The elected member represents the parishes of Elton, Ince, Little Stanney & District (Croughton, Little Stanney, Stoak and Wervin), and Thornton-le-Moors. These Parishes have a lot in common, including some shared functions and facilities, and sit well together. It is a manageable area which includes some very large industrial sites. (2) The proposed Elton & Mickle Trafford ward would be a two-councillor ward and, along with the Elton ward above, the elected members would be required to represent the parishes of Barrow (Great & Little), Bridge Trafford, Guilden Sutton, Hoole Bank, Mickle Trafford and Wimbolds Trafford. These parishes also sit well with each other but have very little in common with the current Elton ward. There is no community of interest, no shared facilities, no common issues. (3) It will be extremely difficult for both councillors elected to serve this proposed new, larger ward to deal with a community with much more diverse interests and requirements. It will be more time consuming for the councillors and confusing for the residents who won’t know who to approach. The Parish Council would prefer to see two single member wards, one serving the current Elton ward as set out in (1) above, and the other serving the parishes of Barrow (Great & Little), Bridge Trafford, Guilden Sutton, Hoole Bank, Mickle Trafford and Wimbolds Trafford. We are currently acting as Agent for planning application reference 17/04645/OUT, which is seeking outline planning permission for 30 no. dwellings at the Site, an illustrative masterplan for the application is included at Enclosure 1 of this letter. The remainder of this representation relates specifically to this Site. Site Allocation As shown on Local Plan Part Two Map Changes 167 and 196, the Site subject to the outline planning application is now largely included within the settlement boundary of Tattenhall village and allocated for a future residential use respectively. Policy R2 and R2.A outline the parameters of the allocation, namely that the Site will provide ‘up to 30 no. dwellings’ and must accord with the relevant development management policies, as well as outlining site specific requirements to be included in forthcoming proposals. From the outset it should be noted that we strongly support the inclusion of this Site both within the settlement boundaries, and the allocation of this Site for a future residential use.

There has been considerable debate about the desirability of either single or multi member wards in the context of Cheshire West and Chester Council (CW&C). Given the fact that elections will be held every four years as "all up" elections, unlike for example the election by thirds found in Metropolitan Councils, we strongly back the idea of single member wards as this will lead to representation which reflects local desires better. These are the basic reasons why we have opted for single member wards: 1. The Boundary Committee's instructions say that wards should represent the local communities. The role of members on local authorities is as representatives of their local communities. 2. Single member wards establish a close link between the member and the community.

April brought some notable celebrations with the Queen's 90th birthday and the 400th anniversary of Shakespeare's death. This week saw the installation of bench seating in the three bus stops at the Cross, Plemstall, and Bridge Trafford. The Parish Council having had quotes of £300 and above for each shelter took up the offer from a local Councillor to make and install them. Two of the bench type seats were made from reclaimed mahogany hardwood which served as a fireplace top mantel shelf in his home many years ago.
