To advise of amendments, please phone Council on 6930 1800. 1 An Introduction to Coolamon Shire Community Profile Coolamon Shire enjoys the best of both worlds – the friendly, relaxed atmosphere of rural living, with the services and facilities normally found only in much larger centres. Although wheat has been cultivated in the area since 1850, the town of Coolamon which the Shire is centred on - was established about the time when the railway arrived in 1881. The Shire was proclaimed on 3 March 1906. Today, Coolamon Shire has an area of approximately 2494 square kilometers and a population of 4099, comprising the three larger towns of Coolamon, Ganmain and Ardlethan and the smaller villages of Marrar, Matong and Beckom.

Linda has worked in tourism, events and marketing for 15 incredible years, from studying her Business (Tourism) degree in Lismore, to travelling around Australia for 3 years working in tourism, to becoming CEO of Riverina Regional Tourism, launching her own agency, and even judging the national Tourism Awards in Vanuatu. There is no doubt at all that Linda’s experience working in the education, local government and private sectors has given her extraordinary insight, knowledge and understanding of the tourism industry on a local, state and national level. In addition to her experience, Linda’s “sixth sense” is her ability to spot opportunities and guide organisations and operators on how to leverage them for the good of the whole community. If Robin Hood and the Pied Piper were to procreate, Linda would be their proud offspring. Doing great things for small business, regional communities and rural events, and using her sweet marketing tunes to lure visitors to the country and therefore boost regional economies. Linda has been a judge and business mentor for the Inland Tourism Awards and NSW Tourism Awards, a presenter at many conferences and was elected as a board member of the Australian Regional Tourism Network in 2012. A true-blue country gal at heart, when she’s not travelling around the countryside giving great advice, Linda is either on her horse, running with her dogs, gardening or chasing the kids around.

  • 1 a Tale of Two Jurisdictions
    A Tale of Two Jurisdictions: A Focus on the Effect of Regulatory Constraints on Municipal Resilience in Australia Introduction Australia has long been lauded as one of the few advanced economies to escape recession subsequent to the Global Financial Crisis (GFC). Credit for Australia’s uninterrupted growth since the GFC has been variously ascribed to its strong banking system and robust regulatory agencies which existed prior to the GFC as well as the Commonwealth Government stimulus and bank deposit guarantee schemes initiated after the onset of the crisis (see, for instance Wittenhall 2011; Fenna, 2013). However, Australia was also the beneficiary of a steep rise in demand for commodities from its largest and fourth largest trading partners (China and India, respectively) in the post GFC period. Indeed, Day (2011, p. 23) has conducted empirical analysis to show that ‘had growth in export volumes to China been commensurate with pre- stimulus rates, Australia would have experienced three consecutive quarters of negative real GDP growth’. Less well recognised is the contribution of nett migration to the country – a comparison of the average nett migration for the seven years either side of the GFC reveals an increase of 169% peaking at 300 million in 2009 (Australian Bureau of Statistics (ABS), 2014). An indication of the pervasive effect of migration on national growth is illustrated by the GDP per capita recording three consecutive quarters of negative growth between September 2008 and March 2009 (ABS, 2014). Thus, while the nation may have escaped a ‘technical recession’ it would be incorrect to conclude that individuals have not experienced fiscal stress.

Edward River Council is located in the Southern Basin and represents a community of approximately 9,000 permanent residents across a region covering 8,881 square kilometres, including the town of Deniliquin and the six rural villages of Blighty, Booroorban, Conargo, Mayrung, Pretty Pine and Wanganella. Agriculture and irrigated agriculture are our region’s largest economic contributors and the flow-on effect from the agricultural sector to the retail and urban environment is significant. Edward River Council is supportive of a Basin Plan but is of the view that the implementation of the current plan is not balanced. The intent of the plan is and should be on achieving ‘triple bottom line’ outcomes that treat social, economic and environmental outcomes equally. Under the current plan, the reality that is seen every day within our community is that the environmental outcomes being sought are stripping away from the social and economic outcomes. To date, any structural support or reform to mitigate these effects has been limited and failed to balance the negative impacts of having water removed.
