Preamble The UEFA Intertoto Cup is a UEFA club competition embodied in the UEFA Statutes. The present regulations govern the rights, duties and responsibilities of all parties participating and involved in the preparation and organisation of the UEFA Intertoto Cup. I Entries – Duties Article 1 Entries for the competition 1.01 Sixty-one clubs are entitled to take part in this competition. On the basis of the entries received, the UEFA Administration determines, in good time, the number of participants per member association and, therefore, the definitive field of participants for the first, second and third rounds. The UEFA Administration also determines admission criteria. 1.02 The exact number of participants per national association in the 2005 UEFA Intertoto Cup, as well as the stage at which they enter the competition (first, second or third round), will be determined on the basis of the coefficient rankings (see Annexe Ia). An association can have a maximum of one seed in the third round and one seed in the second round. In accordance with the competition format, a maximum of two clubs per association may take part. If any vacancies arise, an association may be entitled to a third place and an additional seed (see paragraph 1.03). 1.03 If, before the start of the competition, any places become vacant in the three different competition groupings (first, second or third round), they will be allocated to the best-placed associations in the coefficient rankings which have expressed their interest in any such vacancies, thereby ensuring that each of the three aforementioned groups are complete. 1 1.04 Associations are entitled to enter only top-division clubs that, in principle, finish their domestic championship in a position immediately below those that qualify for the UEFA Cup, and that have indicated their willingness to take part in the UEFA Intertoto Cup. In principle, and where applicable, clubs may take part in the UEFA Intertoto Cup if they finish their domestic championship in the following positions: a) Associations entitled to two participants: Clubs ranked 12th or higher b) Associations entitled to one participant: Clubs ranked 8th or higher 1.05 The UEFA Administration is entitled to grant exceptions to the provisions of paragraph 1.02 and 1.04. 1.06 If two clubs from the same association do not enter the competition at the same stage, the club which finishes the domestic championship in the higher position will enter the competition at the later stage. 1.07 Associations in which the domestic championship and/or cup competition have not been completed by the entry deadline (6 June 2005) may only enter clubs for the UEFA Intertoto Cup that can no longer qualify at that point for either of the other two UEFA club competitions. 1.08 Clubs must be entered by name by means of the official entry form, which must reach the UEFA Administration by 6 June 2005, together with all other required documents. The club may use the name under which it is officially registered; however, the UEFA Administration may use a different name, according to the principles set by the Club Competitions Committee (hereinafter the Committee). An entry fee of CHF 200 per club is charged. The UEFA Administration debits this fee directly from the account of the national association concerned. 1.09 In order to participate in this competition, clubs must not only qualify on sporting merit, but also require a licence, which may be obtained from their respective national association in accordance with the national club licensing manual for the 2005/06 season. The national club licensing manual must have been approved in advance by UEFA in accordance with the UEFA Club Licensing Manual (Version 1.0). A club which has qualified on sporting merit but is not allowed to enter the competition because it has not obtained a licence will be replaced by a club nominated by the national association on the basis of the rankings in the top domestic league championship and on condition that the club concerned is licensed for the corresponding season. The provisions of Annexe VII apply for further control procedures. 1.10 If above conditions are not observed, the UEFA Administration may declare the entry invalid, thereby precluding participation, or accept the entry. Such decisions are final. 2 Duties 1.11 On entering the competition, participating clubs and their respective national associations undertake, in particular: a) to stage all matches in the competition in accordance with the present regulations, and to field their strongest teams; b) to observe the principles of fair play (see Fair Play Definition in Annexe V); c) to comply with the provisions of the UEFA Binding Safety and Security Instructions; d) to comply with the provisions of Annexe VI concerning the Sporting Integrity of the UEFA Club Competitions. Consequently, clubs must provide the necessary information to the UEFA Administration fully and truthfully in writing by the deadline set out in paragraph 1.08. The UEFA Administration reserves the right to request further written evidence either from clubs or any other third party, to ensure that the provisions of Annexe VI are respected. 1.12 UEFA is entitled to use photographic, audio-visual and visual material of players and officials, as well as the club name, emblem and team shirt, for non-commercial purposes within the framework of the competition. On request, the clubs must supply UEFA – free of charge – with the appropriate material, as well as the necessary documentation. UEFA is entitled to make photographic, audio-visual and visual material available to the media for editorial purposes. II Trophies and medals Article 2 Trophies 2.01 The three winners of the final matches receive a UEFA Intertoto Cup trophy. Medals 2.02 Twenty-five gold medals are presented to the winning club, and 25 silver medals to the runners-up. Additional medals may not be produced. III Organisation – Responsibilities Article 3 UEFA organisation 3.01 The UEFA Chief Executive (hereinafter CEO) is the highest operational management organ.
