1.0 GENERAL INFORMATION 1.1 Introduction M/S. ETA Technopark Limited Has Its Information Technology Park – Special Economic Zo Terms of Reference (ToR) ETA Technopark Limited 1.0 GENERAL INFORMATION 1.1 Introduction M/s. ETA Technopark Limited has its Information Technology Park – Special Economic Zone (SEZ) located at S. No 95/1, 95/2, 95/3, 95/4, 95/5, 96/1, 96/2A, 96/2B etc of Navalur Village, Thiruporur Taluk, Kanchipuram District , Tamil Nadu. The Ministry of Environment & forests (MOEF) has accorded Environmental Clearance to this project in June 2007 for the total built-up area of 2,64,713 Sq.m. After obtaining EC, The Proponent has developed the project for the Total Built up Area of 2,40,989 Sq.m, for which Consent to Operate is obtained from TNPCB and after it is put in operation. Now the proponent is planning to expand the project development to a Total Built up Area of 6,03,919 Sq.m. Hence for obtaining the Environmental Clearance for their proposed expansion from the SEIAA, Tamil Nadu, M/s. ETA Technopark Limited has engaged the services of M/s. Eco Services India Private Limited., Chennai for preparing Environmental Impact Assessment (EIA) report and to prepare the Environmental Management plan for the IT Park. 1.2 Profile of the Project Proponent: M/s ETA Technopark Limited, 4th Floor, Chennai Citi Centre, 10 & 11, Dr. Radhakrishan Salai, Mylapore, Chennai- 600 004. The total built-up area of the proposed project is 6,03,919 Sq.m. 2.1 Goals and objectives: This project development is a major landmark in the Navalur area comprising of office space for IT/ITES. The project will contribute to the development of the skilled and professional work force in the region. Based on this project expansion there is a lot of scope for infrastructure development. The concerned villages may extend their infrastructure facilities such as sewer line connection, water supply through pipe line, daily solid waste collection, telephone, cable TV and other development works to the project Project Site Index Map of the Project Area] 2.2 Man power requirement : About 500 skilled and unskilled laborers will be employed during peak construction period. Ltd., Page_4 Terms of Reference (ToR) ETA Technopark Limited 2.5 Source of Water and Consumption : During Construction phase: Total water required during the construction phase will be 60-80 KLD, which will be sourced through Private Tankers. During Operation phase: Total water requirement during the operation phase will be 2506 KLD of which daily fresh water requirement will be 659 KLD, which will be sourced from Private Tankers. Apart from domestic use, flushing, gardening and water cooling requirement details are given below: Flushing water Requirement : 1318 KLD (Sources rom treated Sewage) HVAC Requirement : 475 KLD (sourced from STP treated water) Gardening water Requirement : 54 KLD (sourced from STP treated water) 2.6 Power Requirement : As per the EC Letter, power requirement of the project is about 18 MW and which is be sourced from the nearby TNEB grid and distributed through the transformers within project premises. For emergency purposes, DG sets of the following capacities are installed. 6 Nos. of 1500 kVA 4 Nos. of 2000 kVA 1 No of 1000 kVA In this project expansion, total power requirement of the project is estimate as 40 MW which will be sourced from the TNEB transformers within the project premises. The following DG sets with were proposed 6 Nos. of 1500 kVA 4 Nos. of 2000 kVA Additionally 11 Nos. of 2000 kVA - (In which existing 1 No of 1000 kVA as per EC, will be replaced by 1 No of 2000 kVA) 2.7 Connectivity to the city centre, utilities and transportation network community facilities: The project site is located adjoining the Rajiv Gandhi Salai (OMR). Railway station is located at 14.3 Km aerial distance from the project site whereas Chennai International Airport is located approximately 21 Km away from the project site. 2.6 Parking requirement : Parking is proposed to be provided in the basement, surface, ground and stilt floors. Parking facility for 3890 car parks are provided against requirement of 3888 Nos of car parks as per CMDA Norms and 7780 Nos of two wheelers parks are provided against requirement of 7776 Nos of two wheelers parks. Ltd., Page_5 Terms of Reference (ToR) ETA Technopark Limited 2.7 Environmental liability of the site: Project site is an existing development seeking vertical expansion and hence not much excavation activity will take place. 2.8 Type of building material to be used: Cement, White Cement, Steel Metal, Metal, Sand, Bricks, Binding wire, granite/Marble Tiles, Paint, Plaster, Wood, and Aluminum will be used for the proposed project.

In spite of the district’s top-notch status in terms of high educational, human development index and humungous industrial productivity, given its geography, climate and certain other socio-political attributes, the district administration and its people have to co-exist with the probabilities of hazards like floods, cyclone, Tsunami, drought, heat wave, lightning and chemical, biological, radiological and nuclear emergencies. The Disastrous events in the recent past like the Tsunami of 2004, the catastrophic floods of year 2015, the cyclone of year 2016 and most recently the COVID-19 pandemic, will serve as a testament to the district’s vulnerability to such hazards. How the society responds to such vagaries of nature decides the magnitude and intensity of the destruction that may entail hazardous events. It is against this back drop, the roll of the District Disaster Management Authority can be ideally understood. The change in perspective from a relief- based approach to a more holistic disaster management approach has already begun to gain currency among the policy makers due to its substantial success in efficient handling of recent disasters across the globe. The need of the hour, therefore, is a comprehensive disaster management plan which is participative and people-friendly with the component of inter- departmental co-ordination at its crux.

    CHENNAI BASIN Introduction The Chennai basin group rivers are situated between latitudes 12o 30’ 00’’ to 13 o35’00’’ N and longitudes 79o15’00’’ to 80o22’30’’E and is located into the northern part of Tamil Nadu. The Chennai Basin Group of rivers is Araniar, Korattalaiyar or Kosasthalaiyar, Cooum and Adyar and small minor stream on the southern part of the basin. The Chennai basin comprises of 8 sub basins as shown in Plate:CHE-02. The northern part of Chennai basin is occupied by Andhra Pradesh and Pulicat lake, south and west by the Palar river basin and east by Bay of Bengal. The total geographical area of Chennai basin within Tamil Nadu is 6118.34 sq km totally. It covers in the Survey of India toposheets 57‘O’, 57 ‘P’, 66’C’, and 66 ‘D’ and it also covers in Chennai, Kancheepuram, Thiruvallur and Vellore districts.
