The 382nd Meeting of the Southern Regional Committee (SRC), National Council for Teacher Education held from 26th – 27th November 2019 at the Conference Hall, SRC, NCTE, New Delhi.

The following Members were present:

At the outset Dr. Anil Kumar Sharma, Regional Director and Convener, SRC welcomed the Chairperson and all members and apprised about the work done by the SRC alongwith the directions received from NCTE Hqrs.

The Committee taken up following matters as the Table Agenda.

into the issue of matter pertaining to Language Pandit Colleges/courses as the matter is before the Hon’ble High Court, Telangna (W.P. No. 5634 of 2019 dated 29th April 2019.

Since the matter pertains to the equivalency between two courses and the same is subject matter of NCTE Hqrs, hence, the Committee decided to forward the matter to NCTE Hq. for perusal. Accordingly the SRO has forwarded the matter to the Member Secretary, NCTE Hqrs.

As such the Sub-Committee constituted will automatically dissolved.

02. Mother Teresa Women’s University, Anandagiri, 4th Street, Kodaikanal Taluk & Post, Dindigul District – 624101, Tamil Nadu

The Committee perused the issue of recognition for B.Ed. (ODL) programme proposed to be offered by Mother Teresa Women’s University, Kodaikanal and decided to serve a final Show Cause notice to the University.

Till then the University is directed not to make any admissions. RD, SRC is directed to send an e-mail to the University in response to their e-mail about not making the admissions.

The Committee perused the reply of the institution stating that the institution opted to run only one basic unit of 50 students, hence there is no need to furnish any information sought in the Show Cause Notice.

The Committee decided that even though the institution(s) are running one unit of 50 students, the management should submit all the document/information asked through SCN, otherwise the recognition will be withdrawn.

(i) It is observed that the matter was placed before SRC in its 377th meeting held on 03rd & 4th July 2019 wherein it was decided to issue Final Show Cause Notice to the institution for both M.Ed and B.Ed – AI. Accordingly, a Final Show Cause Notice was issued on 24.07.2019. The institution has not yet submitted any clarification / documents against the Final Show Cause Notice.

Hence, the Committee decided to withdraw the recognition granted to Fathima Memorial Training College, Pallimukku, Vadakkevila Post, Kollam-691010, Kerala for conducting B.Ed – AI & M.Ed. course w.e.f. the next academic session under clause 17(1) of NCTE Act, 1993 on the grounds mentioned above.

The Committee also observed that the institution is also running B.Ed (APSO0483) course. On the perusal of the original documents and records made available in the file. the Committee observed the institution was issued a Show Cause Notice on 10.10.2019 to submit the documents mentioned therein. The Committee noted that the SRC in its 375th meeting held on 13 – 14 May 2019 withdraw the recognition for B.Ed course. Accordingly, a withdrawal order was issued on 12.06.2019.

Further, aggrieved by the order of the SRC, the institution preferred an Appeal before the Appellate Authority of the NCTE. The Appellate Authority vide order No. 89-344/E- 133651/2019 Appeal/31st Mtg. – 2019/15th October 2019 /84011 dated 06.11.2019 and the Council remanded back the cases to the SRC.
