Local people now have a greater say through the planning process about what happens in the area in which they live by preparing a Neighbourhood Plan that sets out policies that meet the need of the community whilst having regard for local, national and EU policies. The aim of this Neighbourhood Plan is to build and learn from previous community engagement and village plans and put forward clear wishes of the community regarding future development.

Order Decision Inquiry opened on 4 June 2019 by Mark Yates BA(Hons) MIPROW an Inspector appointed by the Secretary of State for Environment, Food and Rural Affairs Decision date: 27 August 2019 Order Ref: ROW/3209333 • This Order is made under Section 118A of the Highways Act 1980 (“the 1980 Act”) and is known as the Leicestershire County Council Public Bridleway I20 (Part) Parish of Barrow Upon Soar Rail Crossing Extinguishment Order 2017. • The Order was made by Leicestershire County Council (“the Council”) on 4 December 2017 and proposes to extinguish a section of Bridleway I20 in the parish of Barrow upon Soar, as detailed in the Order Map and Schedule. • There were ten objections outstanding at the commencement of the inquiry. Summary of Decision: The Order is confirmed subject to modifications set out below in the Formal Decision. PROCEDURAL MATTERS 1. I held a public inquiry into the Order on 4-6 June 2019 and undertook both unaccompanied and accompanied visits to the site and the surrounding area. 2. The Council adopted a neutral stance at the inquiry and the case in support of the confirmation of the Order was made by Network Rail Infrastructure Limited (“NR”). 3. There are two errors on the additional map within the Order1, which proposes to show the alternative route available to the public. Firstly, the route is shown through properties and not along the highways concerned. Secondly, the one- way system within the village means that it is not possible for horse riders or cyclists to travel northwards along the carriageway of Grove Lane2.

'The truth sprang up first in Leicestershire': George Fox, 1624-1691 and the origins of Quakerism1 by R.H.Evans The tercentenary of Fox's death prompts a review of his part, both nationally and locally, in the beginnings of Quakerism. After a brief introduction the first section illustrates some of the qualities that made Fox a powerful missionary and a dedicated leader. The second section examines some current tendencies in Quaker historiography, with particular reference to the importance of missionary activity, the part of Fox in the Quaker leadership, and the value of his early work in the Midlands. The last section turns to the beginnings of Quakerism in Leicestershire and employs hitherto-unexplored evidence to show that the movement was more developed there in the 1650s than is currently recognized and, further, that there is reason to believe Fox's early missionary activity in the county bore lasting fruit. The older view that Quakerism began in Leicestershire is not without foundation. In commemorating the tercentenary of the death of George Fox in January 1691 we celebrate the life of a Leicestershire man who became one of this country's outstanding religious leaders, only parallelled among Englishmen by John Wesley, a century later. Fox did not enjoy the social and intellectual advantages of Wesley. Although his parents had a respected status in their village of Fenny Drayton his origins were lowly by the standards of the time. Though literate he grew up without any formal education and was apprenticed in his teens to a shoemaker and cattle-dealer. At the age of 19, as his Journal relates, 'At the command of God, on the 9th day of the 7th month 1643 I left my relatives.
