INTRODUCTION TITLE OF LEGISLATION Initiative Measure No. 976 concerns motor vehicle taxes and fees. RESULT Washington State Initiative 976 was approved at the ballot on November 5, 2019. Washington Initiative 976 (2019)1 Yes Votes No Votes 1,055,749 936,751 52.99% 47.01% OFFICIAL BALLOT LANGUAGE “This measure would repeal, reduce, or remove authority to impose certain vehicle taxes and fees; limit annual motor-vehicle-license fees to $30, except voter-approved charges; and base vehicle taxes on Kelley Blue Book value. Should this measure be enacted into law? Yes [ ] No [ ]”2 PURPOSE OF LEGISLATION Washington Initiative 976 (I-976) was on the Nov. 5, 2019 ballot in Washington as an Initiative to the Legislature, a type of indirect initiated state statute.3 Frequently referred to as the $30 Tabs Initiative, the measure was set to take effect on Dec. 5, 2019, but has been delayed due legal challenges, which have largely been resolved. I-976 is primarily designed to: • Repeal or remove the authority to impose certain vehicle taxes and fees. • Limit state and local license fees to $30 for motor vehicles weighing 10,000 pounds or less regardless of make, model, year, or value. Additional charges must be approved by voters after the measure's effective date. • Base new vehicle taxes and fees on the Kelley Blue Book value of a car rather than 85% of the manufacturer's base suggested retail price. • Require regional transit authorities to retire bonds early where allowed. • Reduce or repeal taxes pledged to bonds depending on whether bonds are retired by 2020.4 As a consequence, I-976 is designed to repeal the following items: • The $150 fee on electric vehicles.5 • The vehicle weight fee for motor home vehicles. ©2020 by the American Road & Transportation Builders Association (ARTBA). This removes the ability of independent taxing authorities (transportation benefit districts) to impose annual vehicle fees collected by the Department of Licensing. • The authorization for local transportation authorities to impose local-option motor vehicle excise taxes to fund passenger-only ferry services. • A tax of 0.3 percent of the selling price on each retail sale of a vehicle in Washington.6 As a result of these policies, I-976 will cause significant cuts to road and highway infrastructure, regional transit, and road maintenance. ©2020 by the American Road & Transportation Builders Association (ARTBA). Mr. Eyman claims on many occasions to have personally, and through his campaign, “launched” Recall Durkan. Mr. Eyman additionally visibly demonstrates on camera collecting signatures on altered petitions and fraudulently solicits campaign contributions under the guise of supporting the Recall Durkan effort. The Eyman Campaign has at no point contacted Recall Durkan for copyright permissions, permission for use of name or likeness of petitioners, or made any attempt to volunteer for the recall petition effort, and has therefore not been granted permission in ANY way to affiliate with or represent Recall Durkan. The Eyman Campaign has additionally failed to register any committee with the PDC to report contributions received for their supposed recall campaign.     POLICY BRIEF Citizen’s Guide to Sound Transit 3: to increase sales, property and motor-vehicle excise taxes for expansion of regional light rail Mariya Frost Policy Analyst, Coles Center for Transportation October 2016 Key Findings • Sound Transit 3 (ST3) is a $54 billion-dollar ballot proposal that would increase the taxes residents pay to the Sound Transit Agency by $300 to $400 per average household per year, or upwards of $20,000 or more over 25 years. • In addition to new taxes, the ST3 proposal includes the continuation of taxes enacted in 1996 (Sound Move/ST1) and 2008 (Sound Transit 2/ST2), totaling $8.621 billion. This is roughly the size of King County’s $9 billion budget, and represents 16 percent of ST3 funding sources. • According to the Puget Sound Regional Council, of the 19 million daily trips expected to be taken in the region by 2040, less than one percent would be taken on light rail. The bulk of ST3 funding (over 60 percent) would be spent to build additional light rail. • Allowing for Sound Transit’s most optimistic ridership projection of 695,000 daily boardings by new and existing riders on all of Sound Transit’s services with ST3 (light rail, commuter rail, bus rapid transit, and express bus), the agency would serve barely four percent of daily trips expected to be taken in the region by 2040. • A little over six percent of the projected one million people that planners expect to move to the region are forecast to become new regular transit riders if ST3 is passed.

    Washington Senate Bill (2015) Title of Bill: Senate Bill 5987 Purpose: A $16 billion, 16-year transportation plan, which included an 11.9 cents-per-gallon gas tax increase—gradually implemented beginning Aug. 1, 2015, and fully applied on July 1, 2016—and an increase in transportation-related fees, including those for overweight vehicles. The bill also permits Sound Transit residents to vote on a plan to increase taxes for an additional $15 billion in order to expand the region’s light rail system. Status of Amendment: Passed Washington Senate Bill 5987 (2015) Signed into law: July 15, 2015 Senate House FOR 37 54 AGAINST 7 44 History State Gas Tax Before SB 5987, drivers in Washington state paid a flat excise tax on gasoline of 37.5 cents-per-gallon. That amount was last set in 2005, when the state legislature approved a 9.5 cents-per-gallon state gas tax increase (phased in over four years). The package, including an increase in vehicle weight fees, was estimated to raise $8.5 billion over a 16-year period. Previous gas tax increases were implemented in 2003, 1991, and 1990. Gas Tax Distribution & Transportation Funding Sources Washington state’s highway and ferry system is funded through a combination of motor vehicle fuel taxes (23%); vehicle licenses, permits, and fees (12%); federal funds (26%); bonding (23%), and other sources such as tolling, ferry fares, and local funding (16%).i The transportation budget pays for “maintaining, preserving, and improving the highway system; operating ferries; motor vehicle registration; and enforcing traffic laws on the state highway system.” ii The state’s gas tax of 37.5 cents-per-gallon was constitutionally dedicated for ‘highway purposes’ in the 18th Amendment (November 1944).

If you are reading this message after October 26 and you are not registered, have moved since the last time you voted, or did not receive a ballot, you can go to your local elections office or voting center during regular business hours through 8 p.m. on Election Day to register to vote and receive a ballot. Once you have completed your ballot, you can send it via U.S. mail — no postage needed — but remember, all ballots must be postmarked by November 3. A late postmark could disqualify your ballot. The USPS recommends that you mail a week before Election Day.
