USGAA Convention Standing Orders

In order to carry out the proceedings of the Convention without delay the following Standing Orders will be observed.

1. The Proposer of a motion or an amendment thereto may speak for 2 minutes, but not longer than 2 minutes.

2. A Delegate speaking to a motion or an amendment must not exceed 1 minute. A maximum of 2 delegates from one club may speak on a motion.

3. The Proposer of a motion or an amendment may speak a second time for 1 minute before a vote is taken, but no other delegate may speak a second time on the same motion or amendment.

4. The Chair may at any time he considers a matter has been sufficiently discussed call on the Proposer for a reply, and when that has been given, a vote must be taken.

5. A Delegate may, with the consent of the Chair, move “that the question be now put,” after which when the Proposer has spoken, a vote must be taken.

6. No motion, other than that properly before Convention, shall be considered.

7. Suspension of Standing Orders may only take place with the consent of two thirds of those present and voting.

8. Any motion seeking to amend or change a Bylaw must have a majority equal to three fifths of those present and voting. A simple majority of those present and voting is necessary to alter a Regulation.

9. The Chair of each Divisional Board shall be entitled to one vote. Each affiliated and registered Club present shall be entitled to two (2) votes even if only represented by one delegate.

10. The Chair may change the order of the items on the agenda with the consent of a majority of those present and entitled to vote.

Rob Tierney queried why there was a drop in Registered Clubs, and how many Dual Players were registered.

Tom Lagan addressed both questions.

Hurling Development Report – presented by Colm Egan.

Jon Ebers enquired as to the overall number of Hurling games during 2018.

Colm Egan estimated there were between 700-1,000 games, including informal intra-club leagues.

Saturday, November 11th, 9am:

Meeting was convened at 9am by Gareth Fitzsimons.

Opening addresses were made by John Bridges (on behalf of Chicago GAA), Gareth Fitzsimons (on behalf of USGAA) and Jerry O’Sullivan (Munster GAA), who all welcomed the delegates and wished them a successful convention.

Standing Orders were adopted, with the noting of one correction due to a change in the Official Guide.

Minutes of 2017 USGAA Convention (Held in Virginia Beach, Virginia) were adopted.

Bereaved:

A moments silence was held for those that passed during the year.

Presentation of Reports: Games Development Report – presented by Rob Tierney.

Vince Beach enquired as to the source of Global Games Development Funding, and the process of Allocation Decisions.

Rob Tierney addressed both questions.

Referee Development Report – presented by Hugh Duggan.

Central Council Delegates Report – presented by Paddy McDevitt.

Colm Egan brought up the issue of Irish-based units fund-raising in USGAA’s jurisdiction.

Paul Keane outlined steps being taken to address this matter.

Treasurers Report – presented by John Young.

1. Sean Gehrold enquired as to whether USGAA circulated a Budget Proposal.

John Young replied that there was no formal budget as such, and that, notwithstanding unforeseen events, costs were usually expected to be in-line with those of the previous years.

2. Vince Beach enquired as to the 2019 Insurance Costs

John Young addressed this by noting a 2019 Policy had not yet been sourced.

3. Tracey Rivera complimented USGAA on the approach to providing referees for the USGAA Finals.

4. Liam Moloney asked when the 2015 Insurance Overage would be distributed.

John Young responded that it was in process, and cheques would be issued in the near future.

5. Tom Regan enquired as to why the Feile Grant was listed in USGAA Reports.

John Young stated that this was due to a Croke Park process, but that it had been a straightforward pass-through with no impact on USGAA funds.

Secretary’s Report – presented by Paul Keane

1. Steve Shannon, Paul McGarry, Liam Moloney, John Bridges and Maurice Condon spoke on the need for civility and respect to be shown at all times, noting that this was clearly not the case in 2018.

Paul Keane thanked them for showing leadership on the matter.

2. Vince Beach brought up the matter of 2 Junior C Men’s Football competitions at USGAA Finals.

Paul Keane noted that 13 entries had been received for the Junior C Men’s Football grade, and that as 2017 Convention delegates had mandated no more than 8 teams-per-competition, USGAA’s options were limited.

3. Susan Pierce complimented USGAA on the Website overhaul.

4. Skip Hunter acknowledged composing one of the emails referenced and apologized for doing so.

5. Mary Beth Glaccum, Kevin Pearson and Anthony Picozzi suggested that the abusive nature of discourse in 2018 may have been a result of the attitude of USGAA Officers.

Paul Keane thanked all 3 for their contribution and addressed each claim individually.

6. John Farrell brought up the matter of the GPA not being inclusive.

Paul Keane addressed the issue, and outlined steps being taken to ensure GPA are aware of their responsibilities to GAA development.

7. Tracey Rivera thanked USGAA for the work that went into Player Welfare by ensuring all players are insured.

Niall Erskine (Chair World GAA Committee) addressed Convention and covered a number of topics in his comments.

2018 USGAA Club of the Year:

Charlotte James Connollys were announced as the Club of the Year.

Phelim Smith (Masita) presented Sean Murphy (Charlotte James Connollys) with a commemorative jersey in honor of the occasion.

1. Gareth Fitzsimons presented outgoing Munster Council Chair, Jerry O’Sullivan, with a token of gratitude in recognition of the work and support he has provided USGAA during his Term of Office.

2. Annie Redmond (Guinness) presented an overview of co-Marketing opportunities for USGAA and Guinness.

Address of Incoming Chairperson:

Bernie Connaughton addressed Convention and covered a number of topics in his comments.

A presentation was made to Outgoing Chairperson, Gareth Fitzsimons, in recognition of the work and dedication he had shown to USGAA during his Term of Office.

New Business:

1. Brittney Walsh asked that USGAA Committees be reflective of the diverse membership of the organization.

2. Tracey Rivera announced that the West Coast 7’s was scheduled for 2019 Memorial Weekend.

3. Tracey Rivera noted that State Farm had sponsored 2018 USGAA events.

4. On behalf of the Midatlantic Division, Brittney Walsh provided an update on the 2019 USGAA Finals.

5. On a proposal from Brittney Walsh, Convention directed that USGAA approach the GAA, LGFA and Association regarding a true “one-club” Affiliation Model.

6. Vanessa Asari enquired about the 2019 World Games. Niall Erskine addressed the question with some details as to dates and locations.

7. San Diego was selected as location for the 2019 USGAA Convention.

Liam Hegarty (RIP)

A mere 3 weeks after the 2018 USGAA Convention, we were stunned to lose our colleague and friend, Liam Hegarty, who had only recently taken up the position of USGAA Vice-Chairperson – just one of the various roles he was filling at the time of his passing.

A constant presence in GAA circles over the years, and involved in activities at all levels, ranging from youth to adult, club to national, meetings to games, Liam was fully committed to the successful growth of in the US.

Like all GAA members who have passed on, Liam made a valuable contribution that has shaped who and what the GAA is today in this country – for that, he will always be remembered fondly.

USGAA Games Development Report 2019

In partnership with Croke Park and Munster GAA, USGAA Games Development was involved in five main areas in 2019: • The Games Development Administrator (GDA) program, • Global Games Development Fund (GGDF), • New Adult Club Development Grant, • Coaching Seminar weekend development • Strategic Plan.

2019 Review

The GDA program continues to be an important part of USGAA’s Development Strategy.

2019 saw 3 GDA’s in place in the Central, Northeast, and Philadelphia Divisions (the Western Division used a project-based approach from March onwards as their GDA returned to Ireland).

The GDA’s, who are contracted by the USGAA (600hours per annum), work as part of their local Divisional Development Committee’s to design programs, deliver training, and develop links throughout the community to increase participation, help clubs to grow, develop talent, and support the volunteer base operating there.

For this program to continue to be funded it requires strong leadership at divisional level and all GDA divisions should have an effective Divisional Development Committee in place.

Highlights from the GDA program in 2019:

Central

• Detroit games, U12 and Teenage girls: In 2019 Chicago St Jarlaths played very successful travel games with Detroit Harps Youth GAA. The games played were the first such games played in 20+ years and never in Hurling. In June Detroit travelled to Gaelic Park with a U12 Boys team and a Teenage Ladies team. Chicago St Jarlaths returned the favor in September travelling for a game in Michigan.

The standard of game play was excellent, and more games are planned for Spring and Summer of 2020. At the Detroit leg St Jarlaths brought their Hurling equipment and a hurling game was played. The planning for 2020 is to play a round robin of Games in Kalamazoo (1/2 way) with a possible tournament in June with other Midwest cities and Toronto.

• U10 Camogie: In 2019 Chicago St Jarlaths had its first stand-alone Camogie team at U10 level for CYC. While we have players playing Camogie at all levels this is very encouraging to have numbers at U10. More importantly I have a dedicated Camogie coach for this age group. The goal is to target more Camogie Specific coaches and build a panel of coaches for this code.

• Homegrown players: Our American born players are progressing into Adult games. Many clubs in the city are catering for our Homegrown players. The USGAA ruling that allows players to move between the grades is a huge help and does allow our homegrown players to log significant playing time. In Chicago 2019 we had a very high population of Homegrown players playing at all levels including many performing at a high level in senior.

• Youth ref course: In 2019 I presented a Youth Ref course on both sides of town. While this was not a full referee certification, the structure was as follows: o Basic Rules of Gaelic Football. o The powers and duties of a Ref. o Expectations for officiating our Youth games and the different ages and codes. o CYC specific rules.

The structure established in 2019 can be further developed into a regular program to cater for our teenage players and our players aging into adult games. For 2020 I would also like to establish a doc and perhaps a class for Parents, many of whom are new to our games.

• Ladies Football October Tournament: In Oct 2019 Chicago GDA working with Erin Rovers Ladies Gaelic Football held a Ladies football tournament at Chicago Gaelic Park. While the inaugural tournament was one of fun and not so serious games it has set up future game opportunities between cities. Chicago (3 Adult teams plus Chicago Teenage ladies’ team), Miltown Gaels, Madison Ladies all took part.

Intercity games and tournament would be a welcome addition to the area teams 100+ players took part in the 2019 games and the event was a great success. In the USA October is breast cancer awareness month and this event also gave women of all ages a timely reminder on the personal health and some screening options available to them in the area.

Northeast

• Success for the Sean Og’s and Ladies Junior Team: The Sean Og’s competed for the second year in the Northeast Junior B Football Championship, and this year also expanded to compete in the Northeast Junior C Hurling Championship. The efforts to get the Sean Og’s up and running in 2018 were replicated this year to enter a team in the Northeast GAA Ladies Junior Football Championship for our youth players. With the Sean Og’s going on to win the 2019 Northeast GAA Junior C Hurling Championship and the girls team winning the 2019 Northeast GAA Junior Ladies Football Championship, it was a successful year for our minor players and great momentum was gained on the continuous efforts to better link youth players into adult clubs. The success of these relatively recent endeavors was best evidenced in the 2019 Northeast GAA Finals, where four former Sean Og’s players played in the Junior A Football Championship Final, three former Sean Og’s players played in the Intermediate Football Championship Final, and two former Sean Og’s players participated in the Senior Hurling Championship Final. We will be working through the initial stages of 2020 to establish a new club for the Ladies Junior team to play under, in line with the pipeline development club ethos of the Sean Og’s.

• New Club Development – Portland Fomorians GFC: The Portland Fomorians club was established in the later part of 2018, and with a lot of hard work and commitment from the club’s committee the Maine team successfully participated in the 2019 Northeast GAA Junior B Football competition. The team’s inaugural season saw them host several home games and grow substantially in numbers. With the addition of the Portland Fomorians, the Junior B Football Championship was the Northeast division’s largest competition for the 2019 season, with nine participating clubs.

• Boys and Girls Teams at the 2019 Feile Peile na nOg: 2019 was a historic year for the Boston Northeast GAA division’s youth program as it marked the fourth consecutive year that a boys Under 14 football team from the division participated in the Feile Peile na nOg, and the first year a girls Under 14 football team participated in the competition. The boys team fell short in their cup quarter-final, while the girls had a fantastic run all the way through the cup semi-final where they were beaten by the eventual winner, the Delco Gaels from Philadelphia. The Feile continues to be an excellent experience for players and families alike, and we look forward to again sending both boys and girls teams to represent the Boston Northeast GAA at the 2020 Feile Peile na nOg in counties Donegal, Tyrone, and Derry.

• Young Whistlers for 2019 Spring League: Following on from a hugely successful inaugural year of our Spring League for U8, U10, and U12 teams in 2018, this year we aimed to implement other games development objectives in the expansion of this program. Six older youth players (U16 and U18) completed a Referee’s Course in May, and officiated the Boston Northeast GAA Spring League games held through May and June. This proved to be a very successful initiative, allowing our young referees to gain valuable experience and offering another channel of involvement for our older youth players as they progress through the ranks.

• October Exhibition Games and Coaching Sessions/Workshop: The Boston Northeast GAA welcomed two visiting parties to the Irish Cultural Centre at the end of October for a day of exhibition games and on-field coaching sessions and workshops. A Boston select team played Kevin’s Hurling Club of Dublin in a friendly game before a joint hurling coaching session was held for youth players from the Northeast division and Kevin’s Hurling Club. The University of Ulster at Jordanstown men’s football team played a Boston select team in an , before conducting football coaching sessions for our youth players and taking both the girls and boys Feile teams for an excellent training session. Paul Rouse, Gaelic Games Development Coordinator at the University of Ulster at Jordanstown, also hosted a highly informative coaching workshop for youth and adult coaches.

Philadelphia • Club Development: This year we were able to introduce a new hurling club to the division, South Jersey Rebels. The competed in a new grade which we also developed within the Philadelphia Division with the aim to help new and developing clubs compete in games that will help their players and club as a whole. South Jersey Rebels have an aim to get their adult team sustainable and then we aim to introduce youth activity in their club. We are continuing to develop for next year as we have plans for another adult ladies’ team in the division as well as another adult camogie team.

• Liberty Bell Championships: We went with an early date this year for Liberty Bell as we were hosting CYC in July and didn’t want to exhaust our volunteers as well as expect travelling clubs to make the trip to Philadelphia twice in two weeks. Having the tournament in April we knew teams may struggle for numbers so we went for 7 a side games.

In memory of our friend Liam Hegarty who created the Liberty Bell Competition we decided to rename the competition in his honour. To date it has been our largest and most successful Liberty Bell Championships to date with 94 teams participating across all codes. We did experience a lot of rain on the day which seen our initial plan of 13 fields being cut to 6 but all in all we had a great day and were delighted with the continued growth and success for this.

• Inter-City Blitz Re-Structure: For some time now we held 3 big blitzes throughout the playing season, one hosted by Delco Gaels, one by Glenside and one by the Adult Board with the idea of a combined family fun-day. Before we would have set out our age-groups and played club v club. This year we changed the format, games were becoming non-competitive and, in some cases, no longer fun as they were always playing the same children. We decided to try setting dates and locations in the 3 different locations (same hosts) and welcoming all players/children.

When the children arrived, we split them up by age group and the coaches of the teams at that age group from the 3 youth clubs split the kids up using pennies into teams. We usually had 3 or 4 teams per age group, we played hurling first stopped for a short break and then football after. Games were 15mins and everyone played at least 2 games of each code. To conclude the small fun games, we played Glenside/Shamrocks v Delco so they could play with their club-mates.

• Coach Education: This year I carried out 2 Foundation Courses and 2 Award One Courses, the demand for level one was increased with Philadelphia hosting CYC which was great. On top of 25+ newly certified Award One coaches it was great to also have 20+ newly certified coaches attend a foundation course showing great enthusiasm and interest in what they were doing. This will only benefit or developing youth in great ways. Another great point I took from the numerous coaching courses this year was the number of adult players taking courses and getting involved with youth clubs as well as individuals who have outgrown the youth program and are returning to their youth club to help coach.

• Philadelphia GAA Scholarship in memory of Liam Hegarty: 2019 has been the first year Philadelphia GAA has been able to award a Scholarship to two individuals within our GAA community. Working alongside the adult board We created an application process which required the applicants to complete a 1-2-page essay on what the GAA meant to them. Essays were then made anonymous by me before being sent out to three neutral individuals to read and rank in order of quality. Each applicant was then invited to an interview and interviewed by three different neutrals before we sat and took the ranking of the essays and the interviews together and selected our two successful applicants. These two were awarded $500 each that was presented at the annual GAA dinner dance.

Applicants had criteria to meet before applying for example, current 8th graders, current active member of GAA club within the division, etc. We will continue to support these applicants for the next 4 years as they move through high-school. We were delighted to have the Friendly Sons of St Patrick come on board with this program and kindly donate an endorsement of $25,000 towards our Scholarship program. Our aim is to continue to create the link between youth and adult within the division as well as show kids and parents that the GAA wants the kids to stay with our sport.

Western

In 2019 the Western Division GDA Rory McKillion finished up. The Division decided to use a project approach.

Global Games Development Fund 2019 Total Distribution $58,657.20 (€52,800)

Applications were sought from Clubs, Regional/Divisional Boards and Governing Board for funding under the Global Games Development Fund. This call for proposals is being issued by the Gaelic Athletic Association (GAA) in conjunction with the Irish Department of Foreign Affairs & Trade.

In recognition of the fact that tremendous growth has occurred in recent years in the GAA’s International Units (like USGAA) it had been agreed to distribute funding to Games Development projects in these areas.

The Department of Foreign Affairs & Trade through its Emigrant Support Programme (ESP) partnered with the GAA on this project in recognition of the importance of the GAA in fostering closer links between Irish communities and networks abroad with Ireland.

The Fund provided financial support specifically for projects and initiatives that increase or improve opportunities for the Irish Diaspora and other communities abroad to play Gaelic Games. Through the provision of financial assistance, it was the aim of the Fund to support the Irish Diaspora and to strengthen Irish networks and Irish identity internationally.

The fund was available to the 6 non-GDA divisions in USGAA given that Croke Park & Department of foreign Affairs already provide GDA support to the other 4 divisions.

Other Programs

New Adult Club Development Grant: This year we created a grant to assist newly formed clubs, registering with the USGAA, to offset some of their initial expenses. In total a new club can expect to receive $2,500 over the course of 4 phases.

In 2019, the following clubs have begum this process receiving grants as follows: 1. Butte Montana Wolfe Tones GAA (Hurling) 2. Tulsa GAC (Hurling) 3. South Jersey Rebels (Hurling)

In addition, Development held calls with the following clubs who are expected to join in 2020 1. Portland Fomorians GAA (Football) 2. Grand Rapids (Football) 3. Los Angeles Mulhollands GAA (Ladies Football) 4. Little Rock Arkansas GAC (Hurling)

USGAA Coaching Seminars: We believe that a coach upskilling program could help greatly with future development of our players and teams. Many of our current coaches are former players who were skilled enough to play the game but may not have the technical skills to put together a successful coaching program. They may simply be the person who has the most time in a club to devote to coaching the players. While their efforts are greatly appreciated by their clubs, USGAA Games Development believes that providing additional practical on-field expertise for them is of primary importance.

In line with the GDA model of partnership between Croke Park/DFAT, USGAA and its Divisions we propose a partnership between Munster, USGAA and the 6 non-GDA Divisions (Heartland, Midwest, Mid-Atlantic, Northwest, Southeast, Southwest, and Northwest).

Each weekend would comprise of a Football/Ladies football and a Hurling/Camogie coach selected by Munster visiting each location providing in- class learning and on-field practical learning. Attendees will include adult and youth coaches from across the 6 non-GDA divisions, coaches from GDA divisions, players who may want to develop their abilities to coach, and others that are interested in learning from a coaching perspective

2020-2022 Strategic Plan: Games Development was involved in the March Strategic plan meetings held in Chicago. Prior to this a survey was sent to all clubs for feedback across a number of areas: - Adult & Youth on-field and off-field needs - Club coaching - Games program - Workshops - Games Development provided assistance - USGAA development assistance Most clubs completed the survey and the responses formed some of the basis for developments input to the Strategic plan. Responses were also forwarded to the chairs of the Ladies Football, Hurling, and Camogie Development committees.

Conclusion With Games Development Administrators in four of our divisions, the Global Games Development Fund assisting the other six, a plan and grant for new Adult clubs and the support of Munster for our coaching seminar weekends, USGAA Games Development continues to support the continued growth in games-based initiatives throughout the county.

I look forward to the publishing of the next Strategic Plan and delivering on its relevant action items.

I stand ready to continue to skill, upskill, educate and provide support for games based development and further contribute to the growth in the divisions, clubs, players and coaches of the USGAA.

I encourage all our delegates and members to consider development projects for the forthcoming year that would increasing games opportunities for your existing players, help recruit new playing/coaching members, develop camps and schools’ initiatives, educate and upskill members, increase refereeing levels, and continue your growth.

Report on the activities of the Hurling Development Committee (HDC) 2019

2019 was a very exciting year for Hurling/Camogie nationwide.

Our clubs are working extremely hard at creating game opportunities.

Tournament numbers (as approved by USGAA) 23 Hurling tournaments held in 2019.

Most Hurling cities run a club league with as many as 15+ games played during the league period. Cold weather cities also play indoor Hurling.

Hurling Registration numbers for the board area Based on the 2019 registration figures hurling players are constituted as follows.

Total registered playing population 1375 players. Include Camogie = 1822 516 Irish Born 37% 859 USA Born/Homegrown 62%

Camogie Population is Primarily USA born.

I encourage a review of where we are at with playing standards (including Refereeing) and have a 3-year plan for improving the skill level of our current playing population.

While new affiliations are very encouraging, I feel that we should not forget our established clubs and a plan to aid this group in improved coaching and playing standards would be welcome.

Playoffs 2019 • Men’s hurling accounted for 43 out of the 115 games played at the Playoffs, When including camogie games (23), the total number of hurling games has grown to 66 games. This represents 57% of all games played at 2019 playoffs. This is also 19 more hurling games than played in 2011. This is our 1st time in the history of the playoffs to have the majority of games played be Hurling.

2011 = 47 games of 95 The grading review initiated by the Hurling played Development Committee and completed by 2012 = 50 games of 106 USGAA board is very constructive. 2013 = 49 games of 108 2014 = 44 games of 94 I would encourage that this practice of a grading 2015 = 54 games of 115 review for playoffs be continued and in fact 2016 = 43 games of 93 completed earlier in June in time to correct any 2017 = 48 games of 101 anomalies prior to the Playoff draw. 2018 = 50 games of 102 2019 = 66 games of 115

Overall there were excellent competitions for all cups available.

Senior Hurling. In 2019 there was a return of Senior Hurling in Chicago. Boston and San Francisco had very well contested Senior Hurling championships.

At Playoffs an exciting overtime Senior Final played out to Vancouver JP Ryan winning their 1st ever USGAA Senior Hurling Title. While this club are Canadian Board they have contested Senior Hurling at USGAA Playoffs for many years and are fully deserving Champions after years of narrowly losing out

Camogie Development Committee Report

Review of 2019

Camogie has been steadily increasing in numbers in the US. In 2018, there were camogie clubs in 8 of the 10 divisions in the US. In those 8 divisions, there are 15 clubs total with 5 of those clubs in the Heartland Division, and 3 in the Mid-Atlantic.

The Camogie Development Committee has been tasked with continuing to grow Camogie within the US.

Tasks accomplished in 2019:

• Growth of USGAA Camogie Facebook page • Admin taken over by committee in 2017, has grown to more than 200 like and more than 200 follows

• Playing highlights:

o Multiple Camogie teams from the USGAA traveled to World Games – some club teams, divisional teams, and conglomerate across the US o Twin Cities Robert Emmet’s won Intermediate Camogie and will move up to Senior Camogie in 2020 o 17 Camogie teams at USGAA Finals (12 are in the USGAA)

• Established a 2019/2020 Budget Request plan that involves:

o Multiple Camogie blitzes (camogie play combined with upskilling of referees and coaches), o Creation of a promotional video that all camogie clubs can use, and o Assistance to primarily hurling clubs to expand into camogie.

World Games 2019.

In 2019 there was an opportunity for our USGAA teams to compete at the World games in Ireland. We had 10 Hurling teams compete (6 Hurling, 4 Camogie).

Here is a report from one of our participants. This player has had an extraordinary Hurling Journey, beginning her Hurling career at age 27.

While this is not an unusual story from our development clubs, getting the chance to play in Croke Park and returning to progress to the senior ranks of Camogie at the playoffs capped a memorable year.

There truly are some fantastic opportunities provided by our Sports and our Association.

“On Sunday, July 28th, 84 teams from around the world descended on Waterford for the beginning of the 2019 Renault World Games. The event kicked off with a parade through the city ending in a beautiful opening ceremony. The tournament was held at the pristine WIT arena

where the USGAA was represented in all four domains: hurling, camogie, ladies football and football. The first three days of the tournament were a blur with each team playing multiple matches each day. This group stage was intense and hard on the body making the excellent physio facilities a welcomed addition. The second evening was a highlight of the trip for many as a “twinning” event was facilitated by the host committee. Each “native born” team was paired with a local club for an evening of community, culture and sport. Many lasting connections and memories were made by all. Thursday brought semifinal day and the USGAA was well represented having the Heartland and MidAtlantic men playing in the hurling side and all 4 USGAA camogie teams making it to the camogie semifinals. In the end it was the Warriors and the Twin Cities Robert Emmet’s Camogie teams making it to the hallowed ground of Croke Park for the chance to become World Champions; an experience unlike any other for those in the USGAA and Croke Park did not disappoint. After the parade of teams welcomed them to the stadium both camogie squads fought hard under a beautiful sunny sky with the Twin Cities Robert Emmet’s camogie team emerging victorious with a score line of 6-7 to 0- 0. The TCRE Camogs finished the tournament undefeated with a record of 11-0-1. The 2019 Renault World Games was a class event and an outstanding opportunity for all involved regardless of the outcome of each individual team. The USGAA should be proud of their representation and the success of their teams at this tournament. A fantastic testament to all the hard work and development given by all“

College Hurling.

• 2019 College Nationals was held in Chapel Hill North Carolina.

o Two days of competitions between 10 schools with round robin and playoffs. o Pitt won with their first ever championship Purdue.

• Summer of 2019 was devoted to the first NCGAA All Star World Games team. Players were picked based on leadership, skill, attitude, and contribution to their clubs.

We had two weekends of training in Chicago to prepare where we played Naperville, Michael Cusack Chicago , and Madison hurling clubs.

The collegiate World Games team represented 6 schools from California all the way to the North East.

At the games the NCGAA Worlds team had a great experience meeting other teams and making new positive relationships with other North American teams.

• In Fall of 2019 which is the start of our season we had teams going to several tournaments which helped with player development. Madison, Holy City Cup, Mary Cosgrove, Akron, and Scruffy City cup in Knoxville as well as college v college games for camaraderie and support.

• We end our 2019 with three regional tournaments hosted in Montana, Pitt, and Charleston. This tourney is for college teams to play against other college teams and prepare for what to expect at Nationals with 15 teams participating this fall.

• Total of games played by NCGAA active clubs was 96 from our tally

Nationals for 2020 will be in Orlando March 14/15.

Youth Hurling Youth Hurling was strong at CYC 2019. @ CYC 2018 there was 117 Hurling games (19%) and 40 Camogie games (6%) …Total games played 623 (25% Hurling).

To provide more game opportunities for Hurling I would encourage all clubs to include Hurling in their existing tournament schedules.

To continue to grow we should also target Hurling/Camogie specific coaches. Many of the “homebased “players of the 90s/2000s have children filtering into the youth programs and I would encourage all clubs to recruit these retired hurlers.

Hurling/Camogie working hand in hand with existing Youth Gaelic football program will do nothing but strengthen all programs.

At U18 level for our USGAA county teams we had the most ever athletes attend camp that were Hurling only. We had a highly successful camp, but the Premier Game vs New York was very poor with USGAA winning by a cricket score.

More and more of our Youth Clubs are adding Hurling/Camogie to their programs.

Conclusion. I congratulate the Hurling clubs on the fantastic work that is conducted every day of our calendar.

There is a constant effort to grow the game of Hurling and Camogie from Seattle to Vermont.

I must encourage some opportunities for 2020 and beyond: • Global Games development Grants, I want to highlight this opportunity for Hurling clubs in the qualifying divisions.

In 2019 there were many submissions to the Grant opportunity from Hurling clubs but I reiterate to all Hurling clubs that this is a fantastic vehicle to jumpstart your Hurling programs.

If you are a new club there is an opportunity to get a start on vital club development items: o establish coaching courses o Get equipment help. o Establish a tournament in your city.

For more established clubs your direction may be broader but use the funding deadline to: o Create a 3/5 year planning doc for your club. o Source Hurling specific workshops to improve gameplay. o Expand your player base with recruiting activities or expansion with Youth or Camogie programs.

• New club assistance. o 2019 saw a continuation of new Hurling clubs emerging. 4 to 6 new Hurling entities are identified, and Hurling development will continue to nurture the cities to ensure new club affiliation and growth of same.

• At convention I intend to step down as Hurling development committee chairman.

After 10 years this is a perfect time for a new voice and some fresh ideas for Hurling development.

I thank all of the committee members from over the years for the dedicated work that they put into National Hurling development.

I thank the USGAA and Munster GAA for their continued support of Hurling. USGAA and our Hurling committee must refocus to continue our upward trend with Hurling and keep in touch with our clubs to determine where the areas of assistance are needed.

2019 Objectives: As a newly established Committee, the main objective for 2019 was to develop a clear understanding of the Ladies Gaelic Football landscape in the US, discuss current status/growth strategy with a wide variety of folks, nurture links with LGFA & build out a 2020 road-map, with a view to creating a diverse committee for 2020 and subsequently develop a 1-3-5 year plan.

Many conversations were had with players, coaches, referees, administrators & supporters, building a better understanding of the opportunities & challenges for Ladies Gaelic Football in US Region.

Vision 2020: Take the information gathered through those conversations, census and future development workshops to create a diverse committee for 2020 that will be tasked with growing the games across the region through an operational & strategic 1-3-5 year plan, with an agreed measuring system and constant calibration points.

A Chairde,

As part of my 3 Year Plan for referee development I had classes in 18 cities and traveled a total of 30,000 miles. A total of 80 referees did the test to be certified.

I would like to thank everyone who worked with me to make this possible. Only one Division refused to organize a class, so now they have no certified referees. I hope they will work with me to resolve this issue.

Referees Administrator:

The main duties of a Referees Administrator are: • To encourage recruitment and provide training for new referees • To maintain a list of all active referees • To clear a pathway for all referees to make progress • To ensure that all referees participate in courses, tests and maintain fitness levels

Plans for 2020:

1. Form a Referees Committee and have Referee Coordinators in each Division; 2. Implement a program aimed at recruitment from Divisions, Clubs, CYC, Colleges, LGFA and Camogie; 3. Recruit and train more Tutors and Advisors; 4. Advance the skills of Referees with more classes, hands on work and games; 5. Implement a Mentoring System using existing Referees;

6. Improve fitness by holding Fitness Courses in all Divisions; 7. Improve the status of Referees using incentives; 8. Introduce an online system for the development of referees; 9. Encourage all Divisions to work through the Referees Administrator for all referee needs, including bringing in referees from outside their Division.

We now have a competent group of Referees who have bought into our system and deserve praise for the way they have carried out their duties at our National Finals.

There is an obvious need for younger recruits, and I will be looking at Youth Boards and Colleges to help provide these.

I wish to thank everyone who worked with me, and hope 2020 will be our best year ever.

A Chairde, The following are reports for all USGAA accounts from the fiscal year November 1st 2018 to October 31st 2019.

This was another financially stable year for USGAA. There were several factors in keeping us financially stable. • Finance committee set a budget at the start of the year and we were able to come in under budget on the year • Retaining USGAA Sponsors • New membership registration/payment system • Moving Insurance Policies to be in line with calendar year had a 1-month savings of approximately $12k • New USGAA Operating Grant from Croke Park ($40,000 Euro)

Croke Park has continued to support Gaelic Games in the USGAA County Board region with grants to offset costs for projects undertaken by our Units in 2019. There was over $284K invested in USGAA this year to help with Development, GDA program, Global Games Development Fund Projects, Feile Team Travel, Central Council Delegate Travel and the new USGAA county Board Operating Grant.

Under the leadership of our Chairperson Bernie Connaughton, a sub committee was formed with Myself, Paul Keane and Tom Lagan to look at operating grants for our Divisional Boards, It is recognized that the Divisional Boards are “the boots on the ground” of the USGAA and we were tasked with creating a program that was sustainable to financially support our Divisional Boards into the future.

After meeting it was agreed that we could invest $25,000 this year and to have the payments available at this Convention. The aim is to help our Divisional Boards become financially stable. The breakdown for this year’s grants is based on the amount the membership paid in from the individual Divisions.

Our Subcommittee also looked at ways of increasing the funding for this initiative and to create a method to fund the grants. Moving forward our goal amount is $50k for distribution at the end of each fiscal year. The source of funding the program was suggested to be 50% of USGAA Sponsorship payments, one third of the USGAA Operating Grant and 25% of any excess funds at the end of the year.

It was agreed that this year there would be no process to receive the grant but there would have to be a process put in place with steps to complete in order to draw down the grant.

Our suggestion to the 2019 Board is that they continue to review this and to include items such as Growth, Submitting Reports to USGAA Board, Submitting schedule at the start of the year, Registration deadlines being met, Submitting referee reports for games and some other items we recorded as Interaction with national representatives, e.g. Attending Divisional Chair Calls, Development Committees etc. The funding of the County board has only one real month of income to be used over the period of the fiscal year through our membership registration system.

Our Finance Committee over the last three years has set the goal that we need to have the revenue in place to be able to fund our operating costs between Convention and April 30th with our operating account and not to have to borrow from our other accounts to make it through the first 5 months. This year this goal has been met with enough reserves in our account to fund our insurance costs

The finance committee were also tasked with reducing any unnecessary spending and increasing support for any units that need it in our region. Through our Games Development Officer and other our other Development Committee there are now grants for new clubs starting up and also equipment grants for New Hurling and Camogie clubs. All,

On behalf of USGAA, I would like to welcome everybody to San Diego for our Annual Convention. We thank the Host Committee for their organization of the various logistics, and look forward to a very successful weekend.

A warm welcome is also extended to Liam Lenihan (Chair, Munster Council), Joey Carton (Munster GAA Games Development) and Larry McCarthy (GAA Management Committee), all of whose support we greatly appreciate. I am sure they will witness some engaging debate as we continue to map out the future of GAA in the US.

Once again, 2019 has been a busy year both on and off the playing field – stretching from GAA Congress early in the year, through our National Finals, to the recent Special Congress, and providing many noteworthy moments in between.

GAA Congress/Special Congress:

2019 GAA Congress took place in Wexford, from February 21st-23rd, with a subsequent Special Congress held in Páirc Uí Caoimh, Cork, on October 19th.

While at Congress the USGAA Delegation had a number of formal meetings with various units, including: Munster Council; New York GAA; Canadian GAA; GAA Player Welfare Officer; GAA Development Committee; Potential Sponsors. 136 USGAA National Convention 2019 – November 8th-10th 2019 – www.usgaa.org

The outcome of Congress motions has been circulated previously, and after a number of attention-grabbing changes in the preceding Congresses, this year’s Congress was somewhat lower-key.

The only motions directly affecting USGAA were a number of technical motions around Disciplinary Processes.

On the other hand, the recent Special Congress saw the adoption of 3 Playing Rules for Football that come into effect before the 2020 season: 1. 10-minute Sin-bin, which replaces Black Card for Category I offences in Football; 2. Advanced Mark; 3. Kickouts will now be taken from the 20-metre line.

LGFA Congress

A very well attended Ladies Gaelic Football Congress was held on March 1st-2nd, in Killarney, Co Kerry.

Delegates heard how the Ladies game continues to grow on both the playing and supporting aspects in Ireland. The 2018 All Ireland Finals had a record high attendance with the continued hard work from the Leadership, organizational and grassroots committees, plus sponsors, starting to bear fruit.

Internationally, the numbers playing the game continues to grow and is a clear indication that the LGFA Leadership has prioritized support of the International units, both in the numbers playing games, but also includes a focus on structures, coaching and referees across all grades and regions. The long-term goal is to get more games for players, improved coaching and refereeing with a balance between the recreational/social/health aspect and the competitive environment.

In addition to a significant number of motions, USGAA delegates also attended:

• Development Workshop on elements across the spectrum of the games including growing the game, improving coaching and referees at grassroots and administration structures/guidelines.

• Youth Presentation on communications, the future of youth Ladies Gaelic Football and a pathway to senior level.

• 2018 Organization-wide Reports, detailing a broad range of activities across the entire LGFA spectrum.

While the majority of motions didn’t specifically impact the International units, it continues to reflect the growth and organizational mindset of the Leadership of Ladies Gaelic football in Ireland and across the International units.

Camogie Association Congress

The 2019 Camogie Congress was held in County Galway in April. This Congress included discussion on a large number of playing rules and special presentations on the One Club Model and Youth Outreach and Engagement.

This Congress installed Niamh Kilmartin as Secretary and Shirley Moloney as PR and Communications Representative. The latter position takes on added importance as the Camogie Association implements its first Communications Strategy.

A common theme of the Congress was on Player Welfare, both physical and emotional. There was important discussion regarding motions that had potential impact on players welfare. Additionally, Camogie Association Staff lead breakout group discussions to hear concerns and ideas about players welfare.

Outside of the main Congress, USGAA delegates connected with Camogie Association staff and other delegates, to learn about club to club and grassroots opportunities which can help USGAA meet their goals of up- skilling camogie players, coaches, and referees in the US.

2020 Annual LGFA Congress will take place in Co. Tipperary.

Transfers and Sanctions process

This year saw 1,053 players joining clubs through Transfers, Sanctions, Permits or Non-Club applications, which was down about 7% on the 2018 volume.

About 95% of Transfers and Sanctions were processed through the online PTS system, with the remaining paper applications being for situations not covered by PTS.

Unlike 2018, where some issues could be ascribed to teething problems, there was significant frustration caused by basic carelessness in many Sanction Applications.

At one point, 75% of these Applications were returned for re-submission because they did not include Proof of Insurance – something that should be a very simple concept.

As a result, the GAA have already dictated that going forward, any incomplete application will be completely rejected – applicants will not be given the opportunity to correct\complete already-submitted applications.

Ultimately, the responsibility lies with the player and club(s) to ensure applications are submitted correctly and in a timely manner.

Tournaments

As in previous years, Tournaments continue to demonstrate the level of activity that takes place throughout the year.

In 2019, a total of 32 tournaments were approved using the online Tournament Request process, which made for better awareness of activity throughout the country.

Unfortunately, post-event reports still continue to be sparse, and this must change – apart from being required by rule, there are varied reasons why these reports are important to the development, and particularly, the promotion of our games.

Divisional Championships

Once more, a majority of our Divisions held Championships that determined representation at USGAA Finals. Divisional Championships are a very significant metric to our development, as it shows the number of meaningful games beyond just one weekend in August.

As we continue to grow and mature as an organization, it must be the goal for all Divisions to have qualifying Championships in every grade of every code.

Continental Youth Championship

A more detailed report on the CYC is contained elsewhere, but acknowledgment should be made of the continued success of this hugely important event, and the significant work that goes into it.

In 2019, the CYC returned to a 4-day format, which did seem to meet with general approval from both organizers and participants.

World Games

In late July, 15 teams travelled to the GAA World Games in Waterford, with Twin Cities Robert Emmet’s emerging victorious in the Native-Born Camogie competition.

While there may be pro’s and con’s to participation in this triennial event, its timing is problematic for Games Development in our jurisdiction, as it did have a significant impact on a number of events.

If the next hosting of the World Games is to take place at the height of our playing season, then USGAA does need to look at its participation model. USGAA National Convention 2019 – November 8th-10th 2019 – www.usgaa.org 141

2019 USGAA Finals

On the weekend of August 23rd-25th, 114 teams descended on Morven Park, Virginia, to participate in the 2019 USGAA Finals.

A total of 112 games were played across the 3 days, providing us with many entertaining encounters and 20 National Champions (Listed elsewhere).

Credit is due to the Organising Committee for the hosting of the largest USGAA Finals yet, and particularly the quality of the facility – despite being subject to adverse weather conditions, for the 3rd Friday in the last 4 years, the fields were still in excellent condition throughout the weekend.

As always, when reviewing successful events, there is a need to take note of issues that may need to be evaluated going forward. With that in mind:

• Once more, people felt it acceptable to abdicate their responsibilities when refusing to officiate at appointed games – apart from showing a lack of respect for the teams in those games, the disruption caused also further stretched an already taut schedule.

• Once more, a number of Divisional Champions chose not to participate in USGAA Finals -- even though there are penalties in place to address this, it may time for a bigger conversation on the matter.

• Scheduling is at breaking point. With the addition of 2 more grades this year (Junior D Hurling and Ladies Junior C Football), 4 more games were required on Saturday, resulting in a 7:30am start. 142 USGAA National Convention 2019 – November 8th-10th 2019 – www.usgaa.org

Grading:

Around USGAA Finals this was an item that exercised a lot of people’s minds, and is likely the genesis of a number of today’s motions.

Before delving into any conversation on the matter, it would be useful to understand what is meant by “Grading”: Grading is not defined by any particular standard of play, grading is simply a ranking of where teams stand relative to each other’s ability.

Due to the high turnover of players in most of our clubs, it is always going to be a challenge to achieve perfection with Grading – however, we should aim to do better each year.

4 points that must be kept in mind: - Any proposed Grading Regulations should be looked at holistically across all grades, and not piecemeal or independent of each other;

- Any modifications should be given time to evaluate – flip-flopping every 12 months does not offer adequate time to analyze impact of the changes made;

- Adding more grades to a code may create more problems than it solves – there needs to be a goal of operating within the existing structures;

- Even if teams are graded optimally, one-sided results can still occur – teams can have off-days and perform below their level.

Discipline:

2019 saw a further decrease in the number of cases reaching our various Disciplinary Panels, and this was mostly due to a couple of factors: • An overall drop in the number of discipline-related issues; • Members and units having a better understanding of the Disciplinary Process, and increasingly taking responsibility for their actions; • A higher percentage of cases reaching final resolution at Divisional level. As always, there is room for improvement, therefore in 2020 we should encourage people to move away from the type of thinking that presenting the same incident multiple times will result in a different outcome.

When to stop digging……

While there has been an overall improvement in people accepting responsibility for their actions, there is still a number (thankfully dwindling) that, for whatever reason, feel the need to brazen out a situation.

This seems to generally apply to off-field matters, and usually follows a pattern of attempting to intimidate and\or bully the respective authorities, along with the pointing of fingers at others.

At some point the realization must set in that this behavior is counterproductive and pointless.

Fundraising in USGAA’s jurisdiction:

Over the last 2 years, USGAA have been asking for greater involvement with, and transparency of, the practice of GAA entities in Ireland targeting the US for financial gain.

However, despite many assurances from both GAA Management and County representatives, it can be reasonably estimated that GAA economics still saw US$4 million flow from the US to Ireland in the last 12 months.

While it is obviously unrealistic to claim that all of this money is being diverted from USGAA units, a review of the Treasurers Report shows what can be achieved with even 5% of that amount.

The recent negative publicity surrounding a New York event last May must be viewed with great irony. Indeed, given the arrogant, insulting and dismissive nature of the organizers to a reasonable and polite request from USGAA, and the co-conspiratorial silence of the relevant County Board, it is no surprise to see the train-wreck this has now become.

Apart from being disrespectful of USGAA and its clubs, this growing practice is also detrimental to the development of GAA in this country.

The next time our members are approached by their County Promoters and\or the GPA, to support these events, they should ask: “How many more USGAA Development Camps can be hosted, how many more USGAA GDA programs can be implemented, how many more US-based youth can be engaged with by sending this money to Ireland”. Player Insurance:

For the past 5 years, USGAA has mandated a Player Injury Insurance scheme – initially for clubs in 4 divisions (Chicago, Northeast, Philadelphia and Western), in 2018 it was expanded to include all clubs affiliated with USGAA.

A more detailed Insurance Report is included separately, but there are some items worth noting here: • The number of claims initiated has remained constant over the 5-year period, from 39 in 2015, to 29 to-date in 2019; • In 2018, the Average Claim was $19.6k, which was split 56.2% Female-43.8% Male; • In 2019, of claims already submitted, the Average Age of claimants has dropped to 25.94 years old -- however 58.9% of the Bills submitted was by claimants aged over 30 years old. • Over the 5 years of this mandatory Insurance, the amount of submitted claims was $1,034,606 – of which, $34,211 was paid out- of-pocket by the claimants. The remaining amount was either paid or negotiated by the Insurance Carrier.

Our sympathies are extended to the families and friends of those that passed away during the year – the GAA in this country lost a number of good people in 2019, including: • Sitting USGAA Vice-chair Liam Hegarty • Former NACB Chairperson John Hunt • Former NACB Treasurer Danny O’Donnell.

Closing

I would like to thank my fellow board officers for their work on behalf of USGAA in 2019 – there were some challenging occasions during the year, but I believe that as an Executive Committee we fulfilled our duties to the benefit of the GAA.

Again, sincere gratitude is again due to the Munster Council who continue to provide invaluable advice and assistance – particularly Liam Lenihan, Ger Ryan, Pat O’Shea, Joey Carton and Kevin Walsh who supported various events in person. In addition to this support, within the broader GAA organization they are also strong advocates for the needs of USGAA – and we thank them for that.

Similarly, we thank John Horan, Marie Hickey, Niall Erskine and Aine Gibney for their visits to our shores over the last 12 months.

Overview: When not followed correctly, the process for filing Insurance Claims can be frustrating, and appear somewhat slow. Since USGAA and Divisional Insurance Officers are just the liaison for paperwork between yourself (GAA player) and the insurance carrier, there are only a few things that we can help you out with.

Our main goal is to help you submit all the necessary paperwork and where possible to advocate for you and your primary needs – however, as with all such claims, the onus is on the individual to advocate for themselves and their health/injury needs.

Saying all of this does not help a player get their surgeries, PT, doctor visits, MRI’s approved but we can help guide you to the right people.

Sanction/Permit players are required to purchase ‘Travel Insurance’ that is generally referred to as ‘Sanction Insurance’. This is a requirement by Croke Park, and is not something that we can negotiate on.

USGAA currently does not have a rundown of what claims were submitted to the Sanction Insurance plan or what was paid out -- we have requested it and as soon as we get a report we will provide it to all divisional secretaries.

With both policies (USGAA plan and ‘Sanction Insurance’), the member

needs to be in the USA to receive treatment – neither plan will cover

expenses incurred outside the US.

Process:

For a claim to be processed in the 2019 year – you were required to have the following:

1. All 6 pages of the claim paperwork filed out correctly; 2. If employed but without insurance, a letter from your employer stating they do not offer health insurance; or if self-employed a letterhead from your own company stating that you are the owner.

3. Copy of Health insurance cards

4. All providers’ bills to be submitted in the correct format – this adds a lot of extra time onto the process if they are not on the

correct format.

Conclusion:

Just to recap on the insurance, as with all plans there are restrictions and limits. The plan has an 80/20 ratio -- meaning that basically 20% is the claimants cost, which is standard practice. There were some members frustrated and angry at the slow process, which is why it is critical that the paperwork is correct.

Finally, appreciation is due to the Divisional Officers that assisted with preparing Insurance Claims in 2019, and also to Kevin and Danielle for readily providing advice and insight as to the claims process.

Proposal to Modify Regulation 1 to read as follows:

REGULATION 1. AFFILIATION AND REGISTRATIONS (i) CLUB (a) Each club shall affiliate with the USGAA, through the electronic registration system no later than 11:59p.m. PST April 30th. All affiliating and/or registering clubs shall be required to have 13 Playing Members registered at this time.

Clubs in the first 3 years of existence, to be classified as “Developmental Clubs”, may register with less than 13 players, but no less than 9 players in the respective code.

Each Club shall ensure that its players/members register with the USGAA Registrar through the electronic registration system, or else the player will be deemed ineligible to participate.

(b) Club or player registrations that are submitted past the appropriate deadline cannot be accepted.

(c) No club affiliation and/or registration shall be accepted by USGAA unless the proper fees accompany it.

(d) No registration of a player shall be accepted, unless the player is a resident of the Division in which he/she is registering.

(ii) PLAYER (a) Player Classifications: Homegrown: A Homegrown Player is a player that was never eligible to participate in minor grade or adult grade with a club in Ireland or Britain.

Players who have played with a college team, but not a club team in either Ireland or Britain are exempt.

“Homegrown” will replace all usages of the terms American-born and Non-Irish born. Resident Player: A Resident Player is any player that is either: a) A Homegrown Player, or b) Has Registered on-or-before April 30th. Non-Resident Player: A Non-Resident Player is any player that registered after April 30th, with the exception of Homegrown Players who are always Resident Players.

(b) DOCUMENTATION: Player\Individual Member Registrations submitted without proper documentation (completed Sanctions and transfers, etc.) or where the residence of the player is not known to the Divisional Committee, shall be struck off the registration system.

The club/s and individual/s involved shall be entitled to a hearing by the Divisional Committee before such action is taken and shall be notified in writing of the outcome.

(c) FIRST TIME REGISTRATION: A player applying for registration for the first time in a Division, must present himself/herself to 2 neutral Divisional Committee Officers, at least 3 days prior to a game.

(d) PLAYER\MEMBER REGISTRATION: All Players or Members registering in the online registration system shall list the player’s name(s), email address, type of registration, country of birth, code and grade, and the last 4 digits of the player’s US Driver’s License # and/or Passport #.

Registrations shall be subject to rejection based on the accuracy of details provided (e.g. duplicate entries for multiple individuals).

All Sanction players must register with their Passport.

Homegrown players who have never previously registered with an adult GAA club may registrar with a USGAA club on or before August 1st.

Exception: Homegrown Players may register after August 1st, but such players are not eligible to play in Divisional Championships or USGAA Championships.

These players must be entered in a USGAA Registration Database at least 24-hours in advance of participation in any sanctioned game or event.

Registration Fee for these players will be as outlined in Byelaw12(a).

(e) Any club in the USGAA area may request a copy of a club’s official resident registration list.

(f) New player registrations can be added at any time. The USGAA shall update the electronic copy of the teams registrations as described in 1(ii)(e)

(g) All divisions must maintain a digital division registration book that must be shared with the USGAA registrar.

The divisional registrar must enter the player’s information into the divisional book within 7 days of receiving the forms.

(h) The verification of a player's identification and registration by the Committee in charge before a game will involve inspection of the Club Registration sheet signed by the USGAA Registrar plus the player's listed ID.

Only an ID that is listed on the club registration sheet is acceptable as proof of ID for any player.

(i) As soon as possible after the conclusion of each Registration period, each club's updated list of Registrations shall be made available upon request for inspection by all other USGAA clubs, by providing via email the full name and club of each player.

(j) RESIDENCY By May 7th, the local Divisional Registrar will furnish all clubs within the Division with copies of all Divisional registrations as of April 30th.

Clubs will then have fourteen days to question in writing the residency or legality of any player on the list. Players questioned will have 48 hours to appear in front of the Divisional Committee. Should the player fail to appear, he/she will be ineligible to play until such time as the players status is determined by the Divisional Committee.

(k) REGISTERED LESS THAN ONE YEAR: A Club may 3 times a year question in writing the legality of any player who has been registered with another club for less than 1 year.

When a club has questioned the legality of a player, the player in question must appear in front of the Divisional Committee within 48 hours.

A player who fails to appear will be ineligible to play until such time they appear at a Divisional Committee hearing to determine their status. Notification for a player to appear may be given via telephone.

(l) REGISTRATION OF SANCTION PLAYERS: No players on Sanctions (either USGAA or J1) can register after July 1st;

(m) Non-Club Player Status 1. Male player who has not registered with a GAA club for the previous 24 months;

2a. Ladies Football player who has never before registered with LGFA; or 2b. Ladies Football player who has not played League or Championship for 3 years;

3. Camogie player who has not played a competitive game for the previous 24 months.

If a Player is living in the USGAA jurisdiction prior to April 30th they will be considered resident Players. Otherwise they will be considered non-resident until the following year and count towards the numbers of Sanctioned players allowed on the field at any one time.

Proposal to modify Bye-law 12(a) to read:

(a) Each club shall register with the USGAA according to the USGAA requirements set out in USGAA Regulations.

The USGAA fee for registration for all clubs shall be $100.00. Each Resident member shall register individually using the USGAA Registration System, with a fee of $60-per-Male Playing Member and $40-per-Female Playing Member, and $10-per- individual for Social members.

A Social Member can switch to a Playing Member at any point up to April 30th, once they have paid the respective differential.

Non-Resident members will pay an Insurance Fee, at a cost to be determined by USGAA CCC.

Proposal to Modify Regulation 3(c) to read: Additionally, any Sanction/Permit Player returning to Ireland within the guidelines listed above shall notify Divisional and USGAA CCC prior to departure or will not be deemed eligible to resume playing in USGAA-sanctioned competition.

Proposal to Modify Byelaw 12(c) to read:

A member must be a permanent resident in the Divisional area in which he/she is registering. USGAA reserves the right to request proof of residency prior to Registration.

A player registered with a club in the previous year may elect to remain with that club when relocating outside of the club’s division.

A member may register with a club within a geographically adjacent division to their permanent residence if and only if the club is the nearest club relative to the member’s residency address competing in a given code and grade that the member intends to compete in, and that the member’s resident division does not have a club competing at the same code or grade within the same geographic distance from the member’s residency address.

Social, non-playing memberships have no restriction with regard to the geographic location of the member or club and are not restricted based on the division residency of the member relative to the division affiliation of the club.

If at any time a member chooses to transfer, subject to Registration Deadlines outlined in relevant Byelaws and Regulations, he/she must register with the appropriate team in his/her Divisional area and lose the right to play with their former team.

Proposal to Add Byelaw 32(a): NCGAA players must register in the USGAA Registration system through the USGAA Divisional registrar and pay the GAA membership fee as outlined in Byelaw 12(b).

All Men’s Junior and Intermediate football teams must start with a minimum of 2 homegrown born players and can never have more than 11 non-homegrown born players on the field.

All Men’s Senior football teams must start with a minimum of 1 homegrown player and can never have more than 12 non- homegrown born players on the field.

From 2021, all Men’s football teams at Junior, Intermediate and Senior teams must start with a minimum of 2 homegrown players and can never have more than 11 non-homegrown players on the field.

7. Submitted by Denver Gaels: Proposal to modify Regulation 4(b)(iii)–(vi) Men’s Football Sanctions, to read as follows:

USGAA Memorial Trophies

In 2019, USGAA embarked on a program to acknowledge the important contributions of many individuals to the growth of Gaelic Games in the US.

Over the coming years, deceased members will be remembered by the commemoration of different championship trophies with their names in recognition of their service to the organization.

With 20 trophies in use at USGAA Finals, it was agreed to name trophies each year, with each trophy having a 5-year cycle. At the end of the cycle, the trophy will be presented to the family of the deceased member and a new trophy (with a new Honoree named on it) will be introduced.
