Pursuant to House Rule No. 23, the Clerk called the House to order. Representative Grendell was selected to preside under the Rule. The journal of yesterday was read and approved. INTRODUCTION OF BILLS The following bills were introduced: H. B. No. 495 - Representative Stein. Cosponsors: Representatives Riedel, Kick. To amend section 4503.04 of the Revised Code to increase the motor vehicle registration period for a farm bus. H. B. No. 496 - Representatives Stein, Hoops. Cosponsors: Representatives Seitz, McClain, Riedel, Hambley, Kick. To enact section 909.19 of the Revised Code to grant specified apiary owners immunity in personal injury or property damage cases involving bee stings. H. B. No. 497 - Representatives Lightbody, Russo. Cosponsors: Representatives Miranda, Skindell, Boggs, Galonski, Howse, Leland, Liston, Smith, K., Lepore-Hagan, Crawley, Ingram, Weinstein, Sobecki, Sheehy, Boyd, Hambley. To amend section 6111.041 and to enact section 6109.26 of the Revised Code to require the Director of Environmental Protection to adopt rules establishing maximum allowable contaminant levels in drinking water and water quality standards for certain contaminants. Said bills were considered the first time. REPORTS OF STANDING AND SELECT COMMITTEES AND BILLS FOR SECOND CONSIDERATION Representative Lepore-Hagan submitted the following report: The standing committee on Commerce and Labor to which was referred H. B. No. 199-Representative Patton, et al., having had the same under consideration, reports it back and recommends its passage. RE: LICENSES COMMERCIAL ROOFING CONTRACTORS 1618 HOUSE JOURNAL, THURSDAY, FEBRUARY 6, 2020 Representative Patton moved to amend the title as follows: Add the names: "Lightbody, Sheehy" GAYLE MANNING MICHELE LEPORE-HAGAN CINDY ABRAMS JUANITA O. The bill was ordered to be engrossed and placed on the calendar. Representative Lepore-Hagan submitted the following report: The standing committee on Commerce and Labor to which was referred H. B. No. 263-Representative Koehler, et al., having had the same under consideration, reports it back as a substitute bill and recommends its passage. RE: REVISE OCCUPATIONAL LICENSE RESTRICTIONS FOR FORMER CRIMINALS Representative Dean moved to amend the title as follows: Add the names: "Brent, Edwards, Sheehy" GAYLE MANNING BILL DEAN MICHELE LEPORE-HAGAN CINDY ABRAMS JUANITA O. The bill was ordered to be engrossed and placed on the calendar. BILLS FOR THIRD CONSIDERATION Sub. H. B. No. 151-Representative Carfagna. Cosponsors: Representatives Carruthers, Edwards, Ginter, Hood, LaTourette, Lipps, Manning, D., O'Brien, Plummer, Roemer, Schaffer, West. To amend sections 4734.04, 4734.05, 4734.15, 4734.25, 4734.283, HOUSE JOURNAL, THURSDAY, FEBRUARY 6, 2020 1619 4734.285, and 4734.31 and to enact sections 3702.98, 3702.981, 3702.982, 3702.983, 3702.984, 3702.985, 3702.986, 3702.987, 3702.988, 3702.989, 3702.9810, and 4734.151 of the Revised Code to create the Chiropractic Loan Repayment Program and to revise certain laws administered by the State Chiropractic Board, was taken up for consideration the third time. The question being, "Shall the bill pass?" Representative Oelslager moved that Sub. H. B. No. 151-Representative Carfagna, et al., be informally passed and retain its place on the calendar. The motion was agreed to without objection. Sub. H. B. No. 150-Representative Merrin. To amend sections 5726.01, 5726.02, 5726.04, 5726.06, and 5751.01 of the Revised Code to reduce the tax liability of newly formed banks by up to one million dollars per year for their first three years and to exclude the principal balance of mortgage loans sold by a mortgage lender from the lender's commercial activity tax gross receipts, was taken up for consideration the third time. The question being, "Shall the bill pass?" Representative Oelslager moved that Sub. H. B. No. 150-Representative Merrin, be informally passed and retain its place on the calendar. The motion was agreed to without objection. Sub. H. B. No. 341-Representative Ginter. Cosponsors: Representatives Seitz, Blair, Lightbody, Koehler, Liston. To amend sections 4723.52, 4729.45, 4729.553, 4729.80, 4730.56, and 4731.83 of the Revised Code regarding the administration of addiction treatment drugs and federal agency access to the Ohio Automated Rx Reporting System, was taken up for consideration the third time. The question being, "Shall the bill pass?" Representative Oelslager moved that Sub. H. B. No. 341-Representative Ginter, et al., be informally passed and retain its place on the calendar.
