South Shore Family Outreach Resource Centre & Healthy Baby South Shore Family Outreach Resource Centre & Healthy Baby Club Phone: 709-789-3300 E-mail: [email protected] Summer 2017 The Family Outreach Resource Centre is a non-profit organization that provides support and programs for parents with children ages 0 – 6. The South Shore Family Resource Centre offers drop- in playgroups, parent and child programs, Healthy Baby Club in the town halls of Lark Harbour and Benoit’s Cove, which services the communities of Humber Arm South. Drop-In Playgroups: Our playgroups are set up with areas to provide a chance for your child to paint, play with play dough, play house, build with blocks, play with a sand/water table and have fun. Each playgroup includes a healthy snack, and a chance to share songs, storybooks and fun at Circle Time. The informal setting provides parents with the opportunity to socialize and meet other families. All of our programs are free. The Healthy Baby Club Pre-Kindergarten This is a prenatal and postnatal program that For our fall/winter schedule we will be offering a 12 promotes healthy choices; helping families have the week program for children who will be attending healthiest baby possible.     CITY OF CORNER BROOK SUBMISSION TO ELECTORAL BOUNDARIES COMMISSION Good evening and thank you for the opportunity to present comments with respect to the proposed boundary changes to the electoral districts in Newfoundland and Labrador. As a Council we fully recognize the difficult task the Commission faces in balancing many competing objectives. Our Council clearly understands the mandate of the Electoral Boundaries Commission. Our presentation today will focus on the proposed districts for Corner Brook and how we feel it will impact our constituents. At the outset I would like to voice our opposition to the reduction of seats from forty-eight to forty. I believe the reduction of seats will have a detrimental impact on rural Newfoundland and particularly communities outside the Avalon Peninsula. It is our overall recommendation that the status quo of forty eight seats in the House of Assembly remain in place. Given that the Commission has submitted a proposal to divide the province into forty districts we submit the following feedback. Under the proposed electoral boundaries districts the City of Corner Brook will be divided among three electoral districts: ● Corner Brook District: Corner Brook residents represent 100 % of the population of this district. This will certainly be advantageous for the residents in this district as constituents will have one member representing the concerns for Corner Brook residents only ● Humber North District: Corner Brook residents make up approximately 31% of the Humber North District which is a very

  • Case Studies from Western Newfoundland
    Reconstructing Heritage and Cultural Identity in Marginalised and Hinterland Communities: Case Studies from Western Newfoundland Rainer Baehre Abstract This essay examines the issue of missing heritage, cultural identity, and regener- ation of two historically marginalised communities in the Humber River Basin region of western Newfoundland, Canada: Woods Island and Crow Gulch. This region was shaped by the implementation of international treaties which restricted settlement until the turn of the twentieth century by Britain, France and the United States. The first case study focuses on a former fishing commu- nity in the Bay of Islands, Woods Island, whose prosperity once coincided with the need by large fish producers based in Gloucester, Massachusetts; they relied on the Bay of Islands for a herring bait fishery to conduct their operations, making the location one of the most important sources of supply in the North Atlantic. Issues surrounding treaty rights and access to this region’s resources resulted in international arbitration and The Hague Tribunal of 1910, and set a legal precedent for opening up global access to the world’s oceans. A half- century later, in the face of the forces of ‘modernisation’, Woods Island was resettled under pressure from the Newfoundland government, as part of a larger strategy to transform the island’s society and economy. Its heritage remains however important to former residents and their families in understanding a world now lost. The second case study explores an abandoned underclass com- munity, consisting mostly of residents with French/Aboriginal background who were largely discriminated against because of their ethnicity. While also no longer in existence, Crow Gulch in its iconic role is significant in the wake of a recent major Mi’kmaw resurgence in Western Newfoundland.
