CARMEL TEBBUTT, Minister for Health NEW SOUTH WALES GOVERNMENT GAZETTE No. 9 28 January 2011 SPECIAL SUPPLEMENT 301 PLANT DISEASES (FRUIT FLY OUTBREAK, HUNT DRIVE, ROBINVALE) ORDER 2011 under the Plant Diseases Act 1924 I, STEVE WHAN, M.P., the Minister for Primary Industries, in pursuance of section 4 of the Plant Diseases Act 1924, being of the opinion that the importation, introduction or bringing of host fruit into specifi ed portions of New South Wales is likely to introduce the pest Queensland fruit fl y (Bactrocera tryoni) into specifi ed portions of New South Wales, make the following Order regulating the importation, introduction or bringing of host fruit into specifi ed portions of New South Wales. 1 Name of Order This Order is the Plant Diseases (Fruit Fly Outbreak, Hunt Drive, Robinvale) Order 2011. 2 Commencement This Order commences on the date it is published in the NSW Government Gazette. 3 De f nitions In this Order: approved treatment means a treatment or schedule of treatments relevant to the type of host fruit or manner of harvest as specifi ed in Schedule 6. APVMA means the Australian Pesticides and Veterinary Medicines Authority. authorised person means an inspector or a person authorised pursuant to section 11 (3) of the Act. certifi cate means a Plant Health Certifi cate or a Plant Health Assurance Certifi cate. Certifi cation Assurance Arrangement means an arrangement approved by the Department which enables a business accredited under the arrangement to certify that certain quarantine requirements have been satisfi ed for the movement of host fruit to interstate and/or intrastate markets. Note: An example of an approved Certifi cation Assurance Arrangement is the Interstate Certifi cation Assurance (ICA) Scheme. Department means Industry and Investment, NSW – Primary Industries. free of broken skin means the skin has no preharvest cracks, punctures, pulled stems or other breaks which penetrate through the skin and that have not healed with callus tissue. host fruit means the fruit specifi ed in Schedule 1, being fruit which is susceptible to infestation by Queensland fruit fl y. lot means a discrete quantity of fruit received from one grower at one time. Outbreak Area means the area described in Schedule 2. Outer Area means the portion of New South Wales known as the NSW Fruit Fly Exclusion Zone, as specifi ed in Proclamation P184 published in NSW Government Gazette No. 152 of 28 November 2008 at pages 11434 to 11435, excluding the Outbreak Area and the Suspension Area. Plant Health Assurance Certifi cate means a certifi cate issued by a business accredited under a Certifi cation Assurance Arrangement. Plant Health Certifi cate means a certifi cate issued by an authorised person. Queensland fruit fl y means the pest Bactrocera tryoni (Froggatt). Suspension Area means the portion of New South Wales described in Schedule 3. the Act means the Plant Diseases Act 1924. Note: covering or package, inspector, occupier and owner all have the same meaning as in the Act.

Securing a sustainable future for the European music sector Dear President Juncker, As recording artists and songwriters from across Europe and artists who regularly perform in Europe, we believe passionately in the value of music. Music is fundamental to Europe’s culture. It enriches people’s lives and contributes significantly to our economies. This is a pivotal moment for music. Consumption is exploding. Fans are listening to more music than ever before. Consumers have unprecedented opportunities to access the music they love, whenever and wherever they want to do so. But the future is jeopardised by a substantial “value gap” caused by user upload services such as Google’s YouTube that are unfairly siphoning value away from the music community and its artists and songwriters. This situation is not just harming today’s recording artists and songwriters. It threatens the survival of the next generation of creators too, and the viability and the diversity of their work. The value gap undermines the rights and revenues of those who create, invest in and own music, and distorts the market place. This is because, while music consumption is at record highs, user upload services are misusing “safe harbour” exemptions. These protections were put in place two decades ago to help develop nascent digital start-ups, but today are being misapplied to corporations that distribute and monetise our works. Right now there is a unique opportunity for Europe’s leaders to address the value gap.

The Kingdom of Sweden was one of the most spectacularly expanding states in Europe in the 17th century, and the unmatched success of Swedish dynasticism was primarily due to their expansive foreign policy. The establishment of the Swedish colonization of the era – the founding of New Sweden in North America and the Swedish Gold Coast in West Africa – composed important foreground to the Swedish expansion. It is essential to explore the Dutch cultural transfer and intermediation in order to analyze the phenomenon of Swedish colonization, as the political and economic relations with The Hague (Staten-Generaal) and the activity of Dutch agents, diplomats, artists, architects, traders and entrepreneurs produced important background for the Kingdom of Sweden’s ambitions in the 17th century. The present study summarizes the Swedish colonization in North America and examines the activities of the Swedish Africa Company (Svenska Afrikakompaniet) from 1648–1649 to 1663, from the point of view of the Swedish–Dutch cultural transfers of the era, due to the Dutch affiliates involved in the operation of the company.

    ADMINISTRATIVE ORDER IN THE CIRCUIT COURT OF THE NO. 2010-08 NINTH JUDICIAL CIRCUIT, IN AND FOR ORANGE COUNTY, FLORIDA ADMINISTRATIVE ORDER RECALLING CERTAIN ACTIVE WRITS OF BODILY ATTACHMENT OVER FIVE YEARS OLD WHEREAS, pursuant to Article V, section 2(d) of the Florida Constitution and section 43.26, Florida Statutes, the chief judge of each judicial circuit is charged with the authority and the power to do everything necessary to promote the prompt and efficient administration of justice; and WHEREAS, to create and maintain an organization capable of effecting the efficient, prompt, and proper administration of justice for the citizens of this State, the chief judge is required to exercise direction, see Fla.
