Specifically members are asked to identify any new interests they have not previously disclosed, an interest that might be considered as a conflict of interest with a matter on the agenda. At its meeting on 28 November 2013, the Waitakere Ranges Local Board resolved (resolution number WTK/2010/5) to record any possible conflicts of interest in a register. Board Member Organisation / Position Sandra Coney Friends of Arataki Incorporated – Trustee Neil Henderson Friends of Arataki Incorporated – Trustee Living Cell Technologies Animal Ethics Committee – Member Saffron Toms Ark in the Park – Governance Group Member There was no changes to the register. 4 Confirmation of Minutes That the Waitākere Ranges Local Board: Confirms the ordinary minutes of its meeting, held on Thursday, 23 April 2015, as a true and correct record. 5 Leave of Absence At the close of the agenda no requests for leave of absence had been received. 6 Acknowledgements At the close of the agenda no requests for acknowledgements had been received. 7 Update from Ward Councillors An opportunity is provided for the Waitakere Ward Councillors to update the board on regional issues they have been involved with since the last meeting. 8 Deputations Standing Order 3.20 provides for deputations. Those applying for deputations are required to give seven working days notice of subject matter and applications are approved by the Chairperson of the Waitākere Ranges Local Board. This means that details relating to deputations can be included in the published agenda. Total speaking time per deputation is ten minutes or as resolved by the meeting. Page 6 Waitākere Ranges Local Board 14 May 2015 8.1 Sport Waitakere Purpose Sport Waitakere has asked for the opportunity to present to the board the following projects status in the Waitakere Ranges Local Board area and to answer any questions: Swim Safe Programme Sport Waitakere’s Broker work in the Waitakere Ranges Parrs Park feasibility study and ground closures/future works programme Recommendation/s That the Waitākere Ranges Local Board: a) Receives the deputation from Sports Waitakere and thank them for the presentation. 9 Public Forum A period of time (approximately 30 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 3 minutes per item is allowed, following which there may be questions from www members. At the close of the agenda no requests for public forum had been received. 10 Extraordinary Business Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states: “An item that is not on the agenda for a meeting may be dealt with at that meeting if- (a) The local authority by resolution so decides; and (b) The presiding member explains at the meeting, at a time when it is open to the public,- (i) The reason why the item is not on the agenda; and (ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.” Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states: “Where an item is not on the agenda for a meeting,- (a) That item may be discussed at that meeting if- (i) That item is a minor matter relating to the general business of the local authority; and (ii) the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but Page 7 Waitākere Ranges Local Board 14 May 2015 (b) no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.” 11 Notices of Motion At the close of the agenda no requests for notices of motion had been received. Page 8 Waitākere Ranges Local Board 14 May 2015 Renewal and variation of community lease to Woodlands Park Community Kindergarten Incorporated, 22A Minnehaha Avenue, Titirangi File No.: CP2015/06490 12Item Purpose 1. This report seeks Waitākere Ranges Local Board approval to grant a renewal and variation of community lease to Woodlands Park Community Kindergarten Incorporated, located on part of Woodlands Park, 22A Minnehaha Avenue, Titirangi. Executive Summary 2. Woodlands Park Community Kindergarten Incorporated (the Kindergarten) has a community lease entered into with the legacy Waitakere City Council for a term of 5 years commencing 1 September 2010. The lease contains one 5-year right of renewal. The Kindergarten wishes to exercise its right of renewal for the period 1 September 2015 until 31 August 2020. 3. The Kindergarten wishes to continue leasing the Auckland Council owned building known as Woodlands Park Hall (the Hall) located on part of Woodlands Park, 22A Minnehaha Avenue, Titirangi and use of the playground during kindergarten hours (Attachment A: Aerial photograph). The Kindergarten occupies part of two separate parcels of land namely Part Allotment 32 Parish of Waikomiti contained in NA604/96 (Cancelled) and Lot 147 on Deposited Plan 30907 contained in NA684/185 (Cancelled). Part Allotment 32 is held in fee simple by Auckland Council as a classified local purpose (community buildings) reserve and Lot 147 is held in fee simple by Auckland Council as a classified local purpose (site for a hall) reserve. Both parcels of land are subject to the Reserves Act 1977. The activity of the Kindergarten aligns with the reserve classifications. 4. Community groups exercising a right of renewal are asked to consider having their community lease varied to include a Community Outcomes Plan. The Kindergarten has advised that they wish to continue their community lease on its current terms and conditions with a variation only to include Auckland Council’s Smoke-Free Policy. 5. This report recommends the granting of a renewal and variation of community lease to Woodlands Park Community Kindergarten Incorporated for a term of 5 years commencing 1 September 2015.

    LEAGUE RESULTS AFTER RACE 5 Note: Race 1 was the first race of the series, it was short and very fast, with lots of bunch dynamics. For these reasons the category limits were not strictly enforced other than those that were over 1watt/kg over the limit, they were moved up. Race 2 was a good representation of a participants FTP (race taking 40-50mins for majority and less of a bunch effect due to hills) and thus that is why people were asked to race in that category from that point on. From Race 3 on we will have a small tolerance of 0.2 watts/kg due to the fact races take between 40-55(ish) minutes (depending on your category) and thus people may inadvertently ride slightly over their FTP (FTP is the power you can hold for an hour) The majority of people raced in the correct category, there were fewer than 10 who needed to be moved up and most of these were first timers to the league. Those that ignored the request last week to race in the correct category (less than 3) were moved up to the correct category again, this will continue to happen to ensure fair racing in the lower categories.
