By Colin John Hicks Abstract This thesis charts the beginning of the road as a drove road, its iteration as military infrastructure, the development of a service industry following its settlement and the expansion of coaching in the province, and finally the results of the decision to link Halifax and Windsor with a railway. Throughout these different periods this thesis describes what it was like to travel upon the road, how the cultural landscape of the road changed, and the changing of the road’s state between liminal and substantiated. This thesis utilizes methods from the disciplines of archaeology, geography and history to critically analyze primary and secondary historical sources, to describe the evolution of the road from Halifax to Windsor. This thesis gains insights into cultural, economic and political changes affecting the province of Nova Scotia broadly, and finds material manifestations of the decisions made by several important historical figures. Belcher’s map of the Province of Nova Scotia, 1855 1 INTRODUCTION - THE IMPORTANCE OF ROADS Nova Scotia is one of four Atlantic Provinces in Canada; it was one of the earliest territories in North America to be reached by Europeans and has seen many different peoples live upon its shores. Within Nova Scotia there is a road that connects two important communities, one the agricultural heartland of the province, the other the center of administration, the capital. This road is the highway between Windsor and Halifax, and its history extends hundreds of years into the past. Today commuters may travel between Windsor and Halifax by automobile for work or pleasure. In the past this road has seen a host of travellers, such as the Mi’kmaq, Acadians, British, and notable public figures, Joseph Howe, Lady Sherbrooke and Lord Dalhousie. The road spans much of the province’s history and the physical landscape of the road has evolved from a simple cattle track into a 100-series highway. This thesis charts the evolution of this road as an ever-evolving place throughout much of its history. The Oxford English Dictionary defines a road as a “path of way”.1 The origin of the word road in reference to a path of way begins with the development of road as meaning “action of riding”. In the etymology of the word road, roads and horseback riding are intrinsically linked in the English language; the word only begins to reference a path of way when riding on paths becomes common. Roads are more than just places to ride horses, however. Hilaire Belloc in 1911 describes roads as primal and 1 "road, n.". OED Online. June 2016. Roads are, to Belloc: […] the most imperative and the first of our necessities. It is older than building and than wells; before we were quite men we know it, for the animals still have it to-day; they seek their food and their drinking-places, and, as I believe, their assemblies, by known tracks which they have made.2 Roads are important because they represent a way between two places we want to be. In this way they encompass the aspect of liminal space. Liminality as a concept was first explored by Arnold van Gennep. He coined the term in 1906 after publishing Rites de Passage.3 Van Gennep explored the rituals surrounding rites of passage, describing each ritual as having a three-fold sequential structure. These three stages were described as preliminal rites, liminal rites, and postliminal rites.4 The middle stage is characterized by passing through a threshold that marks a boundary between two phases. The term ‘liminality’ was created by van Gennep to define this journey. Liminality can also concern spatial dimensions, such as borders, frontiers, airports, and even crossroads.5 Roads are by their nature a liminal space because they exist between a beginning and end. If travelling is a ritual they are the middle stage, stuck in the ambiguity and disorientation of being between two places, where you were and where you want to be. 2 Hilaire Belloc, The Old Road. Reid Read before the Royal Nova Scotia Historical Society 16 January 2013 or some twenty years now, a lively controversy has flourished over the reputation of the first Halifax-based Fgovernor of Nova Scotia, Edward Corn- wallis. Was Cornwallis a courageous and far-sighted founder of Halifax and builder of colonial Nova Scotia, or was he a genocidal imperialist whose chief claim to notoriety was his placement of a price on the heads of all indigenous inhabitants of Mi’kma’ki?1 Should Cornwallis continue to be distin- guished by the prominence of his statue in downtown Halifax, or should all public marks of his existence—statue, names of Figure 1. Portrait of Edward Cornwallis by Sir Joshua Reynolds, circa. 1756 places and streets—be erased? Insofar as I have made previous public comments on such issues, I have expressed concern about the application of the twentieth-century term ‘genocide’ to an eighteenth-century situation, but have applauded the action of the Halifax Regional School Board in renaming Cornwallis Junior High School and have suggested that the statue belongs in a museum with an appropriate interpretive panel rather than in its current place of public display. My focus in this essay, however, is rather different. I will offer a histori- cal portrayal of Cornwallis in three contexts. The first will be the eighteenth-century Cornwallis. What, from the viewpoint of historical analysis, is or is not significant about the Nova Scotia career, brief as it was, of this early governor? The second will be the Cornwallis of the statue.

CANADA B3L 4L7 NOVA SCOTIA TEACHERS UNION VOLUME 54, NUMBER 4 JANUARY/FEBRUARY 2016 NSTU back at negotiating table for public school contract NSTU’s negotiating team met with the Department of Education and Early Childhood Development’s negotiating team January 17 and 18 for the first time since both sides reached a tentative agreement on November 12, which NSTU’s public school members rejected on December 1. A previously scheduled negotiation date of January 16 was cancelled, to allow the Provincial Bargaining Team and government side to meet individually to review information for negotiations. Both parties did agree to keep specific discussions at the table confidential. “We will continue to keep our talks confidential,” says Morse. “We will also continue to let public school members know as much as possible about important issues and matters as they arise throughout the process using negotiations bulletins.” Morse says that this round of talks is unusual because of Bill 148, which received Royal Assent on December 18, but has yet to be proclaimed by Cabinet. Government’s Bill 148, the Public Services Sustainability Act, imposes a four-year agreement for all public sector workers in Nova Scotia, and includes a two-year wage freeze, followed by annual raises of one per cent and 1.5 per cent, with a half per cent at the end of the agreement, along with the elimination of service awards. “If this Bill is proclaimed, which the premier has said will happen once a public sector union seeks arbitration, it essentially imposes a wage package on Above are members of NSTU’s negotiating team.

    Grand Nova Scotia Tour Halifax to Liverpool Leave Halifax behind and travel south to Peggy's Cove, where your tour of Nova Scotia will begin. This is one of Canada's most photographed locations. The graceful lighthouse sitting high upon the smooth wave-worn granite of the coast once did duty in the summer months as Canada's only post office in a lighthouse. The South Shore takes you across a landscape that is both beautiful and historic. The narrow streets of Mahone Bay are lined with a unique array of studios and galleries belonging to some of Canada's most talented artists and craftspeople. Drive to the other side of the inlet to see another famous picture spot: Mahone Bay's three churches lined up along the inlet's banks. Continue to Lunenburg, where the town's seafaring history is reflected in the colourful coastline, narrow streets, and captivating architecture. The popular racing schooner "Bluenose," which is featured on the Canadian ten-cent item, is based in Lunenburg. The journey concludes in Liverpool, North America's privateering capital, situated at the mouth of the beautiful Mersey River.     Plan Review Background Paper Background Paper Number: 10 Planning & Development Department Date: March 2015 Tourism Background The Nova Scotia Tourism Agency state in their document ‘A Tourism Strategy for Nova Scotia’ the ‘Tourism is a $2 billion industry in Nova Scotia. It provides 24,000 jobs that support families in every region of the province.’ Tourism is a vital contributor to the economy in all parts of the province including East Hants. Tourism has some tremendous potential to stimulate economic development in East Hants. This is especially true in our rural communities which, like similar areas across the country, are facing challenges which threaten their very survival. Tourism often is the last remaining business opportunity which can hold our rural communities together and help ensure sustainability. In 2009 the Municipality developed a Tourism Strategy which explores ways to encourage and support a healthy tourism sector. It is anticipated that in 2015/16 the Municipality will review the Tourism Strategy. That strategy will take account of the Economic Development Strategy currently being prepared by Lionsgate. East Hants has been blessed with many natural tourism assets and we have some unique world class attractions and all of these assets and attractions creates a draw for visitors. The tourism strategy was developed to use the key or premier attractions, especially the more unique ones, to create niche and broader market draws for the municipal wide tourism product. The premier tourism attractions have been grouped as follows: 1. Tidal Bore Rafting 2. The Bay of Fundy Experience 3. Festivals & Special Events 4. Heritage and Culture Attractions Public Consultation Responses Question 12 of the Community Goals Survey asked ‘is it important to control development to ensure the tourism potential of scenic areas?’ A strong majority of respondents (82.2%) agreed that it is important to control development to ensure the tourism potential of scenic areas, with 11% of respondents indicating that they don’t know.
