    FOR IMMEDIATE RELEASE February 5, 2018 For additional information: Keti Rekhviashvili, Communications Manager Phone: 032 222 74 95 Email: [email protected] USAID Zrda to Launch Small Grants Program in the Akhmeta Municipality Akhmeta, Kakheti region - On February 5, 2018, USAID/Georgia Economic Growth Office Director Veronica Lee joined Akhmeta Municipality Head Ioseb Karumashvili, to meet with local communities and launch a Small Grants Program, initiated by USAID’s Zrda Activity. The Small Grants program is designed for nine target communities of the Akhmeta municipality (city Akhmeta, Kvemo Alvani, Zemo Alvani, Matani, Sakobiano, Duisi, Jokolo, Khalatsani and Omalo) to support business development through small grants assistance to micro and small enterprises. Within the Program, Zrda plans to award up to 60 grants for agriculture and tourism development activities in target communities. At least 35% of total project value is requested as a leverage from an entrepreneur. The Small Grants Program will build upon and diversify Zrda’s ongoing activities in the communities of the Akhmeta municipality. Through its agriculture interventions, Zrda established five 100-sq. m. greenhouse demonstration plots for seedling- and vegetable production, and today local farmers have an access to agriculture development programs offered by the government and international organizations.     15 praktyka teoretyczna 1(39)/2021 } LUKA NAKHUTSRISHVILI (ORCID: 0000-0002-5264-0064) Peasant Oaths, Furious Icons and the Quest for Agency: Tracing Subaltern Politics in Tsarist Georgia on the Eve of the 1905 Revolution Part I: The Prose of the Intelligentsia and Its Peasant Symptoms This two-part transdisciplinary article elaborates on the autobiographical account of the Georgian Social-Democrat Grigol Uratadze regarding the oath pledged by protesting peasants from Guria in 1902. The oath inaugurated their mobilization in Tsarist Georgia in 1902, culminating in full peasant self-rule in the “Gurian Republic” by 1905. The study aims at a historical-anthropological assessment of the asymmetries in the alliance formed by peasants and the revolutionary intelligentsia in the wake of the oath as well as the tensions that crystallized around the oath between the peasants and Tsarist officials. In trying to recover the traces of peasant politics in relation to multiple hegemonic forces in a modernizing imperial borderland, the article invites the reader to reconsider the existing assumptions about historical agency, linguistic conditions of subjectivity, and the relation- ship between politics and the material and customary dimen- sions of religion. The ultimate aim is to set the foundations for a future subaltern reading of the practices specific to the peasant politics in the later “Gurian Republic”. The first part of the article starts with a reading of Uratadze’s narration of the 1902 inaugural oath “against the grain”. The process began in the fall of 2011, when the Language and Cross-Culture component of Peace Corps Georgia launched a Georgian Country and Culture Guide project and PCVs from different regions volunteered to do research and gather information on their specific areas. After the initial information was gathered, the arduous process of merging the researched information began. Extensive editing followed and this is the end result.     LAW OF GEORGIA ON STATE PROPERTY Chapter I - General Provisions Article 1 - Scope of the Law 1. This Law regulates relations concerning the management, administration and transfer into use of the state property of Georgia. 2. (Deleted). 3. (Deleted). 4. (Deleted). 5. This Law shall not apply to: a) the cases specified in Article 101(3)(e) of the Law of Georgia on Public Procurement; b) the transfer or any other administration of useful parts and materials obtained after the reconstruction, repair, dismantling or demolition of state- owned buildings transferred for use to state bodies of Georgia, to the bodies of the Autonomous Republic of Abkhazia, of the Autonomous Republic of Ajara or to local self-government bodies or to legal entities under public law for the purpose of covering, in full or in part, the costs of reconstruction, repair, dismantling or demolition of these buildings by such body or legal entity under public law; c) the transfer or any other administration of the useful parts and materials obtained as a result of the reconstruction, repair, dismantling or demolition of buildings transferred for use to the state bodies of Georgia, to the bodies of the Autonomous Republic of Abkhazia, or to the Autonomous Republic of Ajara or to local self-government bodies or to legal entities under public law, shall be effected by such body or legal entity under public law for the purpose of covering, in full or in part, the costs of reconstruction, repair, dismantling or demolition of the buildings in accordance with the procedures and
