We believe that we put together an interesting publication that may serve as motivation for existing starting U3A but also for universities and spare-time associations which are interested in creating U3A in their environment. U3A should be seen as a comprehensive educational and counselling system for the older citizens mostly in their retirement age. Demands on the organization and the educational process are different than the education of children, youth or adults. The education of seniors has its own specifics which should be respected. In the first part of the monograph, we focused on the process by which we put together a template for individual U3A and we focused on how we evaluated it. The second part is focused on creating clear simple charts and graphs, in order to show the trends and development of U3A in Europe. The third part is the most comprehensive as we looked at individual U3A in terms of their history, the present times and future. We did not forget the contacts or alternatively, social networks (Facebook, YouTube, Twitter). We enriched this information with photos which show a more realistic picture of the activities offered. In the last section, we described other important information learned from a questionnaire and described it clearly. This final information can aid greatly to the development of senior education, not only to the organization itself, but also to the methodical development. We believe this publication is going to urge the progress of senior education in Europe and it is going to aid in drawing attention to the words – University of the third age. STASTICAL FIGURES ASSOCIATED WITH THE UNIVERSITIES OF THE THIRD AGE – BEST PRACTICE To find information how U3As in Europe is managed is difficult. We tried to prepare a publication in which we gave space to all U3A within project TEMPUS and we complemented them by adding U3A with the best experiences and practices, which we know from international projects in Europe. We did not choose to address unknown partners but we addressed organization and people who already worked with us and we can rely on their cooperation. 1.1 Template Forasmuch as we cooperate with many UTAs in Slovakia and also abroad, we decided to create a template and send it to individual U3As. We wanted to obtain the largest representation of countries in Europe for the monograph, but on the other hand, we only addressed partners with whom we have a well-established international cooperation and we know they work with senior students beyond what is standard and they have a lot to offer to other U3A in Europe. 1.1.1 Creating a Template Despite mentioned risks we created following template: 1) Contact Name and surname of statutory representative, phone number, mobile phone number, e-mail, web page with links, English language version, address, other data relating to social networking sites (Facebook, YouTube, Twitter, Google plus) and logo. 2) History When was the U3A established, by who and whether there were any difficulties in the process of establishment. 3) Present What interesting activities they offer, what national

Nariman Gasimoglu PROBLEMS OF MUSLIM BELIEF IN AZERBAIJAN: HISTORICAL AND MODERN REALITIES Religiosity in Azerbaijan, the country where vast majority of population are Muslims, has many signs different to what is practiced in other Muslim countries. This difference in the first place is related to the historically established religious mentality of Azerbaijanis. Worth noting is that history of this country with its Shia Muslims majority and Sunni Muslims minority have registered no serious incidents or confessional conflicts and clashes either on the ground of inter-sectarian confrontation or between Muslim and non-Muslim population. Azerbaijan has never had anti-Semitism either; there has been no fact of oppression of Jewish people living in Azerbaijan for many centuries. One of the interesting historic facts is that Molokans (ethnic Russians) who have left Tsarist Russia when challenged by religious persecution and found asylum in neighborhoods of Muslim populated villages of Azerbaijan have been living there for about two hundred years and never faced problems as a religious minority. Besides historical and political reasons, this should be related to tolerance in the religious mentality of Azerbaijanis as well. Features of religion in Azerbaijan: historical context Most of the people living in Azerbaijan were devoted to Tengriism (Tengriism had the most important place in the old belief system of ancient Turks), Zoroastrianism and Christianity before they embraced Islam.

ADMISSION OF STUDENTS TO HIGHER EDUCATION INSTITUTIONS Admission of students to higher education institutions of the Republic of Azerbaijan for the academic year of 2010 – 2011 was held by the State Students Admission Commission (SSAC) in full conformity with the “Admission Rules to higher education institutions and to specialized secondary education institutions on the basis of complete secondary education of the Republic of Azerbaijan”. According to admission rules, admission to all civil higher schools, special purpose education institutions of Ministry of Defenсe, Ministry of Internal Affairs, Ministry of National Security, Ministry of Emergency Situations, and State Border Service has been held in a centralized way. At first sight, although there are annually repeated procedures and regulations, activities of SSAC are improved year by year, in general. Innovations, first of all, derive from the necessity of taking into consideration the development demand of education system and qualified provision of the youth’s interests to education. Therefore, proposals from the public to SSAC are analyzed, demands of graduates are studied, summarized, and changes are made in necessary cases. The innovations are intended to provide the integration of logistics, content and technology of admission examinations into the international standards. The following innovations were applied in the process of admission examinations to higher and specialized secondary education institutions for the academic year of 2010 – 2011: 1. After adoption of law of the Republic of Azerbaijan “On education”, this year for the first time winners of international competitions and contests have been admitted to corresponding specialities out of competition.
