TRINIDAD AND TOBAGO 2017 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary The constitution provides for freedom of conscience and religious belief and practice, including worship. It prohibits discrimination based on religion. Laws prohibit actions that incite religious hatred and violence. In June the parliament unanimously passed legislation outlawing childhood marriage, which changed the legal marriage age for all regardless of religious affiliation to 18. The president proclaimed the legislation in September. Religious organizations had mixed reactions to the new law. The Hindu Women’s Organization of Trinidad and Tobago, the National Muslim Women’s Organization of Trinidad and Tobago, and other nongovernmental organizations (NGOs) supported the legislation, while some religious organizations, including the leader of an orthodox Hindu organization (Sanatan Dharma Maha Saba) said it would infringe on religious rights. Religious groups said the government continued its financial support for religious ceremonies and for the Inter-Religious Organization (IRO), an interfaith coordinating committee. The government’s national security policy continued to limit the number of long-term foreign missionaries to 35 per registered religious group at any given time. The government-funded IRO, representing diverse denominations within Christianity, Islam, Hinduism, and the Bahai Faith, continued to advocate for matters of religious concern and the importance of religious tolerance. With a mandate “to speak to the nation on matters of social, moral, and spiritual concern,” the IRO focused its efforts on marches, press conferences, and statements regarding tolerance for religious diversity and related issues. U.S. embassy representatives met with senior government officials from the Ministry of Foreign Affairs to discuss the importance of government protection of religious equality. -

But that is impossible since we all came here firmly rooted in the cultures from which we derive. And to simply say that there must be no Mother India or no Mother Africa is to show a sad lack of understanding of what cultural evolution is all about.” - Dr. Brinsley Samaroo (Express Newspaper, 18 October 1987), in the wake of victory of the National Alliance for Reconstruction in December 1986, after thirty years of governance by the People’s National Movement of Eric Williams Having documented and analyzed the maritime colonial transfer and “glocal” transculturation of subaltern African and Hindu spiritisms in the southern Caribbean (see Robertson 1995 on “glocalization”), this chapter now turns to the question of why each tradition has undergone an inverse political trajectory in the postcolonial era. -

India-Trinidad and Tobago Relations Historical Perspective: The relationship between India and Trinidad & Tobago started on 30 May 1845 when the first ship ‘Fatel Razack’ carrying 225 adult Indians reached the shores of Trinidad, then a British colony. Their numbers increased with subsequent arrival of more ships from India. The descendents of those indentured workers, now in their fifth generation, form nearly 42% of the population are an integral part of the economic, political and social fabric of the country. The presence of a substantial population of Indian origin (the largest ethnic group) has contributed greatly to bilateral relations between the two countries. Visit of Prime Minister Kamla Persad-Bissessar to India in January 2012: Prime Minister Kamla Persad-Bissessar paid a State visit to India from 5-14 January 2012. PMKPB was accompanied by a high level delegation comprising 7 Cabinet Ministers and a 160-member strong delegation from the private and public sectors besides representatives from tertiary institutions and PSUs. During the visit a number of agreements and MOUs were signed. These included the Bilateral Air Services Agreement (BASA); a Technical Cooperation Agreement (on Education), Programme of Cultural Exchanges (for the years 2012-2014); MoU on co-operation in the field of Traditional Medicine and for setting up a Chair of Ayurveda in the University of West Indies. She was also Chief Guest at PBD 2012 in Jaipur and was conferred with the PBSA. Visit of Prime Minister Dr. Manmohan Singh to Trinidad & Tobago: Prime Minister Dr. Manmohan Singh led a high level delegation for CHOGM Summit in November 2009. -

The early reform process of the 1980s and 1990s is now being deepened and widened and will give rise to a 'second wave' in public policy management. New solutions are being formulated to meet the rising challenges in the business of development and changes in the political economy of Caribbean societies. In times of great change, leaders need an understanding of the current situation, a clear visión of the future, and the ability to think strategically, negotiate effectively, and consider long-term consequences of particular courses of action. Policy makers and government managers need the technical skills to promote policy change and the resolve to see it happen, while executives of public interest organizations need to be knowledgeable about policy choices and adopt innovative approaches in response to paradigm shifts in social and economic thinking, and create institutions and instruments for the governance process. The "imperatives of adjustment" provided the policy rationale for the 1980s and 90s. The manifestation of present and fiiture objectives requires the development of a strategic programme of action to ensure that the external and internal components of economic development strategies can be integrated into a continuing platform for change. -

Douglas, Ph.D. ABSTRACT OF GRADUATE RESEARCH A Project Report Andrews University Seventh-day Adventist Theological Seminary Title: A PROPOSED STRATEGY FOR EVANGELIZING THE HINDUS OF THE REPUBLIC OF TRINIDAD AND TOBAGO Name of researcher: Wynall F. Kerr Name and degree of faculty adviser: Walter B. T. Douglas, Ph.D. Date completed: December 1989 Problem Substantial investments been made in the evangelization of Hindus in Trinidad, but have resulted in little success. The Seventh-day Adventist Church in Trinidad has not yet developed a well-defined approach to assist pastors and laity in evangelizing Hindus. The purpose of this study was to develop a biblically informed strategy 2 of evangelism that can be used in designing appropriate evangelistic methods. Method The New Testament and other selected literature have suggested a strategy and methods of evangelism that were used for evangelizing particular peoples or groups of people, and these might inform the mission of the Seventh- day Adventist Church in Trinidad to Hindus there. This project report has four sections: (1) a study of biblical and theological understanding of evangelism (2) a survey of Hinduism in Trinidad, (3) a survey of selected literature concerning principles for evangelizing Hindus, and (4) the development of an intentional, workable strategy and programs for evangelizing the Hindus of Trinidad. Conclusion The pastors and church members who attempt to evangelize Hindus of Trinidad need a definitive strategy so that evangelistic methods used intentionally. -

Here in Trinidad I had discovered that one of the greatest epics of the world was seasonally performed, not with that desperate resignation of preserving a culture, but with an openness of belief that was as steady as the wind bending the cane lances of the Caroni plain. —Derek Walcott, Nobel Prize Lecture (1992) As a child living in Wagoner, Oklahoma, I was enlisted by my Baptist evangelist father both to play the piano for his monthly hymn singing fests and to “teach” Wednesday night Bible classes. “What,” I asked my father, “shall I tell these people? I don’t know anything about the Bible.” “Oh,” he responded, “neither do they. Just make it up, but always assure them that—as our good hymn says—they are all ‘sitting in the lap of God.’ That’s what they want to know.” So week after week, while I unwittingly practiced for my future vocation, some dozen or so Baptist parishioners were asked by a nine-year-old girl to sit together “in the lap of God.” Having no idea what that meant, I conjured up an image of a gray-bearded, department store Santa/God with all of us piling at once into his opulent lap. -

Premdas, a Visiting Scholar at the Kellogg Institute (spring 1996), teaches regularly at the University of the West Indies, St. Augustine, Trinidad and Tobago, in the Caribbean. Over the past two decades Professor Premdas has conducted extensive field work in Guyana and Fiji. Among his published works are Guyana: Ethnic Conflict and Development and Fiji: Ethnicity and Development, both published by the United Nations Research Institute for Social Development and by the University of Warwick’s Research Series on Ethnic Relations. Other recent works by the author include Secessionist Movements in Comparative Perspective (Pinter, 1991), The Enigma of Ethnicity: Ethnic and Racial Relations in the Caribbean and the World (University of the West Indies, 1992), and Ethnic Identity in the Caribbean: Decentering a Myth (University of Toronto, 1995). ABSTRACT The 1995 elections in the multiethnic Caribbean state, Trinidad and Tobago, were not an ordinary affair. They not only saw a change of regime but with it a change in the ethnic identity of the new political rulers. Control of the government by one ethnic party or the other poses a threat to the welfare of excluded and defeated parties. For many years one ethnic community controlled the government and entrenched its supporters at all levels of government as well as allocating most resources for the benefit of its own community. -

Page 1 of 80 JUDGMENT INTRODUCTION In 1962 Trinidad and Tobago attained Independence from England. No longer was Trinidad and Tobago a colony. However, Her Majesty the Queen of England remained Monarch. By the Trinidad and Tobago (Constitution) Order in Council 1962, to which the 1962 Independence Constitution (the 1962 Constitution) was annexed and made operative (as from the 31st August 1962), Trinidad and Tobago was granted full responsibility for its own governance within the context of the Commonwealth (see the Trinidad and Tobago Independence Act, 1962). From that moment on, Trinidad and Tobago had independent responsibilities with respect to legislative powers and no laws of the United Kingdom passed after the 31 st August 1962 would extend to Trinidad and Tobago as part of its laws.
