VP of Contracts / Business Development Matthews Marine

Ancil S. Taylor III (Trey) began in the dredging industry at an early age. He started working on hopper dredges and USACE dredging projects between school semesters.

He started full time in the industry in 2008 as a deck hand with Bean Dredging and worked in many aspects of the business including estimating, business development, and project management.

Trey is now Vice President of Contracts and Business Development at Matthews Marine.

Peter F. Taylor Deputy District Engineer for Programs and Project Management, USACE Mobile District

Pete F. Taylor serves as the Deputy District Engineer for Programs and Project Management for the U.S. Army Corps of Engineers Mobile District. He is responsible for programmatic oversight of the planning, design, and construction of Military, Civil Works, and Interagency and International Services for the District. The District’s $1B+ annual program supports fifteen major military installations and numerous water resources programs in five southeastern states and twelve countries in Central and South America.

Prior to assuming his current responsibilities, Mr. Taylor served as the District Chief of Staff. In this capacity, he oversaw all District activities associated with the Alabama-Coosa-Tallapoosa and Apalachicola- Chattahoochee-Flint river basins to include system operations, interagency coordination, and updating of water control manuals.

Mr. Taylor retired from the Army in 2007 as a Colonel after more than 25 years of service including command of the USACE Nashville and Mobile Districts. His other USACE assignments included duty as a Project and Resident Engineer in the Baltimore District and as the Executive Officer to the Assistant Secretary of the Army (Civil Works). His troop assignments included duty with the 82d Airborne Division, the 1st Infantry Division, and the 25th Infantry Division.

Taylor is a graduate of the United States Military Academy at West Point and holds master’s degrees in civil engineering from the University of Maryland and National Resource Strategy from the Industrial College of the Armed Forces. He is a registered professional engineer in the Commonwealth of Virginia.

COL Lars N. Zetterstrom District Engineer and Commanding Officer, USACE Galveston District

COL Lars N. Zetterstrom was born and raised in Clifton Park, New York. He attended the United States Military Academy then was commissioned in the U.S. Army Corps of Engineers May 28, 1994. He assumed command of the U.S. Army Corps of Engineers Galveston District July 8, 2016.

He previously was the director of the Maneuver Support Battle Lab at Fort Leonard Wood, Missouri. Previous assignments are varied and include: Chief of Staff, U.S. Army Engineer School, Fort Leonard Wood, Missouri; Garrison Commander, USAG Kaiserslautern, Germany; Engineer Planner, U.S. Forces-Afghanistan (South/Southwest), Tarin Kowt, Afghanistan; Deputy District Commander of the Buffalo District, U.S. Army Corps of Engineers; Battalion Executive Officer of the Troops Battalion; Facilities and Construction Chief in the and Combined Joint Taskforce-180 in Fort Drum, New York and Afghanistan; Assistant Brigade Operations Officer and Training Officer in the 2nd Training Support Brigade, Fort Drum, New York; Company Commander of the only Rough Terrain Engineer Company in the world - Bravo, 27th EN BN “Rough Terrain” in Fort Bragg, North Carolina and ; and Sapper Platoon Leader, Support Platoon Leader, Company Executive Officer and Assistant Battalion Plans Officer in the 82nd Engineer Battalion “Blue Babe” in Bamberg, Germany and Bosnia-Herzegovina.

George F. Rush Dredging Project Manager, Operations Division, USACE Mobile District

George is currently the Dredging Project Manager, Mobile District, U.S. Army Corps of Engineers, where he assists the Chief of Operations in managing over $170M worth of Operations and Maintenance services for Navigation, Emergency Management, Flood Control and Environmental Stewardship for the States of Georgia, Mississippi, Alabama and Florida. George began his career with the Corps of Engineers, Mobile District, in 1989. He served as a Civil Engineer in Cost Estimating before transferring to Mobile District Operations Division in 1991. George has played a vital role in the District’s navigation program, first serving in the Navigation Section before becoming the Dredging Project Manager in 2012. He is also a Subject Matter Expert (SME) of the Mobile District Debris PRT in support of assigned FEMA missions.

Jeff Corbino Environmental Resources Specialist, USACE New Orleans, Operations Division.

Jeff Corbino is an Environmental Resources Specialist that is embedded in the New Orleans District’s Operations Division. He has provided technical support for the District’s Navigation Mission for thirteen years.

Mr. Corbino oversees environmental aspects of maintenance dredging projects during the planning and construction phases, and through post- construction monitoring of dredged material placement areas.

He served as the Vice President of the WEDA Gulf Coast Chapter in 2015, and as an Ex-Officio officer in 2016. Mr. Corbino received a Bachelor of Science degree in Wildlife and Fisheries from Louisiana State University (LSU) in 1997, and a Master of Science degree in Fisheries Biology from LSU in 1999.

Christopher C. Frabotta Deputy Chief, Operations Division/Chief, Navigation Branch, USACE Galveston District

Mr. Frabotta became Deputy Chief, Operations Division/Chief, Navigation Branch, Galveston District, U.S. Army Corps of Engineers, in May 2011. He currently manages the Operations and Maintenance of over 1,000 miles of deep and shallow-draft Federal navigation channels within Coastal Texas, including: maintenance dredging of 20-30 million cubic yards of dredged material and various associated marine construction activities. From 2001-2011, he worked for the Wilmington District as a project engineer and navigation project manager. During the first two years with the Corps, Mr. Frabotta managed several construction contracts in North Carolina including: new work and maintenance dredging contracts, disposal island levee improvement contracts, rehabilitation of navigation and water control structures, and worked as the operations and maintenance project manager for the North Carolina federal navigation channels. While in this position, he accepted a 1 year temporary detail to the U.S. House of Representatives – Appropriations Subcommittee on Energy and Water Development. During this detail, he assisted the Subcommittee staff with development of the 2008 House Energy and Water Appropriations Bill and Report. Mr. Frabotta also deployed to Iraq on two separate occasions in support of the infrastructure construction/re-construction efforts.

Mr. Frabotta attended Northeastern University and Wentworth Institute of Technology in Boston, MA, in 1995, and received his Bachelor of Science degree in Environmental Engineering from the University of Florida in 1998. Mr. Frabotta also served as a Cavalry Scout in the U.S. Army; Active Duty from 1988 – 1990 and in the Army Reserves from 1990 – 1995.

Jim Walker Director of Navigation Policy and Legislation, American Association of Port Authorities (AAPA)

Jim Walker is responsible for addressing waterside infrastructure issues and relevant legislative and regulatory matters. Since joining AAPA in February 2012, his principal focus has been on advocating for Harbor Maintenance Tax funding and Water Resources Development legislation.

He serves as staff liaison to AAPA’s Harbors and Navigation Committee and the Quality Partnership Initiative (QPI) with the Army Corps of Engineers. His goal is to help the Nation plan, construct and maintain 21st century maritime infrastructure for safe and efficient freight movement.

Mr. Walker’s experience includes a 36-year career with the U.S. Army Corps of Engineers (Corps) in navigation support, culminating with six years at Corps Headquarters leading its navigation program. His major accomplishments included development of a Navigation Strategic Vision, an Inland Navigation Capital Investment Plan and formal partnering with the Dredging Contractors of America.

Mr. Walker was rewarded with three grandsons in the past year and is getting even better at balancing work and play.

Joseph Corrigan Senior Advisor, Kelley Drye Washington, D.C.

Joe Corrigan chairs the firm’s Government Contracts practice group. He offers clients a multidimensional understanding of the procedural, regulatory and policy issues associated with the U.S. defense market; the federal procurement of goods and services; major construction initiatives; and public/private partnerships. He advises clients interested in federal energy programs, including power purchase agreements for electricity; federal hydropower projects; energy savings performance contracts; and federal funding for energy research and development programs.

Joe also assists clients with permits from the U.S. Army Corps of Engineers (USACE) and advises municipalities and companies on the USACE Civil Works Program. Joe has extensive experience in working with clients interested in selling equipment and services to the Department of Defense and other federal agencies. He has a track record of success shaping procurements for individual soldier and Marine equipment, including small arms, ammunition, radios, body armor, parachutes and other items worn or carried by dismounted forces. He also routinely works with government contractors performing maintenance, repair and overhaul on equipment for the military and the Coast Guard. He understands the depot policy as well as the various contractual methods that are used to acquire maintenance services. Additionally, he has a track record of success achieving client’s objectives during proposed in-sourcing of work to government depots.

The federal government has numerous research and development funding opportunities. Joe has a track record of identifying funding sources for clients. Just as importantly, he assists in identifying potential government uses for technology. Most importantly, he has a track record of navigating through the development process and moving the project into production. Joe routinely works with contractors on Small Business Innovation Research projects and has a track record of having these project reach commercialization (phase III). Joe routinely interacts with numerous parts of the federal government, including the Department of Defense, Congressional Defense and Appropriations Committees and the Army Corps of Engineers. A career Army officer, Joe served in multiple assignments with the Army Corps of Engineers, including tours with the Gulf Region Division in Iraq. Joe served as the Army’s primary contact on Capitol Hill for Base Realignment and Closure (BRAC), military construction, land conveyances and Army leasing programs.

Leila I. Hollis Chief of Small Business Office, USACE Savannah District

Leila Hollis, was appointed as Chief of Small Business Office, in July, 2004. Prior to Ms. Hollis’ appointment as Chief of the Small Business Division, Ms. Hollis was employed by the Savannah District Contracting Division since 1994 and served as Contract Specialist, Contracting Officer, and Acting Chief of the A-E Branch. While serving as Contract Specialist, Ms. Hollis received professional certification in contracting & acquisition at the highest level (Level III). During her 33 years of Federal service, Ms. Hollis has worked for various federal agencies and installations to include the Naval Plant Representative Office at Grumman Aerospace Corporation, Long Island, NY; Department of the Navy, Supervisor of Shipbuilding, Brooklyn, NY; and the Department of the Army (FORSCOM), Fort Riley, Kansas, serving in the Contracting arena for these varied agencies.

Ms. Hollis graduated from Albany State University in 1984 with a Bachelor of Science Degree in Business Management. She later received her Master of Public Administration Degree from Georgia Southern University in December, 2002. She is currently a member of the Southeastern Area Small Business Council, Savannah Chamber of Commerce, Georgia Southern Alumni Association, and serves as Savannah Chapter Secretary of the Albany State University Alumni Association. In October of 2009, Ms. Hollis received national recognition and was selected by the Career Communications Group as the 2009 Women of Color Technology All-Star. In addition, Ms. Hollis also received the Supplier Diversity Agency Award from The Greater Atlanta Economic Alliance for outstanding marketing assistance to small business firms in the Atlanta, Georgia metropolitan area. In 2010 and 2011, Ms. Hollis was selected for the annual Edition of Who’s Who Among Executives and Professionals. In March 2011, Ms. Hollis was recognized as a distinguished alumni at Albany State University.

In August 2011, Ms. Hollis was selected as the Secretary of the Army Small Business Specialist of the Year. In March 2012, Ms. Hollis received the Commander’s Award for Civilian Service for the Savannah District Corps of Engineers. In 2013, Ms. Hollis was selected as a Woman of Outstanding Leadership in the Chief Officer and Executive Category on behalf of The International Women’s Leadership Association.

Dongha “DH” Yi Planning and Programming Branch Chief, USACE Huntsville (HNC), Engineering and Support Center

DH works at the U.S. Army Corps of Engineers; Engineering and Support Center; Huntsville (HNC), Alabama as the Planning and Programming Branch Chief where he oversees a variety of planning and programming projects for master plans, area development plans, requirement analysis, military construction project data planning charrettes, economic analyses, facility utilization studies and space management.

DH was born in South Korea and raised in Hollywood, California. After enlisting in the Army, he received his commission through the Army Federal Officer Candidate School as an engineer officer. He had a diverse and successful Army career where he was a combat engineer, construction engineer, and MILCON program manager. He retired from active service in 2013 with 25 years in uniform.

DH has both Civil Works and MILCON experience with USACE. His assignments with the Army Corps of Engineers began in 2000 when he was assigned to Vicksburg District on a utilization tour after his Training with Industry with the New England Region, Environmental Protection Agency. He joined HNC in January 2015 from Memphis District.

He holds a BS in Mechanical Engineering from Cal Poly, Pomona and MS in Engineering Management from Missouri University of Science and Technology. He is a registered Professional Engineer and a Certified Project Management Professional.

He enjoys fishing, home improvement projects, fitness and baseball (both playing and watching).

Commander Brent Paul, CEC, USN Public Works Officer Naval Air Station Pensacola Naval Facilities Engineering Command Southeast

A native of Florida, Commander Paul received a Bachelor of Science in Physics from Jacksonville University and a Bachelor of Science in Civil Engineering from Florida State University. He was commissioned in 1999, later earning his Masters of Engineering in Construction Management at the University of Florida. In 1999, Commander Paul reported to the USS HALYBURTON (FFG 40) as the Damage Control Assistant and Combat Information Center Officer. Onboard he completed a UNITAS and Counter Drug Ops Deployment and qualified as a Surface Warfare Officer. He lateral transferred into the CEC, reporting to CECOS in 2002.

In 2002, he was assigned as the Staff Civil Engineer at U.S. Fleet Forces Command in Norfolk, Virginia. He was then ordered to NAVFAC MidLant, ROICC Sewells Point as an AROICC. While there, he volunteered for an IA, assigned as the Facilities and MILCON planner for Multi-National Corps – Iraq from 2005 – 2006. Returning to Norfolk, he was designated the FEAD for the newly established PWD NSA Norfolk.

He then joined Naval Mobile Construction Battalion SEVEN as the Alfa Company Commander and Training Officer deploying to PACOM and CENTCOM. In 2009, he reported as Public Works Officer, NAVFAC EURAFSWA, Public Works Department, Souda Bay, Greece with the base earning the FY11 SECNAV Energy and Water Conservation Award.

In 2011, Commander Paul reported as Executive Officer, Naval Mobile Construction Battalion ONE, making deployments to Afghanistan and EUCOM/ AFRICOM. Commander Paul then joined Navy Personnel Command as the Civil Engineer Corps Lieutenant Commander Detailer and Navy Expeditionary Combat Command Placement Officer.

Commander Paul is a qualified Seabee Combat Warfare Officer, Surface Warfare Officer, Acquisition Corps Member, DAWIA Con Level 3 and a registered Professional Engineer in the state of Florida. His awards include the Meritorious Service Medal, Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal with four gold stars, Navy and Marine Corps Achievement Medal, and numerous unit, campaign, and expeditionary ribbons and medals. He is also the President of SAME Pensacola Post.

Wendell Mears Principal Engineer and Scientist at ANCHOR QEA

Wendell Mears is a principal engineer and scientist at Anchor QEA with more than 35 years of marine planning, permitting, design, and construction experience. He grew up in a mining family and after 20 years with the Corps of Engineers entered private practice and the EPC industry in 1999.

He holds a M.E. degree in Ocean Engineering from Texas A&M University, a B.S. degree in Civil Engineering from University of South Alabama, and a certificate in Coastal Engineering from USACE Engineering Research and Design Center, Coastal Engineering Program.

He is a regional, national and international marine designer and constructor, lending his experiences to the process as he manages the program. His projects include managing restoration, dredging and expansion projects for the Ports in Houston, Galveston, Mexico, Panama, China, Peru, Columbia, Brazil, India, Gulfport, Pascagoula, Lake Charles, and the first two RESTORE projects in Mississippi

He sits as a technical advisor to the regional Beneficial Use of Dredged Material Group (BUG) and is serving as a member of an International Committee developing planning and design guidelines for Natural and Nature Based Coastal Resiliency.

Wendell and his wife live in Spanish Fort, AL to be near their six children and ten grandchildren.

Chuck Broussard [Bru-sard] Vice President Weeks Marine, Inc. (WMI)

Chuck Broussard serves as Vice President for the Dredging division of Weeks Marine, Inc. As Vice President, Chuck is responsible for overseeing the Estimating Department in directing efforts to actively pursue construction opportunities. His daily responsibilities beyond estimating include operation support and logistics coordination within the dredging division.

Chuck began his career in the Dredging Industry working for TL James in 1993. He started as a Field Engineer while studying for his B.S. degree in Construction Management from Louisiana State University. As a Field Engineer, Chuck worked numerous dredging projects taking him from Texas to the coastline of New York.

After receiving his degree, Chuck continued to advance his career accepting a position in the Estimating Department for TL James. WMI acquired TL James (1998) and brought Chuck along with the Estimating Department. Eventually Chuck would become Chief Estimator overseeing all business within the department for Weeks Marine, Inc.

In 2015 Chuck was again promoted, this time to his current position as Vice President. He currently resides in Mandeville, LA.

Hubert Russell (Bo) Ansley Chief of Emergency Management Branch, Operations Division, USACE Mobile District

Hubert “Bo” Ansley is the Chief of Emergency Management Branch, Operations Division, for the U.S. Army Corps of Engineers Mobile District since October 2007. His responsibilities include managing National Emergency and Natural Disasters activities for the District, which holds USACE’s most robust debris removal planning response team and serves as custodial district for the agencies largest Deployable Tactical Operations System fleet. Mr. Ansley led the response and recovery of the 2011 Spring Tornado Event in Alabama, which is considered the state’s largest disaster. The recovery included mission assignments for temporary power, temporary housing, debris removal and repair of critical public facilities. Over 300 responders deployed into the area of operation, which to this day holds the largest daily debris removal totals - volumes that exceeded 100,000 cubic yards for over two weeks in June 2011.

Mr. Ansley serves as a debris removal subject matter expert since 2005 with numerous civil response deployments going back to Hurricane Andrew, Miami, FL, in 1992. He has supported federal and state partners in catastrophic planning initiatives in Florida and Hawaii. His leadership is unsurmountable in the debris removal cadre as thirty percent of the active team members were mentored by him. His team serves as the unofficial center of expertise for waterway debris removal and has supported NOAA publications for coordination in Alabama and Florida. Mr. Ansley has been with the Army Corps of Engineers since 1989. He initially served as a recreational designer and has worked entirely with the Mobile District. His resume includes OCONUS deployments, including Northern Afghanistan District from Aug. 2011 – Apr. 2012, where he served as Emergency Manager and Contracting Officer Representative for multiple security contracts.

Mr. Ansley is an active member of the Mobile Post of the Society of American Military Engineers and served as the Readiness Committee lead from 2012 to 2013. He successfully completed USACE’s George Washington University Emergency Management graduate certificate program in 2010. He also has a Bachelor degree in Landscape Architecture from the University of Georgia, 1989.

Mr. Ansley received the US Army Corps of Engineers’ Civil Responder of the Year award for 2016.

Duane B. Poiroux, P.E. Chief, Coastal Project Office (OP-G) USACE Mobile District

Mr. Poiroux holds a Bachelor of Science Degree in Civil Engineering and Masters in Business Administration (MBA) from the University of South Alabama. He is a Registered Professional Engineer in the State of Alabama.

He began his career with the Mobile District in 1980 as a Cooperative Education student in Engineering Division. After graduation, he joined the Enforcement Section, Regulatory Branch of Operations Division. Mr. Poiroux then rejoined the Engineering Division in the Geotechnical Branch and became the lead geotechnical engineer for the District. He also served as the Dam Safety Manager for the District. While in the Engineering Division, he took on developmental assignments with Construction Division, Project Management and the South Atlantic Division Office.

Mr. Poiroux has deployed on numerous emergency response/recovery missions for the District. He has worked on both civil and military designs which required travel to a variety of countries within Central and South America.

Mr. Poiroux currently serves as the Chief, Coastal Project Office, Operations Division. His overall responsibility is to ensure the reliability of all the Federal waterways along the coast within the District’s AOR. This includes new and maintenance dredging, dredged material disposal site management, coastal restoration, beach renourishment and hydrographic surveying.

Petty Officer James Alter Waterways Management Division Coast Guard Sector Mobile

Petty Officer James Alter currently serves in the Waterways Management Division at Coast Guard Sector Mobile.

He has been stationed at Sector Mobile for three years and has also worked in the Incident Management Division performing pollution response missions. His past assignments included MSD Nashville and Air Station Clearwater.

Petty Officer Alter lives in Daphne, Alabama with his wife and two children.

Reid Loper Project Manager, LEED AP

Mr. Loper previously worked as a project manager for a commercial construction company in Atlanta, Georgia, prior to choosing to return to the Gulf Coast. The time spent in Atlanta gave him vast knowledge in management, estimating, schedule and budget supervision. He graduated from Auburn University with a bachelor's degree in Aerospace Engineering where he worked as a research and design student.

Mr. Loper started his career with CrowderGulf in 2010, as Senior Project Manager (SPM) for the BP Oil Spill. As SPM, his role was managing over 1,200 personnel and 600 pieces of equipment. Managing several projects at once is his strong point and the BP project consisted of simultaneously managing more than eight different major projects throughout the Alabama Gulf Coast for the BP Deep Horizon oil spill operation. Projects ranged from sand screening, dredging, hazardous waste handling and vessel operations, to side scan sonar work and have cumulatively exceeded $150 million in invoicing and total project cost. In 2012 Mr. Loper took on the task as SPM to oversee CrowderGulf's Hurricane Sandy Response for the New Jersey Dept. of EPA. The work consisted of waterway, marine, and marsh debris removal, totaling in over 450,000 cy of debris removed and 109 vessels recovered. The project was called "Unprecedented" by the DEP commissioner as the largest waterway debris removal operation and set new guidelines with the federal government on how marine debris and dredging operations are conducted. While in New Jersey, Mr. Loper also managed a flood prevention (Harding) for JP Morgan Chase's national data center in Carlstadt, NJ. This project used temporary structures to effectively raise the building’s relative flood plain. In 2016 Mr. Loper also served as the SPM for Florida Dept. of Environmental Protection's waterway debris removal project, due to Hurricane Matthew. This project resulted in close to 100,000 cy of waterway debris being removed from state owned waters throughout Florida. He has worked responses as SPM for 8 hurricane activations to date. He has also functioned as a vital part of CrowderGulf's Coastal Restoration work on the Gulf Coast; he has not only constructed several different living shorelines and shoreline protection projects for The Nature Conservancy, but also consulted on the design and methodology for functionality and constructability. With understanding the fundamental need for Coastal Restoration and the interdependency between environmental and economic recovery, he is on the forefront of new coastal construction techniques. Mr. Loper is NIMS certified and holds general contractor licenses in the following states: VA, SC, GA, AL, MS, and LA.

Caitlin Wessel Marine Debris Program Regional Coordinator, Gulf of Mexico

Caitlin Wessel has a broad background in both education and research. She received a Bachelor of Science in Education from the University of Pittsburgh and a Master of Science from Coastal Carolina University in Coastal, Marine, and Wetland Studies, where Caitlin focused on restoration work.

Currently, Caitlin lives and works in the Gulf of Mexico and is finishing up her Ph.D. in Marine Sciences from the University of South Alabama and the Dauphin Island Sea Lab researching the abundance, distribution, and impacts of marine debris in the northern Gulf of Mexico.

In her role as the Gulf of Mexico Regional Coordinator for NOAA’s Marine Debris Program she investigates and works to prevent the adverse impacts of marine debris along the Gulf Coast with the goal of one day enjoying a marine environment free of debris.

Justin S. McDonald Senior Engineering Technical Lead For Civil Works USACE Mobile District

Justin McDonald currently serves as the Senior Engineering Technical Lead for Civil Works for the U.S. Army Corps of Engineers, Mobile District. He leads highly skilled teams of engineers and other scientists in the planning, design, and construction of complex, multi-million dollar water resource related projects across the region.

He has over 15 years of experience in the areas of coastal, hydraulic, hydrologic, and civil/site engineering as well as dredging and coastal construction contract management. He has a Bachelor of Civil Engineering and a Master of Science in Civil Engineering from Auburn University.

He is a registered professional engineer in the State of Alabama and he is a native of Mobile.

Matthew D. Edwards Project Engineer USACE Mobile District Irvington Site Office

Matthew Edwards is a recent graduate of the University of South Alabama and currently serves as a field office project engineer for Mobile District Irvington Site Office.

His work involves administering navigation dredging contracts, as well as leading the survey and cartographic section when called upon. Mr. Edwards was selected as the field office Project Engineer for both the Ship Island and Cat Island projects which are large parts of the Mississippi Coastal Improvements Program (MsCIP).

Under MsCIP, Mr. Edwards was also the Project Engineer for Bayou Caddy Shoreline Stabilization project in Hancock County, Mississippi. The scope of Bayou Caddy entailed the installation of approximately a 1,000 foot long rip- rap breakwater and five 300 foot sections of bioengineered breakwaters.
