Sound Transit 3: The Regional Transit System Plan for Central Puget Sound INTRODUCTION The Sound Transit 3 (ST3) System Plan will improve and expand the regional mass transit system by connecting the major cities in King, Pierce and Snohomish counties with light rail, Bus Rapid Transit (BRT), express bus and commuter rail. Sound Transit’s mission is to plan, build and operate mass transit service throughout central Puget Sound. The initial phase of the regional mass transit system, called Sound Move, was approved by voters in 1996. The second phase, Sound Transit 2 (ST2), was approved in 2008. Under these plans, the regional light rail system will more than double in length from just over 20 miles today to over 50 miles by 2023. Service is also increasing on the 83-mile Sounder commuter rail line from Everett to Lakewood, and ST Express buses continue to serve major highways in the region. Even with these improvements, transportation continues to be one of the area’s biggest challenges with approximately 800,000 more people expected to call this region home by 2040. Also by 2040 the region will support 800,000 new jobs. In the past year alone, the region’s population grew by 52,000 people — making daily commutes longer and more congested. In response, Sound Transit 3 provides the next phase of high-capacity transit improvements for central Puget Sound. With this plan, the light rail system will more than double again to 116 miles with over 80 stations. Light rail will expand north to Everett, south to Federal Way and Tacoma, east to downtown Redmond, south Kirkland, and Issaquah and west to Ballard and West Seattle. Sound Transit 3 will also invest in Bus Rapid Transit (BRT) in two corridors: connecting Lynnwood to Burien via I-405 and SR 518 to serve Eastside cities as well as Tukwila and Burien; and on SR 522 between Bothell and Shoreline with service extending to Woodinville and connecting to Link light rail via Northeast 145th Street. The plan also includes a program to improve bus speed and reliability in specific corridors. Finally, the plan will expand Sounder commuter rail,

    POLICY BRIEF Citizen’s Guide to Sound Transit 3: to increase sales, property and motor-vehicle excise taxes for expansion of regional light rail Mariya Frost Policy Analyst, Coles Center for Transportation October 2016 Key Findings • Sound Transit 3 (ST3) is a $54 billion-dollar ballot proposal that would increase the taxes residents pay to the Sound Transit Agency by $300 to $400 per average household per year, or upwards of $20,000 or more over 25 years. • In addition to new taxes, the ST3 proposal includes the continuation of taxes enacted in 1996 (Sound Move/ST1) and 2008 (Sound Transit 2/ST2), totaling $8.621 billion. This is roughly the size of King County’s $9 billion budget, and represents 16 percent of ST3 funding sources. • According to the Puget Sound Regional Council, of the 19 million daily trips expected to be taken in the region by 2040, less than one percent would be taken on light rail. The bulk of ST3 funding (over 60 percent) would be spent to build additional light rail. • Allowing for Sound Transit’s most optimistic ridership projection of 695,000 daily boardings by new and existing riders on all of Sound Transit’s services with ST3 (light rail, commuter rail, bus rapid transit, and express bus), the agency would serve barely four percent of daily trips expected to be taken in the region by 2040. • A little over six percent of the projected one million people that planners expect to move to the region are forecast to become new regular transit riders if ST3 is passed.

We mailed this Local Voters’ Pamphlet in advance of that date to give you time to read the candidate statements well before you vote. That extra time is especially important during the summer months, when many of us have travel plans. 2: Convenient locations: We now have ballot drop boxes in every corner of the county. Ballot drop boxes allow voters to easily return ballots in secure locations dedicated to elections. Ballots are retrieved by elections workers hired by the county and returned directly to the Auditor’s Office. This year we will have 22 drop boxes, an increase of 15 in just three years. To find the location closest to you, refer to the list on page 3 of this pamphlet. 3: Free postage: If you prefer mailing your ballot, this year you don’t have to put a stamp on the envelope. Fortunately, this year there is momentum to take action. Before adjourning, it is critical for the Legislature to grant the $15 billion in new authority needed for local voters to consider a Sound Transit 3 (ST3) ballot measure next year. Without ST3, there are insurmountable physical, financial and environmental constraints on significantly expanding the region’s transportation capacity. We are focusing on legislative districts touching the city of Seattle, as well other races key to transit funding. As an organization, Seattle Subway focuses on candidates who we feel will best represent environmental values and stand up for progress on transit and land use issues. We sent each candidate a questionnaire concerning their priorities on transit funding ​ and expansion to best inform our endorsement selection process. For incumbents, we also looked at their records on transit issues. We at Seattle Subway love voting and we hope you do too! If you are eligible to do so, please remember to turn in your ballots by November 3, though we recommend bringing your ballot to a dropbox as soon as possible. Our general election endorsements: Seattle Transportation Proposition 1: YES Seattle’s 2014 voter-approved Seattle Transportation Benefit District (TBD) may be the most successful transportation investment in city history. Enacting the TBD dramatically increased bus service hours and created a frequent bus service network that nearly tripled the percent of Seattle households that now live within a 10 minute walk of 10 minute service from 25 to 71 percent. When most American cities across the board saw transit ridership decline annually, our TBD in combination with Sound Transit’s 2016 U-Link opening allowed Seattle to far outstrip the rate of annual ridership growth above every major American city at a stunning rate of two percent growth per year.
