Content Note This collection covers Garner E. Shriver's 16 years representing the Fourth Congressional District of Kansas. The papers in the collection appear chronologically according to congressional session and are categorized under specific headings of bills, remarks, legislation, cases, subjects and general. Under these headings are official reports and documents, correspondence from and to dignitaries, constituents, and fellow congressmen, and various political materials related to the state of Kansas. The collection also includes speeches, media tapes, newspaper clippings, miscellaneous films, and photographs. Biography Garner E. Shriver, Republican, served eight terms in the United States House of Representatives as Congressman for the Fourth Congressional District of Kansas. During the 87th and 88th Congresses, he served on the House Judiciary Committee, and in the 89th Congress he was appointed to the powerful House Committee on Appropriations. Shriver also held the distinction of ranking member of the Foreign Operations Subcommittee and was a member of the Labor and Health, Education and Welfare Subcommittee. In the 94th Congress, he was appointed to the newly created House Budget Committee. In addition, he was president of the 87th Congress Club in the House of Representatives and served on the Republican Policy Committee and the Executive Committee of the Committee on Committees. Prior to his election to Congress in 1960, Mr. Shriver served two terms (1947-1951) in the Kansas House of Representatives and two four-year terms in the Kansas Senate (1953-1960). Mr. Shriver was born in Towanda, Kansas, July 6, 1912, the son of Mr. and Mrs. Ed A. Shriver. He attended schools in Towanda and Wichita, graduating from Wichita East High School in 1930 and from the University of Wichita in 1934. After doing some graduate work at the University of Southern California, Shriver taught English and Speech at South Haven High School from 1936 to 1937. His academic pursuits then took him to Washburn Law School in Topeka where he earned his law degree in 1940. In 1961 he was recipient of the University of Wichita Alumni Association Achievement Award; in 1967 he received the Washburn University Alumni Association Distinguished Service Award; and in 1970 he was awarded the honorary degree of Doctor of Public Service from Friends University of Wichita. During World War II, Shriver served as an enlisted man and naval officer. Prior to his congressional career, he practiced law in Wichita and was an attorney for the Wichita Board of Education for nine years. After his congressional career, he was minority counsel and later general counsel to the Senate Veterans Affairs Committee from 1976 to 1982 after which he returned to law practice in Kansas. Shriver died March 1, 1998, in Wichita. Sebelius rose to the governorship after serving in the Kansas House of Representatives from 1987 to 1995 and serving two terms as Kansas insurance commissioner from 1995 to 2003. She was the first insurance commissioner from the Democratic Party in Kansas history, defeating Republican Kincumbent Ron Todd in 1994, 58.6 percent to 41.4 percent. She ran for reelection in 1998 and easily defeated Republican challenger Bryan Riley, 59.9 to 40.1 percent. In the 2002 gubernatorial race, Sebelius defeated Republican state treasurer Tim Shallenburger, 52.9 to 45.1 percent. She won reelection in 2006 by a vote of 57.9 to 40.4 percent against her Republican challenger, state senator Jim Barnett.1 Sebelius never lost an election to public office in Kansas.2 Sebelius’s 2002 gubernatorial victory marked the first and only father-daughter pair to serve as governors in the United States. Her father, John Gilligan, was Democratic governor of Ohio from 1971 to 1975. Sebelius’s gubernatorial leadership style was one of bipartisanship, as her Democratic Party was always in the minority in the state legislature.
