Zusammenfassung Die EG Wasserrahmenrichtlinie fordert in Art. 14, dass die Mitgliedstaaten bei der Umsetzung der Richtlinie der Öffent- lichkeit die relevanten Informationen zur Erstellung der Bewirtschaftungspläne zur Verfügung stellen und ihr die Mög- lichkeit geben, zu den Dokumenten Stellung zu nehmen. Weiterhin fördern die Mitgliedstaaten die aktive Beteiligung aller an der Umsetzung der Richtlinie interessierten Stellen. In der Studie wird der Stand der Forschung zur Öffentlich- keitsbeteiligung zusammengefasst und die juristischen Anforderungen des Art. 14 an die Mitgliedstaaten und ihre Um- setzung in Deutschland, insbesondere hinsichtlich der aktiven Beteiligung der interessierten Stellen, geprüft. In einem internationalen Vergleich werden weitergehende Beteiligungsansätze in Großbritannien, den Niederlanden und Frank- reich auf mögliche Übertragbarkeiten hin analysiert, bevor die Praxis der aktiven Öffentlichkeitsbeteiligung an internati- onalen Gewässern ausgewertet wird, um sie ebenfalls zur Weiterentwicklung an internationalen Gewässern, an denen Deutschland beteiligt ist, nutzen zu können. Abschließend wird eine Stakeholderanalyse an einem, die deutsch- niederländische Grenze überschreitenden Fluss, der Schwalm, erprobt und die Ergebnisse zusammengefasst. 17. Abstract The EU Water Framework Directive requires in Art.14 that the member states make the relevant information for the river basin management plans available to the public and provide opportunities for comments and that the member states shall encourage the active involvement of all interested parties. The study analyses the state of research on the role and effectiveness of public participation, the legal requirements of Art.14 and its implementa- tion in Germany, particularly the active involvement of all interested parties. Approaches to an active involvement of citizens and stakeholders in the United Kingdom, the Netherlands and France are analysed comparatively to judge the transferability. The international experience of public participation in transboundary waters is then sum- marised to be used for the development of active involvement in transboundary waters with a German share. Fi- nally, the existing methods for the analysis of stakeholders are adopted to cases of transboundary waters and tested in a river basin, the Schwalm, at the Dutch-German border and a summary is provided. 17.     © Lizzie Thynne, 2010 Indirect Action: Politics and the Subversion of Identity in Claude Cahun and Marcel Moore’s Resistance to the Occupation of Jersey Lizzie Thynne Abstract This article explores how Claude Cahun and Marcel Moore translated the strategies of their artistic practice and pre-war involvement with the Surrealists and revolutionary politics into an ingenious counter-propaganda campaign against the German Occupation. Unlike some of their contemporaries such as Tristan Tzara and Louis Aragon who embraced Communist orthodoxy, the women refused to relinquish the radical relativism of their approach to gender, meaning and identity in resisting totalitarianism. Their campaign built on Cahun’s theorization of the concept of ‘indirect action’ in her 1934 essay, Place your Bets (Les paris sont ouvert), which defended surrealism in opposition to both the instrumentalization of art and myths of transcendence. An examination of Cahun’s post-war letters and the extant leaflets the women distributed in Jersey reveal how they appropriated and inverted Nazi discourse to promote defeatism through carnivalesque montage, black humour and the ludic voice of their adopted persona, the ‘Soldier without a Name.’ It is far from my intention to reproach those who left France at the time of the Occupation. But one must point out that Surrealism was entirely absent from the preoccupations of those who remained because it was no help whatsoever on an emotional or practical level in their struggles against the Nazis.1 Former dadaist and surrealist and close collaborator of André Breton, Tristan Tzara thus dismisses the idea that surrealism had any value in opposing Nazi domination.

Marinetti, the leader of futurism, theorized parole in libertà (or “words-in- freedom”) in his manifestoes, numerous futurists participated in this verbo-visual practice. Although paroliberismo was a characteristic form of expression that dominated futurist poetics preceding, during, and after World War I, little scholarly work has been done on the “words-in- freedom” authored by women and how they might differ from those created by their male counterparts. Women, outcast as they were by futurism both in theory and often in practice, participated nevertheless in the avant-garde movement known for announcing its “disdain for women” in its “Founding Manifesto” of 1909. This dissertation takes an interdisciplinary approach to analyzing the position of the female futurist and her mixed-media contributions during the years in which paroliberismo was carried out in futurist circles. I examine rare and under-studied verbo-visual works done by women between 1914 and 1924.

It first looks at its place within the Prague group's early erotica, then considers early Czech surrealism in relation to interwar Czech sex reformism, feminism, and homoerotic activism, and finally examines how Toyen 's production of artworks can be seen as enacting her queer desire in a tangible form . In closing , it relates Czech surrealist theory and practice to French surrealist ideas. The article also shows how inter-war Czechs participated in the struggle for sexual minority rights. Toyen 's entire oeuvre aims at nothing less than the correction of the exterior world in terms of a desire that feeds upon and grows from its own satisfaction.

The book is a fascinating contribution to three fields: queer studies, Jewish history and psychoanalysis. The heroine of the book is Margarethe Csonka- Trautenegg – named Gretl throughout – who during the last decade of her life shared her life- story with the two authors (Ines Rieder, 1954-2015, writer, historian of gay/lesbian history and feminism in East-Central Europe; and ecopsychologist Diana Voigt, 1960-2009). The authors interpreted Gretl's personal impressions with the help of academic and media sources while focusing mainly on Gretl's youth and treatment sessions with Sigmund Freud. Gretl was lucky to have been born into a wealthy and loving family. She was exceptionally beautiful and affluent for most of her life, but she was marginalized in two significant ways. She lived as a lesbian in Vienna, a city in the Austro-Hungarian Monarchy with a long tradition of patriarchal spirit, and she was a Jew in the mostly Catholic Austria.

My purpose is to investigate to what extent his works reflect time, Auernheimers life and the city of Vienna. An introductory chapter on life and work deals with the most important events in his life. It is clear, that he was one of the major personalities in the field of culture in Vienna before and after World War I and an outstanding intellectual who stood for democratic values. When he was 61 the Nazis forced him to leave Austria, after first having put him into the concentration camp Dachau for five months.
