EDUARDO D. DEL ROSARIO SECRETARY The hardworking Secretary Del Rosario is DHSUD’s first ever head after being appointed by President Rodrigo Duterte in January. Previously, he had occupied key positions in the government and is no stranger to the housing industry. Served as the Chairperson of the defunct Housing and Urban Development Coordinating Council (HUDCC) before he was tasked by the President on the housing portfolio. It was under his helm of the HUDCC when the administration’s national shelter program for Filipino communities known as the BALAI (Building Adequate, Livable, Affordable and Inclusive) was launched and initiated. The DHSUD, under his leadership, has crafted the 10-point agenda that addresses the agency’s core functions of production, finance and regulation of the housing sector. “Housing is a need as well as a right, and it is our responsibility to assist the 81% of who wish to have a house of their own,” he says.
