HIGHWAYS ENGLAND COMPANY LIMITED ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 THE M6 MOTORWAY(JUNCTION 29 NORTHBOUND AND SOUTHBOUND ENTRY &EXIT SLIP &LINK ROADS)AND M65(JUNCTION 1 EASTBOUND & WESTBOUND ENTRY &EXIT SLIP ROADS) (TEMPORARY PROHIBITION OF TRAFFIC)ORDER 2017 NOTICE IS HEREBY GIVEN that Highways England Company Limited (Company No.09346363) has made an Order on the M6 and M65 Motorways in the Boroughs of Chorley and South Ribble in the County of Lancashire to enable resurfacing, renewal of road markings, road studs, traffic detector loops, and high friction surfacing, crack repair works, and other general maintenance works; to be carried out in safety. The Order will ban all traffic from the following sections of the M6 and M65 Motorways: i. the M6 northbound exit slip road at Junction 29; ii. the M6 southbound entry slip road at Junction 29; iii. the M65 westbound entry and exit slip roads at Junction 1; iv. the M65 eastbound entry and exit slip roads at Junction 1; v. the M6 northbound to M65 westbound link road; vi. the M65 westbound to M6 southbound link road; vii. the northbound link road between the M6 Junction 29/M65 Junction 1 roundabout and the A6,from where it leaves the M6 Junction 29/M65 Junction 1 roundabout, to where it joins with the A6 roundabout; viii. the southbound link road between the A6 and the M6 Junction 29/M65 Junction 1 roundabout, from where it leaves the A6 southbound to the M65 eastbound link road, to the first point at which it joins the M6 Junction 29/M65 Junction 1 roundabout; ix. all of the carriageway that forms the M6 Junction 29/M65 Junction 1 roundabout. The prohibitions are expected to take place overnight between 2000 hours and 0500 hours (continuing to 0700 hours on Saturday and Sunday mornings) during a period starting on Wednesday 19 July 2017 and ending on Friday 1 September 2017. However, work may start and continue between the same times on subsequent nights until completed. Diversion routes via alternative junctions of the M6, M65, A6, and local roads will be well signed. The prohibitions will only apply during such times and to such extent as will be indicated by traffic signs, and will not apply to emergency services, works, or traffic officer vehicles. Registered in England & Wales number 09346363 HIGHWAYS ENGLAND ORDER 2017 No. ROAD TRAFFIC The M6 Motorway (Junction 29 Northbound and Southbound Entry &Exit Slip &Link Roads) and M65 (Junction 1 Eastbound &Westbound Entry &Exit Slip Roads) (Temporary Prohibition of Traffic) Order 2017 Made - - - - 29th June 2017 Coming intoforce - - 18th July 2017 WHEREAS Highways England Company Limited being the traffic authority for the M6 and M65 Motorways is satisfied that traffic on sections of those motorways and on six of their slip roads and four of their link roads in the Boroughs of Chorley and South Ribble in the County of Lancashire should be prohibited because works are proposed to be executed thereon: NOW, THEREFORE, Highways England Company Limited (Company No.09346363)(a), in exercise of the powers conferred by section 14(1)(a) of the Road Traffic Regulation Act 1984(b), hereby makes the following Order:- 1. This Order may be cited as The M6 Motorway (Junction 29 Northbound and Southbound Exit & Entry Slip &Link Roads) and M65 (Junction 1 Eastbound &Westbound Entry &Exit Slip Roads)(Temporary Prohibition of Traffic) Order 2017 and shall come into force on 18th July 2017. 2. In this Order: "the motorway" means the M6 and M65 Motorways; "the circulatory carriagewa}~' means the circulatory carriageway of the M6 and M65 Motorway; "the first slip road" means'the exit slip road leading from the northbound M6 carriageway at junction 29; "the second slip road" means the entry slip road leading to the southbound M6 carriageway at junction 29; "the third slip road" means the entry slip road leading to the westbound M65 carriageway at junction 1; "the fourth slip road" means the exit slip road leading from the westbound M65 camageway at junction 1; "the fifth slip road" means the entry slip road leading to the eastbound M65 carriageway at junction 1; (a) Registered Office: Bridge House, 1 Walnut Tree Close, Guildford, Surrey GUI 4LZ (b) 1984 a27; a new section 14 was substituted by the Road Traffic (Temporary Restrictions) Act 1991 (c.26), section 1(1) and Schedule 1. "the sixth slip road" means the exit slip road leading from the eastbound M65 carriageway at junction 1; "the first link road" means the designated link road from the M6 northbound carriageway to the M65 westbound link road; "the second link read" rrr~eans tl~ie designaied link road from the M6~ west'oound carriageway to the M6 southbound link road; "the third link road" means the northbound link road between the M6junction 29/M65 junction 1 circulatory carriageway and the A6,from its diverge away from the M6 junction 29/M65 junction 1 circulatory carriageway, to its point of merge with the A6 roundabout; "the fourth link road" means the southbound link road between the A6 and the M6 junction 29/M65 function 1 circulatory carria~ewav, from its diverge away from the A6 southbound to M65 eastbound link road, to the first point at which it joins the M6 junction 29/M65 junction 1 circulatory carriageway. "the works period" means periods overnight between 2000 hours and 0500 hours (continuing to 0700 hours on Saturday and Sunday mornings), during a period starting on Wednesday 19th July 2017 and ending on Friday 1st September 2017. However, work may start and continue between the same times on subsequent nights for such period not exceeding 18 months as shall be required to complete the work; "works" means resurfacing, renewal of road markings and road studs, reinstatement of traffic detector loops, replacement of high friction surfacing, inlaid crack repair works, and other general maintenance works. 3. Subject as mentioned in article 5 of this Order, during the works period, no person shall cause or permit any motor vehicle to enter or proceed in the first, second, third, fourth, fifth and sixth slip roads, or the first, second, third and fourth link roads. 4. Subject as mentioned in article 5 of this Order, during the works period, no person shall cause or permit any motor vehicle to enter or leave the M6 junction 29/M65 junction 1 circulatory carriageway. 5. The provisions of articles 3 and 4 of this Order shall apply only during such times and to such extent as shall from time to time be indicated by traffic signs, and shall not apply to a vehicle being used for emergency purposes by the police, fire and rescue authority or ambulance services or anything done at the direction, or with the permission, of a constable, or a traffic officer in uniform. And nothing in articles 3 and 4 of this Order shall apply to any vehicle being used in connection with the said works, by traffic officers, or for winter maintenance purposes.
