WASH Incident Report No.81 Date: 08/09/2017 Location: Luhanska GCA and NCGA Prepared by: Volodymyr Kalinin, WASH Cluster IMO POWER and WATER CUTS IN LUHANSK OBLAST This morning, 8th September 2017 at 09:56, there is a power supply incident in Luhansk oblast affecting Government Controlled Areas (GCA), due to the damaged powerline. According to LEO, the Luhansk Thermal Power Plant (belongs to DTEK) had an incident, resulting in 220 kV power line getting damaged. The most populated part of Luhansk oblast Government Controlled Areas (GCA) is cut off from electricity, which stopping piped water supplies to GCA, and also stop water pumps to the Karbonit system that serves towns in Non-Government Controlled Areas (NGCA). Some major electricity users such as Popasnyanskyi Vodakanal (PVK) and Lysychanskvodocanal (LVK), as well as other water facilities in the affected area, are cut off. As a result, all cities connected to the Karbonit system from both GCA and NGCA sides, are now not receiving safe piped water from the usual source. In GCA areas Popasna, Hirske and Zolote are affected (around 44,000 people) and in NGCA Alchevsk, Stakhanov, Brianka, Pervomaisk and Kirovsk are the most affected (180,000 people) with Alchevsk, Krasnyi Luch and Antratsyt also affected to a lesser extent. From GCA side next cities are also affected: Sieverodonetsk, Lysychansk, Kreminna and Rubizhne (285,000). In total from GCA side (PVK and other vodocanals) 329, 000 people are affected by lack of access to safe drinking water. Note, that Petrovskyi waterintake (belongs to PVK) is not affected by this electricity incident. The water facility is still in operation and continues supplying water to Luhansk city without any interruptions. According to LEO, DTEK has started restoring electricity supply. Preliminary, electricity supply will be fully restored by the end of the day. The WASH cluster is in contact with PVK, LVK and LEO to track if any updates. WASH Incident Report .
