Minutes of 382nd Meeting of the SRC held from 26th – 27th November 2019 The 382nd Meeting of the Southern Regional Committee (SRC), National Council for Teacher Education held from 26th – 27th November 2019 at the Conference Hall, SRC, NCTE, New Delhi. The following Members were present: 1. Dr. K. K. Shine Chairperson 2. Prof. Ramesh Ghanta (Retd.) Member 3. Prof. Vishnukant S. Chatpalli Member 4. Dr. Chandra Prakash Reddy Member 5. M. At the outset Dr. Anil Kumar Sharma, Regional Director and Convener, SRC welcomed the Chairperson and all members and apprised about the work done by the SRC alongwith the directions received from NCTE Hqrs. The Committee taken up following matters as the Table Agenda. 01. Language Pandit Colleges/course in the State of Telangana- Direction of the Hon’ble Court order in respect of W.P. No. 5634 of 2019 dated 29th April 2019 The SRC in its 380th meeting decided to constitute a Sub-Committee to look (Prof. Mahesh Baxi) (Prof. S Mani) (Prof. Ramesh Ghanta) (Prof. Vishnukant S. Chatpalli) (M. Nadanasabapathi) (Dr. Chandra Prakash Reddy) (Dr. Anil Kumar Sharma) (Dr. K.K. Shine) Regional Director & Convener Chairman, SRC Page 1 of 150 Minutes of 382nd Meeting of the SRC held from 26th – 27th November 2019 into the issue of matter pertaining to Language Pandit Colleges/courses as the matter is before the Hon’ble High Court, Telangna (W.P. No. 5634 of 2019 dated 29th April 2019. Since the matter pertains to the equivalency between two courses and the same is subject matter of NCTE Hqrs, hence, the Committee decided to forward the matter to NCTE Hq. for perusal. Accordingly the SRO has forwarded the matter to the Member Secretary, NCTE Hqrs. As such the Sub-Committee constituted will automatically dissolved. 02. Mother Teresa Women’s University, Anandagiri, 4th Street, Kodaikanal Taluk & Post, Dindigul District – 624101, Tamil Nadu (File No. SRCAPP2181, Course – B.Ed (ODL) The Committee perused the issue of recognition for B.Ed. (ODL) programme proposed to be offered by Mother Teresa Women’s University, Kodaikanal and decided to serve a final Show Cause notice to the University. Till then the University is directed not to make any admissions. RD, SRC is directed to send an e-mail to the University in response to their e-mail about not making the admissions. Sri Raghavendra College of Education, H.No. 2-5-104, Satram Street, Allagadda, Kurnool District – 518543, Andhra Pradesh (File No. APSO7445, Course – B.Ed) The original files of the Institution along with other related documents, NCTE Act, 1993, Regulations Guidelines issued by NCTE from time to time and documents furnished by the institution were carefully considered by the SRC and the following observations were made: - On the perusal of the original documents and records made available in the file. The Committee noted that the matter is related with the RPRO, therefore, VT is not required to be conducted. The Committee decided that the continuation order be issued to Sri Raghavendra College of Education, H.No. 2-5-104, Satram Street, Allagadda, Kurnool District – 518543, Andhra Pradesh for B.Ed programme for 2 units (50 students each unit) subject to submission of the following:- (i) Latest faculty list duly approved by the affiliating university. College of Teacher Education, Peringathur Post, Thalassery (via), Kannur District- 670675, Kerala. File No. – APSO9305, Course – B.Ed. The original files of the Institution along with other related documents, NCTE Act, 1993, Regulations Guidelines issued by NCTE from time to time and documents furnished by the institution were carefully considered by the SRC and the following observations were made: - It has been observed that the institution did not submit any compliance of Show Cause Notice (SCN) issued on dt. 13.03.2019. In view of the above the institution shall be required to make representation on the above points and submit documentary evidence as per provision of the NCTE Regulations, 2014. In addition to the above, the institution shall also be required to submit following documents/clarifications: - 1. The institution has not submitted a certified copy of land documents. The institution is required to submit certified copy of land documents issued by concerned Tehsildar /Revenue Officer. (If the same are in Regional Language the institution is also required to submit notarised copy of English version of land documents) 2. The institution has not submitted a copy of Land Use Certificate. The institution is required to submit an attested/notarised copy of Land Use Certificate issued by the Competent Authority. 3. The institution has not submitted a copy of Non - Encumbrance Certificate issued by the Competent Authority. The institution is required to submit an attested/notarised copy of Non - Encumbrance Certificate issued by the Competent Authority. The institution has not submitted a copy of approved building plan. The institution is required to submit an attested/notarised copy of the approved Building Plan (if institution is running more than one Teacher Education programme, it shall be required to submit an exclusive earmarked building plan for each of the recognised Teacher Education programme) 5. An attested/notarised copy of site plan showing all the plot/Survey No. mentioned in the land documents in one location alongwith land area and built up area. 6. The institution has not submitted a copy of Building Completion Certificate. The Institution is required to submit an attested/notarised copy of Building Completion Certificate issued by the competent authority. 7. The institution is required to submit Staff list duly approved by the Registrar of the affiliating body as per the prescribed Format. (In case the institution is running more than one teacher education programme, it is required to submit staff list duly approved by the Affiliating body for each of the recognised teacher education programme being run by the Institution.) 8. The institution has not submitted original FDRs to the SRC, NCTE The institution is required to submit a “Form A” issued by the respective Bank Manger towards creation of FDR of Rs.7 lakh and 5 lakh, totalling Rs.12 lakh towards Endowment Fund & Reserve Fund into joint account for a duration of 5 years alongwith a copy of the FDRs 9. The institution shall be required to submit an Affidavit clearly stating status about land & building and Management (Society/Trust) at the time of recognition and its present status giving following details (i) Details of land & building available at the time of recognition with the Institution (ii) Details of land & building now available with the Institution (iii) Status of Management at the time of recognition and its present status In case of change of land & building or the Management at the time of recognition and thereafter the institution is required to specify the reasons thereof. Therefore, the Committee decided to issue Final Show Cause Notice u/s 17 of NCTE Act, 1993 before withdrawal of the recognition on the grounds mentioned above to the institution. The institution is required to submit the documents within 21 days from the date of issue of Final Show Cause Notice. 02 Institute of Advanced Study In Education, Town Hall Road, Trissur-680020, Kerala. File No. – AOSO0274, Course – B.Ed.. The original files of the Institution alongwith other related documents, NCTE Act, 1993, Regulations Guidelines issued by NCTE from time to time and documents furnished by the institution were carefully considered by the SRC and the following observations were made: - The institution has not submitted reply to Show Cause Notice issued on 13.03.2019.

    Singareni Collieries Company Limited Annexure - III BRIEF SUMMARY OF JALAGAM VENGAL RAO OPENCAST MINE - II EXPANSION The Singareni Collieries Company Limited (SCCL) is operating Jalagam Vengal Rao Opencast Project - II (JVR OCP - II), Coal Mining Project located in Kommepalli Village, near Sathupalli Town, Sathupalli Mandal in Khammam District of Telangana State for which MoEF&CC, GoI accorded environmental clearance vide letter No.J-11015/268/ 2007-IA.II(M) dated 28 th March 2010 for the production capacity of 4.00 MTPA Normative (Peak 5.00 MTPA) in ML area of 1409.81 ha over a period of 54 years. Jalagam Vengala Rao Opencast Project-II and Jalagam Vengala Rao Opencast-I Expansion Project are existing opencast coal mine projects located adjacent to each other at Ayyagaripeta and Kommepalli Villages near Sathupalli town in Sathupalli Mandal, Khammam District of Telangana State. The present proposal is for expansion of JVR OCP - II for enhancing coal production from the existing normative capacity of 4.00 MTPA (Peak 5.00 MTPA) in a Project area of 1409.81 ha to a capacity of 10.00 MTPA in a Project area of 1910.09 ha (Total Land requirement is 1953.46 ha which includes 43.37 ha of Colony Area) by annexing the adjacent Jalagam Vengala Rao Opencast - I Expansion Project, under the of name of Jalagam Vengal Rao Opencast Mine - II Expansion . Further, it is also proposed to construct a Coal Washery with in the project area with 4.00 MTPA capacity to wash the average G-12 grade coal to attain G-9 grade coal with 65.89% yield.
