The theme of the conference is ‘Diversity on the discipline: tension or opportunity in responding to global challenges’. The global financial crisis, continued concerns over terrorism, the projection of Western power into Iraq and Afghanistan, the growing significance of China and the emergence of the G20 states as major players, and political revolution in the Middle East, are amongst the challenges shaping contemporary international relations. Power is changing. Alliances are being reconfigured, and institutions are evolving. Security challenges are being articulated in a variety of areas including through technological change, health, natural disasters, and food scarcity. In addressing these issues, International Studies is characterised by diversity. This includes differences in how global challenges are understood. Divergent methodological approaches shape the ways in which the substance of these global challenges is analysed. In turn, competing understandings lead to academics offering distinct responses to pressing issues in contemporary global politics. We have been delighted at the exciting range of papers we have been able to include in the conference programme. They reflect not only the diversity in the discipline, as we had hoped, but its strength globally. Of the many highlights, we would draw your attention to three in particular. The first, on Wednesday night, is the conference plenary roundtable when Stuart Croft will chair a panel consisting Beth Simmons, Colin Hay, Paul Rogers and Ramesh Thakur debating the conference theme. This will be at The Hub on the Royal Mile. The second event on Thursday evening is a lecture by Anne-Marie Slaughter sponsored by the Department of Politics of Politics at Edinburgh University. Also on Thursday, Kim Hutchings will chair a roundtable marking the re-launch of BISA’s flagship journal, the Review of International Studies. The panel includes Chris Reus-Smit, Lene Hansen, Michael Williams and Neta Crawford. Running a conference of this size and complexity involves a large number of people giving up their time and energy. A few people however deserve special praise. Bill Thompson and Ruth Blakeley became assistant programme chairs, probably to their surprise, and were invaluable in advising on programme content. Damien van Puyvelde was invaluable in keeping track of the programme as it evolved and assisting in rearranging it as necessary. The ISA HQ has also provided support with the online systems and thanks should go to Dana Larsen and Joel Davies. We would also like to thank John Peterson at Edinburgh University for organising the student helpers for the registration desks. And above all, Gail Birkett should receive the thanks of both BISA and ISA for administering the entirety of the conference. Without her, it would not have been possible. Colin McInnes and Karen Rasler Joint Programme Chairs. 4 Meeting/Panel rooms By Hotel The Scotsman Hotel, North Bridge Linklater Suite 1&2 Level Access Lower Ground Floor Linklater Suite 3 Level Access Lower Ground Floor Russell Suite Level Access Lower Ground Floor Maclaren Suite 1 Level Access Lower Ground Floor Maclaren Suite 2 Level Access Lower Ground Floor Puma Carlton Hotel, North Bridge Sutherland Level Access 1st Floor Cromarty Level Access Lower Ground Floor Nairn Level Access Ground Floor Perth Level Access 1st Floor Argyll Level Access 1st Floor Trongate Stepped Access 1st Floor Waverley Level Access 1st Floor Highland Suite Level Access 1st Floor Radisson Blu Hotel, High Street/Royal Mile St Giles Level Access Lower Ground Floor Holyrood 1 room Level Access Mezzanine Floor Holyrood 2 room Level Access Mezzanine Floor Salisbury room Level Access Mezzanine Floor Netherbow Room Level Access Mezzanine Floor Executive Board Room Stepped Access Ground Floor Great Scottish Hall Stepped Access 1st Floor Dunedin room 1 Level Access Ground Floor Dunedin room 2 Level Access Ground Floor Canongate room 1 Level Access Lower Ground Floor Canongate room 2 Level Access Lower Ground Floor 6 Puma Carlton Hotel Sutherland Suite Perth Nairn room – Cromarty immediately below Highland Suite – Publishers exhibition/Registration this room on the Lower Ground Floor Argyll 9 Conference & Meeting Facilities 22.70m St Giles (Lower Ground Floor) 9.88m 8.06m Great Scottish Hall (First Floor) Itchycoo bar & kitchen 13.72m (Ground Floor) 12.91m Foyer Dunedin Room (Ground Floor) 7.82m Executive Cannongate Room Boardroom (Lower Ground Floor) (Ground 15.00m Floor) 5.47m Restaurant (Lower Ground Floor) Key Double amp socket 6.94m 3 phase-power supply Netherbow Room T Tele socket / ISDN line (Mezzanine Floor) Aerial socket 7.46m Mic socket 6.69m 7.75m Holyrood Room Salisbury Room (Mezzanine Floor) (Mezzanine Floor) 13.84m 11.67m ) 2 Boardroom Boardroom Cabaret Classroom Open Square Theatre U-Shape Dinner Dinner Dance Reception Length and Width (M) Floor area (M with bar/with with no bar dance floor Dunedin 52 96 105 50 240 66 80(buffet) 60/80 200 12.91x 14.92 193 Dunedin 1 30 40 36 36 100 40 - - - 12.91x 7.35 95 Dunedin 2 30 40 36 36 100 40 - - - 12.91x 7.45 96 Canongate 52 88 93 50 200 40 132 84/132 200 11.91x 15.00 179 Canongate 1 30 48 33 24 100 27 50 - - 11.91x 6.92 82 Canongate 2 30 48 36 30 100 30 60 - - 11.91x 7. 98 95 St. Giles 52 104 75 54 120 51 202 144/202 250 22.70x 9.88 224 Holyrood 40 48 54 42 100 39 - - - 13.84x 6.69 93 Holyrood 1 18 24 12 - 36 15 - - - 6.4x 6.69 43 Holyrood 2 18 32 18 24 54 21 - - - 7.34x 7.54 55 Salisbury 30 40 27 30 49 29 - - - 11.67x 7.75 90 Netherbow 14 32 18 24 32 18 - - - 7.46x 6.94 52 Exec Boardroom 16 16 12 - 20 - - - - 7.82x 5.47 43 Great Scots Hall 30 48 54 30 100 27 72 60/- 100 13.72x 8.06 111 NOTE • Cabaret is based on 8 pax per table • Cabaret in Meeting Point rooms is based on 7 pax per table • Classroom is based on 3 pax per table • Dinner is based on 12 pax per table • Capacities will differ if AV equipment is required Conference Timetable Thursday 19th June 2012 7.30 – 8.00pm Registration Highland Suite Puma (formerly Barceló) Carlton Hotel Wednesday 20th June 2012 8.00 Registration and Publishers Exhibition opens Highland Suite Puma Carlton Hotel 9.30 – 11.00 Panel Session 1 11.00 – 11.30 Break 11.30 – 1.00 Panel Session 2 1.00 - 2.00 Break 1.00 – 1.45 REF meeting with Prof Colin Hay sub panel chair Dunedin 1 Radisson Blu Hotel 2.00 – 3.30 Panel Session 3 3.30 – 4.00 Break 4.00 – 5.30 Panel Session 4 Plenary event 6.00pm The Hub, Royal Mile, Edinburgh Opening address: Professor Etel Solingen (University of California Irvine) ISA President Professor Inderjeet Parmar (University of Manchester) BISA Chair 6.30pm BISA Prizes 6.45pm Keynote Roundtable Professor Stuart Croft (University of Warwick) – Chair Participants Professor Colin Hay (University of Sheffield) Professor Paul Rogers (University of Bradford) Professor Beth Simmons (Harvard University) Professor Ramesh Thakur (Australian National University) Wine reception to follow at The Hub 11 Thursday 21st June 2012 8.30 Registration and publishers exhibition opens Highland Suite Puma Carlton Hotel 9.30 – 11.00 Panel Session 5 11.00 – 11.30 Break 11.30 – 1.00 Panel Session 6 1.00 - 2.00 Break 1.00 – 1.45 BISA members AGM Dunedin 1 Radisson Blu Hotel (see agenda and Minutes on BISA website) 2.00 – 3.30 Panel Session 7 3.30 – 4.00 Break 4.00 – 5.30 Panel Session 8 Evening events 6.00pm Dunedin Room Radisson Blu Hotel Review of International Studies Roundtable to

The enigmatic capital letter on a sentence yet unwritten. Perhaps ours began in 1976, when a charismatic entrepreneur purchased the CIPRIANI, Venice’s most glamorous hideaway. Perhaps it began when he decided to reinvent the world’s most romantic train that same year, so the hotel’s illustrious guests could arrive in style. Perhaps it began even earlier. Maybe when Michelangelo decorated the façade of a monastery in the Tuscan hills of Fiesole, or with a clandestine meeting between Rasputin and St Petersburg’s high society. Perhaps it began with HIRAM BINGHAM finding a route back to the lost city of the Incas. Perhaps in the beginning there was nothing, and a nameless voice said “let there be light.” Then they brought the canapés. Our beginning is wrapped in legend and secret; pioneering firsts and time- tested traditions. Perfumed secrets in ancient palaces and jewel-coloured fireworks on a golden beach. Champagne was definitely involved. Each of these fabled yesterdays weave into the adventure of today. Follow BELMOND to 46 unforgettable travel experiences peppered across the world’s most celebrated destinations.

Although scholars have argued for a long time that Hobbes can be seen as prefiguring, participating in, or stimulating the development of the modern liberal tradition3, and that despite his preference for the monarchical sovereign form, this form remains nonetheless grounded in an affirmation of democratic will4, newer interpretations suggest that Hobbes can be seen as 1 My thanks to Iain Hampsher-Monk and two anonymous reviewers at History of Political Thought for providing thoughtful commentary on the manuscript. Welcome to Belmond Grand Hotel Europe We’ve enchanted Russia’s high society for more than a century. Now, it’s your turn. CHAPTER ONE Discover St Petersburg Stroll along canals flowing with history and into a city rich in culture and revolutionary spirit. Russia’s imperial capital never ceases to amaze Legend has it that in 1703, while boating on the River Neva, Peter the Great saw an eagle flying over Zayachy Island. Taking it as an omen, he laid the foundation stone for the Peter and Paul Fortress and what would fulfill his vision of a European city. In the 300 years since Peter opened the ‘window on the west’, this Venice of the North has had many faces. A magnificent city reflecting the majesty of the Russian Empire, it became the so-called cradle of the revolution under Lenin. During World War II it was a symbol of national pride. Today, it is Russia’s cultural capital, in which awe-inspiring architecture, grand palaces and vast museums reflect the city’s unique heritage. Nestled among the most celebrated landmarks on Nevsky Prospekt, Belmond Grand Hotel Europe serves as a time capsule of Russia’s illustrious past and a gateway into St Petersburg’s exciting present. Drawing guests from across the world for more than 140 years, we’re the first port of call for your Russian adventure. There’s treasure around every corner.
