    CB(1)914/10-11(02) HKIUD Response to “Restoring Green Central – The New Landscape of Central Government Offices” – Endorsed by Council 21 December 2010 A. Background and Context The site should be appreciated in a wider context as highlighted by the Government’s commissioned Consultant - the historic precinct is part of a bigger cultural landscape embedding governance, religious, and law and order elements. The site has been the seat of government for over 150 years. From an urban design point of view, the site and its wider context need to be considered as a whole. Urban design principles should be adopted to integrate these various sites under the “Conserving Central” theme for the enjoyment of our citizens. HKIUD aligns with the Consultant’s recommendation to create a “Special Protected Area” encompassing several significant historic buildings and the green space. We also recognize the Consultant’s observation that “the Site itself is arguably of higher significance than the buildings”. The buildings are considered “exemplars of the beginning of modern office design in Hong Kong and of 1950s architecture generally” – being “functionalist”, relatively low-rise and visually integrated with surroundings and vegetation. The conservation value would lie more in their urban group effect, symbolism, and lush green setting which extends into the existing CBD. Internally there is little of high architectural significance and the interiors have been altered over the years. The exteriors have retained the basic functionalist simple grid façade – coherence maintained despite additional storeys and altered finishes. B. Positive Aspects of the Proposal The most attractive aspects would be the enhanced public open space on Lower Albert Road level to form a parkland with related pedestrian connectivity and accessibility opportunities from numerous directions, including the Queen’s Road Central/ CBD heart to the west and Murray Building/ Hong Kong Park to the east.

    Circulation Paper C&W BEHWC Paper No.22/2020 Food and Environmental Hygiene Department Anti-mosquito Campaign 2020 (Phase II) in Central & Western District Purpose To brief Members on the arrangements and details for the Anti-mosquito Campaign 2020 (Phase II) to be launched by the Food and Environmental Hygiene Department (FEHD) in Central & Western District. Background 2. The Anti-mosquito Campaign 2020 (Phase I) organized by FEHD was launched between 24.2.2020 and 20.3.2020. Actions taken in the district and the results are detailed at Annex I. 3. In 2019, there were 1 local and 197 imported dengue fever cases; 11 imported chikungunya fever cases; 1 local and 2 imported Japanese encephalitis cases in Hong Kong. No Zika virus infection case were reported. 4. Dengue fever (DF) is an important mosquito-borne disease with public health concern worldwide, especially in the tropics and sub-tropics. The dengue viruses encompass four different serotypes. Dengue infection has a wide spectrum of clinical manifestations and outcomes. The disease is usually mild and self-limiting, but subsequent infections with other serotypes of dengue virus are more likely to result in severe dengue, which can be fatal. DF is not directly transmitted from person to person. It is transmitted to humans through the bites of infective female Aedes mosquitoes. Patients with DF are infective to mosquitoes during the febrile period. When a patient suffering from DF is bitten by a vector mosquito, the mosquito is infected and - 1 - it may spread the disease by biting other people. DF can spread rapidly in densely populated areas that are infested with the vectors Aedes aegypti or Aedes albopictus.

    DUNG Kai-cheung 1 DUNG Kai-cheung Two excerpts I. 1. Spring Garden Lane Spring Garden Lane was one of the oldest streets in Hong Kong. It had already become a settlement for British people on the Island when Hong Kong was first opened as a treaty port, and it is said that the first governor’s official residence was located on this site. According to research by Ye Lingfeng, the word ‘spring’ in Spring Garden does not refer to the season (as in the Chinese version of the name) but to a water source. Ye quotes a passage in John Luff’s The Hong Kong Story describing the scene as it looked in the summer of 1841, on the stretch of road going west from Wong Nai Chung on Hong Kong Island: On the way, where they are marking out the road, you pass through a most pleasant spot, where a cool spring gushes from the ground. This pleasant spot is quite a contrast with the rest of the water front, its richer foliage giving it an almost English appearance. One or two people have it in mind, for the shady trees will form a most welcome garden spot. The Spring, gushing cool and sweet from the ground suggests the name its first occupants will bestow upon it: Spring Gardens. Ye Lingfeng also describes a lithograph by Murdoch Bruce in 1846, called ‘Spring Gardens’: The houses are two-storeyed buildings in the tropical colonial style with spacious balconies. A European woman holding a parasol is walking her pet dog down the street.
