UCD Career Development Centre DEFENCE & PUBLIC PROTECTION Sector Background An Garda Síochána Policing is a challenging and exciting role and one which continually presents new and interesting experiences. Modern policing entails much more than crime fighting. Reducing the fear of crime and working in partnership with communities are the keys to making a positive difference and improving quality of life for all citizens. Members of An Garda Síochána operate on the front line, supporting victims and witnesses, providing reassurance and instilling confidence. They are also in a position to make a proactive contribution to an area, building relationships and trust within the community. The career presents opportunities to work in a wide variety of fields including Community Policing, Traffic Control and Regulation, Public Order, Detective Duties, Organised Crime, Fraud and Drugs Offences. The Defence Forces The role of the Defence Forces is to defend the state, aid the civil power participating in United Nations missions overseas and provide a fishery protection service. The Defence Forces may be called on by Government to perform other duties in times of emergency. The Defence Forces includes the Permanent Defence Force and the Reserve Defence Force. The Permanent Defence Force ● The Army ● The Air Corps ● The Naval Service The Air Corps is the air component of the Defence Forces with its base and headquarters at Casement Aerodrome in Baldonnel, Co. Dublin. The Naval Service is the maritime component of the Defence Forces with its base and headquarters located in Haulbowline, Co. Cork. The Naval Service is also the principal seagoing agency of the state and is primarily responsible for Maritime Defence and Fishery Protection but also contributes to the State’s law enforcement, search and rescue and emergency response capability. -

SIGNED: ID No. 96970499 DATE: 01 August 2000. ABSTRACT Women in Combat: The Status and Roles Assigned Female Personnel in the Permanent Defence Forces (PDF). The aim of the PhD study is to examine critically the integration of female personnel within the Permanent Defence Forces (PDF). Their integration is examined in light of the deployment of women in the international military, and in light of a liberal-feminist examination of the workplace in terms of its equality of opportunity agenda. It is argued that the sex-role stereotyping used to recruit young men in to the military in the past along with socio-biological theories of women’s and men’s appropriate spheres of activity have combined to disempower women within military culture, i.e; women’s involvement represents a threat to the constructed masculinity the military embodies. Despite the persistence of patriarchal culture within the sphere of the military, there has been an unprecedented growth in the numbers of women within the military in the west due to the demands of modem total and technological warfare. -

Socialisation, Role Theory, and Infrapolitics: Officers of the Irish Defence Forces and Civilian Higher Education since the 1960s Thesis submitted for the degree of Doctor in Philosophy Trinity College Dublin November, 2020 Andrew Gerard Gibson Supervisor: Dr John Walsh Title: Socialisation, Role theory, and Infrapolitics: Officers of the Irish Defence Forces and Civilian Higher Education since the 1960s. Author: Andrew Gerard Gibson Abstract: The military profession has a long history, and its institutions of education have been central to the development of military officers. Questions about the higher education of officers became increasingly important in the wake of World War 2 and the changing nature of military authority and the roles that military officers would be expected to fill. In Ireland these changes became manifest in the advent of the decision in 1969 to send Army officers to university in University College Galway. Combining documentary and archival research with data generated through semi-structured interviews with 46 retired and serving officers, it adopts a conceptual frameworK of role theory combined with ideas from James C. Scott in a case study approach to examine the origins and effects of the USAC scheme for the civilian higher education of Irish military officers since 1969. It answers the question of how officers in the Defence Forces interacted with civilian higher education at undergraduate level, and how this influenced their socialisation, professional formation, and the implications of higher education for them as individuals and for their military role. The Future of the Naval Service Reserve
The Future of the Naval Service Reserve Introduction The Naval Service Reserve (NSR) is in decline and needs to be reviewed urgently. It is falling foul of many of the issues experienced within the Naval Service (NS). Recruitment and retention problems exists and are extenuated by the effect of a lack of Permanent Defence Force (PDF) personnel to facilitate additional training, administration and logistical support as needed. The Commission has a unique opportunity to review the standing of the Naval Service Reserve and make recommendations accordingly. This submission while limited in length will seek to address some of the key challenges posed in creating an integrated, functional, professional and effective Reserve. This paper will be broken down into three key headings these are, Capability, Structure and Staffing. This paper will move on to briefly look at international practices surrounding Naval Reserves before offering a conclusion of where improvements and advances can be made. The White Paper on Defence has called for an increase of 100 personnel to the Naval Service Reserve. The Naval Service Reserve is presently organized into five separate units, one each in Cork, Dublin, Limerick, Waterford and a Technical Support Unit (TSU). The role of NSR is “to augment PDF Seagoing strength through provision of trained personnel and at unit level to provide for the capability of armed Naval Element afloat with local shore support and expert local maritime knowledge and intelligence in support of PDF Operations at and from the sea in the main trading ports. In support of the mission to maintain Sea Lines of Communication (SLOC) for this island Nation”. -

Capabilities – In this regard, you may wish to consider future integrated capability development and the planning and delivery requirements to support a joint force approach in terms of new equipment, professional military education and training, maintenance and development of infrastructure, developments in military doctrine, and transformative concepts, including specialist capabilities, that prepare and support the Defence Forces for future operations. 2. Structures – In this regard, you may wish to consider the most effective high-level Command and Control (C2) structures within the Defence Forces to ensure an agile and balanced approach that can function across all domains at home and overseas. Additionally, you may wish to address appropriate future force structures for the Army (including its brigade structure), the Air Corps, and the Naval Service, individually as component services and collectively as part of an integrated joint force approach. Furthermore, you may wish to address the changing nature of reservists, which presents an opportunity for the Reserve Defence Force to further integrate and support the Permanent Defence Force through the provision of enhanced collective and specialist capability across all domains.
