activities by District ........................................................... 15 ii 1 Introduction The malaria strategic plan provides monitoring and evaluation framework of all malaria control activities ensuring Zambia implements evidence based cost-effective interventions that are effectively carried out, evaluated and documented through efficient collaborations among all partners in the public, private and commercial sector. HSSP provides technical support to building capacity and systems at the National Malaria Control Centre (NMCC) and District Level to effectively plan, implement and monitor the Indoor Residual Spraying program (IRS). The purpose of the visits was to ensure that the annual IRS campaigns are well coordinated and adhere to guidelines. The supervision efforts encourage district ownership of the IRS campaigns and more community participation. To ensure that districts are well prepared for the spray campaign, monitoring teams from the national level conduct trips to the districts for on-the-spot checks. This involves looking at district readiness for the exercise in the case of districts that have not yet started the campaign, and monitoring and supervision for those districts that have already started the exercise. Monitoring and supervision ensures that spraying campaigns are conducted correctly. Three monitoring and supervision exercises are usually conducted: one at the beginning of the spraying campaign; one in the middle of the spraying campaign and one towards the end of the spraying campaign. Each monitoring and supervision exercise consists of teams that go to different districts. 2 General Objective The general objective of the exercise was to provide technical and managerial assistance to the districts to carry out monitoring and supervision of the IRS activities in the districts. 3 Specific Objectives • To ensure that the IRS campaign took off on a technically sound base. • Ensure that minimum safe guard requirements are met • To assist clarifying any unclear technical issues • To provide any additional training and field demonstrations in the case of districts still spraying at the time • Counter check the system of accountability of chemicals • To understand the challenges faced by the districts during implementation 1 4 Methodology The following approach was adopted: • Observing spray operators and managers in the field from reporting at operational depot up to knocking off • Providing on the spot correction and demonstration • Discussions with spray operators, supervisors and district management • Making on the spot recommendations • Reviewing data being collected including inspection of the various forms • Inspecting sample houses that were sprayed • Interviews/discussions with household members whose homes have been sprayed or beneficiaries of spraying • Reviewing the field plans and making on the spot recommendations • Reviewing , evaluating and participating in the cascade training • Inspecting storage facilities and supplies • Use of supervision check list 5 Report Outline The observations made during the IRS mop-up monitoring and supervision visit which lasted from 14th to 24th December 2009, are divided into three sections according to teams that went into the field, as team one, two, and three. 6 Observations 6.1 Team One Brian Chirwa (HSSP) and Wambinji Kapelwa (NMCC) This section of the report is based on the monitoring and supervision conducted in the following districts: Copperbelt Province (Luanshya, Lufwanyama, Chingola and Chililabombwe), North-Western Province (Solwezi and Kasempa), Luapula Province (Nchelenge and Kawambwa), Northern Province (Chilubi), Lusaka Province (Lusaka and Chongwe) and Central Province (Mumbwa). 6.1.1 Coverage Most of the districts covered (10 of them) managed to achieve a coverage above 85% with eight districts attaining a % coverage above 90%. Two districts had coverage below 85%. A coverage well exceeding the target (Chongwe and
